Abstract

 Peningkatan jumlah alat tangkap multigear (jaring rampus dan jaring udang) berbanding terbalik dengan  penurunan jumlah produksi hasil tangkapan utamanya yaitu, ikan  Kembung dan Udang Putih sejak tahun 2014 hingga tahun 2015. Sulitnya pembiayaan investasi dan pengembangan usaha penangkapan multigear di Pelabuhan Perikanan Pantai Tawang membuat sebagian besar Nelayan terikat pada sistem ijon (Patron-Klien), sehingga menyebabkan penerimaan Nelayan tidak maksimal karena harga jual yang ditetapkan rendah dari pihak Bakul (Patron) selaku pemberi pinjaman modal. Untuk itu, perlu adanya analisis finansial apabila Nelayan tidak terikat sistem ijon.Berdasarkan permasalahan tersebut, tujuan dari penelitian ini adalah, menganalisis kelayakan finansial untuk mengatahui apakah hingga saat ini usaha penangkapan multigear terikat sistem ijon masih layak untuk dilanjutkan, serta menganalisis bagaimana kelayakan finansial usaha apabila Nelayan tidak terikat sistem ijon.Hasil perhitungan analisis finansial usaha penangkapan multigear terikat sistem ijon discount rate 5%  ialah, R/C ratio 1,79, PP 3,112, NPV Rp. 340.654.823,79., Net Net B/C ratio 1,41 dan IRR 13,26%. Sedangkan, hasil  analisis finansial usaha penangkapan multigear memanfaatkan lembaga keuangan  discount rate  9% ialah, R/C ratio 1,99, PP2,388, , NPVRp. 384.956.100,17., Net Net B/C ratio3,50 dan  IRR 50,10% Berdasarkan nilai-nilai tersebut usaha penangkapan multigear terikat sistem ijon masih layak untuk dilanjutkan, namun usaha ini akan lebih layak untuk dijalankan apabila memanfaatkan lembaga keuangan.  The increasing number of using multi-fishing gear (rampus net and trammel net) was inversely with the amount of decreasing production of each target catch, these were long jowed mackerel (restrelliger sp.) and white shrimp (paneaus sp.), since 2014 till 2015.  The difficulty of financial and development business investment arrest multi-fishing gear makes most of the fishermen attached to small seller ( patron-client system).  This condition makes fisherman couldn’t get maximum revenue cause of the selling low price from small seller as the Lender of Capital. Based on these problems, the aims of it research are,  analysis the feasibility financial to find out weather till today its business still feasible to continue, and how is the analysis business feasibility if the fishermen not bound  to ijon system (patron-client).The calculation result of financial analysis multi-fishing gear business bound to ijon system by discount rate 5% are, R/C ratio 1,79, PP 3,112, NPV Rp. 340.654.823,79.,, Net Net B/C ratio 1,41, and  IRR 13,26%. Whereas, the result of financial analysis multi-fishing gear business use financial institution discount rate 9% are, R/C ratio 1,99, PP2,388, , NPVRp.384.956.100,17.,  Net Net B/C ratio3,50 and  IRR 50,10%. According to those values multi-fishing gear business that bound to ijon sytem is still feasible to continue, But this business will be recognised to run better when use financial institutions.

