<![CDATA[This research aims to determine the relationship between work motivation and employee’s ability on employee’s performance of City Population and Civil Registry Office in Batam. This research is an explanation study using quantitative method. The respondents are 39 employees of City Population and Civil Registry Office in Batam. The research results is the correlation coefficient value of work motivation on employee’s performance using Kendall Tau rank is 0.634 with coefficient of determination value is 40.2%. The correlation coefficient value of employee’s ability on employee’s performance using Kendall Tau rank is 0.580 with coefficient of determination value is 33.64%. The concordance coefficient of work motivation and employee’s ability on employee’s performance is 0.994 sig (0.000) < α (0.005). The coefficient determination value of work motivation and employee’s ability on employee’s performance is 98,8%. The conclusion of this research is there is a positive and significant correlation between work motivation and employee’s ability on employee’s performance of City Population and Civil Registry Office in Batam. The obstacles found in this research are inadequate office facilities, and poor relations between fellow employees. The suggestions given by researcher are make the rules work in writing and clear and strengthen relationship between employees.]]>

<![CDATA[Education is a major factor for a nation in order to carry out the construction. Seeing the importance of education for a nation, takes the role of government to meet the needs of the community. One of the efforts made by the government through the Ministry of Education and Culture of the Republic of Indonesia is a program of the School Operational Assistance or BOS. BOS Program is a program that supports the 9-year compulsory education program, in which each learner exempt from all operational costs of education. The research was conducted in SMP Negeri 2 Semarang and was based on the fact that in its implementation, still there are problems such as limited use of the funds for the school, as the executor. The purpose of this study is to describe and analyze the implementation of the School Operational Assistance (BOS) in SMP 2 Semarang and describe the driving factors and obstacles in the implementation of the Program School Operational Assistance (BOS) in SMP 2 Semarang. Based on research, the implementation of the School Operational Assistance (BOS) in SMP 2 Semarang is still not optimal. Therefore, the recommendations can be given is to not restrict the use of funds for each school, differences in the percentage of acceptance of funds received by schools based on the needs of each school, and the preparation of JUKNIS BOS not too stiff to use BOS funds can be more optimally.]]>

<![CDATA[Village vocational program is a program that is published by the government in efforts to reduce poverty by providing training to the public in accordance with the existing potential region. Village vocational programs in Semarang has been implemented starting in 2009 conducted by the Education Department of Semarang with a number of activities until the year 2013 amounted to 70 activities in 14 villages. Vocational Education Research Program Implementation village in Semarang is motivated still high levels of poverty in the city of Semarang. This study used qualitative research methods. The sample in this research were taken from three villages in Semarang namely in Wonolopo Village, Village Jomblang and Village Plombokan with each village used samples of 2 activities. Analysis of data using evalusai the performance of activities in accordance with the reporting guidelines for preparation of the government accountability. The phenomenon of research in the form of the factors that affect the implementation, achievement of the respective program of activities and constraints experienced in the implementation of the program. Implementation Program of Vocational Village in Semarang, there are two factors that affect the implementation of that factor and the role of inter-organizational coordination and program resources. Village of Vocational Achievement Program in Semarang for 95,525% and according to the statutes assessment program results are at levels very successful. Obstacles in the implementation of the program is the lack of capital to run the program after the training, the difficulty of marketing, lack of commitment from members continue to pioneer training results and error nature uasaha election activities. Advice given is, (1) Should the budget for business capital so it can be improved; (2) The assistance to the group after training; (3) Selected activities should be able to be observed again adapted to the conditions that exist in the community, the environment in the community, and the interests of society.]]>

<![CDATA[Moda transportasi umum yang ada dan banyak beroperasi di Kota Semarang adalah Angkot Mini Bus yang notabene tidak mampu menampung penumpang dengan jumlah banyak, tetapi jumlahnya yang banyak juga menyebabkan bertambahnya kepadatan lalu lintas di Kota Semarang. Oleh karena itu, sangat diperlukan peningkatan pelayanan pada transportasi umum agar pengguna jasa transportasi umum semakin banyak dan dapat terpuaskan oleh pelayanan yang diberikan. Tujuan dari penelitian ini adalah untuk mengetahui kesesuaian pelayanan Bus Rapid Transit (BRT) di Kota Semarang dengan regulasi yang telah ditetapkan serta untuk mengetahui upaya Pemerintah Kota Semarang dalam meningkatkan pelayanan BRT di Kota Semarang. Penelitian ini menggunakan tipe deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu interview (wawancara), observasi, studi dokumentasi dan studi pustaka. Hasil penelitian ini menunjukkan bahwa pelaksanaan Kebijakan Transportasi Bus Rapid Transit (BRT) di Kota Semarang sudah sudah cukup tepat dan efektif. Namun kondisi saat ini masih menunjukkan beberapa kekurangan yang harus segera ditingkatkan, untuk menunjang pencapaian tujuan yang maksimal.]]>

