Abstract

Combating narcotics in society is one of the roles and responsibilities of the Indonesian government at both the national and regional levels. The danger of narcotics abuse has become a serious phenomenon that must be addressed and resolved by both the Government, the authorized apparatus and with all elements of society. In order not to have too many victims of the dangers of narcotics, serious countermeasures are held by carrying out repressive and preventive actions simultaneously and are directed and continuous. The formulation of the problem in this research is How the Cooperation between the Riau Provincial Government and the National Anti Narcotics Agency of Riau in efforts to prevent, eradicate, abuse and illicit drug trafficking in the Riau Provincial Government in 2019 and what are the inhibiting factors in the Cooperation between the Riau Provincial Government and the National Anti Narcotics Agency of Riau in efforts to prevent, eradicate, abuse and illicit drug trafficking in the Riau Provincial Government in 2019.The purpose of this study is to determine the cooperation between the Riau Provincial Government and the National Anti Narcotics Agency of Riau in efforts to prevent, eradicate, abuse and illicit drug trafficking in the Riau Provincial Government in 2019 and to describe the inhibiting factors in the Cooperation between the Riau Provincial Government and the National Anti Narcotics Agency of Riau in efforts to prevent, eradicate, abuse and illicit drug trafficking in the Riau Provincial Government in 2019. Abstract

Public services at the village office are the spearhead in providing services to the community. To achieve quality service, reliable human resources are needed. Absence of employees and lengthy administrative arrangements indicate the need to improve the quality of Human Resources as the main actors in providing services. Lack of employee discipline because they are rarely present in the office is also an obstacle that will become an obstacle in providing a quality service. This research approach used is a qualitative approach, this type of research is descriptive. The research location is in Pekanbaru City, precisely in the Tenayan Industrial Village Office, Tenayan Raya District. And the technique of data collection is done by means of interviews and documentation. The results of this study are that the implementation of public services at the Tenayan Raya Industrial Village Office, Tenayan District, Pekanbaru City in 2018 still needs to be improved so that people who want to get services feel that what are the obstacles in administrative arrangements will no longer occur. Long-winded and likes to delay the completion of correspondence, the Lurah is rarely in place and discriminatory attitudes should not occur again so that people who want to get service feel that they are getting excellent and quality service at the Lurah Office for Industrial Village, Tenayan Raya District, Pekanbaru City. Abstract

Tourism is an industry that is able to provide rapid economic growth for a country. The purpose of this research is to find out the efforts made by the Government of Rokan Hulu Regency in increasing local revenue (PAD) through the Islamic Center religious tourism as well as the driving and inhibiting factors. This study uses a qualitative approach, located in the Government of Rokan Hulu Regency, Riau Province. The subjects in this study were the Management Board of the Grand Mosque Islamic Center of Rokan Hulu Regency and BAPENDA (Regional Revenue Agency) of Rokan Hulu Regency. While the object of this study is the Islamic Center religious tourism in Rokan Hulu Regency. Documentation data collection techniques, observations and interviews. As well as data analysis methods using descriptive qualitative. The results of the study explain the efforts made by the government of the Rokan Hulu Regency in increasing local revenue (PAD) through religious tourism Islamic centers ncluding increasing attractiveness such as different nuances of prayer, having architecture decorated with various calligraphy, having a tower that symbolizes asmaul husna . Improved manageability with messages and persuasion. The facilities provided include prayer facilities, mosque management facilities and supporting facilities. While the infrastructure provided includes the provision of accommodation, increased access to transportation, facilities such as restaurants, supermarkets, places to sell souvenirs and health clinics. Factors include increasing existing attractions such as building a building concept that can be combined with Islamic values and roviding supporting facilities. While the inhibiting factors encountered include limited funds or budget provided, lack of competent human resources and facilities and infrastructure that are still not optimal. Abstract

The implementation of Good Governance in the preparation of the Village RKP in Sungai Pasir Putih Village, Kelayang District, Indragiri Hulu Regency in 2018 and 2019 was categorized as unfavorable. This can be seen from the results of the research that the author has conducted that in the preparation of the RKP Desa there are still many principles of good governance that have not been implemented. The formulation of the problem in this research is how the implementation of Good Governance in the preparation of the Village RKP in Sungai Pasir Putih Village, Kelayang District, Indragiri Hulu Regency in 2018 and 2019. This study aims to describe the implementation of Good Governance in the preparation of the Village RKP in Sungai Pasir Putih Village, Kelayang District, Indragiri Regency. Hulu in 2018 and 2019. This research uses qualitative research methods with descriptive research types that describe problems and solutions for research subjects clearly and in detail. The results of the study state that the implementation of the principles of good governance in the preparation of the Village RKP has not all been implemented, the principles that have been implemented are inclusiveness, performance, and direction. Abstract

