Abstract

The crisis has raised concerns about behavioral adaptation and resilience changes in micro and small enterprises (MSEs). As a result, MSEs need to get policy support by determining policy strategies oriented towards collaboration schemes. This study explores the actor network of MSEs of regional superior products and determines the right policy strategy to encourage a broader and more sustainable collaboration process. This study contributes to creating collaborative policy strategy directions for SMEs by utilizing actor networks. This research focuses on elaborating the concepts of network governance and collaborative governance. The study employed a descriptive qualitative method through empirical mapping of MSE stakeholder actors using Miro Apps. Data was analyzed using IFAS-EFAS techniques to determine suitable strategies for supporting MSE policies. The results show the dynamics and complexity of the MSE network with its main vital actors: state andnon-state actors. Strategic efforts can be realized through rotation functions to achieve a productive economy by optimizing the potential for adaptive collaboration through MSE policies on superior products by minimizing existing weaknesses

Abstract

Public services in Indonesia are often in the spotlight in society, especially in maladministration actions carried out by public service providers. Such as an increase in reports of alleged maladministration received by the Ombudsman of the Republic of Indonesia in Bali Province. Where in this report the agency that received the highest report was the Department Public Works Service in Denpasar City. With reports of alleged maladministration from the public, it is felt that there is a need for a role from an institution authorized to supervise public services, such as the Ombudsman Institute of the Republic of Indonesia. The purpose of this study is to conduct an analysis regarding the role of the Indonesian Ombudsman Representative of the Province of Bali in supervising public services at the Department Public Works Service in Denpasar City. This study uses a post-positivism approach with descriptive qualitative analysis. The results obtained are the role of the Indonesian Ombudsman Representative for the Province of Bali which is divided into 2 dimensions, namely prevention of maladministration with the sub-dimensional assessment of compliance with public service standards and community participation as well as the report completion dimension with the report completion procedure sub- dimension and the number of completed reports. The Ombudsman of the Republic of Indonesia for the Province of Bali succeeded in carrying out all of these dimensions in the supervision carried out by the Public Works and Public Housing Office of the City of Denpasar

Abstract

Regional assets management is a critical component of financial management. Jember county's financial management and regional assets are in charge of financial management, in accordance with Peraturan Bupati Nomor 8 Tahun 2023. According to the performance report of the BPKAD government district jember 2023, annual performance gains on target asset percentage remains with legal documentation by 2023 went down and almost reached the target. Although there has been a decline, the attainment has been highly satisfactory. The goal of this study is to describe the performance of BPKAD assets in the management of jember's permanent assets. The study uses the "quasi-qualitative" approach by using data collection techniques through observation, interviews, documenting and gathering of some documents by viewing the four dimensions of organization's performance of effectiveness, efficiency, accountability, and transparency. This study shows that asset field performance in general has been consistent with the duties and functions seen from the four dimensions of the organization. But there are problems in asset management, such as many uncertified land assets, weak coordination with local device organizations, limited number of employees, and no fixed asset storage.

Abstract

The Trusting, Competent, Harmony, Loyal, Adaptive, and Collaboarative (AKHLAK) Core Values serve as a unifying element for work culture, moral principles, and behavioral guidelines that must be implemented by human resources in state-owned enterprises, including TASPEN Jember. This is crucial for an organization’s progress due to recent challenges faced by state-owned enterprises, such as a lack of adherence to high moral standards. The objective of this research is to understand the changing process of organizational culture at TASPEN Jember through the implementation of AKHLAK Core Values. The theory used in this research is Kurt Lewin's (1947) Change of Model Theory. This study employs a qualitative method with a phenomenological approach. Data were collected through observation, interviews, and documentation. The data were then tested for validity and analyzed through source and technique  triangulation. The results of this study indicate the stages or processes of organizational culture transformation through the phases of unfreezing, movement, and refreezing. The transformation process begins with the unfreezing stage, which involves dissolving the old culture of Taspen, known as TASPENKU. During this phase, employees are motivated to adapt and open themselves to change. This is followed by the movement stage, where Core Values AKHLAK are implemented. In this phase, employees are required to apply every aspect of AKHLAK values within their work environment. Finally, the refreezing stage involves TASPEN Jember employees maintaining and reinforcing the AKHLAK values that have been successfully adopted.

Abstract

Penelitian ini bertujuan untuk menganalisis peran pemerintah desa dan partisipasi masyarakat dalam pengembangan Wisata Edukasi Ketakasi di Desa Sidomulyo, Kabupaten Jember. Topik ini penting karena pariwisata berbasis komunitas menjadi strategi kunci dalam mewujudkan pembangunan desa yang inklusif dan berkelanjutan, terutama pada sektor agrowisata kopi yang menjadi potensi utama desa. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi partisipatif, dan dokumentasi. Hasil penelitian menunjukkan bahwa pemerintah desa berperan sebagai regulator, fasilitator, katalisator, dan dinamisator melalui kebijakan wisata, penyediaan infrastruktur, kemitraan strategis, serta pemberdayaan pemuda dan promosi digital. Masyarakat turut berpartisipasi aktif melalui Pokdarwis dan Gerakan Pemuda Sidomulyo dalam pengelolaan kebun kopi edukatif, edukasi pengunjung, dan promosi berbasis media sosial. Temuan penelitian ini berdampak pada penguatan tata kelola kolaboratif di tingkat desa, yang mendorong pengembangan wisata edukatif yang inklusif dan berkelanjutan. Penelitian ini menegaskan pentingnya regulasi teknis yang aplikatif dan penguatan kapasitas kelembagaan sebagai prasyarat keberlanjutan wisata berbasis komunitas.

Abstract

The rapid advancement of information technology has transformed healthcare service delivery, fostering innovations that enhance efficiency, responsiveness, and patient-centered care. This study explores the implementation of the Hospital on Tablet program at Jember Pulmonary Hospital, an initiative designed to improve service quality, accelerate medical documentation, and strengthen communication between healthcare professionals and patients. Employing a descriptive qualitative approach, data were collected through in-depth interviews, direct observations, and document analysis. The findings indicate that the Hospital on Tablet program significantly improved operational efficiency by reducing documentation time and providing real-time access to patient information. Furthermore, it enhanced interprofessional coordination and supported timely, evidence-based clinical decision-making. Despite these advantages, several challenges remain, including limited digital literacy among healthcare workers, reliance on stable internet connectivity, and the need for continuous system maintenance and updates. Overall, the Hospital on Tablet initiative demonstrates a positive impact on healthcare service performance and organizational responsiveness. Strengthening human resource capacity and technological infrastructure is essential to ensure the program’s sustainability and scalability within the broader digital transformation of hospital services
