Abstract

Artikel ini menjelaskan tentang pentingnya power sharing dalam meraih kekuasaan jabatan gubernur Sulawesi Selatan. Adapun metode penelitian yang digunakan adalah studi kasus dengan teknik pengumpulan data berdasarkan pembacaan atas sejumlah literatur yang berkaitan dengan pembagian kekuasaan. Power sharing dalam konteks ini dibentuk melalui koalisi antara bangsawan Bugis dan Makassar. Bangsawan merupakan kelas sosial teratas dalam pelapisan sosial masyarakat. Dalam masyarakat majemuk seperti Sulawesi Selatan, berbagi kekuasaan antar kelompok etnis merupakan keharusan dalam politik. Itu tidak hanya dimaksudkan untuk menciptakan harmoni dan keteraturan, tetapi juga sebagai strategi dalam mendapatkan kekuasaan gubernur. Ini dibuktikan dengan kemenangan Nurdin Abdullah-Andi Sudirman Sulaiman dalam pemilihan gubernur 2018. Mereka mewakili kemenangan Makassar dan Bugis di satu sisi, sementara di sisi lain mereka telah mengembalikan kaum bangsawan dalam pusaran kekuasaan. Politik pembagian kekuasaan di antara kelompok-kelompok etnis mendorong orang untuk menyatukan suara mereka dengan mengikuti jalur etnis untuk mempertahankan keberadaan mereka dalam kekuasaan. Koalisi etnis yang dikombinasikan dengan koalisi antara bangsawan membuat artikel ini berbeda dengan artikel sebelumnya yang hanya mengeksplorasi politik pembagian kekuasaan berdasarkan etnis dan agama, tapi melupakan pentinganya status sosial dalam kontetasi politik. Bangsawan merupakan status tertinggi dalam struktur masyarakat Sulawesi Selatan. Oleh karena itu, koalisi antarbangsawan merupakan pilihan cerdas dalam masyarakat majemuk yang merindukan kehadiran kaum bangsawan sebagai pemimpin gubernur.

Abstract

This article aims to explore the presence of women in power at the local level. The choice of this theme isvery interesting for two reasons. First, the election of regional heads directly opens women's access topower at the local level. In several regions in Indonesia, women have succeeded in becoming regents andmayors thanks to the direct election of regional heads. This phenomenon is part of the portrait ofwomen's success in the local political power struggle. Second, the positions of regents and mayors areincreasingly open to being contested in line with the strengthening of dynastic politics. This means thatdynastic political practices are increasingly enabling women to rule as regional heads. Because they arepart of the effort to maintain her husband's power. It is these two points that we want to prove throughsecondary data collection methods through critical reading of several pieces of literature that are relevantand related to writing. Meanwhile, the theory that will be used in dissecting women in power is thetheory of democracy which is interpreted as a mechanism for gaining power through competitivestruggles in elections. The choice of democratic theory is very appropriate because it substantiallycontains two things: participation and competition. Participation and competition are a must in thestruggle for the position of regent and mayor. With this way of thinking, it is believed to be able to revealin detail the involvement and ability of women in gaining power. Thus, the presence of women in powerat the local level shifts the perspective of power politics which is pro-men but gives a new meaning thatpower politics is increasingly friendly to women. The result is that women are expected to have morepower at the local level.

Abstract

Tulisan ini berusaha menelaah tautan antara pendidik pemilih dengan politik kewarganegaran di satu sisi, sementara di sisi yang lain mengaitkan pendidikan pemilih dengan penguatan demokrasi. Cara pandang ini sangat berbedah dengan kajian pendidikan pemilih, yang menempatkan pemilu sebagai fokus sentralnya. Bagi penulis, pendidikan pemilih perlu diperluas maknanya dengan mengaitkan politik kewarganegaraan dan demokrasi. Pendidikan pemilih berkontribusi menciptakan warganegara yang cerdas, kritis, dan rasional dalam menggunakan hak politiknya. Pada saat yang sama, mandiri dan bebas dalam menyuarakan tuntutan, keinginan, dan kepentingan politiknya. Lebih jauh lagi, hasil dari pendidikan pemilih memungkinkan warganegara melakukan kontrol terhadap kinerja pemerintahan dalam menjalankan tugas dan fungsinya. Dengan kata lain, pendidikan pemilih akan menambah kapasitas warganegara bila berhadapan dengan pemerintahan.

Abstract

This article explains the dominance of karaeng in the regional elections in the Jeneponto district. Karaeng is part of the traditional elite who can seize and maintain power through regional elections which are carried out directly, freely, fairly, and democratically. The karaeng's victory in the 2018 regional elections proves that in the last twenty years, the karaeng's position as a governing elite has become stronger. This means that the nobility in Jeneponto has a stronger position in the direct struggle for power. The 2018 regional elections proved that all regional head candidate pairs had Karaeng backgrounds. By mastering this candidacy, the karaeng will automatically be elected and become the regional head

Abstract

The strengthening of identity politics in the local domains happens together with political decentralization. Post-enactment of Law 22/1999, identity politics movements is more clearly. In fact, Many actors both local and national politics are consciously using this issue in the power-sharing. This research use literature review as method in analysis. Identity politics In Riau, Central Kalimantan, West Kalimantan and Irian Jaya, which is become the focus of this study, are show how strength this issue. This issue used by political actors when dealing with other political entities.

