Abstract

THE IMPLEMENTATION OF VALUE ENGINEERING ON SCHOOL BUILDING CONSTRUCTION PROJECT(CASE OF STUDY SANUR INDEPENDENT SCHOOL)ABSTRACTIn a construction project, the cost is one of the factors that determine the sustainability of the project, especially in the case of study school building project at Sanur Independent School. Because of that, the austerity measures undertaken to produce an economical construction project. The selection of materials and construction methods can precisely determine the amount of savings to be gained in the implementation of the construction project, wherein the choice of materials and alternative methods will not necessarily reduce nor change the value of the function, quality and architectural value of the project itself. Therefore there is a need for job costing analysis to control these aspects. One of the methods that used for cost efficiency in a construction project especially on the building construction is Value Engineering Method that is a systematic way of defining the value of a subject to its function so that an innovative and structured approach can be adopted with the aim of reducing unnecessary costs. By using this method can obtained two alternative combinations of designs such as , the best combination of alternative designs and the cheapest combination of alternative design, and based by the result of the researched, by using a combination of the best alternative design on this construction project wherein the initial BoQ have a value of Rp 2,003,372,657.68 obtained savings of Rp 36.492.428,34 atau 1,82 %. While using a combination of the cheapest alternative designs obtained savings of Rp 248,161,362.38 or 12.39 %.

Abstract

The current government focuses on the development of the village itself by creating a dana desa program. The research objectives are to evaluate the process of village development with the dana desa program in Karangasem Regency, to analyze the value of legal aspects, aspects of human resources, social aspects, and aspects of the use of technology & information in influencing the success of the dana desa program, and to analyze the solutions to the identified obstacles. This study uses a qualitative descriptive method by looking at the results of open questionnaires, closed questionnaires, interviews and reviewing village fund documents. In the closed questionnaire analysis using SEM-PLS analysis using the SmartPLS program. The evaluation results from the legal aspect, human resource aspect, social aspect, financial aspect, and information technology aspect in the process of implementing the dana desa program are in good category. In the process of implementing the village fund program, various obstacles were identified. All aspects reviewed have a significant effect on the success of the implementation of the Dana Desa program. Legal aspects have the most significant positive influence on the success of the Dana Desa program, followed by information technology aspects, social aspects, financial aspects, and HR aspects respectively.. One of the solutions to the identified problems is to increase the competence of human resources in the village to be able to carry out the dana desa program properly.

Abstract

Proyek pembangunan Rumah Sakit Bali Mandara merupakan proyek konstruksi gedung bertingkat yang memiliki risiko K3 dalam pelaksanaan pembangunannya. Manajemen risiko K3 dilakukan dengan tujuan untuk mengetahui, menganalisis, memberikan penanganan dan menentukan kepemilikan risiko K3 yang teridentifikasi. Metode yang digunakan pada penelitian ini pada tahapan identifikasi risiko adalah brainstorming, kuesioner dan wawancara kemudian pada tahap penilaian/klasifikasi risiko dianalisis menurut AS/NZS 4360:2004, tahap penanganan diperoleh dari hasil brainstorming dengan SHE Officer dan tahap pengalokasian risiko menurut Flanagan dan Norman. Hasil identifikasi risiko pada penelitian diperoleh sebanyak 80 item risiko, 54 risiko dari penelitian terdahulu dan 26 risiko dari penelitian ini kemudian dibedakan menjadi 3 kategori/klasifikasi yaitu high risk 21 risiko (26,25%), kategori medium risk 32 risiko (40 %), kategori low risk sebanyak 27 risiko (33,75%). Risiko dominan diperoleh sebanyak 21 risiko seluruhnya dengan kategori high risk. Tindakan penanganan risiko K3 dominan diantaranya perbaikan pondasi dan melakukan sondir untuk mengetahui daya dukung tanah, melakukan perbaikan dan pengecekan kelayakan alat sebelum dipakai bekerja, penyiapan APAR dan menyediakan sistem pemadam yang baik, mempersiapkan petugas untuk segera mengantarkan pasien ke rumah sakit, segera menelepon emergency call (Rumah Sakit), memasang pagar pembatas antara site dan bangunan sekitar, memasang turap pelindung tanah, memasang jaring pengaman, menggunakan sling penjaga baja untuk memegang baja agar tidak bergerak saat dilakukan pengangkutan dengan crane, menggunakan perancah sesuai SNI dan lolos uji kelayakan, menggunakan sistem perancah yang baik, rutin cek kelayakan perancah/alat yang digunakan untuk bekerja, menggunakan formwork yang baik, memasang kornes/pagar pembatas, memakai APD lengkap. Kepemilikan risiko K3 keseluruhan dibebankan kepada pihak kontraktor yaitu petugas K3 atau SHE Officer yang memiliki tanggungjawab pelaksanaan, pengendalian dan penanganan masalah K3 pada pelaksanaan Pembangunan Rumah Sakit Bali Mandara.

