Abstract

Tsunami has changed the landscape of the area, the environmental order (spatial planning), and the structure of the Ulee Lheue Coastal area. The tsunami threat is substantial since the site's position is very close to the source of the disaster. The shape of the area is flat and does not have any protection (both natural and structural) to protect the land. Planning criteria in tsunami areas are essential to know and learn from previous disasters. Tsunami disasters have different characteristics in each site; thus, planning is mismanaged and ineffectively conducted. Planning is performed by applying the tsunami mitigation approach and the theory of landscape connectivity. One of the mitigation plans is planning a natural landscape in the form of vegetation. The vegetation in the research case study is in the coastal area of Uleu Lheue, which was still lacking after the tsunami hit this area in 2004. There are only mangroves in some areas, sea pine, tamarind trees, and low shrubs. Therefore, in planning a mitigation-based site, it is necessary to arrange vegetation to reduce the impact of a tsunami and condition the environment around the area. This research aims to integrate natural landscape planning based on tsunami mitigation and find natural vegetation or natural protection as a tsunami disaster mitigation and as a criterion in planning a coastal area based on tsunami disaster mitigation. From the results of the tsunami study, it is recommended that the case study area be freed from new development and mitigation strategies with buffers in the form of using vegetation zones (mangroves and the like). The planning applied using vegetation indicated to reduce the effects of the tsunami that hit the design area, among others, the tree category: Pandanus Odoratissimus, Casuarina equisetifolia, Hibiscus Tiliaceus, Tamarindus indica, Anacardium occidentale, bakau, nypah and waru.

Abstract

The 2004 tsunami disaster that hit Banda Aceh, one city in Indonesia as the worst affected area, has left various relics that need to be considered for their preservation. Nevertheless, it is still a debate so far because heritage preservation refers to the ordinary heritage with positive values from dark heritage after a disaster. It is important to know the significance of values in preserving relics post-disaster as commemoration and learning. In literature, there is still a lack of research about dark heritage values because of natural disasters. The purpose of this research is to explore the community's dark heritage values in encouraging post-disaster area conservation planning. Thus, the purpose of this research is to reveal and explain post-disaster area planning through the approach of dark heritage values. This research was conducted from December 2019 to April 2020 in the post-tsunami area of Banda Aceh as the most affected area with in-depth interviews with 36 informants from the local community, survivors, tourists, experts, and government to know their values. This study uses an interpretative approach because it seeks to construct the existence of dark heritage values in people's perception of seeing a post-disaster area as a heritage. The study results provide new insights that understanding a historic area is not always seen from values with a positive side. Still, dark side values also become a reference that needs to be considered to be preserved for the area's sustainability. The results showed that communities have memory, symbolic, narrative, religious, and scientific values in the post-disaster landscape.

Abstract

The coastal tourism area of Sawang Indah Village is one of the coastal tourist destinations located in Labuhanhaji Timur Subdistrict, South Aceh Regency. In its development, various issues have emerged related to the coastal tourism area. If left unaddressed, these problems may impact the sustainability and existence of the coastal tourism site. The objective of this study is to formulate a development strategy for the coastal tourism area in Sawang Indah Village, Labuhanhaji Timur Subdistrict, South Aceh Regency. This research employs a qualitative descriptive method to identify the characteristics of all aspects of tourism in the Sawang Indah coastal tourism area. Furthermore, a SWOT analysis is used to examine internal and external factors affecting all tourism aspects in the area. The combination of qualitative descriptive analysis and SWOT Matrix is then applied to formulate development strategies for the coastal tourism area in Sawang Indah Village. The results of this study present several strategic recommendations for the development of the coastal tourism area in Sawang Indah Village, including: 1. Conducting assessments to optimize existing and potential natural resources to create new natural attractions for tourists. 2. Planning the development of public facilities, including service improvement, renovation, spatial reorganization, maintenance, and facility expansion. 3. Designing attractive promotional content through online media platforms. 4. Planning road access expansion and road improvements. 5. Enhancing the role of the government and site managers through collaboration in policy-making and development planning. 6. Increasing local community involvement by establishing NGOs. 7. Developing the rest area as an information center as well as a hub for trade and services. 8. Improving the waste management system, including implementing written regulations and sanctions for tourists.
