Abstract

Abandoned children in Central Java province in 2014 amounted to 66,565, but by 2015 the number has almost doubled to 120,181. Economic reasons and poverty should not be the reason for the placement of children in the institution. Policies that rely on an orphanage system have limited service coverage and are generally less likely to involve parents/families and communities. This study aims to determine the implementation, supporting factors and inhibition of abandoned children's development program in SPSA "Kasih Mesra" Demak and using qualitative descriptive approach with observation data collection techniques, interviews and documentation. Evaluation Model uses CIPP Evaluation Model (Context, Input, Process, Product), from Stufflebeam. Based on the discussion, that Context, beneficiary background is socio-economic condition with the main reason of economic factor and still lack of children assessment includes aspects of needs to family situations and alternative care. Input, the absence of professional social workers, facilities and infrastructure and the existing budget tends to be minimal. Process, children's participation in advising less involved, lack of monitoring and discussion of child development. Product, the number of beneficiaries is sufficient and right on target. Service quality is good and service goal has been reached but not maximal yet. Supporting factors: Support Dinsos Central Java Province and community assistance, Cooperation with parties/external agencies. Inhibiting factors: No professional social worker, limited facilities and infrastructure and beneficiary attitudes in the implementation of coaching activities. Recommendations: Emphasis on child assessment includes aspects of needs of family situations and alternative care. The addition of the implementation of social mental guidance. Recording and evaluation of child development every month. Data collection and submission of list of facilities and infrastructure and the need for human resources continuously and periodically to Dinsos Central Java Province. And the existence of internal training for mentors to increase the competence of social welfare of children.

Abstract

Policy Legislation Number 22 Year 2009 regarding Traffic and Transportation in the Application of Standards SNI Helmet in Semarang is one of the government's efforts to cope with the level of accidents that occur due to the use of helmets. The focus and main objectives of this policy are Indonesian citizens without being limited lifespan. Evaluation of this policy to see the results, driving and inhibiting factors in the implementation of the policy by using the policy evaluation indicators by William Dunn, namely: effectiveness, adequacy, responsiveness and appropriateness. Evaluation of Policy Implementation Legislation Number 22 Year 2009 regarding Traffic and Transportation In The Application of Standard SNI Helmet in Semarang in the indicators of the evaluation, two of them still considered the maximum that is based on the adequacy and responsiveness, while the assessment is good in the evaluation indicators effectiveness and appropriateness. Obstacles to Implementation of Standards SNI Helmet in Semarang is the lack of knowledge and understanding of the usefulness of the helmet. Other inhibiting factors in the program are given the uneven dissemination throughout the community. The results showed that the application of Standards SNI Helmet in Semarang is not maximized. The recommendation to the program like socializing more evenly, better understanding of the use of safety helmets, clarified and reinforced sanctions.

Abstract

Now days, there are still many people complaining about about the lack of transparency between government and community. It can happen because the low public awareness to utilize the progress of technology and the lack of socialization government using technology. The internet be a primary needed to the peoples, not only in urban areas even in the region has been a need of. E government through the public information aims to access and disseminate information in the regions and center so as easy the people to will have all information about bureaucracy in the areas. In this research the writers use qualitative with dishub of communication informatics where website tegal distric as an object . The research results show the low level of awareness the peoples in tegal distric. It seen from the number of visitors website as many as 7000-8000 in 2015. And every year can be fluctuative.When compared with the population of productive age in Tegal district, the percentage is still weak, which is only 11% of the population in productive age, amounting to 889 565.

Abstract

Blora is one of the areas in Central Java which is prone to disaster area. Potential disasters that may occur in Blora are drought, floods, landslides, whirlwinds and fires. This study aims to describe how the capacity of The Regional Disaster Relief Agency (BPBD) of Blora in regional disaster management area and know the constraints that exist in BPBD Blora in disaster management. This research use qualitative method, data source used is primary data and secondary data. The data will be analyzed by descriptive analysis method. The theoretical basis used is the theory of capacity assessment by Patton & Sawicky. Based on the analysis, it was found that The Regional Disaster Relief Agency (BPBD) of Blora deficient in terms of supporting infrastructure for disaster relief and infrastructure that is already available is need for rejuvenation, there is no human resources qualified in the field of disaster, there is no early warning system or often called the early warning system (EWS), which serves to provide warning of the hazard.