Abstract

 Sumberdaya ikan di perairan Selat Bali terjadi peningkatan dari tahun ke tahun, sehingga meningkatkan jumlah armada unit penangkapan Purse Seine untuk menjaring Lemuru yang berdampak over eksploitasi pada tahun 2010. Untuk mengatasi hal tersebut kembali dijalankan peraturan mengenai pembatasan unit armada Purse Seine guna menekan laju peningkatan armada penangkapan. Kebijakan tersebut berdampak kembali stabilnya unit armada alat tangkap Purse Seine dan meningkatkan hasil tangkapan  ikan khususnya Lemuru di tahun 2011-2014 secara bertahap. Efisiensi penggunaan armada kapal penangkap ikan yang menggunakan alat tangkap Purse Seine sangat terkait dengan masalah identifikasi faktor-faktor produksi yang mempengaruhi produktivitas dan efektifitas dalam memanfaatkan sumberdaya ikan. Untuk itu perlu dikaji tentang faktor produksi agar mengetahui faktor-faktor apa saja yang mempengaruhi hasil tangkapan guna meningkatkan hasil tangkapan nelayan. Metode yang digunakan dalam penelitian ini adalah studi kasus dengan analisis deskriptif dan metode pengambilan sampel purposive sampling. Metode analisis yang digunakan berupa uji asumsi klasik dan fungsi produksi Cobb-Douglas. Hasil penelitian menunjukan bahwa faktor-faktor yang berperan nyata pada unit alat tangkap Purse Seine di PPP Muncar, Banyuwangi, Jawa Timur yaitu lama trip (X1), jumlah ABK (X2), Watt (X3), Panjang Jaring (X4), Lebar/kedalaman Jaring (X5), Kekuatan Mesin (X6), BBM (X7) dan Pengalaman Juragan (X9). Hubungan antara faktor-faktor produksi dengan produksi alat tangkap Purse Seine di PPP Muncar, Banyuwangi dapat direpresentasikan dalam model fungsi Cobb-Douglas, yaitu sebagai berikut: ln Y=4,441–0,494 ln X1+0,318 ln X2–0,088 ln X3+0.,104 ln X4+0,375 ln X5+0,442 ln X6–0,103 ln X7+0,033 ln X9 Kata kunci: Purse Seine ‘Gardan’, faktor produksi, Banyuwangi  ABSTRACT The increase of fisheries stocks in the Bali Strait year after year multiplied the number of fishing fleets to captured Lemuru and caused the over exploitation in 2010. To overcome the issue, the regulation on Purse Seine fleets restrictions was reapplied to control the increase of fishing fleets. The policy affected the stability of Purse Seine fishing fleets and gradually improved the captured, particularly Lemuru, in 2011 - 2014. The efficiency of Purse Seine fishing fleets usage was strongly related to the identifying issues of production factors influencing the productivity and effectiveness of fish resource utilization. Therefore, it was necessary to identified the production factors in order to determine fishing increasing factors eventually to improve the fishermen's captured. The method in this research was descriptive case study with purposive sampling technique. The analysing method was  classical assumption test and the production function of Cobb-Douglas. The results showed that factors significant in fishing production  Purse Seine in Muncar Fishing Port, Banyuwangi, East Java were, Fishing Trip (X1), the number of Crew (X2), Light Intensity (X3), Length of Purse Seine (X4), Width of Purse Seine (X5), Engine Power (X6), fuel (X7), and Experience Squire (X9). Abstract

Peraturan Menteri Kelautan Perikanan RI nomor 1 Tahun 2015 menetapkan ukuran lebar karapas untuk Kepiting Bakau (Scylla serrata) layak tangkap minimal 15 cm. Konstruksi trap yang digunakan untuk menangkap Scylla serrata di perairan Rembang memberikan peluang tertangkapnya stadia juvenille (< 10 cm CW). Trap dengan inovasi celah pelolosan diasumsikan dapat meloloskan Scylla serrata stadia juvenille. Desain celah pelolosan berbentuk segi empat terletak sepanjang bagian sisi bawah trap dengan ukuran tinggi 3 cm, memberikan hasil tangkapan Scylla serrata yang terkecil berukuran lebar karapas rata-rata 8,3 cm dibandingkan tanpa celah pelolosan dengan ukuran terkecil lebar karapas rata-rata 5,3 cm. Tertangkapnya Scylla serrata dengan desain trap bercelah pelolosan < 10 cm CW (stadia juvenille) mengindikasikan bahwa populasi biota tersebut di perairan Rembang berukuran kecil pada saat dilakukannya penelitian pada bulan April sampai dengan Juni 2016. Regulation of the Minister of Marine and Fisheries of the Republic of Indonesia No. 1 / 2015 set the legal size of Mud crab (Scylla serrata) at least 15 cm carapace width. The trap construction used to capture Scylla serrata in Rembang waters provides an opportunity for capturing juvenile stadia (<10 cm carapace width/CW). The innovation of trap with the escape gap is assumed to pass Scylla serrata juvenille stadia. The design escape gap of a rectangular is located along the underside of the trap with a height of 3 cm, giving the smallest Scylla serrata catches the width of an average carapace by 8.3 cm compared with no escape passes with the smallest size of the average carapace width of 5.3 cm. The capture of Scylla serrata with the trap design of a 10 cm CW (juvenile stadia) trap indicates that the biota population in Rembang waters is small in the case of a study in April to June 2016.

