Abstract

This study is based on the transformation of the distribution of cash social assistance into non-cash in the City of Tegal. The non-cash distribution is by using a banking account that has a combo card facility, which is a multi-function card that can be used as an ATM card as well as disbursement of social assistance. There is a slice of the objectives of the non-cash transaction referred to as an alternative to accelerate the increase in financial inclusion of the Indonesian population as stated in the National Strategy for Financial Inclusion with the financial inclusion index indicator. This study aims to determine the impact of the transformation of the distribution of social assistance on financial inclusion in Tegal City and the welfare of beneficiary families (KPM). Primary data were collected from questionnaires that have been filled in by KPM and secondary data were obtained from the Central Bureau of Statistics and the Representative Office of Bank Indonesia Tegal. The analytical tool used is a quantitative approach to KPM's response to the distribution of non-cash social assistance. As supporting data, in the problem of financial inclusion, analysis tools are used by qualitatively comparing financial inclusion that is generated as a result of the implementation of the distribution of non-cash social assistance to existing financial inclusion. The analysis shows that the acceptance and perception of KPM supports the transformation of non-cash social assistance distribution, this is supported by KPM's interest in using combo cards as a means of saving. On the other hand, the transformation of the distribution of social assistance to non-cash contributes to financial inclusion in the city of Tegal, namely the Agent Laku Pandai (LKD) contributing 75.20% to banking financial services in Tegal City. From the 4 Welfare Indicator Classifications, it is found that the welfare of KPM has experienced changes in welfare after receiving non-cash social assistance and has improved the welfare of the beneficiary community (KPM).Keywords : Non-Cash Social Assistance, PKH, BPNT

Abstract

During the 2017-2019 period, Central Java performed well in poverty alleviation. It turns out that the reduction of poverty in Central Java has a major contribution in reducing the poverty rate nationally, Indonesia. This poverty reduction could occur due to an increase in the regional aggregate government expenditure budget in Central Java. This study aimed to determine the effect of regional spending by function on poverty levels in districts/cities in Central Java using panel data regression. The model chosen is the Fixed Effect Model with the SUR approach. The results show that regional spending on health, education, and social protection negatively affects poverty levels. On the other hand, spending in the economic sector has a significant but positive impact on the poverty level. Meanwhile, spending on infrastructure does not show a significant effect on reducing poverty in Central Java. The government needs to maintain financial management in the health, education, and social assistance functions, as well as carry out further studies related to budget allocations in the economic and infrastructure sectors. Keywords: poverty, poverty reduction, government spending, fixed effect model

Abstract

The aim of study is to estimate the catch and effort at the level of maximum sustainable catches (MSY), Maximum Economic Yield (MEY), and Open Access (OA). MSY, MEY, and bioekonomi OA are an indicator that will be used to formulate a fisheries management in Cilacap regency. Bioekonomi analysis results used to formulate appropriate policies in the management of shrimp resources in the district of Cilacap. This study specifically uses trammel nets as an approach to the analysis of the shrimp resource stocks. Analysis tool used is the model bioekonomi Fox (Anderson, 1986). Fox model is more suitable for estimating the stock of shrimp in Cilacap regency. Further analysis in this study using the model of Fox. The results showed that the catch and effort at the level of Maximum Sustainable Yield (MSY) of 1806 tons/year and 10,104 trip/year. The estimated value of Maximum Economic Yield (MEY) and Open Access (OA) at the level of 1736 tons/year; 7518 trip/year; and 1258 tons/year; 21,288 trip/year. The level of benefits (economic rent) at MSY is Rp39,296,177,312, MEY is Rp41,978,949,609 and EOA of Rp0,-.  Trammel nets Net Profitability for Rp174.391/trip. Fox model analysis showed that it occurred more catches (overfishing) since 1986-2008 with the level of the average utilization of 121.42%. Some forms of fisheries management proposed in this study among others: restrictions on shrimp fishing quotas at the level of MSY of 179 Kg/Trip and to MEY 230 Kg/Trip; policy on optometry wide net; conservation efforts; control of the seasons/fishing area (spawning ground and fishing ground); rotation in the conduct of fishing (fishing with alternate day); limiting the issuance of new arrests for the ship; Co-management among stakeholders; Law Enforcement (enforcement) and control (Surveillance) and Fisheries Information System (FIS ) capture fisheries as the basis for policy resource utilization and management of shrimp.  Keywords:shrimp, bioekonomi, model fox, overfishing

This study aimed to analyze the effect of independent variables on employment-based low and high education. The novelty of this research is to use the binary logistic regression method. The data used is secondary data province in Indonesia. The analysis results show that gross domestic product and wages have more influence on the employment of highly educated workers. Domestic investment has a significant negative effect on employment. So that domestic investment has more influence on the employment of low-educated workers. The recommendation from this research is that the government must pay attention to workforce education to keep up with the times.