The purpose of this study is to describe the role of the Kampar Regency Government in the development of Deer Lake Tourism Object. Deer Lake is a tourist spot owned by the Kampar Regency government through Batu Besurat Village. In this study, the author uses a qualitative approach in order to know or describe the reality of the study to be studied. The type of research used by the author is descriptive research. The research informants used were 4 people with their respective criteria. Based on the results of the research and discussion described above, conclusions can be drawn, among others, regarding the development plan for the Danau Rusa tourism village consisting of several indicators including development that has been coordinated by the Tourism and Culture Office of Kampar Regency and is listed in the Strategic Plan (Renstra). The planning and development of the Deer Lake tourism object begins with the preparation of the Deer Lake Development Master Plan. Regarding the institution, the Tourism and Culture Office of Kampar Regency has collaborated with the local community and formed a group called POKDARWIS (Tourism Awareness Group). Regarding the regulation of the Tourism and Culture Office of Kampar Regency, it refers to the Republic of Indonesia Law Number 10 of 2009, Government Regulation Number 50 of 2011, the Ministry of Tourism Number 14 of 2016, then also PP Number 39 of 2009 regarding KEK, namely Special Economic Zones. This includes all types of tourism. In the service aspect there is the provision of Parking Officers, Security Officers, and Tour Guides, the implementation of the International Dragoan Boat event in 2019, Pacu Sampan Competition, Balimau Kasai, and Campgrounds. In the aspect of empowerment, it is providing training to the Danau Rusa Tourism Awareness Group (POKDARWIS), and the cooperation between the Tourism and Culture Office of Kampar Regency and Bank Indonesia in Helping Pokdarwis Empowerment. Abstract

Jai jai Raok Beach tourism object is a beach-style tourist destination consisting of a stretch of white sand and coconut trees that makes this place similar to the beach in general. Jai jai raok beach is located in the village of Padang Responsibility Pangean District, Kuantan Singingi Regency. In 2019 where this tourist attraction is very much in demand by visitors until 2020, the number of visitors every year has increased, but in fact the existing facilities at the Jai-jai Raok Beach tourism object which is managed by BUMDes Rajo Bujang, Padang Responsibility Village are still minimal in facilities or infrastructure. infrastructure in Jai-jai raok beach tourism so that there is a need for improvement in the management and development of Jai-jai raok beach tourism. This study aims to determine the strategies and inhibiting factors for the development of tourism potential of Jai jai Raok Beach, Padang Respons Village, Pangean District, Kuantan Singingi Regency. This study uses descriptive qualitative methods and data collection techniques based on observations, literature studies and interviews. The results of this study indicate that the Padang Responsibility Village Government Strategy, Pangean District, Kuantan Singingi Regency in developing Jai jai Raok Beach Tourism is still not optimal. This can be seen from the strategies and efforts that have been made by the Village Government as a tourist attraction management agency that has not fully implemented and implemented the village government's strategy because it only implemented the strategy after the budget was entered. Jai jai Raok in Padang Responsibilities consists of internal factors and external factors. The internal factors that become obstacles in the management of Jai jai Raok Beach Tourism Objects in Padang Responsibility are limited funds, inadequate human resources and regulations. Meanwhile, the external factors that become obstacles are the low involvement of the private sector in the development of tourism objects. Abstract

Congestion can affect various kinds of community activities because in addition to having an impact on the smooth running of community activities and no less important to the impact of community income. Pekanbaru is a city prone to traffic jams considering that Pekanbaru is the capital city of Riau Province. The problem of congestion in Pekanbaru City has not been maximally resolved due to indiscriminate parking, U-Turn, street vendors selling on the roadside, and public transportation that passes not in accordance with applicable regulations. The Department of Transportation as the agency in charge of overcoming congestion has tried to overcome congestion but has not been optimal. Based on these problems, the formulation of the research problem is "How is the Implementation of Supervision of the Pekanbaru City Transportation Service in Overcoming Congestion in Pekanbaru City in 2019?" This study aims to analyze and determine the supervision carried out by the Pekanbaru City Transportation Service in overcoming Congestion in Pekanbaru City in 2019. This research is a type of descriptive research using a qualitative approach. Data collection techniques in this study used interview, observation and documentation techniques, the data analysis used was qualitative analysis. The findings that can be concluded from the Implementation of Supervision of the Pekanbaru City Transportation Service in Overcoming Congestion in Pekanbaru City in 2019 are still classified as not optimal, even though 1) The government has supervisory standards in accordance with Regional Regulations and Perwako No. 2/2009 and 106/2016 concerning Traffic and Main Duties Pekanbaru City Transportation Agency; 2) the measurement system for monitoring is to carry out daily monitoring at locations prone to congestion and congestion prevention facilities and then reporting 3 times a month; 3) However, in measuring the implementation of supervision, it is still not optimal so that congestion still occurs; 4) as for the analysis of the causes of deviations from the standard of supervision, namely the lack of strictness of the Dishup in controlling illegal parking, public transportation (Angkot) not in accordance with the specified route, and the use of congestion prevention facilities by the community not being maximized; 5) Corrective actions taken by the government in the form of intensive monitoring in the future, additional human resources, budget, and supporting facilities for preventing congestion. Abstract

