Abstract

Road infrastructure development is one of the public interests that greatly influences the welfare of the community. The road infrastructure development policy is a development priority in Pelalawan Regency with the Pelalawan Lancar Program. Pelalawan Lancar is an effort to strengthen and expand the development of transportation infrastructure to create a smooth flow of people and goods, as well as to accelerate the provision of basic infrastructure in villages and sub-districts. The problem in this study is the Pelalawan Lancar policy in Pelalawan Regency in 2019 which has not been implemented properly. This can be seen from the condition of road stability in Riau Province in 2019 which placed Pelalawan Regency as the regency with the lowest steady road conditions with a percentage of road stability of only 24.70%. This study aims to determine the Pelalawan Lancar policy by the Pelalawan Regency Government and to find out the obstacles to the Pelalawan Lancar policy by the Pelalawan Regency Government in 2019. This study uses a qualitative approach and this type of research is descriptive. This research is located in Pelalawan Regency. Data collection techniques used are interviews and documentation. This study uses the theory of Public Policy according to William Dunn by looking at the stages of Public Policy Making, namely: 1) Agenda Setting Stage, 2) Policy Formulation Stage, 3) Policy Adoption Stage, 4) Policy Implementation Stage, 5) Evaluation Stage Policy. The results of the study indicate than the Pelalawan Lancar policy by the Pelalawan Regency government has not been implemented properly. In terms of policy, road infrastructure development has been good, but there are obstacles that have caused road infrastructure development policies to have not been fully realized. The main obstacle to road infrastructure development policy in Pelalawan Regency is the budget. Then the vehicle capacity that exceeds the limit adds to road damage in Pelalawan Regency. Abstract

Tourism is one sector that has enormous potential to be developed and now tourism development is an integral part of national development, therefore it is necessary to do very good governance in tourism development or called Good Tourism Governance. In the development of Lubuk Beach, various developments have been carried out, but the development of Lubuk beach is still not going well because there are still several criteria that have not been implemented. The purpose of this study is to find out how the implementation of Good Tourism Governance in the development of Lubuk beach and what are the inhibiting factors of the development of Lubuk Beach. This study uses the theory of Good Tourism Governance from Bambang Sunaryo, which is about the implementation of good tourism governance. The research method in this study uses a qualitative approach. The type of research used in this research is descriptive research. The research location is in Lubuk Village and several agency offices related to the development of Lubuk beach tourism objects. The types and sources of research data are divided into primary data with data collection techniques through interviews and secondary data in the form of supporting data related to the development of the Lubuk beach. The data collection techniques using interviews, documentation and observation as well as data analysis techniques in this study are qualitative descriptive. Research results from Good Tourism Governance in the Development of Lubuk Beach tourism objects in 2019-2020 have not gone well. This is because there are several criteria that have not been met in the application of Good Tourism Governance in the development of Lubuk Beach. Abstract

In the 2018 Riau Governor election, social capital was one of the assets that might increase candidates' chances of being elected to office. According to Bourdeiu, social capital takes the shape of actual and future assets that a person owns from an established and ongoing social network that offers assistance to its members collectively. It is impossible to isolate social capital from an individual's habitus and the environment where capital is contested and maintained (field). However, it is asserted that Andi Rachman and Suyatno Pair lost the 2018 Riau Governor Election due to their failure to effectively utilize their social capital. This study intends to outline the types and applications of Arsyadjuliandi Rachman's social capital and how it affected the 2018 Riau Governor Election in Pekanbaru City. Using a descriptive qualitative methodology, this study. Location Purposive process techniques were used to carry out the research, which was done in the city of Pekanbaru. Interviews and documentation were used as data gathering methods, while qualitative descriptive analysis was used as a method of data analysis. The findings of this study demonstrate that Andi Rachman does possess significant amounts of several types of social capital. These include his physical appearance and personality, his family links and networks, his positions and accomplishments, and social organizations and groups. social. All of these forms of social capital can promote and get support from the community when used effectively by Andi Rachman. Andi Rachman failed to win the community's entire support and trust due to the negative effects of unpleasant issues on the party that took Andi Rachman's place to run for governor of Riau in 2018. Abstract