Abstract

In Batang Regency coastal area was a coastal management area program used conservation approach called “Marine Region Conservation Area (KKLD)”. Ujungnegoro coastal area located in Ujungnegoro Village, Kandeman District, Batang Regency. KKLD condition that officially formed by Batang Regent since 2005 is still undeveloped. Purposes of this research were to assess perception and people’s participation and also analyze correlation between perception and people’s participation in Ujungnegoro KKLD management. Purposive sampling was used tochoose respondents. Variables were perception and people’s participation of Ujungnegoro people’s.

Abstract

Fisheries surveillance of fishing areas are Civil Servants (PNS) were given the duties, responsibilities, authority, rights in full by the competent authorities to conduct surveillance of fishing activities include licensing documents fishing effort, the catch, the crew, loog book fishery , region capture, utilization of fish resources and the environment and other related arrest. The purposes of this study were to identify the functions and roles of PIU PSDKP performance, and analyze the activities of Satker Supervision Analyzing Marine Resources and Fisheries in the Palabuhanratu Nusantara fishing port, Sukabumi, West Java. The method used in this research was descriptive based on case studies. The sampling method used was census. The results obtained performance of Satker Monitoring of Marine Resources and Fisheries has said as well, that is the fundamental duty of each employee would have held but for surveillance at sea can be said to be less good. This is due to the facilities and infrastructure that are not conducive to such monitoring. Need to increase the number of speed boat fleet to support performance monitoring Satker Monitoring of Marine Resources and Fisheries.

Abstract

Usaha penangkapan mini purse seine merupakan suatu usaha yang paling besar dalam menambah nilai produksi ikan di PPP Morodemak. Nelayan juragan mini purse seine merupakan nelayan yang memiliki suatu usaha penangkapan ikan. Pendapatan yang diterima nelayan juragan mini purse seine umumnya tinggi dengan tingkat kesejahteraan lebih baik. Pendapatan yang tinggi mengakibatkan pengeluaran yang dikeluarkan juga tinggi dan digunakan nelayan untuk mencukupi segala kebutuhan primer maupun sekundernya baik untuk konsumsi pangan maupun non pangan. Penelitian ini bertujuan untuk menganalisis karakteristik nelayan juragan, menganalisis faktor yang berpengaruh terhadap pendapatan dan pengeluaran nelayan mini purse seine di PPP Morodemak. Metode yang digunakan adalah metode deskriptif bersifat studi kasus. Jumlah sampel sebanyak 39 orang nelayan juragan. Teknik pengambilan sampel menggunakan metode purposive sampling. Metode pengumpulan data dilakukan dengan metode observasi, wawancara, dan dokumentasi. Analisis data menggunakan regresi linear berganda dengan software SPSS 20. Hasil dari penelitian yaitu usia nelayan juragan mini purse seine di PPP Morodemak didominasi berusia antara 50-56 tahun, pendidikan terakhir nelayan juragan mayoritas pada tingkat SD. Pengalaman kerja nelayan juragan didominasi antara pengalaman 5-10 tahun, dan nelayan juragan didominasi dengan jumlah tanggungan sebanyak 3 orang. Faktor yang berpengaruh terhadap pendapatan melaut yaitu pengalaman kerja, hasil tangkapan, kepemilikan kapal, umur nelayan, dan jumlah ABK dengan R square 98,3%. Secara parsial (individual) faktor yang berpengaruh yaitu pengalaman kerja, hasil tangkapan, kepemilikan kapal, dan jumlah ABK. Faktor yang berpengaruh terhadap pengeluaran yaitu pendapatan, jumlah tanggungan keluarga, pendidikan nelayan, dan umur nelayan (R square 90,9%). Secara parsial (individual), faktor yang mempengaruhi pengeluaran yaitu pendapatan.

