Abstract

French cultural diplomacy through the Alliance Francaise has undertaken several activities to increase the spread of French culture in Indonesia. France considers Indonesia as a country that has the potential to collaborate and spread French language and culture. The spread of French culture through language is carried out by people to people, in other hand there have been several attempts by the French government to spread French culture through AF. This study then aims to understand the efforts of the French government to spread French culture in Indonesia from 2011 to 2021 using qualitative methods. This research refers to the theory of cultural diplomacy and second track diplomacy. This study found that French cultural diplomacy through AF can bring a positive French image and introduce French culture through language, film festival screenings and music. the target audience of the French cultural diplomacy program through AF is citizens or groups of individuals, but cultural diplomacy itself is funded, designed and delivered by the French government. AF indirectly contributes to the spread of French culture in Indonesia.

Abstract

Identity crisis is the main source in most of social conflicts in south Africa. Forms of social conflicts like race conflicts and xenophobias become barriers for social cohesion building process in South Africa. As an effort to build social cohesion, South Africa Government use national identity to boost its social cohesion. World Cup 2010 becomes platform for the government to utilize national identity as tool to boost the reconciliation process in South Africa soicety.Indicators that forms the social cohesion can be seen through three atributes that build social cohesion, those are inclusive identity, trust, and cooperate for common goods. Through this research, author will discuss about how the South Africa Government utilize national identity to build social cohesion during World Cup 2010 event. Therefore, author will use the concept of social cohesion and national identity theory to describe the government method to utilize national identity to build social cohesion.

Abstract

Abstract This study aims to describe Taiwan's gastro-tourism strategy inincreasing the number of tourists from 2010 to 2017 using aqualitative-descriptive research method. Gastro-tourism is animportant strategy in branding a country. Taiwan as a country that isnot recognized as a sovereign country because of the One ChinaPolicy makes Taiwan have a weak status internationally. Therefore,Taiwan uses food as a nation branding tool to show its existence ininternational eyes as an attraction in tourism so that Taiwan sees thepotential for gastro-tourism to have an impact on increasing thenumber of tourists and indirectly this proves that Taiwanese cultureand food have received recognition. and the good image of thecountry. Using the time to eat program strategy, strategies through themedia, through festivals, through OTOP and also through halal foodproves that this strategy can increase the number of tourists quitesignificantly from year to year. So this study concludes that aneffective strategy, the existence of consistent support from thegovernment and the community is an important factor in developinggastro-tourism. Abstract

Tourism has key role in enhancing the image of Croatia. It makes the government of Croatia concerns of Croatia’s tourism sector, beside of tourism enhances Croatia’s image, it also contributes to Croatia’s economy while in the middle of economic crisis. The utilization of television serial Game of Thrones which is a media from popular culture that is utilized by Croatia to enhance their destination branding. The utilization of the television serial Game of Thrones by Croatia capable in increasing the number of visits to areas that is used as shooting locations for Game of Thrones. This research studies the effort of Croatia to strengthen Croatia’s destination branding capitalize on the popularity of Game of Thrones. By using the method of descriptive qualitative, the concept used in this research to analyze is soft power, screen tourism, and destination branding. The result of this research shows that Croatia utilizes Game of Thrones to develop new tourism product which is screen tourism to reach a wider market. In developing screen tourism, Croatia creates new tourism attractions and shares information associated with Game of Thrones via tourism exhibition in other countries, and through various online medias such as official social media, official website, and news articles. Eventually, the effort of Croatia to utilize the television serial Game of Thrones is effective in achieving Croatia’s concern, that is Croatia wants to be known positively in a wider circle.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan alasan Amerika Serikat (AS) dalam meninjau ulang kelayakan Indonesia atas GSP pada tahun 2018-2020 dengan menggunakan metode penelitian kualitatif. Penelitian ini menggunakan konsep kebijakan luar negeri yang menjelaskan bahwa perubahan kebijakan luar negeri terjadi karena adanya kepentingan nasional yang ingin dicapai suatu negara. Untuk mencapai kepentingan nasional tersebut negara menggunakan alat kebijakan luar negerinya untuk mempengaruhi negara lain. Dalam kasus ini, GSP merupakan sarana ekonomi yang digunakan AS untuk mempengaruhi Indonesia sesuai dengan kepentingan ekonomi yang ingin dicapai AS. Penerapan GPN di Indonesia telah mempengaruhi perusahaan multinasional asal AS untuk beroperasi di wilayah Indonesia. Perusahaan multinasional itu adalah Visa dan MasterCard. Penerapan GPN telah menghambat perdagangan AS di Indonesia dan tidak sesuai dengan prinsip GSP yaitu perdagangan bebas. GPN memaksa perusahaan multinasional AS untuk melepaskan kendali atas kepemilikan saham, penetapan harga, merek, dan aturan kepada entitas lokal. Kerugian yang dialami perusahaan multinasional juga kerugian yang akan dialami AS sebagai home country. Penelitian ini kemudian menyimpulkan bahwa alasan AS meninjau ulang kelayakan Indonesia atas fasilitas GSP adalah untuk melindungi perusahaan multinasional asal AS yaitu Visa dan MasterCard untuk memajukan ekonomi AS dengan memanfaatkan hak istimewa GSP.Keinginan AS adalah pengecualian kebijakan GPN pada kartu kredit. Hal tersebut merupakan syarat mutlak jika Indonesia tetap ingin mempertahankan fasilitas GSP.

