Abstract

This research aims to reveal the factors behind the Ganjar Pranowo-Taj Yasin victory and to find out the tendency of voter behavior of the Kudus community in the 2018 governor election. This research uses the theory of voter behavior as a source of guidance to answer the problems raised. This research uses descriptive quantitative research methods, namely the search for answers using questionnaires with the Multistage Random Sampling method or multi-stage random samples by taking 100 samples from 611,486 population. The results of this study, theoretically, Kudus Regency voters are sociological voters, namely a person's preferences that are influenced by their social background. The social characteristics referred to in this case are based on organizational affiliation between voters and candidates, besides that the most determining their choice is based on kinship factors such as family, friendship, patrons (Kyai), and 42% of voters choose because of the figure / image of the candidate and kinship ties. The GP-TY victory, which was supported by sociological voters, was strengthened by the presence of a charismatic kyai figure, KH. Maimoen Zubair (caretaker of Al-Anwar Sarang Rembang) who wrote a letter of instruction to support GP-TY to the alumni network of nest students called HIMMA (Himpunan Mutakharrijin Mutakharrijat Al-Anwar). Thus, although many of the nest students are affiliated with PKB, they did not vote for the pair promoted by PKB

Abstract

One of the pillars of Jakarta Smart City, namely smart governance, is realized by the Provincial Government of DKI Jakarta through the launch of the Jakarta Kini application (JAKI). The JAKI application has several features including the JakLapor feature. JakLapor has experienced an increase in the number of users every year since it was first launched in 2019. This has made JakLapor a progressive public complaint service compared to other regional community complaint services in Indonesia which were launched in the same year. This study analyzes the implementation of JakLapor as a means of public complaints by the Provincial Government of DKI Jakarta, in this case Jakarta Smart City, and analyzes the supporting and inhibiting factors for JakLapor implementation. This study uses a descriptive qualitative approach with data collection methods of interviews, documentation and literature studies and data analysis with George C. Edward III's policy implementation theory, namely communication, resources, dispositions, and bureaucracy. The results of the study show that the public complaint service through JakLapor has implemented clear and consistent communication. However, there is still a shortage of direct information dissemination which does not yet cover all segments of society. The resources needed, namely funds, infrastructure and human resources, have been able to support the implementation of JakLapor. The disposition or attitude of the policy implementer still encounters gaps in dealing with certain problems, while the bureaucracy has been running according to its own SOP, so that the follow-up handling of public complaints has been adjusted to the location and permits from the JSC government bureau. Based on the results of this research, the implementation of public complaint services through JakLapor has been carried out based on indicators of communication, resources, disposition and bureaucracy. However, there are several obstacles that accompany the implementation of JakLapor including direct socialization which does not yet cover various groups of people, the lack of participation in community satisfaction surveys, the gap in follow-up attitudes on certain issues and confusion regarding location determination, especially in border areas

Abstract

One of the most important elements in a democratic country is the realization of the freedom to associate and assemble, as demonstrated through civil society representation in organizations outside the government, namely civil society organizations. The freedom for people to be part of an organization and carry out its activities freely becomes a fundamental right that must be protected by the state. However, since the enactment of Regulation of the Ministry of Home Affairs Number 56 of 2017, the National Unity and Politics Agency as a part of the government is obligated to provide guidance and supervision of civil society organizations at the regional level. This policy has sparked both pros and cons as it is seen as a setback for democracy. The purpose of this research is to understand the phenomenon of the presence of civil society organizations (CSOs) in Semarang City, why these CSOs need to be monitored, and how the supervision of CSOs by the National Unity and Politics Agency of Semarang City is conducted, examined through five types of supervision methods: direct supervision, indirect supervision, formal supervision, informal supervision, and administrative supervision. The research method used in this study is qualitative descriptive method with data collection techniques through indepth interviews and literature review. The research results show that the CSOs in Semarang City have been carrying out their work and activities well and in accordance with the applicable regulations. However, supervision must still be conducted as a preventive and punitive measure to maintain the peace and order of Semarang City from issues or deviations that CSOs may engage in. The supervision of CSOs by the National Unity and Politics Agency of Semarang City, based on Regulation of the Ministry of Home Affairs Number 56 of 2017, has been technically well-executed and does not restrict the existence of CSOs as long as their institutions and activities do not violate the laws and regulations. Nevertheless, there are still challenges related to a lack of human resources in implementing this supervision. Therefore, improvements in the operational supervision are needed to make the supervision of CSOs in Semarang City more effective and efficient

