Abstract

The "Tangerang Live" application presents a public service innovation that provides practical solutions for the residents of Tangerang City. This application is an example of how technology can assist in optimising effective and efficient public services. The "Tangerang Live" application has the advantage of providing practical solutions for residents seeking information or services. In the context of e-gov, the use of an application like this can be considered as an example of e-government implementation that facilitates access to information and services for the community. the use of this application can also help in realising the concept of public services that are more transparent, accountable and responsive. This is in line with the theory put forward by Lenvinne et al (2011) related to the elements of public service quality, such as Responsiveness, Responsibility, and Accountability. The method used in this research is qualitative method by conducting interviews with related agencies, observation, documentation and literature study. The advantage of the "Tangerang Live" application is that it can facilitate the parties involved in the service process, such as government agencies and the community, to connect and collaborate in providing effective and efficient public services.

Abstract

The Law No. 6 of 2014 concerning Villages grants villages the authority to govern themselves, and the government allocates village funds for their implementation. In Serang Regency, there are issues regarding the ineffective governance of village funds, characterized by the low quality of human resources for public services, lack of transparency and accountability, and insufficient community empowerment programs. This study aims to emphasize the urgency of improving the governance of village funds towards better governance in Serang Regency. The research adopts a qualitative descriptive method. Key informants come from relevant agencies in Serang Regency, the Inspectorate, and civil society organizations, with information gathered through observations and focused group discussions. The research findings indicate that only the dimensions of resource management and governance process are categorized as sufficient, while decision-making, collaboration with the private sector, and other governance principles still need improvement. Based on the research findings, it can be concluded that the governance of village funds in Serang Regency requires urgent strengthening.

Abstract

Dynamic governance refers to government activities continuing in the process of public policy governance that can reach long-term interests. This research uses a qualitative approach with a descriptive method and the key informant is the Population and Civil Registration Office of Tangerang Regency. Data collection techniques were conducted through interviews, field observations, and documentation. The purpose of this research is to find out the implementation of Digital Population Identity through the perspective of Dynamic Governance at the Population and Civil Registration Office of Tangerang Regency. The results showed that dynamic capabilities in the implementation of Digital Population Identity services are able to produce various changes that have an impact on improving the quality of public services, but there are still obstacles such as low public understanding of using Digital Population Identity (IKD) and not all government agencies can accept the process of verifying population data with Digital Population Identity (IKD). Therefore, the dynamic capability process in the Digital Population Identity (IKD) service is influenced by three indicators, namely thinking ahead, thinking again, and thinking across as well as two driving factors, namely able people and agile process.

Abstract

Kemajuan dalam digitalisasi pemerintahan memberikan manfaat signifikan dalam layanan masyarakat. Di Kota Tangerang, berbagai aplikasi dan situs web untuk pelayanan publik telah tersedia. Konsep smart city atau Kota Cerdas mengintegrasikan teknologi digital untuk meningkatkan ekonomi dan infrastruktur kota. Namun, ada beberapa tantangan dalam penerapan Smart Governance, termasuk kurangnya pengetahuan masyarakat tentang peluang berpartisipasi dan kesadaran rendah tentang penggunaan layanan online. Penelitian ini bertujuan untuk mengevaluasi implementasi Smart Governance oleh Dinas Komunikasi dan Informatika dalam upaya menjadikan Tangerang sebagai smart city. Metode penelitian yang digunakan adalah kualitatif deskriptif, dengan merujuk pada teori Smart Governance oleh Boyd Cohen dalam Rahmatullah (2021). Temuan penelitian menunjukkan bahwa pemerintah Kota Tangerang telah melaksanakan berbagai langkah untuk mewujudkan smart city, termasuk penyediaan aplikasi dan situs web pelayanan publik serta upaya sosialisasi mengenai digitalisasi layanan. Kesimpulannya, diperlukan peningkatan upaya sosialisasi kepada masyarakat agar penggunaan aplikasi dan situs web pelayanan publik lebih efektif, dan implementasi Smart Governance memerlukan dukungan penuh terhadap kebijakan pemerintah untuk mencapai tata kelola pemerintahan yang optimal di Kota Tangerang.

