Abstract

Dawuhan Tourism Village is a highland tourist destination located in Dawuhan Village, Wanayasa District, Banjarnegara Regency. Dawuhan Tourism Village has the potential for a natural tourism area in the form of beautiful mountains and the Panaraban River with its flagship tourist attraction being the Rengrang Market. However, during its development, the tourist village faced several problems such as the quality of human resources in Pokdarwis as managers which was still lacking, facilities and infrastructure that were not adequate and well maintained, and road accessibility which was still damaged. This research aims to analyze internal and external environmental conditions and formulate strategies for efforts to develop the Dawuhan Tourism Village. The research method used is descriptive qualitative with data collection techniques through observation, interviews, questionnaires, and literature study. This research uses the strategic planning theory proposed by John. M. Bryson with SWOT analysis techniques and litmus tests to formulate the right strategy. The results of the research from the SWOT analysis found that there were 11 strategic development issues and a litmus test had been carried out to obtain 6 issues with a strategic nature, 3 of which had the highest scores that could be applied in tourism development. To obtain the highest score, one of them is included in the Comparative Advantage group where the Dawuhan Tourism Village can maximize its strengths by taking advantage of the opportunities that exist in efforts to develop the Dawuhan Tourism Village. Suggestions from this research include utilizing Pokdarwis collaboration with various tourism stakeholders in planning to manage and build tourist attractions; establishing training and education; increasing investors to support budget availability for developing infrastructure; increasing cooperation with the community for maintenance of infrastructure; developing the concept of local wisdom-based tourist villages as tourist attractions, and increasing BUMDes participation in tourism activities.

Abstract

Implementation of the e-parking program on Jalan Depok, Semarang City faces several challenges. This starts with the large number of private vehicles which affects the parking sector. Depok Road itself was also affected because this road is a trade road and is crossed by 3 golden roads. Apart from that, illegal parking lots that do not officially deposit fees are also an obstacle in optimizing parking fee revenues. This research aims to look at the implementation of the eparking program on Jalan Depok, Semarang City and also the factors that influence the program implementation process. This research method is descriptive qualitative with data collection techniques through interviews, documentation and observation. The sampling technique is purposive sampling and data validity through source triangulation. Data analysis techniques are carried out by reducing data, presenting data, and drawing conclusions. The results of this research were analyzed through organization, interpretation, and application based on Jones' theory. Fulfillment of organizational aspects such as standards and procedures needs to be optimized. Interpretation of the program is still limited in the community, even though there has been socialization. In the application, parking levy income has increased, but has not yet reached the PAD target. Supporting factors include adequate budget resources, while inhibiting factors involve a lack of public outreach and understanding, as well as obstacles in the bureaucratic structure. The recommendations of this research are the expansion and consistency of socialization through face-to-face meetings and social media, coaching for jukirs, regular training to increase understanding, and updating regulations and SOPs. Periodic evaluation is needed to improve program effectiveness.

Abstract

The government has the responsibility to protect its people from everything. This has prompted the government to issue regulations on children, such as the Ministry of Home Affairs Regulation No. 2/2016 on Child Identity Cards, which aims to improve data collection, protection, and the constitutional rights of citizens. Semarang is one of the cities that implemented KIA, but it has not been able to reach all children. This research uses descriptive qualitative method, and the research location is Semarang City Population and Civil Registration Office. This study aims to analyze the effectiveness of the implementation of the KIA program and the factors that hinder the effectiveness of KIA implementation by combining 3 expert theories according to Makmur (2011), Duncan (2009), and Budiani (2017), namely: accuracy of objectives, accuracy of targets, adaptation and program socialization. In the indicator of accuracy of objectives, it is still not effective because the main objective of KIA, namely to increase the protection and fulfillment of children's constitutional rights as citizens and improve public services for children, is still considered less than optimal. The target accuracy indicator is still not effective because the achievement of the KIA ownership target in 2023 is still far from the target that has been set. In the adaptation indicator, the Population and Civil Registration Office of Semarang City has also carried out various strategies and collaborations to increase KIA ownership. Abstract