Abstract

The phenomenon of violence against a child is an act that has a very bad impact on the child and on the survival of a country. The development of child violence in the eastern Indonesian region suggests that this issue needs to be addressed seriously by various parties.The aim of this study is to analyze and describe the partnership between UNICEF and the East Indonesian Regional Knowledge Exchange (BAKTI) to address the problem of violence against children. UNICEF, as an organization focused on saving children's lives, is present to address the problem of violence against children in the East Indonesian Region.The government, as a national actor, has made various efforts to solve this problem, including working with UNICEF. The cooperation between the East Indonesian Knowledge Exchange (BaKTI) and UNICEF is through the implementation of online child sexual exploitation and abuse policies and programmes. The OCSE programme is a situation involving digital, internet and communication technology at a certain point during the continuum of abuse or exploitation. Online Child Sexual Exploitation and Abuse (OCSEA) includes sexual exploitation and abuse of children online. A growing range of practices include: child sexual abuse material (CSAM), child care online for sexual purposes, live streaming of child sexual harassment and other related behaviours such as sexual blackmail, sharing of self-made sexual content without consent involving children, and unwanted exposure of sexual content. Fenomena kasus kekerasan yang terjadi pada anak merupakan Tindakan yang memberikan suatu dampak yang sangat buruk bagi anak tersebut dan keberlangsungan suatu negara. Perkembangan kekerasan anak di Kawasan Timur Indonesia menunjukkan bahwa masalah ini harus mendapatkan penanganan serius dari berbagai pihak.Tujuan dari penelitian ini yaitu menganalisis serta mendeskripsikan kemitraan antara UNICEF dengan Bursa Pengetahuan Kawasan Timur Indonesia (BaKTI) untuk mengatasi masalah kekerasan terhadap anak. Penelitian ini menggunakan jenis kualitatif. UNICEF sebagai organisasi yang memiliki fokus untuk menyelamatkan kehidupan anak-anak hadir untuk mengatasi permasalahan kekerasan terhadap anak di Kawasan Timur Indonesia.Pemerintah sebagai aktor negara melakukan berbagai upaya untuk menyelesaikan masalah ini, termasuk menjalin kerja sama dengan UNICEF. Kerja sama yang terjalin antara Bursa Pengetahuan Kawasan Timur Indonesia (BaKTI) dan UNICEF adalah melalui implementasi kebijakan dan program Online Child Sexual Exploitation and Abuse. Program OCSE merupakan situasi yang melibatkan digital, internet dan teknologi komunikasi pada titik tertentu selama kontinum penyalahgunaan atau eksploitasi. OCSEA bisa terjadi sepenuhnya secara online atau melalui gabungan interaksi online dan tatap muka antara pelaku dan anak-anak. Online Child Sexual Exploitation and Abuse (OCSEA) termasuk eksploitasi dan pelecehan seksual terhadap anak secara online serangkaian praktik yang terus berkembang termasuk: materi pelecehan seksual terhadap anak (CSAM), perawatan anak secara online untuk tujuan seksual, streaming langsung pelecehan seksual terhadap anak-anak dan perilaku terkait lainnya seperti seksual pemerasan, pembagian konten seksual yang dibuat sendiri tanpa persetujuan yang melibatkan anak-anak, dan hal-hal yang tidak diinginkan paparan konten seksual.

