Abstract

Penelitian ini bertujuan untuk mengevaluasi tingkat efisiensi dan efektivitas kebijakan pemblokiran kartu ATM pada rekening yang tidak aktif selama tiga bulan berturut-turut serta merumuskan rekomendasi penyempurnaan kebijakan. Penelitian ini menggunakan pendekatan kualitatif deskriptif analitik melalui studi pustaka terhadap artikel-artikel ilmiah terkini. Hasil penelitian menunjukkan bahwa kebijakan tersebut berhasil menurunkan risiko penipuan, meningkatkan kualitas dana pihak ketiga, dan memperkuat stabilitas sistem keuangan nasional. Namun, dalam implementasinya kebijakan ini masih kurang efektif karena rendahnya literasi keuangan nasabah. Selain itu, prosedur reaktivasi yang dilakukan pihak bank cukup rumit, minimnya pemanfaatan teknologi digital, pengawasan internal yang belum optimal, serta kecenderungan perbankan syariah yang masih berorientasi pada profit sehingga kurang selaras dengan tujuan perlindungan harta dan pemberdayaan masyarakat menurut maqasid syariah. Penelitian ini dapat disimpulkan bahwa efisiensi kebijakan berada pada tingkat sedang dan masih banyak hambatan yang menjadi penyebab kebijakan ini belum mencapai titik optimal, maka dapat dilakukan lima langkah perbaikan, yaitu penguatan edukasi kepada nasabah dan pemasaran digital, pemanfaatan kecerdasan buatan untuk pemantauan secara langsung, penyederhanaan mekanisme reaktivasi, pemberian kelonggaran periode tidak aktif bagi kelompok rentan, serta peningkatan koordinasi para stakeholder seperti Bank Indonesia, Otoritas Jasa Keuangan, dan Pusat Pelaporan dan Analisis Transaksi Keuangan.

Abstract

This study analyzes media perceptions of the revocation of CNN Indonesia journalists' press identity cards by the State Palace in 2025, using the legal framework of Law Number 40 of 1999 concerning the Press. The main objective of the study is to examine the extent to which provisions in the Press Law function effectively in providing legal protection for journalists, as well as to identify potential restrictions on statements deemed inappropriate for public access by the Palace. The method used is qualitative with a descriptive-analytical approach, combining literature review, legal document analysis, and review of national media coverage. The research findings indicate that the revocation of Press IDs without going through the Press Council mechanism contradicts the principles of due process and press freedom guaranteed in the Press Law. This incident created a critical perception that the government has the potential to restrict journalists' freedom, especially regarding strategic state policy issues. Informal resolution through mediation and official apologies do not change the reality that the implementation of non-litigation mechanisms in the Press Law is crucial. This study concludes that the role of the Press Law in protecting the journalistic profession is highly dependent on the government's commitment to guaranteeing press freedom, information transparency, and strengthening the media as a pillar of democracy.

Abstract

NU Care-LAZISNU is one of the largest philanthropic institutions in Indonesia that has a strategic role in collecting and managing zakat, infaq, and alms funds to support education, health, economic, environmental, and da'wah programs. The problem of inconsistency in zakat collection data that appears in the NU Care-LAZISNU report can be understood as part of the organizational communication issue that requires serious handling. The purpose of this study is how the issue management of the philanthropic institution lazisNu strengthens public trust in NU-Care Jakarta. The research method uses a qualitative approach with interviews with 16 selected informants also conducting observations, related documents and triangulation to test the validity of the data. The results of the study show that the issue management implemented by LAZISNU in building and strengthening public trust in NU Care's philanthropic programs is quite good in building and strengthening public trust in the LAZISNU Philanthropic Institution including transparency, negative stigma, and LAZISNU's communication model in managing issues that affect public trust in NU-Care is quite consistent, and the implementation of broader socialization so that it can increase public understanding of the programs run by NU-Care.

Abstract

This study aims to evaluate the performance of the Ombudsman of the Republic of Indonesia Representative Office in East Java in resolving reports of maladministration in public services. The research focuses on the effectiveness of the Ombudsman's authority based on Law Number 37 of 2008 concerning the Ombudsman of the Republic of Indonesia, Law Number 25 of 2009 concerning Public Services, and the general principles of good governance (AUPB). The method used is legal research with a qualitative approach, through document analysis, in-depth interviews, and observation of the report resolution process. The results of the study show that the East Java Ombudsman has carried out its external oversight function quite effectively, particularly in verifying reports, clarifying with the reported agencies, and issuing recommendations. However, several obstacles were still found, such as limited resources, low levels of compliance by agencies with Ombudsman recommendations, and suboptimal coordination between agencies. This study confirms that the effectiveness of the Ombudsman is largely determined by the alignment between the legal framework, institutional capacity, and the legal culture of public service providers. The findings of this study are expected to serve as a basis for improving public service oversight policies and strengthening the position of the Ombudsman in the state administrative legal system.