<![CDATA[The aim of this study to analyze enforcement of disciplinary rules and implementation of civil service disciplinary sanction in Dinas Pendidikan Kota Surakarta based on Government Regulation No. 53 Tahun 2010 about discipline of civil servants. The type of this research is qualitative descriptive. Technique of data collecting used direct observation to the main object, held interview with informant to get comprehensive information by asking some question about the main problem. Study of literature by reading books, magazine, newspaper, documents, legislation and other information that relevant with the object of research and supported by secondary data. The result of research showed that enforcement of disciplinary rules in Dinas Pendidikan Kota Surakarta is still not optimal whereas the application of disciplinary sanctions in accordance with the rules of discipline of civil servants is Government Regulation No. 53 Tahun 2010.]]>

<![CDATA[Developing institutional capacity of local Government always contain an understanding of various efforts to improve service to the community. This research aims to find out and analyze developing institutional capacity in staffing agencies, education and training in Semarang. In addition, to know the driving factor and a barrier to developing institutional capacity in staffing agencies, education and training in Semarang. This research is descriptive using the type of qualitative approach. The results showed that lack of support from regulation, make the employees hardship to complete basic tasks and functions, especially in structuring the organization which has not been in accordance with the Government Regulations number 18 in 2016 about forming, and local regulations number 14 in 2016 on the establishment and composition of the regional city of Semarang can make the formation of the Officer has not been in accordance with duties and load. This factor is restricting institutional capacity building in the area of Staffing Agency in Semarang. Based on the results, it is recommended to the regional Staffing Agency in Semarang, associated with the regulations which are fluctuate, it is necessary to clarified about the rules that will be used, to avoid multiple interpretations of all parties, especially the regional Staffing Agency in Semarang.]]>

<![CDATA[Di Indonesia sampah telah menjadi permasalahan rumit yang selalu terjadi bahkan semakin rumit khsuusnya di Kota Semarang. Pemerintah Daerah mengeluarkan Perda No.6 Tahun 2012 tentang Pengelolaan Sampah untuk mengatasi permasalahan sampah yang ada di Kota Semarang khususnya. Tujuan dari regulasi tersebut adalah untuk mengatasi permasalahan sampah dengan pengelolaan yang baik. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi. Aspek yang disoroti dalam penelitian ini adalah tingkat komunikasi serta ketersediaan sumberdaya manusia maupun non manusia. Hasil penelitian ini menyimpulkan bahwa program pengelolaan sampah berbasis komunitas di Kelurahan Sambiroto Kecamatan Tembalang Kota Semarang sudah baik namun belum optimal. Kendala dalam program ini berupa kendala teknis, kurang tersedianya sumber daya manusia dan non manusia termasuk pula dana. Perlu adanya peningkatan komitmen dan kinerja dari seluruh pihak yang terkait dalam pelaksanaan program agar program yang bermanfaat ini dapat berkembang dengan baik.]]>