Broadly speaking, Family Planning Population is wrong an effort from the central government through the BKKBN to mobilize people live more prosperous and quality by using the Budget State Income and Expenditures (APBN). Based on Law Number 52 2009 concerning Population Development and Family Development in article 53 paragraphs 1 and 2 says that BKKBN is an institution Non-Ministry Government (LPNK) which is under the President and responsible to the President. For population control the Family Planning Population and Development program Family (KKBPK), which at the end of 2019 BKKBN packed KKBPK became the Family, Population and Family Development Program Berplan which is abbreviated as Proud Kencana. The purpose of this research is to know the Implementation of the Family program Planning by Representatives of the Population and Family Planning Agency National Program (BKKBN) for Riau Province in 2018-2020. In this study the author using a type of descriptive research with a qualitative approach. Location This research was conducted in the city of Pekanbaru and data collection at the Representative Office Provincial National Population and Family Planning Agency (BKKBN) Riau. Data collection techniques carried out are through interviews and documentation. The data analysis technique used is the data analysis model. The results of this study are increasing population growth increasing is a problem that occurs in Riau at this time. In this research using indicators according to Brinkerhoff & Crosby. But there are some variables that do not run optimally such as lack of development constituencies, the lack of accumulation and mobilization of resources and action resulted in many people not knowing the importance of family planning. However BKKBN Representative for Riau Province carried out innovative activities with KIE for the community to participate in the implementation of the program. Like the implementation of the Family Planning program known as Bangga Kencana carried out by the BKKBN Representative for Riau Province controlled population explosion. But the phenomenon is happening now the program is not running well. Another obstacle is the lack of mobile service cars that are carried out and the lack of a team working KB operational. Abstract

Area Traffic Control System (ATCS) is traffic control by aligning red light times on the highway network of a city. Traffic regulation through this system requires parameters of the number of vehicles and vehicle travel time. The traffic rhythm arrangement will be better if it applies the Area Traffic Control System (ATCS) technology at all traffic intersections in the city. The purpose of this study is to describe the Regional Government Management of Pekanbaru City on the Implementation of the Area Traffic Control System Program in the yearThe research approach used is a qualitative approach. This type of research is descriptive. The research location is at the Transportation Department of Pekanbaru City. Types and sources of research data were divided into primary data with purposive informant retrieval techniques and secondary data in the form of supporting data related to ATCS. Data collection techniques used by interview and documentation. Meanwhile, data analysis was performed using qualitative analysis.The results of this study are that the Regional Government Management of Pekanbaru City on the Implementation of the Area Traffic Control System Program in 2019 has not been carried out optimally, there are still problems found in the field due to several factors, namely limited budget funds, lack of quality and quantity of resources owned, lack of public understanding. to the ATCS program and the lack of awareness in traffic. Keywords: Local Government Management, Program Implementation, ATCS

Abstract

The Covid-19 pandemic that is happening globally, of course, has an impact on various sectors, especially in the economic sector. The Pekanbaru City Government (Pemko) has determined that Pekanbaru is responding to the Covid-19 emergency. . This has an impact on micro, small and medium enterprises (MSMEs) which automatically lose their income due to the restrictions imposed. In Pekanbaru City, around 7,888 Micro, Small and Medium Enterprises (MSMEs) experienced a decline in turnover during the Covid-19 pandemic. In conditions like this, MSME business actors must be able to follow what consumers want. The purpose of the study was to determine the implementation of the UMKM Empowerment Program (BPUM) during the Covid-19 pandemic by the Pekanbaru City Cooperatives and UKM Office based on 4 indicators of policy implementation from George C. Edward III, namely Communication, Resources, Disposition and Bureaucratic Structure. The research method used in this study is a descriptive research method with a qualitative approach. Data collection techniques through interviews, observations, and documentation studies. The problem studied in this study was the MSME Empowerment Program during the Covid-19 Pandemic in Pekanbaru City which was run by the Pekanbaru City Cooperatives and SMEs Office based on the Regulation of the Ministry of Cooperatives and SMEs. The results of this study indicate that the implementation of the MSME empowerment program (BPUM) in Pekanbaru City during the Covid-19 pandemic still did not run according to its goal, namely equal distribution of assistance for all MSME actors. Judging from the Communication indicators, where the implementation has been communicative, from the Resources indicator, the readiness of the planned implementation funds in the APBN is appropriate. Meanwhile, from the Disposition indicator, the policies at the Pekanbaru City Cooperatives and SMEs Office in the context of implementing the program that was launched have not been able to touch the whole community. SMEs in Pekanbaru City because not all SMEs receive BPUM assistance. From the indicators of the bureaucratic structure, the implementation has been very good. Diskop conducts training in accordance with the requirements of good health protocols. The hope in the future is equal distribution of empowerment and assistance for MSME actors affected by the Covid-19 Pandemic. Keywords : Empowerment, SMEs, Covid-19 Pandemic.

