Abstract

This article aims to describe and analyze the service quality of the M-PASPOR application at the Class I Immigration Office TPI Jember. M-PASPOR was launched in an effort to improve the quality of passport application services, which were previously done manually. This application can be accessed anywhere and anytime by the public to apply for a new passport or change of passport. The service quality measurement method uses the Egovqual theory with four quality dimensions (efficiency, trust, reliability, and citizen support). This study uses a descriptive quantitative approach. Sampling in this study used an accidental sampling technique and obtained a total of 97 samples. The sample identification criteria are people who have used the M-PASPOR application. The data collection technique used in this study was the distribution of questionnaires. Validity and reliability testing were used in this study using SPSS 25. The analysis of the data used in the study is the GAP calculation by assessing the difference in perceptions and expectations of the community using the M-PASPOR application, followed by Importance Performance Analysis (IPA). Based on the results of the gap analysis, the service quality of the M-PASPOR application is in the not good category with a total score of -0.335. Based on the results of the IPA, there are several items that fall into categories that require improvement. These items are regarding form filling instructions, electronic media to access M-PASPOR, information in the M-PASPOR application, timeliness of service through M-PASPOR, speed of accessing applications, and username and password security in the M-PASPOR application.

Abstract

This research aims to analyze the influence of taxpayer awareness and tax knowledge on individual taxpayer compliance at the Probolinggo Tax Office. Increasing taxpayer compliance is needed to increase tax revenues. The problem is that the individual taxpayer compliance at the Probolinggo Tax Office during 2019 to 2021 has decreased. This compliance includes compliance with the submission of annual tax reports and tax payments. The grand theories used are attribution theory and compliance theory. This research uses an associative quantitative approach. The population of this research is made up of taxpayers at the Probolinggo Tax Office, with a total of 124.385. Sampling in this research used accidental sampling technique and obtained a sample of 277 respondents. The data collection technique used was distributing questionnaires. This research only examines two independent variable which are taxpayer awareness and tax knowledge, while the dependent variable is individual taxpayer compliance. Data analysis in this research used multiple linear regression analysis. The software used is SPSS version 26. Based on the results of the analysis for the variables of taxpayer awareness (X1), tax knowledge (X2), and individual taxpayer compliance (Y), the regression model is obtained as follows: Y = 5.546 + 0.212X1 + 0.564X2. The results of the coefficient of determination show that the two independent variables can explain the dependent variable by 61.4%. The results of the t test show that taxpayer awareness has an influence on individual taxpayer compliance and tax knowledge has an influence on individual taxpayer compliance.

Abstract

Penelitian ini bertujuan untuk menganalisis dan mendeksripsikan inovasi proses pelayanan administrasi kependudukan yang ada di Dispendukcapil Kabupaten Nganjuk. Jenis penelitian yang digunakan yaitu penelitian deskriptif dengan pendekatan kualitatif. Sumber data dalam penelitian terdiri dari data primer dan skunder. Teknik pengumpulan data menggunakan observasi, wawancara dan pengumpulan beberapa dokumen. Teknik analisis data yang digunakan sesuai dengan teori Miles dan Huberman (2014) yaitu dengan pengumpulan datam kondensasi data, penyajian data dan penarikan kesimpulan atau verifikasi. Penelitian dilakukan pada Desember 2023 sampai Januari 2024. Hasil dari penelitian yang dilakukan aplikasi Sedudo belum sepenuhnya berjalan dengan optimal karena masih muncul kendala baru seperti tidak semua orang paham mengenai teknologi dan kendala jaringan karena tidak semua daerah bisa terjangkau jaringan dengan baik. Beberapa masyarakat merasa terbantu dengan adanya aplikasi Sedudo karena tidak perlu datang ke kantor Dispendukcapil, akan tetapi sebagian masyarakat juga merasa kesulitan untuk menggunakan aplikasi Sedudo termasuk orang yang sudah tua.

Abstract

This study aims to describe and analyze the effectiveness of management of technical education and training for state civil servants in Situbondo Regency. Considering that the state civil servants is a public servant whose duty is to serve the entire community, they are required to always develop their competence through the management of technical education and training. Employment agency and human resources development as the organizer of technical education and training has held various kinds of technical education and training, one of which is the management of technical education and training of goods management. This type of research is descriptive qualitative. The focus of the research is the effectiveness of the management of technical education and training for the state civil servants based on four stages of Kirckpatrick consisting of reactions, learning, behavior, and results. Data collection techniques using interviews, observation and documentation, while the data sources used are the main data sources and additional data sources. The results showed that the management of technical education and training conducted by employment agency and human resources development was effective. This is known through 4 stages of Kirckpatrick which received positive responses from education and training participants and teaching staff. Abstract

This research aims to analyze product innovation in village administration services through the Banyuwangi Smart Kampung application. This application adds alternative service products at the village level where previously there were other service products, namely village smart websites and self-service platform machines. The presence of the application brings changes to the public service process in Banyuwangi. Previously, services could only be accessed offline or by coming to the village office. Meanwhile, by using the application, the service can be accessed online. In its implementation in the community, there are still several obstacles, starting from the system, which still frequently experiences errors, as well as obstacles from the Banyuwangi community, many of whom don't know about the existence of this application. This research aims to describe the development of Banyuwangi Smart Kampung application service products. This research uses a descriptive qualitative research method using a phenomenological approach. The data analysis technique used is an interactive model data analysis technique. The results of this research show that the Banyuwangi Smart Kampung application can be enjoyed directly by the community because this application makes it very easy for the community to access a service. In implementing the application in society, the government has played an active role in monitoring the implementation of the application by making improvements and updates. The quality of the service product in the form of this application is better than the previous product because, in terms of features and usability, this application is quite complex, namely not only for services at the village level, but can also access services at the district level and can be used for other public services besides administration services. Previously, there was no service product that had the same features and uses as the Banyuwangi Smart Kampung application. Keywords: Product Innovation, Smart Kampung, Application Service Product

