Abstract

As a serious step in implementing e-government in Indonesia, Tanjungpinang City is accelerating development by utilizing information technology to develop Tanjungpinang smart city which includes the dimensions of smart branding. Of course, in realizing smart branding, the Tanjungpinang City Government has carried out various government communications to realize smart branding through various programs designed to realize smart branding. The purpose of this study is to find out how government communication is carried out by the Tanjungpinang City Government to realize smart branding and what are the factors that hinder government communication. The research approach used is a qualitative approach. This type of research is descriptive. The research location is in Tanjungpinang City, precisely in the offices of several stakeholders who are authorized to realize smart branding. The types and sources of research data are divided into primary and secondary data with data collection techniques through interviews and secondary data in the form of supporting data relating to the realization of smart branding. The results of this study are that government communication carried out by the Tanjungpinang City Government in realizing smart branding in Tanjungpinang City in 2019 - 2020 can be seen through four elements consisting of attribute, message, differentiation, and ambassadorship. However, the government communication seems ineffective because it has not been able to meet the indicators of the effectiveness of government communication from a professional perspective, namely the availability of formal rules, financial resources, and competent and skilled human resources. Abstract

During this pandemic, entertainment venues are one of the places that have the potential to gather crowds of people, with large crowds of people causing an increase in the spread of the Covid-19 virus. The existence of Karaoke entertainment in the city of Pekanbaru many violations that occurred during the Covid-19 pandemic. This study aims to determine the supervision of karaoke businesses by the Pekanbaru city government during the 2020 (Covid 19) pandemic. The approach used in this study is a qualitative approach with a type of descriptive research. The location of this research was carried out in karaoke entertainment in Pekanbaru City, with data collection techniques carried out by interviews and documentation. The results of this study are that the supervision carried out by the Covid-19 Task Force is still weak on the supervision of karaoke entertainment during the new normal period of the Covid-19 pandemic in Pekanbaru City and the implementation of standard health protocols by entertainment managers. There are several factors that influence it, including the quality of human resources, the lack of awareness of karaoke business owners, and the lack of budget factors. In the implementation of supervision, it has been running but is still not optimal, there are still violations of health protocols at karaoke entertainment venues during the new normal period of the Covid-19 pandemic in Pekanbaru City. Abstract

Throughout 2020, Indonesia faced the Covid-19 pandemic which made all life orders undergo very significant changes, including the political field. The government remains adamant about holding regional elections on December 9 when the Corona outbreak has not subsided. This has reaped pros and cons among political elites and observers. Political participation is the activity of citizens who act as individuals intended to influence decision-making by the government, since participation can be individual or collective, organized or spontaneous, steady or sporadic, peacefully or violently, legally or illegally, effectively or ineffectively. This research uses a qualitative research type method, namely a research procedure that produces descriptive data. As for the descriptive data in question, it is speech or writing and the observable behavior of the person (the subject himself). In qualitative research, no numbers were found that were analyzed using statistical tools, but rather data were obtained from descriptive research. Descriptive means used to reveal an empirical fact objectively scientifically based on the logic of the author's scientific discipline, namely Government Science. The results showed that in Indragiri Hulu Regency, the participation rate increased with the number of voters193,299 people with a ratio of 66.73% compared to the previous period of regional elections. The supporting factor for the increase in the level of community participation in the regional elections in Indragiri Hulu Regency during the Covid-19 pandemic refers to the theory of the awareness of the People of Indragiri Hulu in carrying out their obligations as a society, then the diverse political situation can be seen from the large number of election participants who have various professional backgrounds so as to reach various groups. Abstract

The purpose of this study is to know and understand in depth the use of the modalities of elected female legislators in the 2019 Pekanbaru City Legislative Election.This study uses the theory of Pierre Bourdieu (1986), in his book The Forms of Capital. According to Pierre ourdieu, modality is divided into four forms of capital, namely economic apital, cultural capital, social capital, and symbolic capital. The capital owned by legislative candidates must of course be optimized in order to chieve a desired or desirable goal. The methodology used in the preparation of this thesis uses a qualitative method, namely nterviews with several members of the Pekanbaru City DPRD for the 2019-2024 period who are women as legislative candidates in the 2019 egislative Elections, then collect data, organize and classify data. While the analysis is descriptive in nature which describes the form of modality in political contestation carried out by female legislators in the 2019 Pekanbaru City regional legislative elections. In this research, in the 2019 election contest for legislative members in Pekanbaru City, emale legislative candidates for Pekanbaru City have quite strong modalities both in terms of economic, symbolic, cultural and social capital. On the other hand, the use of all this capital greatly influences the community, so that the community can give their trust and upport to the female legislative candidates for Pekanbaru City for the 2019-2024 period. As for the results of this study it can be concluded that the economic capital optimized by Hj. Arwinda Gusmalina, ST and Sovia Septiana, S.Sos for their election as members of the Pekanbaru City DPRD for the 2019-2024 period. Keywords: Usage, Modality, Legislative Election 201