Abstract

Penerapan prinsip good governance dalam pelayanan publik berbasis online melalui Website Sobat Dukcapil merupakan upaya dalam penyelenggaraan pemerintah dalam memenuhi kebutuhan dasar dan hak-hak warga negara atas pelayanan administrasi oleh penyelenggara pelayanan publik. Tujuan dari penelitian ini untuk menganalisis penerapan prinsip good governance dalam pelayanan publik berbasis online melalui Website Sobat Dukcapil di Dinas Kependudukan dan Pencatatan Sipil Kota Tangerang. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif deskriptif, dengan informan adalah Ketua Tim Kerja Sistem Informasi Administrasi Kependudukan dan Jaringan Komunikasi Data, Bidang Pengelola Informasi Administrasi Kependudukan Dan Pemanfaatan Data pada Dinas Dukcapil Kota Tangerang, dan masyarakat yang sudah menggunakan pelayanan Website Sobat Dukcapil. Hasil penelitian menunjukan bahwa penerapan prinsip good governance dalam pelayanan publik berbasis online melalui Website Sobat Dukcapil di Dinas Kependudukan dan Pencatatan Sipil Kota Tangerang telah diterapkan dengan cukup baik. Prinsip akuntabilitas, transparansi, partisipasi telah diterapkan dengan baik, namun prinsip efektivitas dan efesiensi, koherensi hanya berada pada tingkatan sedang.

Abstract

The Tangerang City Transportation Service has made a strategy to reduce congestion in Tangerang City, namely by improving the quality of public transportation services in Tangerang City, one of which is by having Sifort city transportation. The problems that occur in the implementation of Sifort's public transportation management are human resources, weak coordination and cooperation in the transportation sector, the system created to reduce traffic jams is less effective. The research method used is descriptive qualitative. The aim of the research is to find out the role of SiBenteng public transportation in reducing traffic jams in Tangerang City. There are still shortcomings in the implementation of the strategy created by the Tangerang city transportation department to reduce traffic jams with the presence of the Sibenteng public transportation, but in terms of the system used for payment, it already uses an information and communication technology system.

Abstract

The purpose of this research is to determine stakeholder management by the Banksasuci Foundation to be able to maintain the sustainability of the organization and work programs, and classify them into 4 indicators using a matrix in accordance with the theory of Bryson and Patton (2015) which suggests that stakeholder grouping is based on interests ( interest) and influence (power), with indicator dimensions, namely: (1) Players; (2) Subject, (3) Costest; and (4) Crowd. This researcher uses a post positivism paradigm with a descriptive research type and a qualitative approach. The results of the interview show that the stakeholders in the Banksasuci Foundation are; Cisadane Ciliwung River Basin Center, Government/Environmental Service (DLH), Private Sector/Companies, and Academics. Through this stakeholder analysis, it is hoped that the Banksasuci Foundation can more easily optimize each stakeholder.

Abstract

Penelitian ini bertujuan untuk mengetahui model perancangan collaborative governance pada pelaksanaan bantuan stimulan rehabilitasi rumah tidak layak huni Program Gebrak Pakumis Plus di Desa Muara Kecamatan Teluknaga Kabupaten Tangerang. Metode penelitian menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi.  Adapun teori dalam penelitian ini adalah teori proses collaborative governance yang dikemukakan oleh Ratner. Hasil penelitian menunjukkan bahwa penerapan proses kolaborasi yang melibatkan pemerintah, swasta, dan kelompok masyarakat belum melakukan keseluruhan tahapan proses collaborative governance yang dikemukakan oleh Ratner. Adapun rancangan model proses collaborative governance yang dibuat adalah meliputi aktor-aktor mengidentifikasi hambatan dan peluang, mendiskusikan strategi melalui focuss group discussion (FGD), dan merencanakan tindakan kolaborasi dengan tim kecil untuk memastikan implementasi dan evaluasi yang berkelanjutan.