Abstract

Projects carried out by PT. Tunas Jaya Sanur during 2017 is quite diverse, so there is often a variety of potentials related to work safety and has an impact on the surrounding environment. Therefore, PT. Tunas Jaya Sanur implements the Safety, Occupational and Environmental Health Management System. In addition, the director of the company PT. Tunas Jaya also measures the achievement of Management of Occupational Health, Safety and Environment (SMK3L) by using a Key Performance Indicator (KPI). The purpose of this study is to find out work safety and environmental problems (K3L) and to determine the level of success that has been obtained by PT. Tunas Jaya Sanur during 2017 in terms of occupational and environmental safety risks (K3L) based on the main performance indicators (KPI) set by the company. Data collection was conducted using a questionnaire involving 88 respondents who were directly involved in the PT. Tunas Jaya Sanur during 2017. The method of analysis in this study is a quantitative analysis method carried out based on Australian / New Zealand (AS / NZS) standards 4360: 2004, then to measure KPI (Key Performance Indicators) on procedures for calculating KPIs main). The results of the analysis of risks issued by PT. Tunas Jaya is a medium risk (medium risk) of 30 risks, a large risk (high risk) of 14 risk-related risks (very high risk) are 2 risks. The level of success in controlling and controlling that has been done by PT. Tunas Jaya Sanur during 2017 showed that the work safety and environmental management (K3L) of PT. Tunas Jaya Sanur Bali in 2017 is classified as "Very Healthy", with the AA category with a performance score of 94.58%

Abstract

RISK MANAGEMENT DURING IMPLEMENTATION OF HOTEL CONSTRUCTION PROJECT AT SARBAGITA AREA ABSTRACT Construction project is an unique project and constrained by cost, quality and time. During construction project implementation, problems are frequently occur that affect toward cost, quality and time. Therefore according to such matter, it is considerably necessary to conduct research concerning risk management. Risk management include risk identification, risk analysis, risk acceptance distribution, risk mitigation and risk ownership. This research was conducted through interview with expert parties in hotel construction project implementation at Sarbagita (Denpasar, Badung, Gianyar, and Tabanan) region. This research aimed to identify and determine risk acceptance level, determine dominant risk, conduct mitigation action and risk ownership allocation. Total risks identified in this research were 37 risks that consist of 19 risks according to literature and 18 new finding risks. Dominant risk in this research were 28 risks, classified into 19 undesirable risks and 9 unacceptable risks. Both risks frequently occur in upper structure work. The most frequent risk sources occur in undesirable and unacceptable risks were technical risk. Technical risk in unacceptable risk were difference between picture and actual field, inaccurate scheduling, picture problems from planner and material specification discontinuation. Technical risk in undesirable risk were mainly tools mobilization delay, working hours limitation, quality and specification inconsistency and material discontinuation. Mitigation action mostly performed in technical risk were such as communication escalation between involved parties and organization structure improvement and project administration. Largest risk ownership allocation were in contractor side. These were due to contractor as the most responsible party in construction project implementation.

Abstract

Surabaya as the second largest metropolitan city in Indonesia after Jakarta has a population of 2,864,471 people.High Economic growth and business in the city of Surabaya have an influence on the demand for housing and land so that property prices in the Surabaya area increased 25-30 percent annually. Young couples who just got married at a relatively young age and have not been classified as a well-established couple need place to stay, but problemscan arise if they expect a proper residence in the city of Surabaya. This study aims to determine the priority of factors that affect young couples in choosing a residence, so that they have to knowthe concept of residence expected by a young couple in the cityof Surabaya. Based on the literature, factors identified include: building area, land area, accessibility, physical and environmental criteria, facilities and residential services, home price, type of work, and the amount of income.This study used a survey method using questionnaires distributed to 30 respondents with expert criteria,i.e. those who have been experienced or skilled in the area. Preference measurement is done by pair-wise comparisonsof factors that affectyoung couple choosing residential follows the rating principle of Saaty (1986). Data analysis methods used Analytic Hierarchy Process (AHP) and Fuzzy Analytic Hierarchy Process (FAHP)to obtain the priority factors influencing young couple in the city of Surabayafor choosing the residence.The results showed that the concept of residence expected by young couple in the city of Surabaya is influenced by factors such as the following, which are ranked from the most dominant by weight: land area factors(21.7%),accessibility factors (18.8%), physical characteristic and residential environmental factors(17.6%), facility and residential service (13.5%),factor in home prices (8.9%), factor of building area (8.8%), factors of income level (7.0%), factor of the type ofwork(3,7 %). Abstract