Abstract

Harau Valley area is one of the leading tourist areas that will be developed with a priority for developing a nagari-based tourism area. With the condition of the Harau Valley Area that has not been well organized, a Regional Spatial Plan (RTRW) for the Province of West Sumatra 2012-2032 was established which became the basis for determining the Regional Regulation of the Fifty Cities Regency Number 7 of 2016 concerning the Master Plan for Tourism Development (RIPK) of the Fifty Cities Regency. 2016-2032 as a form of long-term plan for the Regency of Fifty Cities in tourism development. The basis for the formation of the 2016-2021 Regional Action Plan by DISPARPORA (Department of Youth and Sports Tourism) which is a strategy for developing the Harau Valley natural tourism area. The purpose of this study is first to describe and analyze the development strategy that has been carried out by DISPARPORA (Department of Youth and Sports Tourism) in the development strategy of the Harau Valley Nature Tourism Location and to analyze whether the strategic plan that has been set is running as planned, Second about the factors Inhibiting factors that affect the implementation of the development of the Harau Valley Tourism Object. This research method uses a qualitative approach with a descriptive type of research. The results of this study indicate that the development strategy carried out by DISPARPORA is to carry out special strategies in the natural tourist sites of the Harau Valley such as (1) Harau Valley Destination Development Strategy (2) Tourism marketing development strategy in Harau Valley (3) Tourism industry development strategy in Harau Valley ( 4) The strategy for developing tourism institutions in the Harau Valley (5) The strategy for developing the creative economy in the Harau Valley. However, the implementation has not run optimally as can be seen from strategic management, which results in several plans that do not run optimally. Abstract

The Seroja Village Owned Enterprise (BUM Desa) Development Policy has resulted in various problems within the Marsawa village environment. The policy of developing the BUM Desa Seroja business unit in the selection of business units is not appropriate. There is an overlap of the BUM Desa business with the village community. The existing business units in the BUM Desa Seroja have not had a major impact on improving the economy of the Marsawa Village community. Overlapping BUM Desa business units with the community have a negative impact on community businesses. The purpose of this study was to determine the impact of the policy on developing the Village Owned Enterprise (BUM Desa) Seroja Village Business Unit, Marsawa Village, Sentajo Raya District, Kuantan Singingi Regency in 2018-2020. This study uses Good Corporate Governance Theory (KNKG: 2006) Good Corporate Governance consists of 5 principles of Transparency, Accountability, Responsibility, Independence, Equality and Fairness. The research method used is qualitative research. This type of research is descriptive qualitative research. The research location is in Marsawa Village, Sentajo Raya District, Kuantan Singingi Regency. The results of the study prove that the development of the Village Owned Enterprise (BUM Desa) Seroja Desa Marsawa resulted in overlapping with the community business unit so that the impact on the community of business actors who were the same as the BUM Desa Seroja business unit felt disadvantaged and for the impact of BUM Desa on the level of The welfare of the community is still not good but the BUM Desa Seroja has been able to provide PADes and social assistance to the people of Marsawa Village every year, and open up job opportunities. Abstract

The waste problem has indeed become a frightening specter for the City of Pekanbaru, so this has made the Pekanbaru City Government and legislature stifled, even several times the DLHK Kota Pekanbaru has often been criticized for their performance in handling waste in Pekanbaru. The performance of cleaning staff is not yet effective and efficient in carrying out their responsibilities so that the growth in the amount of waste in Pekanbaru City continues to increase sharply every year. The limited trash collection is also one of the special highlights in Pekanbaru City. The high flow of urbanization causes Pekanbaru City to always experience an increase in population, which is the main reason for the increasing amount of waste complexity. This study aims to analyze public services in handling waste in Pekanbaru City and all efforts, both services and programs, and performance to overcome this waste problem. The theory used in this study is based on the dimensions of service quality from Zeithaml, divided into five dimensions including Tangibles, Reliability, Responsiveness, Assurance, Empathy. The research method used in this study is a qualitative research method. Data collection techniques through interviews, observation, and documentation studies from several sources. The results of this study show that by using five dimensions to measure the quality of waste handling services in Pekanbaru City, along with the quality of waste handling services in Pekanbaru City, they are still not going well. There are dimensions that have been considered quite good, namely the Responsiveness dimension, and the Empathy dimension. However, there are still dimensions of service quality that need attention and improvement, namely the Tangibles dimension, the Reliability dimension, as well as the Assurance dimension. Several factors influence the effectiveness of waste management by the DLHK Kota Pekanbaru, namely human resources, community awareness, and facilities and infrastructure. Abstract