Agrowisata Jollong is an agrotourism located in Sitiluhur Village, Gembong District, Pati Regency. This research aims to analyze the development of Agrowisata Jollong and identify supporting and inhibiting factors for the development of Agrowisata Jollong in Sitiluhur Village, Gembong District, Pati Regency. The research method uses a qualitative descriptive method with data collection techniques through observation, interviews and documentation. Data analysis techniques were carried out using data reduction techniques, data presentation and drawing conclusions. The sampling technique uses purposive sampling technique and data validity is taken through source triangulation. The research results show that there are still problems facing Agrowisata Jollong, especially the phenomena of accessibility (aksesibilitas) and amenities (fasilitas penunjang). Factors inhibiting the development of Agrowisata Jollong can be seen from complaints by Agrowisata Jollong tourists, the topography of Agrowisata Jollong which is in the highlands, and the lack of socialization regarding Agrowisata Jollong entrance tickets. Suggestions that researchers can convey include the need for communication between Agrowisata Jollong with Dinporapar Kabupaten Pati and Dishub Kabupaten Pati, improving the quality of toilets at Agrowisata Jollong, adding disaster evacuation facilities, further socializing entry tickets for Agrowisata Jollong.

Abstract

Waste is a fundamental problem that occurs in almost all cities in Indonesia. The increasingly narrow land followed by high population growth has resulted in increasing waste generation, including in Surakarta City. In response to this, the Surakarta City Government built the Putri Cempo Waste Disposal Site (TPA) Waste Power Plant (PLTSa) to solve the waste problem in Surakarta City. However, the policy has not been able to solve the waste management problem completely and create environmental impacts for the surroundings. This research aims to analyze the impacts of the Putri Cempo PLTSa development policy in Surakarta City. The method used in this research is descriptive qualitative with data collection techniques through interviews, observation, documentation, and literature study. The research used Finsterbusch and Motz's Environmental Impact Evaluation Theory. The results showed that there was an environmental impact in the form of TAR in the Putri Cempo PLTSa development policy which was still within reasonable limits of environmental quality standards so that it could still be controlled by the manager. Suggestions that can be conveyed in the research are optimizing the function of waste banks through sorting household waste and utilizing organic waste into compost and briquettes at the household level.

Abstract

Urban Farming is one of the community empowerment initiatives in agriculture implemented by the Semarang City Government. The program aims to reduce poverty, improve community skills, and serve as a learning and human resource development tool in the agricultural sector. The Urban Farming program is also a strategy to improve food security amidst limited land and increasing food demand due to rapid population growth. By utilizing small lands such as home yards, this program is expected to make a significant contribution. This study is a descriptive qualitative research that aims to describe the implementation of Urban Farming program in Bambankerep Village, Ngaliyan Sub-district, Semarang City. Based on the research results, the implementation of the Urban Farming program in Bambankerep Village has not been well implemented. The implementation of the Urban Farming program has not yet reached the aspect of compatibility between implementers and users. In terms of achieving results, it has not been achieved optimally and the community cannot feel the results optimally due to several obstacles faced related to human resources, facilities and infrastructure and other problems. Recommendations from the results of this study are the need for the government to pay more attention and embrace the Women Farmers Group (KWT) in an effort to implement Urban Farming, especially by improving communication between KWT members and increasing the awareness and enthusiasm of members of the Women Farmers Group (KWT), the need to fulfill infrastructure needs, and the need to develop SOPs that specifically regulate the implementation of the Urban Farming program.

Abstract

KIA (Kartu Identitas Anak) is a population identity to improve data collection, protection and convenience in providing public services to children in order to realize the best rights of children with the implementing agency being the Department of Population and Civil Registration. KIA has been in effect since 2016 and is regulated by the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 2 of 2016. In Semarang City, KIA ownership has never reached the expected target. This is the problem behind this research which aims to analyze the organizational performance of the Semarang City Population and Civil Registration Service in providing services for making KIA and identify factors that support and inhibit organizational performance at the City Population and Civil Registration Service Semarang in providing services for making KIA. Then this research uses a qualitative descriptive approach with data collection techniques, namely interviews, observation and documentation. The theory used in this research is Dwiyanto's theory with the research phenomena of productivity, service quality, responsiveness, responsibility and accountability. The research results show that the research phenomenon studied is still not optimal. Supporting factors for the organizational performance of the Semarang City Population and Civil Registration Service in KIA production services are leadership factors and team factors. Meanwhile, the factors inhibiting organizational performance are system factors and situational/contextual factors.

