Raskin program goal is to reduce the burden of Poor Households expenditure by fulfilling most basic food needs in rice while the goal of the program is to increase access Raskin food to poor families to meet basic needs in order to strengthen household food security and prevent further loss of energy and protein consumption.Expectations of the program is that poor people do not have a shortage of food, thus their welfare would be slightly guaranteed,turns in the implementation of this program would occur Raskin many problems, including the problem in terms of misses the point,not the right quantity, right quality is not, and is not appropriately priced. Apart from the administrative side also found a problem that delays the advent of depositing the proceeds of the purchase of rice to bulog.

Policy analysis is the cornerstone in the implementation of policies to determine education policy implementation process Tuition Single. Implementation of Single Tuition policy is a series of government policy measures include the establishment of educational policy which is not only understood and implemented, but also need to be analyzed, reviewed, assessed, evaluated and further developed. Operation Tuition Single enacted on the basis of circulars Director General of Higher numbers: 97 / E / KU / 2013 on the basis of Law No. 12 of 2012 which contains instructions to eliminate the entrance fee and to establish and implement UKT for students. The purpose enactment UKT is to simplify the process of payment of tuition fees and eliminate other extra costs that are difficult to be supervised by the state. With so expected that all the people of Indonesia will be easier access to higher education. To reveal the problem of research using qualitative methods are Descriptive Explorative. The purpose of the study is to examine the implementation of Single Tuition Policy in the Faculty of Social and Political Sciences, Diponegoro University. The collected data were then used to formulate recommendations as a step formulation of policy alternatives. Results of the study were found in the field showed that at the level of implemelntasinya still found some problems or weaknesses, both at the level of policy formulation and policy implementation. However, there are some advantages or the power of education policy implementation model Tuition Single. Furthermore, the reconstruction of an alternative model of education the implementation of Single Tuition will be reviewed from juridical aspects, reviewing the legal umbrella, budgeting, design of policy formulation and implementation, one of which includes implementing organizations. To be running well it is necessary to formulate regulatory or legal basis that can provide legitimacy in the implementation of policies, programs, and activities to support the implementation of education policies Tuition Single.

This study aims to evaluate of the implementation of the Keputusan Menteri Dalam Negeri Number.17 of 2000 about Human Resources Management Information System which is applied in the Subbidang Dokumentasi dan Pengolahan Data Badan Kepegawaian Daerah Pemalang Regional and describe the factors that support and obstruct the implementation of the policy. This study uses three main aspects, namely the system and the four factors that affect by qualitative descriptive approach. Data collection techniques were used observation, interviews, documentation and literature study with the informant of employees Subbidang Dokumentasi dan Pengolahan Data Badan Kepegawaian Daerah Kabupaten Pemalang. Based on the results of the study, researchers concluded that the results of the evaluation of the implementation of Keputusan Menteri Dalam Negeri Number.17 of 2000 on Human Resources Management Information System applied in the Badan Kepegawaian Daerah Pemalang Regional has been well. This is indicated by the clarity of access, timetables and mechanisms of the program activities and services that systematic implementation of the tasks according to the procedure, successfully serving the SIMPEG data process consideration decision making, evaluation of e-file is routinely conducted, applying the principle of transparency of information and have a proactive attitude in refining the program to successfully develop online SIMPEG, Management Information System performance Analysis and Mapping Management Information Systems Master. It's only that they found several inhibitors that cause results still not maximized, such as the limited number of executive staff, executive staff competence is still not evenly distributed, using the old SOPs and the lack of participation of civil servants to actively evaluate their own data. To overcome these problems, there are some suggestions that can be done such as system development should be supported by education and training as increased capacity and competence of staff implementing evenly, fix the coordination to support the data updating, create SOPs / guidelines contain standards to assess whether it is appropriate with the purpose or not, and disseminate to all civil servants to actively evaluate the data itself through the access rights granted.

Advertisement tax policy is a policy that is set forth in UU nomor 28 Tahun 2009 on Regional Taxes and Regional Retribution which has the purpose, are to organize the implementation of Local Tax andRetribution give greater authority to the regions to managed and regulated the management of taxes and charges in their area. In line with big of responsibility in the area of governance and service to the community in Semarang, advertisement tax policy implementation be regulated in the regulations of the Mayor No. 973/89 of 2012 On Establishment of Regional and advertisement Class Road in Semarang city, where the presence of the Mayor of this Regulation is expected to overcome billboard problems on local taxes all this time, the problem are: the taxpayer who does not timely pay taxes, for the installation of forbidden billboards and installation of billboards do not pay attention to the aesthetics of the city. These objectives can be achieved through the implementation of effective policies that can be seen from the appropriateness of the policy, implementing accuracy, precision of the target, accuracy and precision of the process environment. Advertisement tax policy implementation in achieving its objectives can not be released from the factors that support and obstacle. (4) increasing the number of staff and staff who handle the advertisement tax policy at the Department and in the field, also increase supporting tools such as computer.