Abstract

This study analyzes stakeholder satisfaction towards village financial governance in Serang Regency. A quantitative approach was employed, involving a survey of 400 respondents from various villages selected purposively based on Article 16 of the Ministry of Villages, Development of Disadvantaged Regions, and Transmigration’s Regulation No. 21 of 2020. The data were collected using questionnaires with a Guttman scale. The research findings indicate that 59% of respondents are dissatisfied with village financial management, while 41% express satisfaction. The study highlights that public satisfaction towards financial governance is influenced by information transparency, participation in decision-making, program distribution, and direct benefits received. Male respondents report higher satisfaction than females due to more intensive involvement in village activities. Active participation enhances expectations and overall satisfaction among residents. However, disparities in benefit distribution of programs remain a challenge. To improve satisfaction, village governments must enhance transparency, increase community participation, and ensure a more equitable and impactful distribution of programs. The implications of this study emphasize the importance of improving village financial governance by strengthening transparency, fostering community engagement, ensuring fair program distribution, and enhancing community support to increase stakeholder satisfaction in financial management.

Abstract

Digital transformation has a significant impact on rural communities, necessitating community empowerment initiatives to address challenges and capitalize on its opportunities. Karangtengah Village in Purbalingga, Indonesia, faces issues such as low prosperity, urbanization, and limited digital literacy. This initiative aimed to raise awareness and equip the community with digital skills to strengthen the village economy in preparation for smart village implementation in the digital era. The initiative employed a multifaceted approach, involving training, mentoring and coaching for administrators and teachers at the Quran Learning Center, mentoring for village youths, and institutional strengthening for social institutions. The results included an improvement in digital literacy among youth, increased awareness among youth regarding digital skills and entrepreneurship, increased awareness among teachers, and improved organizational structures for social institutions. The success of this initiative highlights the importance of rural communities proactively adopting digital technologies for sustainable development. Rural communities should proactively enhance their capacities, promote economic development, and elevate their quality of life.Transformasi digital memiliki dampak yang signifikan dalam kehidupan masyarakat desa.  Desa Karangtengah yang berada di Kecamatan Kemangkon, Kabupaten Purbalingga, Provinsi Jawa Tengah menghadapi permasalahan rendahnya tingkat kesejahteraan, kehilangan talenta terbaiknya akibat urbanisasi, serta rendahnya penguasaan teknologi digital. Kegiatan ini bertujuan untuk meningkatkan kesadaran dan keterampilan masyarakat terhadap teknologi digital dalam rangka meningkatkan kesiapan penerapan desa cerdas (smart village) menuju transformasi digital. Metode yang digunakan adalah pelatihan, pendampingan, dan penguatan kelembagaan dalam rangka meningkatkan keterampilan digital masyarakat. Kegiatan pelatihan dilakukan terhadap pengelola dan guru TPQ untuk memperkenalkan teknologi digital dalam pembelajaran. Pelatihan dan pendampingan juga dilakukan terhadap pemuda desa untuk mengedukasi literasi digital dan jiwa kewirausahaan. Sedangkan penguatan kelembagaan dilakukan terhadap kelembagaan TPQ untuk mengembangkan struktur organisasi dan menyusun visi-misi. Hasil dari kegiatan ini menunjukkan literasi digital remaja pada tingkatan baik, dan adanya peningkatan kesadaran mengenai perlunya mengantisipasi transformasi digital. Sedangkan dari aspek kelembagaan adalah dengan tersedianya struktur organisasi dan visi-misi. Hal tersebut menunjukkan bahwa telah terjadi pemberdayaan masyarakat melalui kegiatan ini. Implikasinya, masyarakat desa perlu lebih proaktif bukan hanya sekedar mengakses informasi yang tersedia, tetapi juga untuk meningkatkan kapasitas diri, perekonomian dan juga kualitas hidup di desa.