<![CDATA[Kemiskinan merupakan permasalahan yang tidak dapat dilepaskan dari kehidupan bangsa Indonesia. Pemerintah Kota Semarang mengeluarkan Peraturan Daerah Kota Semarang nomor 4 Tahun 2008 Tentang Penanggulangan Kemiskinan di Kota Semarang yang salah satu program penanggulangan kemiskinan tersebut yaitu pelatihan keterampilan. Kelurahan Mangunharjo merupakan salah satu kelurahan sasaran program pelatihan keterampilan dengan jumlah warga miskin yang mengalami penurunan. Penelitian ini menggunakan metode penelitian kualitatif bersifat deskriptif. Teknik pengumpulan data yang digunakan yaitu wawancara, observasi, dan dokumentasi. Untuk mengetahui tingkat keberhasilan program pelatihan keterampilan di Kelurahan Mangunharjo mengacu pada kriteria / indikator evaluasi kebijakan yaitu : 1) Efektivitas; 2) Kecukupan; 3) Pemerataan; 4) Responsivitas; 5) Ketepatan dan mengkaji faktor pendorong dan penghambat pelaksanaan program. Indikator efektivitas melihat ketercapaiaan tujuan dikatakan berhasil dan target sasaran sesuai dengan klasifikasi warga miskin dan database warga miskin. Dalam kriteria kecukupan perbaikan ekonomi masyarakat belum dirasakan tetapi perubahan sikap, perilaku, dan pola pikir ke arah positif. Dalam indikator pemerataan yang diperoleh pendistribusian dana yang merata dan fasilitas yang diberikan pada masyarakat sudah memadai. Dalam indikator responsivitas program pelatihan keterampilan sudah dapat memenuhi kebutuhan masyarakat serta pada indikator ketepatan ditemukan dampak positif dan negatif pelaksanaan program. Faktor pendorong yang mempengaruhi program ini yaitu sosialisasi, partisipasi masyarakat, program pemerintah yang harus dilaksanakan, dan program sesuai dengan kapasitas masyarakat. Adapun faktor penghambatnya yaitu modal, tidak dilaksanakan secara periodik, tidak berkelanjutan, dan peran pendamping masih lemah. Dengan begitu perlunya memaksimalkan monitoring dan evaluasi dari Pemerintah Kota Semarang.]]>

<![CDATA[ABSTRAKSI Program Keluarga Harapan (PKH) adalah sebuah program perlindungan sosial yang memberikan bantuan tunai kepada Rumah Tangga Sangat Miskin (RTSM) berdasarkan persyaratan dan ketentuan yang telah ditetapkan. Program keluarga harapan merupakan program bantuan dalam upaya pengentasan kemiskinan yang dibuat oleh pemerintah. Kecamatan Semarang Utara Kota Semarang merupakan salah satu kecamatan yang menerima bantuan Program Keluarga Harapan (PKH) untuk mengurangi angka kemiskinan melalui fasilitas pendidikan dan kesehatan sejak tahun 2013. Penelitian ini lebih lanjut akan membahas mengenai evaluasi Program Keluarga Harapan dalam rangka mengatasi permasalahan pendidikan dan kesehatan di Kecamatan Semarang Utara Kota Semarang dan faktor-faktor yang mempengaruhinya. Peneliti menggunakan metode penelitian kualitatif dengan menekankan pada konsep evaluasi kebijakan publik menurut William Dunn serta faktor-faktor yang mempengaruhinya menggunakan teori Model George C Edward III. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan studi dokumentasi. Hasil penelitian menunjukkan bahwa evaluasi kebijakan Program Keluarga Harapan belum dapat dilakukan dengan baik. Faktor pendukung dalam kebijakan ini adalah komunikasi,sumber daya manusia dan anggaran, disposisi,struktur organisasi dan faktor penghambat adalah sumber daya fasilitas. Rekomendasi yang dihasilkan dari penelitian ini yaitu; pemahaman sanksi yang diberlakukan ke masyarakat, melakukan pemutakhiran data secara benar, edukasi untuk graduasi mandiri, dan melakukan pengawasan terhadap RTSM.]]>

<![CDATA[Increasing of using areas can causes the decreasing of green open space availability. Beside that, the decreasing of green open space also caused by judgment that the green open space is reserve area and not economical. To cover up the less area of green open space, can be done with increasing the people participations to increasing the private green open space. The purpose of this research is to find out about the policy implementation of private green open space in Pedurungan Subdistrict, Semarang City by “Five Appropriates” are Policy Accuracy, Implementation Accuracy, Target Accuracy, Environmental Accuracy and Process Accuracy. The second purpose is to find out the support and the inhibitor factors that involves in implementation process of private green open space in Pedurungan Subdistrict, Semarang City by observe in: Communication, Resources, and Authorizing Signature. The results conclude that implementation of private green open space in Pedurungan Subdistrict not optimal yet; it shows that there are people not known about implementation of private green open space yet. The inhibitor factors in implementation of private green open space in Pedurungan Subdistrict are communication that not optimal yet, and the resources that not equal yet, especially government human resource to do socialization that still definite. The support factors in policy implementation is about government commitments and responsibilities to increasing socialization about policy of private green open space in Pedurungan Subdistrict. Recommendations from the results research are: (1) To increase the private green open space directly, in order that people known about the policy; (2) Socialization can be done with interesting method; (3) increasing the human resources.]]>