Abstract

This research is closely related to the problem and is the direction of the answer from the hypothesis or a temporary description of the assumptions. Based on the formulation of the problem that has been stated, the goal to be achieved in this study is to analyze the implementation of the Regional Movement for Lifting Out-of-School Youth Program in Banyuwangi Regency. The Regional Movement Program to Raise School Dropout Youths is part of the Banyuwangi Regency Government's efforts to provide education to the community, especially school children who come from poor communities. The Regional Movement for Lifting Out-of-School Youth is an ideally good program, but it requires accuracy in implementing, utilizing and utilizing it by the community. If this can be done, then the results can have a positive impact on the development of Banyuwangi district in the future. Therefore, on this occasion the researchers conducted research with the title "Policy Implementation of the Regional Movement Program for Lifting Out-of-School Youth at the Banyuwangi District Education Office. The research method used in this research This research uses a qualitative approach (naturalistic research) which places more emphasis on aspects of understanding in depth on a problem. So that this method uses observation, interview, and documentation data collection techniques which will later be tested for validity. The data analysis used is an interactive data analysis method, where this data analysis will later include data collection, data condensation, data presentation, and drawing conclusions.

Abstract

This innovative approach not only supports sustainable waste management but aligns with global trends of incentivizing waste management through financial rewards, as seen in countries integrating waste management with the digital economy. By converting waste into electronic money credit, the program addresses waste issues while promoting economic empowerment. A qualitative approach was employed, with data collected through observation, interviews, and documentation. An interactive model was used to analyze how the BUMDes waste management system integrates with the global circular economy framework. The results of the study indicate that BUMDes plays an important role in adopting community-based innovations that not only reduce waste volume but also encourage economic empowerment through financial incentive mechanisms. developing community potential, improving the regional economy, improving the institutional framework, and encouraging environmental sustainability through processing waste into electronic money.

Abstract

Regional assets management is a critical component of financial management. Jember county's financial management and regional assets are in charge of financial management, in accordance with Peraturan Bupati Nomor 8 Tahun 2023. According to the performance report of the BPKAD government district jember 2023, annual performance gains on target asset percentage remains with legal documentation by 2023 went down and almost reached the target. Although there has been a decline, the attainment has been highly satisfactory. The goal of this study is to describe the performance of BPKAD assets in the management of jember's permanent assets. The study uses the "quasi-qualitative" approach by using data collection techniques through observation, interviews, documenting and gathering of some documents by viewing the four dimensions of organization's performance of effectiveness, efficiency, accountability, and transparency. This study shows that asset field performance in general has been consistent with the duties and functions seen from the four dimensions of the organization. But there are problems in asset management, such as many uncertified land assets, weak coordination with local device organizations, limited number of employees, and no fixed asset storage.

Abstract

The Trusting, Competent, Harmony, Loyal, Adaptive, and Collaboarative (AKHLAK) Core Values serve as a unifying element for work culture, moral principles, and behavioral guidelines that must be implemented by human resources in state-owned enterprises, including TASPEN Jember. This is crucial for an organization’s progress due to recent challenges faced by state-owned enterprises, such as a lack of adherence to high moral standards. The objective of this research is to understand the changing process of organizational culture at TASPEN Jember through the implementation of AKHLAK Core Values. The theory used in this research is Kurt Lewin's (1947) Change of Model Theory. This study employs a qualitative method with a phenomenological approach. Data were collected through observation, interviews, and documentation. The data were then tested for validity and analyzed through source and technique  triangulation. The results of this study indicate the stages or processes of organizational culture transformation through the phases of unfreezing, movement, and refreezing. The transformation process begins with the unfreezing stage, which involves dissolving the old culture of Taspen, known as TASPENKU. During this phase, employees are motivated to adapt and open themselves to change. This is followed by the movement stage, where Core Values AKHLAK are implemented. In this phase, employees are required to apply every aspect of AKHLAK values within their work environment. Finally, the refreezing stage involves TASPEN Jember employees maintaining and reinforcing the AKHLAK values that have been successfully adopted.

Abstract

Permasalahan utama di Kabupaten Banyuwangi adalah rendahnya angka rata-rata lama sekolah (ARL), yang berdampak pada Indeks Pembangunan Manusia (IPM). Faktor penyebabnya meliputi keterbatasan akses pendidikan, budaya kawin usia dini, dan kondisi ekonomi keluarga. Penelitian ini bertujuan menganalisis penyebab rendahnya ARL dan dampaknya terhadap IPM, menggunakan metode kualitatif deskriptif.  Hasilnya menunjukkan bahwa Program Garda Ampuh membantu anak putus sekolah di 25 kecamatan melalui bantuan biaya sekolah, uang saku, dan transportasi, dengan pengawasan ketat terhadap penggunaan dana. Implementasi program didukung oleh kebijakan yang jelas, koordinasi antar sektor, dan komitmen pengambil kebijakan, serta melibatkan APBD dan masyarakat. Faktor keberhasilan mencakup komunikasi, sumber daya, dan dukungan masyarakat. Namun, hambatan berupa keterbatasan sumber daya masih menjadi tantangan utama. Program ini terbukti efektif dalam menurunkan angka putus sekolah dan meningkatkan ARL.