Abstract

Cases of inequality in the social environment are still frequently encountered, especially for people with disabilities. The stigma against people with disabilities has led to the emergence of various assumptions stating that people with disabilities are not capable of carrying out tasks on an equal basis with normal people. Disability groups often experience discrimination in society and are marginalized in development. There is one village that is unique, this village is in Bengkala Village, Buleleng Regency, Bali Province. This village is known for having a population of residents who have had limited speech and hearing since birth. It is said that this phenomenon is caused by local endogamous marriage practices that have persisted from generation to generation in a relatively small population. This group is able to develop through social and cultural life that has been preserved from generation to generation based on uniqueness and diversity by forming a source of creative activity through "Sekaa Janger Kolok". The aim of this research is to examine efforts for social inclusion of disabled people in Bengkala Village through Sekaa Janger Kolok. The research boundary is Bengkala Village, Buleleng Regency, Bali Province, Indonesia. With a descriptive qualitative research method using data collection through primary data through interviews with Village Heads, Sekaa Chairmen, Teachers as well as secondary data from literature searches. The concepts used are rights for people with disabilities, social inclusion, social welfare. As for the findings from this research, people with disabilities were involved and empowered with the formation of Sekaa Janger Kolok and were involved in tourist villages.

Abstract

Fans of Korean pop music, known as K-Popers, are not only famous for their preference for music and idol artists, but also for their social movements. K-Pop fans can form social movements that can mobilize the resources they have to attract public sympathy to participate. As well as its massive social movement actions because it is distributed through virtual media and is not only concentrated in one area, but is carried out across national borders. Social movements by K-Popers also continue into the political sphere. One of them is the involvement of K-Popers in political protests in Thailand in 2020. K-pop fans are emerging as a powerful political force in Thailand's anti-government movement. Massive demonstrations took place demanding major political changes. The growing pro-democracy movement is calling for the resignation of Prime Minister Prayuth Chan-ocha, called for curbs on the king's powers, demanding constitutional amendments, new elections and an end to the harassment of rights activists and state critics. This paper aims to explain how K-Popers is involved in the rejection movement in Thailand in 2020.This paper uses a qualitative research method. The data used in this paper comes from secondary sources such as government official web- sites and international media coverage. By using the concept of social movement, new social movement theory and cyberactivism, the author finds that K-Popers utilize social media in their movements. Politics is not their main focus but social care and solidarity that makes them move together.

Abstract

The Garuda Wisnu Kencana is a symbol of Balinese culture and art. One of Garuda Wisnu Kencana statues located in the southern part of Bali is the tallest statue in Indonesia, which has become an iconic landmark. Even in Bali, Pakudui village in Gianyar is famous for the art of the Garuda Wisnu Kencana wooden statue. For the Balinese people, Garuda Wisnu is not just a work of art. The philosophical Garuda Wisnu Kencana is inextricably linked to the Balinese way of life. Apart from its close relationship with the local community, at a higher level, namely at the state level, the Garuda Wisnu Kencana statue is used as a diplomatic tool in various events. This article looks at Garuda Wisnu Kencana from a philosophical standpoint, as well as its use in Indonesian diplomacy. This paper uses a qualitative research method. The data used in this paper comes from an interview with Made Ada, a Balinese master wood carver, as well as secondary sources such as government official websites and national media coverage. By using the concept of cultural identity and cultural diplomacy, the author finds that Garuda Wisnu Kencana's philosophy is in line with Indonesian diplomacy and the artwork used as diplomatic tools in several events.

Abstract

The Indonesian International Student Mobility Award (IISMA) is a flagship program under the Merdeka Belajar Kampus Merdeka initiative, which enables Indonesian students as awardees to study at universities abroad for one semester. Designed to enhance Indonesia's education system and human resources, the program also functions as a cultural diplomacy initiative by introducing Indonesian culture to international students. This study explores the role of IISMA participants as non-state actors in cultural and exchange diplomacy, contributing to the promotion of Indonesian culture globally. Using qualitative research methods, primary data were collected through interviews with Udayana University students who had participated in the IISMA program. The study is grounded in the concepts of new public diplomacy, cultural and exchange diplomacy. Findings indicate that IISMA participants act as diplomacy agents by disseminating various elements of Indonesian culture throughout the program. This highlights the importance of the role of students and educational institutions in strengthening collaborative relations between the two countries.