Abstract

Viewing from the reality that is happening in the bureaucracy in Indonesia, the image of public service which seems slow and cumbersome continues to be a particular concern in the bureaucratic reform program. It is closely linked to the conditions that occur in the service of licenses. BPPT and PM Salatiga is one of public service providers engaged in the licensing and investment sector. BPPT and PM Salatiga are apparently not capable to provide public services well. It is evidenced by the number of complaints from the public, not achieving the targets in the SPM, and there are still people who do not feel satisfied with the services provided. The purpose of this research is to describe the performance of public service providers in the BPPT and PM Salatiga and identify factors driving and inhibiting the performance of BPPT and PM Salatiga. This research uses descriptive type with qualitative approach. Data collection techniques used on this research is observation, interviews, documentation and triangulation. The results of this research indicate that the performance of public service providers in the BPPT and PM Salatiga is still needed to be increased. The indicators that are considered to be improved are the indicators of standard service, notice of service, complaint management and Public Service Information System (PSIS). Therefore, it is recommended to add training for employees, publish notice of service, provide a complaints management officer, implement the updating data and information related with the service held, and reactivate the website owned by BPPT and PM Salatiga.

Abstract

Increasing number of the elderly is not offset by the improvement of their health status. So that, elderly friendly primary health care was inisiated to realize it. Program has been going on for 6 years, but its impact has not been evaluated. The purpose of the research is to comparing the impact for the target group and group outside the target. Individu get easiness of administration and low cost treatment. Individual impacts which have not been achieved are easiness of referral submission to hospital and optimizing of elderly friendly facilities utilization. All Posyandu which are fostered by Puskesmas Mijen, Puskesmas Tlogosari Kulon, Puskesmas Bulu Lor and Puskesmas Kagok are successfully directed into strata mandiri. The impacts for the institution which have not been achieved are the realization of 70% health service coverage and availability of eldery friendly facilities in each Puskesmas. Community supports the execution of posyandu and empower the elderly in their neighborhood. The impacts which have not been achieved are home visit yet intense and nursing home never implemented. Puskesmas is suggested to facilitating the process of referral submission by helping to get the approval letter from DKK Semarang. Program have to introduced by making inscribed board, poster, also socialize it in posyandu. Addition of elderly friendly primary health care is adjusted to instituion budget per year. Puskesmas have to evaluate the implementation of the program. Kader have to actuate the home visit and cooperate with Bina Keluarga Lansia to actuate the nursing home.

Abstract

One indicator of the success of development in the health sector is the maternal mortality rate, this illustrates how the quality of maternal health. Maternal health quality issues are enhanced through maternal and child health programs. Puskesmas as primary health care unit must apply mother and child health program both promotive and preventive treatment based on Ministry of Health Regulation. 75/2014 on Puskesmas and supported by Central Java Governor Regulation No. 17 of 2016 on the implementation of Maternal and Child Health Services in Central Java Province. This study aims to obtain information about the implementation of the rogram as well as factors inhibiting and driving the implementation of Maternal and Child Health Programs in the Field of Antenatal Care Services and Childbed in the Public Health Center Bandarharjo City of Semarang. The method used in this research is descriptive qualitative method. The results of the study on program implementation indicate that antenatal care and postpartum services are good but there are some indicators of antenatal care services that are not optimal such as laboratory test services, pregnancy classes implementation, and counseling. The authors use the six obstacles and drivers of program implementation from Van Metter and Van Horn, which are the size and objectives of the policies, resources, the character of the implementing agency, the attitudes/trends of the implementers, inter-organizational communication and implementation activities, and the economic, social and political environment. Based on the result of the research, the inhibiting factors are the limited number of human resources and the social environment that are less supportive. Based on the results of this research, some efforts are needed to improve the antenatal care and postpartum services, among others, equalization of laboratory tests and pregnant women's classes for all pregnant women, Human resources, and commitment from the government to cooperate in conducting guidance to the community with certain social conditions through socialization and mentoring that can increase knowledge and awareness of the community.

Abstract

As the development of era, levies cost of recreation area continues to grow, it also necessary need improvement and development of recreation area. Levies are set to be in accordance with the conditions and needs of the community, in the levies set in Regulation Kudus District Number 13 In 2015 about Retribution Recreation and Sport (Peraturan Daerah Kabupaten Kudus Nomor 13 Tahun 2015 tentang Retribusi Tempat Rekreasi dan Olahraga). That levies are used for improvement of recreation area’s services to community also support the improvement of locally-generated revenue. This study aims to determine policies of recreation area levy in improving service facilities of recreation area in Kudus district also to determine inhibiting and supporting factors from policies of recreation area levy in Kudus district. This research is a descriptive study using a qualitative approach with interviews of informants. Based on the research that has been done stated there are still some things that hinder in recreation area levies, that caused by a lack of personnel or it’s human resource, beside that financial problems causing difficulties to perform maintenance and make development innovations. This study resulted in feedback to the government in achieving success to perform maintenance for current facility, increasing the number of personnel or skilled human resources not only the labor resource to improve its quantity and quality also the most important part is the coordination between the relevant government.