Abstract

Kendal Regency is one of the areas in northern Central Java which has potential resources for mud crabs (Scylla spp.). Communities in Kendal Regency use folding traps and gill nets to catch mud crabs (Scylla spp.). The catching activities of mud crabs in Bandengan waters Kendal are carried out all the time, without providing a recovery period on the ecosystem cycle at the fishing location. This study aims to analyze the technical and financial feasibility of catching mud crabs using folding traps and gill nets. The method used in this research is descriptive method with a survey approach. Data collection methods used are direct observation, interviews, literature and documentation. The analytical method used is break even point analysis, R/C ratio, B/C ratio, and payback period. The results showed that folding traps and gill nets are feasible to run because folding traps have a BEP value of IDR 43,286 (<sale price); production BEP value of 333 kg/year (<production/year); value of R/C ratio 1.38 (> 1); the B/C ratio value is 0.38 (> 0); PP value for 1 year 7 months while gill net has a BEP value of IDR 41,480 (<sale price); production BEP value of 313 kg/year (<production/year); value of R/C ratio 1.45 (> 1); the B/C ratio value is 0.45 (> 0); PP value for 1 year 6 month. Gill nets is more feasible to run than folding traps because it has a higher R/C ratio and B/C ratio than folding traps. Then the BEP and PP values is lower if it as compared with folding traps.

Abstract

One of the high-economic catches landed in Rembang district is red snapper (Lutjanus sp.). Red snapper is caught using bagged drag nets. Continued exploitation can threaten its sustainability. This study aims to determine the pattern and season of catching red snapper. The method used is descriptive method using purposive sampling and snowball sampling with 64 fishermen as respondents. Methods of data collection using observation, interviews, literature and documentation. Methods of data analysis using analysis of the value of  Catch per unit effort (CPUE),  Maximum Sustainable Yield (MSY), exploitation rate, effort level, and fishing season patterns are calculated using the average percentage method (average percentage method). The results showed that the CPUE value fluctuated with the highest value in 2020 of 1.456,12 kg/trip. The MSY value is 5.283.032 kg with an optimum effort value of 2.619 trips. The average utilization rate of 0,89 means that the red snapper resource has been (fully-exploited). The average red snapper effort level is 151,20% so that every year it is reduced. The peak fishing season is expected to occur in January, February, March, April, August, September, October and November.

Abstract

Semarang City, the capital city of Central Java Province, holds significant potential for marine tourism developments due to its strategic location and various tourist destinations. However, this sector faces challenges in facilities, promotion, and management. This study was conducted from March to June 2024, and aims to analyze the potential for implementing a blue economy to support the development of marine tourism and contribute to formulating a blue economy-based strategy to support the development of sustainable marine tourism in Semarang City. The qualitative descriptive method with a case study approach applied data collection through interviews, observations, and literature reviews. Identification was carried out using a SWOT analysis to identify strengths, such as strategic location and diversity of destinations, as well as weaknesses in the form of limited facilities. Opportunities included the development of tourism packages and cultural events, while threats included environmental degradation and tidal flooding. Implementing a blue economy strategy can enhance marine tourism by improving promotional strategies, developing cultural and tourism events, and boosting conservation efforts, supported by improved management of facilities and infrastructure.