Gerdu kempling is aninnovation, created from condition and problems in the Semarang City. The purpose of the program in 2012 is to reduce the number of poor people in the Semarang City of 2% per year, or as much as 3.473 families in 48 sub â€“district. His research aims to know the implementation of the program in 2012 and how his achievments. This research was analyzed with a model monitoring Peter Rossi and using qualitative research type. This study used a qualitative descriptive research type. Research findings obtained by interviewing the actors involved in the program, namely the city of Semarang government, NGOs, the poor and the community. Researchers also spread a questionnaire to determine the level of satisfaction of the poor against Kempling Gerdu program. From the results of the analysis are used, namely the analysis of the performance of government agencies, it can be concluded that the government of Semarang city has successfully reached the target program in 2012 that has been determined. Poor people are quite satisfied with the program activities Gerdu Kempling received. The program succeeded in empowering the poor and increase revenue independently. Good cooperation between the government and the various stakeholders is one of the success factors. Through performance measurements using the evaluation form, the program achieved success by 73.64%

Humans are important assets that became a major concern in an organization, because humans are the planners, perpetrators and the deciding goal of the organization. Discipline is an important requirement in order to create the climate and atmosphere of the work for the sake of achievement of the objectives of the organization. Discipline work not optimal underlying this research that had done. Discipline was influenced by the style of leadership that gives direction to employees working based on the objectives of the Organization and the motivation that drove employees improve work discipline. This study uses quantitative analysis approach. The samples used in this study of 40 respondents who are employees of the Office of the Land district of Temanggung. Data analysis using simple linear regression analysis, multiple linear regression, f test, determination of the coefficient, t test with the help of program SPSS. The result showed that the influence of leadership style of the discipline of 27,6%, while the influence of motivation against the discipline of 23,1%, and discipline influenced the style of leadership and motivation at the same time of 31.5%. The results showed that there is a positive relationship between leadership style and motivation of discipline.

The implementation of the waste management policies in the county of jepara referring to perda no 3 in 2009, waste management policies in the county of jepara is government program in order penanggulangan pileup of rubble produced by people and their own in the activities of the reduction and waste management. Â The process of the implementation of the waste management policies in the county of jepara not separated from a factor that supports and hinder. District of Batubara is one of the coastal region in North Sumatera with a huge economy potential. In 2012 regional income per capita District of Batubara at 55,13 million rupiah and the highest in NorthSumatraProvince. Yet District of Batubara has district health problem because the District of Batubara is the coastal area. This study using a qualitative research .Besides through interviews and official documents , in this study done technique to calculate the value of achievement between the target and the realization of the implementation of the field of health in-patients at The Disctrict of BatubaraGeneral Hospital after regional autonomy .By means of this kind of analysis , it will be known to the achievement of the results of the implementation of the field of health in-patients at The Disctrict of BatubaraGeneral Hospital. Two programs that have been conducted by in-patient installation The Disctrict of BatubaraGeneral received a value of the achievement of activities as much as 82 % and 87 %.With weights each 50 percent of the value of the achievement of then program in-patient installation is as much as 84,5 % and it is categorized successfully or good .

Primary Health Care (PHC) as a basic level of health care units even categorized as PHC with or non direct services have to implement maternal and child health programme both promotive and preventive care based on The Rule of Health DepartmentNo. 75/2014 on Community Health Centre. This study aimed to obtain information on the implementation of the Maternal and Child Health Program and the factors associated with the implementation of the MCH Program in Tlogosari Kulon Primary Health Care Semarang and usingthe descriptive qualitative research methods to obtain the research aims. The results of this researchshowed that the five basic services are implemented at the primary care level such as antenatal care, postpartum, childbirth, neonatal and neonatal complications have not been carried out in accordance with Permenkes 75 in 2014 due to limited number of midwives and facilities MCH services. Nevertheless, the services related to health of infants and toddlers such as immunization services, visiting of neonatal services and the handling of high-risk infants have been implemented and get a positive response by the people of TlogosariKulon. Analysis of factors associated with the implementation of the MCH Program showed that factors such as budget, human resources and infrastructure services become the main obstacle in the implementation of MCH services in health centers TlogosariKulon Semarang. Based on the results of this research, it is needed some effort to improve the health of mothers and children especially the accuracy of disbursement of operational health centers that still there is a delay. In addition, the number of health personnel such as midwives who do not comply with the rules and revitalization of infrastructure such as infant warmer, incubator and midwife tool.

Disaster management is an effort by the government to protect the public from the threat of disaster. The implementation of disaster management is the responsibility of the central and regional governments, then it is handed over to the regional government through the establishment of the Regional Disaster Management Agency (BPBD). Semarang City is one of the areas prone to landslides. Furthermore, this study will discuss the implementation of Semarang City regulation number 13 of 2010 on disaster management in Semarang City and the factors that influence it. The method used is descriptive qualitative method. The purpose of this study was to determine the implementation of the regulation, especially at the pre-disaster phase in situations where there is potential for disaster and the factors that influence it using the theory of George C Edwar III Model. The result showed that the implementation of the regulation was not done well because thereâ€™s still several obstacles in the its implementation. The supporting factors in this policy is communication, disposition, organizational structure and the inhibiting factors is human resources, facilities, budget. The recommendations generated from this study are needed coordination and communication with the agencies / agencies involved need to be built or improved again, additional allocation of funds so that Semarang City BPBD is able to carry out all series of activities and related human resources in the BPBD of Semarang City especially in the field of preparedness and prevention in quantity needs to be increased through the addition of staff.