Abstract

Special Region of Yogyakarta is one of provinces with high prevalence of active smokers. Cigarettes is one of the addictive substances containing approximately 4,000 chemicals in which 200 are toxic and very harmful to human health, especially passive smokers. Air pollution caused by cigarette smoke affects the quality of polluted clean air. The Provincial Government shall take steps by issuing the Regulation of Governor of Special Region of Yogyakarta Number 42 Year 2009 about No Smoking Area. Yogyakarta Railway Station is one of the no smoking areas listed in this rule. This study aims to measure the extent to which the implementation of established rules and see the inhibiting and supporting factors. This research uses descriptive qualitative method. This research uses the approach of policy accuracy, the accuracy of the implementation, the accuracy of the target, the accuracy of the environment, the accuracy of the process. This research uses the Theory of Implementation George C Edwards III. The results show that this regulation has been implemented in Yogyakarta Great Station. Obstacles are found that in terms of coordination between implementing agencies are still lacking, and the absence of clear legal sanctions. The authors recommend that the Provincial Government make a Regional Regulation governing the area of smoking prohibited with clear implementation standards and contains strict legal sanctions. The authority of Yogyakarta Railway Station needs to increase supervision in the station area. Society must also be aware and always obey this rule.

Abstract

PLTU Tanjung Jati B adalah pembangkit listrik tenaga uap yang dibangun di Desa Tubanan Kecamatan Kembang Kabupaten Jepara. Melalui pembangunan PLTU Tanjung Jati B di Desa Tubanan Kecamatan Kembang Kabupaten Jepara, diharapkan mampu memenuhi kebutuhan listrik Nasional untuk wilayah Jawa – Bali – Madura. Desa Tubanan yang terletak di pesisir pantai Bayuran dipilih karena lokasi yang dekat dengan laut dan diperkirakan tidak ada pergerakan lempeng yang besar diwilayah pantai utara tersebut. Tujuan penelitian ini untuk mengevaluasi dampak yang ditimbulkan dari pembangunan PLTU Tanjung Jati B di Desa Tubanan. Untuk mengevaluasi dampak yang terjadi akibat pembangunan PLTU Tanjung Jati B di Desa Tubanan tersebut menggunakan model evaluasi bebas tujuan, yang dikemukakan oleh Michael Scriven yang terdiri dari tiga indikator yaitu pengaruh sampingan yang negatif yang tidak diharapkan, pengaruh positif sesuai dengan tujuan yang ditetapkan, dan pengaruh sampingan yang positif di luar program yang ditetapkan. Model evaluasi bebas tujuan tersebut digunakan untuk mengevaluasi dampak terhadap aspek-aspek yang telah ditentukan yaitu individu, organisasional, masyarakat serta lembaga dan sistem sosial yang terjadi di Desa Tubanan. Hasil penelitian ini menunjukan keberadaan PLTU Tanjung Jati B memberikan dampak terhadap aspek-aspek tersebut. Dampak terhadap aspek Individu, dampak yang dirasakan adalah masyarakat merasakan banyak perubahan seperti perekonomian yang meningkat dan pendapatan bertambah namum ada yang menjadi keluhan masyarakat seperti menimbulkan kecemburuan sosial antar warga. Dampak organisasional memuaskan dan menambah pengalaman setiap kelompok atau organisasi, namun masih terdapat kecemburuan sosial, seperti yang dirasakan oleh kelompok nelayan pantai Bayuran. Dampak masyarakat mengalami peningkatan yang baik dalam hal perekonomian, pendidikan dan keagamaan namun masih terdapat keresahan dalam aspek lingkungan. Dampak lembaga dan sistem sosial memberikan pengaruh yang baik kepada lembaga yang ada, namun permasalahan sosial semakin banyak dan meresahkan masyarakat. Berdasarkan permasalahan yang terjadi, langkah yang ditempuh adalah penghijauan dan pembuatan peraturan.