Abstract

cal parties are formed to carry out their duties, mains and functions as a sub-system of democracy. There are 4 functions of political parties, namely political communication, political socialization, political recruitment and conflict management. The 2019 simultaneous general elections which were held on April 17, 2019 combined the legislative and presidential elections simultaneously. Legislative elections are elections for DPR RI, DPD, DPRD which are held simultaneously. In the context of legislative elections, parties must carry out one of the functions of political parties, namely as a means of public participation in political activities through the political recruitment process. This is also done by PKP Indonesia as a party that has long and experience in general elections but this year has interesting problems to research, namely 1). There was a shrinkage of the electoral areas that followed. 2). The occurrence of significant votes in electoral areas IV. 3). There was an increase in the vote acquisition by 47.9% in the first electoral district of Kampar Regency.This study aims to examine the factors that are considered in Political Recruitment and the role of the Political Recruitment of the Indonesian Justice and Unity Party (PKP Indonesia) in the determination of legislative candidates for party performance (vote acquisition) in the 2019 General Election in Kampar Regency. This research is a descriptive study with a qualitative approach. The location of this research was conducted in Kampar Regency. Data collection techniques used are through interviews and documentation. The data analysis technique used is an interactive analysis model.The results of the study concluded that based on the researchers' observations and analysis, 1). PKP Indonesia implements an open recruitment mechanism where the requirements and procedures for presenting a character can be widely known so that all levels of society can register. 2). The modality that is highly considered by PKP Indonesia is social capital. This can be seen from recruiting legislative candidates based on the size of their influence in the community. 3). The implementation of the document that encourages PKP Indonesia to use the ball-pick method of legislative candidates shows that the cadre recruitment of legislative candidates in the Indonesian PKP Kampar Regency is weak. 4). The recruitment strategy and pattern carried out by PKP Indonesia was quite successful even though it only passed 1 person to become a front member. Abstract

The Pekanbaru City Community Empowerment Program Based on Rukun Warga (PMB-RW) is a program that aims to improve the community's quality of life, both individually and in groups. The tridaya principle, which includes social, economic, and environmental empowerment, is a mechanism in the PMB-RW program's implementation. Since the beginning of the year of implementation, the budget for the PMB-RW program, which comes solely from the Pekanbaru City Budget, has caused problems in its implementation in Tenayan Raya District. In Tenayan Raya District, this results in limited facilities and a lack of public interest in participating in the PMB-RW program.            The goal of the study was to see how well the PMB-RW program was implemented in Tenayan Raya District, Pekanbaru City, using Donald S. Van Meter and Carl's six policy implementation indicators. E. Van Horn, such as policy standards and objectives, resources, inter-organizational relations, and implementing agent characteristics. , as well as the implementor's disposition, social, political, and economic conditions. The descriptive research method with a qualitative approach was employed in this study. Interviews, observation, and documentation studies were used to collect data. The problem investigated in this study is the implementation of the PMB-RW program in Tenayan Raya District from 2014 to 2019, as guided by the Regional Regulations and the Mayor Regulation of Pekanbaru City.            According to the result of this research, the PMB-RW program implementation in Tenayan Raya District from 2014 to 2019 did not go well. This is supported by six policy implementation indicators derived from interviews, observations, and documentation studies. The PMB-RW program's implementation in Tenayan Raya District failed to meet its goal of community welfare. Abstract

Integrity is the cornerstone of good governance. This is a prerequisite for the legitimacy of government activities and more generally for trust in government. This study discusses the Integrity of PDAM Tirta Karimun Management in 2018-2020. The purpose of this research is to determine the integrity in managing PDAM Tirta Karimun Tanjungbatu Branch. Then to find out the settlement process in the Crimes contained in PDAM Tirta Karimun. The theory used in this research is the theory of integrity according to Henry Cloud. This study uses qualitative methods with data collection techniques are interview techniques, documentation and library studies. For data sources on integrity in PDAM management in Tirta Karimun Tanjungbatu branch using a descriptive qualitative research approach. The results of the study explain that the integrity of the management of PDAM Tirta Karimun in 2018-2020 is not optimal, it can be seen based on several indicators of problems, namely the work environment, administrative system, individual behavior, prevention of corruption, with problems in the integrity of managers in PDAM and solving cases of corruption problems. in the PDAM. The inhibiting factor in the integrity of the PDAM Tirta Karimun manager is the lack of attention from the government in preventing cases of corruption problems and preventing the lack of water management in the PDAM. Abstract

Management of Village Funds regulated in Minister of Home Affairs Regulation No. 113 of 2014 in fulfilling and implementing the administration of Pulau Permai Village requires a Village Fund budget so that it can improve village development and empower the people of Pulau Permai Village. Permai Island Community Empowerment Activities in 2019-2020 include several empowerment activities, such as: sewing training, computer training, BPD capacity building training, stunting outreach, culinary training, and talikur training. But on the other hand, the problem is that the empowerment carried out by Pulau Permai Village has no impact on the economy because the budget for empowerment is not used properly so that it has not been able to explore the potential that exists in Pulau Permai Village. This study used qualitative research methods. Data collection is done by observation, interviews and documentation. In this study, researchers used the theory according to Isbandi Rukminto Adi, there were 7 stages of empowerment consisting of: preparation stage, assessment stage, alternative program planning stage, action plan formulation stage, program implementation stage, evaluation stage, termination stage. Based on the results of data analysis and discussion that has been carried out by the authors, the authors can draw conclusions, namely: 1. Village Fund Management in Pulau Permai Village for 2019-2020 carried out as best as possible by the village government. But in the process there were several problems that occurred, starting from planning that was not mature and not optimal as a whole, namely the lack of community participation 2. The inhibiting factors for the management of the Pulau Permai Village Fund, Tambang District, Kampar Regency in 2019, are as follows: (1). Human resources, (2). Minimal community participation, (3).