The implementation of vaccination in Pekanbaru City in 2021 is considered not going well, because there are problems related to the implementation of the Covid-19 Vaccination implementation policy in Pekanbaru City. This study aims to determine and analyze the implementation of Pekanbaru City Government policies in the implementation of Covid-19 Vaccination and the inhibiting factors in implementing vaccination policies for the community in Pekanbaru City in 2021. This study uses policy implementation theory by looking at the elements, namely:1) tractability of the problem, 2) ability of policy decision to structure implementation 3) nonstatury variable affecting implementation. This research method uses descriptive qualitative methods. While the author's data sources use interview and documentation techniques. The location of this research is in Pekanbaru City. The results of this study indicate that the implementation of the vaccination policy in Pekanbaru City is based on the Presidential Regulation number 99 in 2020 and the Regulation of the Minister of Health of the Republic of Indonesia number 10 in 2021, which is related to the technical implementation and vaccination process. Meanwhile, the Pekanbaru City Government in implementing the vaccination policy can form a Mayor's Decree related to the task force for the acceleration of vaccination in Pekanbaru City. The implementation of community vaccination in Pekanbaru City involves all parties, including the Mayor of Pekanbaru, Regional Apparatuses, Regional Hospitals and Private Hospitals. The implementation of vaccination in Pekanbaru City achieve the 70% target by 2021. In addition, the impact of the vaccination policy in Pekanbaru City has an effect on the activities of the people of Pekanbaru City which are starting to improve. The inhibiting factors from the implementation of vaccination policies in Pekanbaru City are the limited dose of vaccine from the center, the lack of communication between the Pekanbaru City Government and the Riau Provincial Government regarding community vaccination data that is out of sync and the public understanding of Pekanbaru City is still negative about the impact of the vaccine. Abstract

The circulation of various goods does continue to occur in Indonesia in various ways carried out by the perpetrators. Increasing the circulation of illegal cigarettes is one of the obstacles that can hinder national development. Referring to Law Number 39 of 2007 concerning Excise, it is stated that offering or selling plain cigarettes or cigarettes without excise is punishable by imprisonment of 1 to 5 years, and/or a fine of 2 to 10 times the excise value to be paid. Therefore, the role of Customs and Excise in monitoring the circulation of illegal cigarettes is urgently needed. The purpose of this study was to determine the role of KPPBC TMP C Tembilahan in monitoring the circulation of illegal cigarettes. This study uses qualitative methods with data collection techniques are interview and documentation techniques. This research uses Role Theory according to Ralph Linton. Role is a set of concepts related to what individuals in society can do as organizations. The research method used in this research is qualitative research. The type of research is descriptive qualitative research. The location of the research is in Reteh Subdistrict, Indragiri Hilir Regency and at the Customs and Excise Service Supervision Office (KPPBC) Type C Customs Intermediate Tembilahan. The results of the study explain that the role of KPPBC TMP C Tembilahan in the circulation of illegal cigarettes in 2019 has not been maximized. This is evidenced by the ineffectiveness of several policies such as socialization activities, land patrols and market operations. Abstract

The Licensing Service Information System, abbreviated as SMILE, is one of the breakthroughs in the smart city program by the Siak Regency Government which can be categorized according to the Government to Business concept which makes interaction between the two parties, namely the government and the business community, to help facilitate the implementation of public services in the field of licensing that can accessed by the community for free by the community in the device. The problem of this research is what is the political will of the Siak Regency government to realize E-Government in the field of investment services. This study uses Derick W. Brinkerhoff's grand theory, namely the political will component and Indrajit's supporting theory, which is related to the determinants of readiness for implementing E-Government in the regions. The research method used is a qualitative method. This type of research is descriptive. The research location is in Siak Regency, to be precise at the One-Stop Investment and Services Agency and supporting parties on the SMILE Website. Types and sources of research data are divided into primary data using a purposive technique of collecting informants and secondary data in the form of supporting data related to SMILE. The data analysis technique used is data collection techniques from Miles and Hubermas. The results of this study are that the Political Will of Regional Government to realize E-Government in the field of Investment in 2021 is running optimally with the fulfillment of 4 indicators of government initiatives, Choice of Priority Policies/Programs, Public Commitment and Resource Allocation and Learning and Adaptation. However, there were 2 components of Political Will found to be slightly lacking, namely, the mobilization of the parties and business continuity. The obstacles that underlie the process
