Abstract

Wisata Taman Ghanjaran merupakan salah satu wisata menarik yang dikembangkan oleh BUMDES Ketapanrame dan didirikan pada tahun 2021. Tujuan penelitian ini adalah untuk mendeskripsikan peran BUMDES dalam upaya mengembangkan wisata taman ghanjaran di Desa Ketapanrame Kecamatan Trawas Kabupaten Mojokerto. Jenis penelitian ini menggunakan metode penelitian deskriptif kualitatif. Teori yang digunakan dalam penelitian ini adalah Teori Organisasi Publik dari Mardiasmo (2009:8), meliputi lima indokator yaitu tujuan organisasi, sumber pendanaan, pertanggungjawaban, struktur organisasi, dan karakteristik anggaran. Teknik pengumpulan data dilakukan dengan metode wawancara, observasi, dan dokumentasi. Teknik analisis data dilakukan dengan pengumpulan data, reduksi data, penyajian data, dan kesimpulan. Hasil penelitian dan pembahasan menunjukkan bahwa pertama, tujuan organisasi BUMDES Ketapanrame dengan mengembangkan potensi desa wisata Ketapanrame, salah satu nya pada wisata taman Ghanjaran. Kedua, sumber pendanaan awalnya berasal dari APBD, selanjutnya dapat berkembang sendiri memperoleh keuntungan setiap tahun meningkat. Ketiga, laporan pertanggungjawaban BUMDES Ketapanrame dilaksanakan setahun sekali. Keempat, struktur organisasi BUMDES Ketapanrame Hierarkis, dipimpin oleh kepala Desa Ketapanrame, kemudian terdapat pengurus BPD, unit pariwisata, sekretaris, divisi unit pariwisata, dan divisi lain. Kelima, karakteristik anggaran wisata taman ghanjaran, hingga saat ini telah memberikan manfaat bagi mayarakat setempat, khususnya sebagai pemasok kebutuhan disemua area pertanian yang ada didesa Ketapanrame. Untuk itu, perlu didukung, disosialisasikan, dan terus dikembangkan dengan inovasi baru.

Abstract

This study aims to analyze the implementation of the subsidized fertilizer policy in Mulung Village, Driyorejo Subdistrict, Gresik Regency, using the policy implementation theory framework proposed by Van Meter and Van Horn. The subsidized fertilizer policy is a crucial instrument in agricultural sector development, designed to ensure the availability of affordable fertilizer for farmers, thereby enhancing agricultural productivity, improving farmers’ welfare, and supporting national food security. This study employs a qualitative approach with a case study design. Data collection was conducted through in-depth interviews, field observations, and document analysis involving various actors involved in the implementation of the subsidized fertilizer policy, such as agricultural extension workers, farmer groups, fertilizer shop owners, and beneficiary farmers. Data analysis was performed using an interactive analysis model through the stages of data reduction, data presentation, and conclusion. The research findings indicate that the implementation of the subsidized fertilizer policy in Mulung Village has generally proceeded through the mechanism of farmer registration using the e-RDKK system, the determination of fertilizer allocations based on the needs of farmer groups, and the distribution of fertilizer through official retail outlets. The presence of agricultural extension workers and farmer groups has been a key factor supporting the implementation of the policy at the village level. However, the implementation of this policy has not yet been fully optimal due to several constraints, such as limited allocations of subsidized fertilizer, the practice of selling fertilizer above the Maximum Retail Price (MRP), and distribution challenges at the local level. Research findings indicate that the success of policy implementation is influenced by resource factors, inter-organizational communication, the socioeconomic conditions of the community, and the attitudes of policy implementers. Therefore, strengthening oversight of fertilizer distribution, improving the farmer data collection system, and enhancing inter-agency coordination are crucial steps to enhance the effectiveness of subsidized fertilizer policy implementation.

Abstract

The development of sustainable tourism villages necessitates the implementation of effective spatial planning policies, which are instrumental in ensuring the harmonious management of economic, social, and environmental dimensions. Kalanganyar Village, located within the Sedati Sub-district, is one of the coastal village areas in Sidoarjo Regency that has the potential to become a tourist village. The objective of this research is to analyse the spatial planning policies applied in Kalanganyar Village, Sedati Subdistrict, Sidoarjo Regency, to create a sustainable tourist village. The present research employed a qualitative methodology, utilizing a case study approach. The data collection techniques employed in this study included in-depth interviews, observational studies, and detailed documentation. The analysis techniques employed in this study are interactive, encompassing data collection, condensation, presentation, and conclusion drawing.  The results indicate that the implementation of spatial planning policies in Kalanganyar Village has not contributed to the development of tourism villages. This is since these policies are not aligned with the Regional Spatial Plan (RTRW) and the Regional Medium-Term Development Plan (RPJMD) of Sidoarjo Regency. Consequently, the Village Medium-Term Development Plan (RPJMDes) and Village Government Work Plan (RKPDes) lack a clear and sustainable direction, resulting in conflicts of interest between villages and environmental damage. This research underscores the necessity of integrating spatial planning policies with local development policies to ensure targeted and sustainable development.

Abstract

The development of sustainable ecotourism on Gili Iyang Island, known for its high oxygen levels and unique local culture, requires collaboration among diverse stakeholders through effective governance networks. This study investigates the roles and contributions of key stakeholders—including the Sumenep District Tourism, Culture, Youth, and Sports Office (Dinas Pariwisata, Kebudayaan, Pemuda, dan Olahraga Kabupaten Sumenep or Disparbudpora), the Andang Taruna Tourism Awareness Group (Kelompok Sadar Wisata Andang Taruna or Pokdarwis), village governments, and local communities—in developing ecotourism on Gili Iyang Island, Indonesia. Using a qualitative case study approach, data were collected through in-depth interviews, observations, and document analysis. Findings show that governance networks are crucial in enhancing community empowerment, building local capacity, and improving infrastructure to support ecotourism. Nevertheless, challenges remain, including limited resources, conflicts between villages, and minimal private-sector engagement. Strengthening Pokdarwis’ managerial capacity, fostering inter-community synergies, and attracting private sector involvement are identified as essential strategies to ensure sustainable ecotourism. This research contributes to the broader literature on collaborative governance in remote island ecotourism, offering practical insights for policymakers and stakeholders aiming to create resilient, community-driven tourism initiatives that can be adapted to similar island settings.

Abstract

Bureaucratic fragmentation in licensing poses a direct threat to the livelihoods of vulnerable fishermen at Muncar Port. A One-Stop Integrated Service (PTSP) model was implemented in 2021 to resolve this fragmentation. This study aims to quantitatively measure the effectiveness of this PTSP model from the user (fishermen) perspective. The research employed a quantitative descriptive design, surveying 30 fishermen selected via accidental sampling. Data was collected using a questionnaire structured on the five SERVQUAL dimensions (Tangibles, Reliability, Responsiveness, Assurance, Empathy) and analyzed using descriptive statistics. The findings indicate the model is only "fairly effective". While Reliability for simple administrative tasks is functional, the service is undermined by highly polarized Tangibles (good office aesthetics vs. poor functional access). Furthermore, results show significant deficits in Responsiveness (linked to technology adoption barriers), Assurance (lack of multi-jurisdictional staff competency), and Empathy (a "striking failure" in complaint handling). The study concludes that the PTSP achieves only moderate effectiveness, operating as a "technically proficient 'permit factory'" that remains fundamentally misaligned with its vulnerable user base and fails in the critical human dimensions of service.