Abstract

The article aims to explain the marginalization of women in leadership in Malang City. It turns out that the marginalization of women has been going on for a long time. Since 1942 until now women have never succeeded in becoming political leaders. This means that the political structure in Malang City is very male. The domination of men over women is a sign that political reform through direct elections does not have a positive impact on women's position in politics. The position of women is still weak and powerless against men in the mayoral election. Therefore, it is necessary to do two things simultaneously, namely encouraging political participation and developing social awareness for women so that they continue to struggle and compete for political leadership. The struggle to seize political leadership is an important agenda in building substantive democracy in Malang City.

Abstract

Praktek yang dilakukan agen dalam arena dapat menghasilkan dominasi dan melemahkan. Mendalami dominasi praktek dinasti politk penelitian ini merujuk pada teori kapital Pierre Bourdieu. Yaitu, kapital ekonomi, sosial, budaya dan simbolik dalam arena. Tujuan penelitian ini untuk mengungkap dan menganalisis kebertahanan dinasti politik kepala desa. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus dan informan dipilih secara purposive sampling. Langkah pengumpulan data dimulai dari dokumentasi, rekaman arsip, wawancara, observasi langsung, observasi partisipan. Dinasti politik ini bermula sejak awal dibentuknya wilayah desa pada masa keraton tahun 1928. Fenomena ini terjadi sebelum digantinya sistem keadipatian keraton Sumenep (sekarang kabupaten Sumenep) tahun 1929. Bertahannya dari generasi ke generasi (turun temurun) satu keluarga di desa Bulbul sampai sekarang. Maka, untuk mengungkap bangunan dalam dinasti politik itu sendiri dengan menganalisis pola, konstruksi dan struktur sosial budaya. Meliputi unsur kepatuhan bhuppa’ bhabbu’ ghuru rato yang tersisa sejak zaman kerajaaan dan masih relevan. Sehingga membentuk habitus dalam praktek agen dalam arena. Analisa ini diawali dari proses terbentuknya agen dalam arena yang menyebabkan terjadinya dinasti politik. Kemudian faktor-faktor yang berkontribusi sehingga membentuk dan pelanggengan dalam arena dan juga dampak yang dihasilkan. Kontribusi studi ini untuk mengisi kesenjangan akademik dimana mengungkap praktek dinasti politik secara mendalam.

Abstract

Student involvement in the school environment reflects the implementation of the Child-Friendly City policy. It serves as proof of the government's dedication to enforcing the Convention on the Rights of the Child and the mandate of the 1945 Constitution, particularly articles 28 and 31. Malang City approved the KLA Regional Regulation on May 14, 2024. This policy requires proper monitoring. The community service activity contributes to the supervision of implementing Child-Friendly Schools. This service promotes and strengthens student participation at SDN Tunjungsekar 4. This activity involves students in grades 1-3 as well as class teachers, lecturers, and students. Socialization is given by providing material about children, children's rights, and forms of student participation that can be done at school. Socialization activities are also followed by Question and Answer sessions and games to increase student enthusiasm. As part of this community service activity, we conducted a mapping of student participation at SD Tunjungsekar 4. The mapping results indicate that students have engaged in various activities at school, including daily duty schedules, Clean Fridays, class management competitions, and selecting extracurricular activities based on their interests, such as angklung, dance, pencak silat, and scouts. An additional form of participation is the art performance held to commemorate National Education Day, providing children with a space to unleash their creativity and self-expression. This type of participation should be continuously nurtured to enhance learning in schools and to support child-friendly education, as well as to strengthen the policies related to the development of Child-Friendly Cities.

Abstract

Populism, defence politics, and local leader are interrelated in the study of power. In the framework of maintaining power, local leaders will use populist policies to gain political support from the community. Community support is essential in an electoral democracy. Therefore, the local leaders will respond to the needs of its citizens in the form of populist policy. The ability of local leaders to meet the needs of their citizens is an important part of the working of populist politics. In this populist politics, the beneficiaries are leaders and society. Nevertheless, the beneficiaries are more certainly the local leaders. Why? Is it because local leaders use populism policies as instrumentation in maintaining power? By relying on that question, the choice of populist policy is aimed at two things for the local leaders. First, to gain legitimacy from the community. For local leaders, legitimacy is needed in building political power (Ramlan Surbakti, 1992; 96). It’s because the strong legitimacy will make to the local leaders more confident. Second, to strengthen the personal capacity of the local leaders in front of the community and other political forces. By relying on these two goals, the local leaders will have power stronger. Strengthening and maintaining power are the main objective for the local leaders. Therefore, this paper will attempt to present the ability of the local leaders in maintaining his power through the politics of populism at the local level (Vedi R Hadiz, 2017; Willy Purna Samadhi, 2016).

Abstract

This study examines the development process in transmigration areas, utilizing the social capital concept in the study of three transmigration villages: Mekar Jaya, Wapae, and Suka Damai. We interviewed stakeholders, made observations, and analysed documents to collect data. Our findings highlight the important role of social capital and institutional change in supporting village development. Three critical factors emerged: First, village development involves the transfer of skills from the area of origin to the area of migration endowed with strong work ethics (etos kerja), particularly in agricultural and business sectors. Second, strong networks formed through ethnic and religious ties facilitate information sharing and cooperation, aligning the interests of the community and the village govenrment. Third, institutional changes in village autonomy and regional expansion significantly influence the village development process, strengthening communities’ social capital while reshaping the state-society relationship to become more democratic. Despite some progress, the village transformation, however, has yet to have a significant impact on improving the community’s prosperity.
