Abstract

This research is titled "Patronage Relationship Pattern in Local Government Bureaucracy of Bandung City." The purposes of this study are: 1) to know the existence of pattern of patronage relationship in local government bureaucracy of Bandung City; 2) knowing the background of patronage relationship pattern; and 3) to know the impact of the existence of patronage relationship pattern to the performance of local government. This research was designed using a 'qualitative’ approach. The results are: 1) There is a pattern of patronage relationship in the local government bureaucracy of Bandung City between the major and certain officials; 2) The background of the pattern of patronage relationship in the local government bureaucracy of Bandung City are political factor (direct major election), sameness of education almamater faktor, and the employee performance factor; 3) The existence of pattern of patronage relationship in Bandung City local government bureaucracy does not negatively impact to performance achievement of local government." Moving from the conclusion of the research results, the researcher proposes a concept formulated: "Patronage relationship pattern in local government bureaucracy does not negatively impact the performance achievement of local government, if the head of region can manage it carefully and normative."

Abstract

Tujuan dalam penelitian ini adalah Untuk mengetahui dan mendeskripsikan Peran Kodim 0506/Tangerang Dalam Pemberdayaan Wilayah Pertahanan Guna Mengamankan Pilkada Serentak Tahun 2020 dan Untuk mendeskripsikan Peran Kodim 0506/Tangerang Guna Mengamankan Pilkada Serentak Tahun 2020. Metode dalam penelitian ini menggunakan penelitian kualitatif, dalam penelitian kualitatif menggunakan metode kualitatif yaitu pengamatan, wawancara dan penelaahan dokumen. Berdasarkan hasil penelitan dapat di simpulkan bahwa Kesiapan Kodim 0506/Tangerang dalam pemberdayaan wilayah pertahanan guna mengamankan pilkada serentak, bisa terlihat dari Personil yang berkualitas dan professional dalam bidangnya. Anggaran yang ada sudah cukup memadai meskipun terkadang mendapat sedikit kendala pada saat penyelenggaraannya. Soliditas dan Sinergitas Kodim, Polres dan Pemerintah Daerah dalam Pemberdayaan Wilayah Pertahanan Guna Mengamankan Pilkada Serentak terjalin sangat baik.

Abstract

This paper would like to analyze the development of study of International Relations in Indonesia which has progressed very rapidly. The science of lucrative International Relations since April 1919 in Britain and into Indonesian territory since the 1945’s, has been in great demand by the public, gaining a place in the hearts of the social scientific community, and contributing a lot to the foreign decision-making played by the government. Therefore, it is important to look at opportunities, challenges, and prospects for the development of International Relations studies in Indonesia to date.

Abstract

ASEAN Intergovernmental Commission on Human Rights (AICHR)is an inter-governmental organization under the auspices ofASEAN, which focuses on human rights at the regional level.AICHR was established in 2009 and consists of 10representatives from each ASEAN countries. Broadly speakingAICHR has two primary mandates which are function to promoteand to perform protection against human rights.The general objective of this research is to describe AICHR as aregional human rights commission, and the specific objectives ofthis research are to describe and analyze the Inhibiting factors ofAICHR In Enforcement of Human Rights in Southeast Asia.Researcher used qualitative research methods and descriptiveanalysis research type. The technique of collecting primary datawas conducted through some interviews and secondary datacollection techniques by literature study. Researcher applied theapproach of Institutional Neoliberalism, the InternationalOrganization Theory, Regime Theory, and Concept of HumanRights as an analytical tool.In this research it can be concluded that there are four inhibitingfactors of the AICHR in Enforcement of Human Rights inSoutheast Asia, including Principles of ASEAN Way which thereare the principle of non-intervention and state sovereignty;Decision Making based on Consensus; Lack mandate of functionto protection in the ToR of AICHR; and the last, there are PoliticalInterests of Each Countries of ASEAN which includes DifferingViews of Each ASEAN Countries against Human Rights and theirCommitment to Human Rights.