Provinsi Bali merupakan salah satu provinsi di Indonesia yang aktif pada sektor pariwisata, fokus pembangunan infrastruktur penunjang pariwisata ialah proyek Shortcut Denpasar-Singaraja. Penelitian ini dilakukan dengan metode deskriptif kualitatif. Pengumpulan data dilakukan dengan cara observasi, brainstorming dan survei. Penyebaran kuesioner dilakukan kepada 32 orang responden yang berkompeten dan berpengalaman pada proyek shortcut Denpasar- Singaraja. Penilaian dan penerimaan risiko berdasarkan standar Australia Standart/New Zealand Standart (AS/NZS) 4360:2004. Hasil penelitian terdapat 72 risiko yang teridentifikasi berdasarkan 4 sumber risiko. Hasil penilaian dan penerimaan risiko didapatkan 30 risiko dominan yang terdiri dari 27 ( 42%) tergolong risiko tinggi (high risk), dan 3 (5%) jenis risiko sangat tinggi (very high risk). Risiko very high risk yaitu pekerjaan cut and fill tanah dengan risiko pekerja tertimbun longsoran tanah, pekerjaan beton dengan aktifitas pemasangan scafolding dengan risiko terjatuh dari ketinggian dan pekerjaan erection beton girder yaitu pada aktifitas pemasangan box girder dengan risiko terpeleset hingga terjatuh dari ketinggian. Risiko kategori high risk pada pekerjaan persiapan terdapat 7 risiko, pekerjaan cut and fill terdapat 6 risiko, pekerjaan jembatan terdapat 13 risiko dan pada pekerjaan jalan terdapat 1 risiko yaitu terpeleset hingga terjatuh dari ketinggian pada saat perataan tanah dan pemasangan rumput. Terdapat 75 tindakan mitigasi untuk risiko dominan antara lain melakukan safety induction seminggu sekali dengan memberikan penjelasan sebelum dimulai semua aktifitas, selalu memakai APD melakukan pemeriksaan terhadap kekuatan dan ketegakan scafolding, serta melakukan pengawasan terhadap pelaksanaan metode kerja secara benar.Alokasi kepemilikan risiko (risk ownership) yaitu jabatan safety berada di urutan pertama (57%), dilanjutkan dengan site manager (23%) dan jabatan supervisor civil (20%). Bali Province is one of the provinces in Indonesia that is active in the tourism sector, the focus of developing tourism supporting infrastructure is the Denpasar-Singaraja Shortcut project. This research was conducted using a qualitative descriptive method. Data collection was carried out by means of observation, brainstorming and surveys. Questionnaires were distributed to 32 competent and experienced respondents on the Denpasar-Singaraja shortcut project. Assessment and acceptance of risk based on the Australian Standard / New Zealand Standard (AS / NZS) 4360: 2004. The results of the study there were 72 identified risks based on 4 sources of risk. The results of risk assessment and acceptance showed 30 dominant risks consisting of 27 (42%) classified as high risk, and 3 (5%) types of very high risk. Very high risk, namely soil cut and fill work with the risk of workers being buried by landslides, concrete work with scafolding installation activities with the risk of falling from a height and concrete girder erection work, namely in box girder installation activities with the risk of slipping and falling from a height. There are 7 risks in the high risk category for preparatory work, 6 risks for cut and fill work, 13 risks for bridge work and 1 risk for road work, namely slipping and falling from a height during leveling of the ground and installing grass. There are 75 mitigation measures for dominant risks, including conducting safety induction once a week by providing an explanation before starting all activities, always wearing PPE, checking the strength and enforceability of scaffolding, and supervising the correct implementation of work methods. namely the safety position in first place (57%), followed by the site manager (23%) and the civil supervisor position (20%).