Abstract

Flood management cannot be carried out by one agency or institution alone, so there needs to be cooperation between stakeholders in order to create joint synergy in dealing with flood problems. This proves that it is necessary to implement Collaborative Governance to simplify and speed up the handling of flood problems. However, in its implementation there are still problems that show that collaboration in flood disaster management in the city of Semarang has not been optimal. The aim of this research is to analyze the Collaborative Governance process in overcoming flood disasters in Semarang City and identify factors inhibiting the implementation of the Collaborative Governance process in overcoming flood disasters in Semarang City. The method used is descriptive qualitative with data collection techniques through interviews, observation, documentation and literature study. The research results show that the Collaborative Governance process in overcoming the flood disaster in Semarang City has gone well through several stages including face to face dialogue, trust building, commitment to the process, shared understanding, and intermediate outcomes, although there are still obstacles. In the collaboration process there are inhibiting factors that can cause failure in a collaboration, namely cultural factors, institutional factors and political factors. Each collaborative actor has built communication and coordination with all parties involved in overcoming the flood disaster in Semarang City. However, there are still obstacles such as several non-government agencies that do not yet have a forum for communication. Abstract

The Semarang Regency Government has stipulated Semarang Regency Regional Regulation Number 2 of 2018 concerning Policies for the Arrangement and Development of People's Markets, Shopping Centers and Supermarkets. This regulation serves as a guideline in implementing policies for developing the Babadan People's Market in Semarang Regency, but its implementation has not yet run optimally. This research aims to analyze the implementation of the Babadan People's Market development policy in Semarang Regency and analyze the supporting and inhibiting factors. The method used in this research is descriptive qualitative with data collection through interviews and documentation. The results of the research show that the implementation of the Babadan People's Market development policy in Semarang Regency has not been fully implemented properly according to applicable regulations. The phenomenon of the right policy, right implementer, right process, right environment and right target has not run optimally. Supporting factors for implementing this policy are communication, resources and bureaucratic structure. Meanwhile, the factor inhibiting policy implementation is the disposition of the implementer. This research recommends that market managers be more assertive in controlling traders who violate regulations, implement zoning related to levies for traders, and collaborate between implementers and policy formulators in collecting data regarding potential levies.

Abstract

KUDU Sekolah is a public service innovation in the education sector which has received the TOP 45 Public Service Innovation award at the SINOVIK 2021 event. KUDU Sekolah aims to reduce the number of Unschooled Children (ATS) in Pekalongan Regency. KUDU Sekolah succeeded in reducing the number of ATS by returning 2,396 children to school from 2019-2023. This research aims to analyze the implementation of the KUDU Sekolahpublic service innovation in Pekalongan Regency in terms of best practice aspects and identify supporting and inhibiting factors in its implementation. This research uses the concept of Best Practice according to Prasojo, namely Impact, Partnership, Sustainability, Leadership, and Transferbility. Meanwhile, the supporting and inhibiting factors use the 5 elements of management theory according to Harrington Emerson, namely Man, Money, Materials, Machine and Methods. The method used in this research is a descriptive qualitative method. Data collection techniques were carried out through interviews and documentation. The research results show that the implementation of the KUDU Sekolah innovation has met all the best practice criteria. Supporting factors for implementing the KUDU Sekolah innovation are the availability of an adequate budget, adequate facilities and infrastructure, the application system is available in two versions (website & android) which makes data collection-monitoring-evaluation easier and can be accessed without the internet, as well as procedures for implementing the KUDU Sekolah innovation that are easy and supported by ATS door to door activities. The inhibiting factor in the implementation of KUDU Sekolah innovation is that there are still Village Level KUDU Sekolah Team who do not master technology and lack discipline.