Abstract

This article analyzes the development of social media, such as Facebook, Twitter, Instagram, YouTube, and Watsapps, in international relations, especially the practice of diplomacy, which gave birth to digital diplomacy. Social media has changed the world landscape of diplomacy from manual / traditional diplomacy leading to modern / digital diplomacy, so that the practice of diplomacy is carried out in an open, transparent, fast, effective and efficient manner. The development of information, internet and computer technology has been utilized in the implementation of diplomatic duties in diplomacy in international forums.

Abstract

Realism is an approach and paradigm that is in international relations, Realism began to be debated during World War II (World War II) because of the failure of the League of Nations (LBB). LBB is the brainchild of idealists who are considered to have failed to prevent war and create peace. Realism existed even before the paradigm debate which was later called classical realism with one of its characters being Niccolo Machiavelly. Niccolo Maciavelly's style of realism emphasizes that human nature is egositically and creates an anarchic world. In this study the research team wanted to prove that what Niccolo Machiavelly delivered was not merely increasing military power merely to create peace, but negotiation and diplomacy methods were also instruments of the State in achieving its national interests in realism like Indonesia. The national interests of Indonesia are everything for Indonesian politicians and the existence and power of Indonesia is the goal of Indonesia's interests to avoid war. Therefore Indonesia must have played its role in the Asian-African Conference and the Non-Aligned Movement at that time as an instrument of achieving national interests in Realism. This research will use qualitative research methods with a historical approach. The results of this study provide answers that Realism is not merely militaristic but also a role as a rational actor.

Abstract

Salah satu perjanjian internasional dibawah WHO yang berkaitan dengan kesehatan masyarakat adalah FCTC (Framework Convention on Tobacco Control) yang bertujuan melindungi umat manusia di dunia dari ancaman dampak dari konsumsi rokok dan implikasi paparan asap rokok. Sampai dengan saat ini, Indonesia merupakan satu-satunya negara di Benua Asia yang belum meratifikasi FCTC. Penelitian ini ingin mencari jawaban atas pertanyaan mengapa Indonesia menolak ratifikasi FCTC? Dalam menjawab pertanyaan ini maka dipergunakan landasan teori politik luar negeri James S Rosenau. Metode yang digunakan adalah metode kualitatif dengan teknik pengumpulan data wawancara dan studi literatur. Hasil penelitian ini menunjukkan bahwa Indonesia menolak ratifikasi FCTC disebabkan oleh faktor sistemik (berupa FCTC dipandang sebagai rezim global Barat yang akan menguasai pasar tembakau Indonesia), faktor governmental (berupa penolakan Kementerian Industri dan Perdagangan karena FCTC merugikan ekonomi nasional), faktor societal (berupa tekanan dari kelompok petani tembakau terhadap FCTC), dan faktor idiosinkretik (nilai, pengalaman, dan relasi anggota parlemen dengan petani tembakau). Novelty yang ditemukan adalah pemerintah Indonesia lebih memilih kepentingan ekonomi (economic interest), dibandingkan dengan kepentingan kesehatan publik (publik health interest). Kata Kunci: Kepentingan Nasional, Ratifikasi, FCTC.

Abstract

This paper need to descript the system of civil service recruitment that implemented by South Korea for latest 10 years so success to made high quality and performance beureucracy on the frame to endorse economic growth and national development. The system of civil service recruitment that transparent, accountable, and professional success to made a high work culture, power of competitor, and performance so positioning this ginseng’s state as world economic power. The Pillar of government beureucracy that clean, without corruption, colution, and nepotism, endorsed a high discipline and loyality based the meritocracy system is key success South Korea’s economic development. Indonesia must to take learning from the success of South Korea in to managed and pursuit of beureucracy reformacy, especially reformacy of civil service system that based on meritocracy system.Key words: reformacy, recruitment, meritocracy, and performance.