Abstract

Pembangunan proyek jalan masih banyak mengalami kendala penerapan spesifikasi umum 2010 (revisi 3) oleh penyedia jasa, hasil yang diharapkan tidak sesuai dengan mutu pekerjaan yang di isyaratkan. Penelitian ini bertujuan mengevaluasi terhadap hasil pekerjaan dengan mengetahui penyimpangan dan kegagalan kontraktor untuk memenuhi ketentuan spesifikasi pada divisi 3 sampai dengan divisi 7 yang sering mengalami ketidak sesuaian pada spesifikasi umum 2010. Metode pada penelitian ini menggunakana survey dan kuesioner. Responden dipilih berdasarkan purvosive sampling kemudian dianalisa dengan metode sebab akibat (fishbone Analysis) dan Root Cause Analysis (RCA). pekerjaan yang mengalami kendala ketidasuaian didominasi pekerjaan galian lapis pondasi agregat (95,83%) diikuti dengan pekerjaan galian dan campuran beraspal panas (83,33%), pasangan batu (75%), pekerjaan pelebaran dan perkerasan (70,83%). Kendala yang terjadi karena kurang tegasnya team dari kotraktor untuk melakukan metode pekerjaan, kordinasi kepada masyarakat yang membutuhkan waktu lama, kurangnya pengawasan di base camp dan membeli dari supplier yang membuat campuran berbeda saat bahan sampai di lokasi proyek. Upaya pencegahan yang dilakukan yaitu kontraktor agar bekerja sesuai spesifikasi dan metode kerja untuk mencapai mutu, harus di lakukan kordinasi dan kesepakatan antara PDAM, Desa, dan kontraktor sebelum di lakukan galian, apabila terkena galian tidak meminta ganti rugi, pemilihan bahan harus tepat, dan peningkatan quality control di quarry, baik untuk material, komposisi untuk mencapai spesifikasi yang diminta (PI, CBR, abrasi, ukuran butir), kordinasi atau bersurat, melakukan sosialisasi dan membuat kesepakatan kerja sama.

Abstract

Many countries have established implementation strategies for the use of BIM in construction projects which have resulted in the widespread adoption of BIM. To catch up, the Ministry of PUPR has launched the Indonesia Digital Construction Roadmap 2017-2024 through 4 stages, namely the Adoption, Digitalization, Collaboration, and Integration stages. However, currently at the Adoption stage of the Roadmap, it is still focused on only a few PUPR infrastructure projects. This is due to problems such as the unavailability of policies and regulations for implementing BIM for the entire PUPR infrastructure sector, the lack of mastery of BIM from both Users and Service Providers, the project scale is not yet massive so that the price of BIM software is felt to be still burdening the Provider. This study aims to investigate the mastery of BIM through a study of the level of use, implementation, and identification of the dominant barriers to BIM adoption, especially for construction project actors in Bali. This research is expected to help construction industry practitioners to understand the challenges of BIM adoption in Bali. Data collection was carried out by survey method using a questionnaire. Respondents were selected using the purposive sampling method, namely experts in construction projects in Bali. The method of analysis is descriptive statistics which includes central tendency measurement, variability measurement, and the Relative Importance Index (RII). The survey results from all respondents showed that the adoption rate of BIM for construction project actors in Bali was 19%. Level of BIM implementation of construction project actors in Bali were 89% at BIM level 1 and 11% were at BIM level 2. The dominant obstacles in BIM adoption are the high cost of adoption, lack of experts, lack of government role in encouraging BIM adoption, difficulty changing work processes and there is no standard and protocol in applying BIM in the project.

Abstract

Pengelolaan dormitory pada tahap operasi dan perawatan memerlukan dana yang besar sehingga perlu dilakukan pengkajian mengenai evaluasi kelayakan yang juga mengacu pada studi kelayakan pada awal perencanaan. Tujuan penelitian ini untuk melakukan evaluasi aspek pasar, aspek teknis, aspek finansial dan aspek manajemen properti. Pada evaluasi aspek pasar terkait permintaan, tingkat hunian dan ancaman persaingan dormitory. Evaluasi aspek teknis melakukan Koefisien Dasar Bangunan (KDB), Koefisien Lantai Bangunan (KLB), Koefisien Dasar Hijau (KDH), dan pemenuhan lahan parkir. Evaluasi Aspek finansial melakukan analisis aliran kas proyek dengan parameter kelayakan investasi yaitu Net Present Value (NPV), Benefit Cost Ratio (BCR), Internal Rate of Return (IRR), Discounted Payback Period, dan analisis sensitivitas. Analisa aspek manajemen properti pengelolaan properti sebagai investasi / bisnis yang dilakukan selama 50 tahun sesuai dengan umur ekonomis. Hasil analisis aspek pasar menunjukkan dormitory kubikhomy masih memiliki prospek yang baik. Hasil analisis aspek teknis menunjukkan hasil layak, KDB sebesar 45% dari syarat maksimum 50%, KLB sebesar 573% lebih kecil dari syarat maksimum 1050%, KDH sebesar 55% dari syarat minimum 30%, luasan parkir layak karena memenuhi syarat minimum 60 SRP. Analisis aspek finansial menunjukkan hasil layak dengan NPV sebesar Rp 42.003.997.448,- BCR sebesar 1.77, IRR 17,64 % > MARR 12%, DPP Rp. 50.538.000.000,- dan Analisa sensitivitas menunjukkan proyek tidak layak pada saat tingkat pendapatan turun 10%. Pada aspek manajemen properti pengelolaan dormitory mencapai nilai BEP pada tahun ke – 2 lebih 1 bulan, sedangkan proyeksi pendapatan dan biaya menyesuaikan dengan umur ekonomis bangunan selama 50 tahun.