The process of writing this research is based on a point of view the writer to examine the phenomenon of society in Bandar Petalangan District in the local election of 2015. Through Pelalawan Regency seeing the behavior characterictics one district of two villages with different tendencies and their significant participation in Deciding the selection of the cadidates. This research uses a quantitative correlation a contingency approach to correlate the two approaches in the school of Michigan, the Sociological and Psychological Approach to the behavior of voters in the voting at the location of the object of research. Primary Data were collected through a survey and analysis of documents. Data processing was performed using the program Statistic Package For Social Science (SPSS). Then the data is processed through the Crostabbulation by Chi-square test to see relationships and correlations contingency to see the relationship between the variables studied. The results of this study there was no significant relationship between voting behavior of district community Bandar Petalangan on the elections, Palalawan 2015 based on gender, age, religion, education (Sociological factors) and the factor of the issues that developed, the image of the personality and leadership experience (Psychological factors). While the Researchers found no relationship between behavioral subsequently chose to sociological factors, based on ethnic identity, income level and psychological factors in the identification of party and candidate to the district community programs in local elections Bandar Petalangan Palalawan, 2015.Kata Kunci: Election, Participation, Voting Behaviour,

Abstract

One of the policies adopted to support development in the village is the implementation of fiscal decentralization through the Village Fund to support village development and empowerment. However, in the implementation of the Village Fund, there are concerns from various parties due to indications of fraud (abuse) carried out by elements in the village as evidenced by the many complaints. This is certainly a signal for the government to supervise the Village Funds originating from the APBN so that their management remains in line with applicable regulations. Based on the Regulation of the Minister of Home Affairs (Permendagri) Number 71 of 2015 concerning Policies for Guidance and Supervision within the Ministry of Home Affairs and Regional Governments in 2016, the supervision of village funds is part of the supervision of the Regency / City Regional Inspectorate within the scope of the inspection of Village Government administration. The type of research used in this research is qualitative research. In this study, the data used came from various sources (multiple sources of data) such as interviews, observations, and documents. The results showed that the implementation of the supervisory and inspection functions of the Kuantan Singingi Inspectorate adhered to the existing supervisory SOP and PKPT and PKA which became work guides. The preparation of the PKA and PKPT is quite effective in overcoming the shortage of auditor personnel at the Kuantan Singingi Inspectorate, the elaboration in the PKPT has been arranged in such a way how supervision can run efficiently but the implementation of the supervision and inspection function by the Kuantan Singingi Inspectorate on the use of village funds has not been maximized, namely in the sector. budget, time, and uncooperative village parties, but not many abuses of village funds in Kuantan Singingi District that have reached legal proceedings, only 1 or 2 villages with a percentage of less than 20%. Abstract

The high rate of population growth in Indonesia makes the government need to strengthen the Population, Family Planning and Family Development (KKBPK) program. Family Planning Village is one of the government's flagship programs in order to create quality small families. Kampung Keluarga Berencana is a regional unit that has certain criteria, where there is an integration of population programs, family planning, family development, and related sector development that is carried out systematically. The purpose of this study was to determine collaborative governance in the Meranti Mandiri Family Planning Village program, Meranti Pandak Village, Rumbai Pesisir District, Pekanbaru City in 2020 and to determine the factors that influence collaborative governance in the Meranti Mandiri Family Planning Village program, Meranti Pandak Village, Rumbai Pesisir District, Pekanbaru City in 2020. This research is a descriptive research with a qualitative approach. The location of this research was in the Meranti Mandiri Family Planning Village, Meranti Pandak Village, Rumbai Pesisir District, Pekanbaru City. Data collection techniques used is through interviews and documentation. Data analysis techniques used is data collection, analysis, description and conclusion. The research results show that Collaborative Governance in implementing the Meranti Mandiri Family Planning Village program in 2020 seen through stages the Face to face dialogue, Trust-building, Commitment to the process, Shared understanding and Intermediate outcomes well done. However, in the implementation of the Trust-building stage has not been maximized. This is because the program implementers do not understand the duties and functions of their field.