Abstract

Perkembangan Kota Bandung sebagai metropolitan dimulai dengan pertumbuhan wilayah sebagai ibu kota Provinsi Jawa Barat. Kota Bandung mengalami peningkatan jumlah penduduk yang berbanding lurus dengan pertumbuhan kendaraan. Titik kemacetan yang terjadi di Kota Bandung sebagai dampak dari banyaknya kendaraan yang memadati ruas jalan. Oleh karena itu, pemerintah Kota Bandung menentukan arah kebijakan salah satunya dengan memperhatikan pengembangan transportasi publik melalui Peraturan Walikota Bandung Nomor 704 Tahun 2008 tentang Standar Pelayanan Minimum (SPM) pengoperasian Trans Metro Bandung. Penelitian ini membahas mengenai implementasi kebijakan program Trans Metro Bandung (TMB) dalam mengurai kemacetan di Kota Bandung Tahun 2022. Penelitian ini mencoba menganalisis implementasi kebijakan dari Trans Metro Bandung (TMB) dalam mengatasi kemacetan di Kota Bandung. Penelitian dilakukan dengan menggunakan pendekatan kualitatif. Pengumpulan data diperoleh melalui wawancara mendalam disertai dokumentasi dengan Yudi Cahyadi, SP (Ketua Komisi C DPRD Kota Bandung), Bagus Sugi Arif P. (Staf UPT Angkutan Dinas Perhubungan Kota Bandung), Iwan (Petugas Teknis Trans Metro Bandung), Imam (Petugas Teknis Trans Metro Bandung), Bagas Abdurrachman, Maidina Hasna, Anggun Tamy, Sabila selaku masyarakat. Teknik pengumpulan data meliputi analisis dan interpretasi data, reduksi data dan penyajian data. Terdapat hasil Implementasi Program Kebijakan Trans Metro Bandung (TMB) Tahun 2022 tidak berjalan secara optimal karena manfaat kebijakan yang kurang dirasakan, belum menunjukan derajat perubahan yang signifikan, sumber daya yang berperan kurang memadai, kepatuhan dan daya tanggap yang belum dilakukan secara keseluruhan serta strategi sosialisasi kebijakan yang tidak maksimal. Sebaiknya pemerintah dalam implementasi kebijakan program dapat menyeimbangkan dengan regulasi lain, memperbaiki sumber daya dan melakukan sosialisasi secara berkelanjutan

Abstract

Program Kampung Iklim Kota Depok bertujuan mengatasi dampak perubahan iklim akibat pemanasan global. Meskipun ada 8 RW di 5 Kelurahan yang berpartisipasi, hanya 2 RW di Kelurahan Ratujaya yang meraih gelar nasional Proklim Utama. Namun, ketidakmerataan dalam pelaksanaan program terlihat dibandingkan dengan Kelurahan lainnya. Penelitian ini bertujuan menganalisis pelaksanaan Program Kampung Iklim di Kota Depok dan mengidentifikasi hambatan yang memengaruhi ketidakmerataan antar Kelurahan. Penelitian menggunakan teori Peraturan Direktur Jenderal Perubahan Iklim No P.1/PPI/SET/KUM.1/2/2017 dan teori kebijakan publik Charles O. Jones. Metodenya adalah penelitian kualitatif dengan pengumpulan data melalui wawancara dan dokumentasi, serta analisis data melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pelaksanaan Program Kampung Iklim di Kota Depok sudah cukup baik, meskipun masih perlu perbaikan di beberapa wilayah. Contohnya, di Kelurahan Sukamaju di dalam tahap persiapan, kelompok kerja Program Kampung Iklim perlu meningkatkan kinerjanya sesuai pedoman yang ada. Di Kelurahan Abadijaya dan Sukamaju, masih ada kendala dalam pelaksanaan karena kurangnya lahan untuk fasilitas penunjang kegiatan adaptasi dan mitigasi Program Kampung Iklim. Dalam analisis kebijakan publik Charles O. Jones, pelaksanaan Program Kampung Iklim sudah cukup baik, meskipun masih ada kekurangan dalam tahap keputusan, terutama terkait ketidakmerataan kegiatan adaptasi dan mitigasi di berbagai Kampung Iklim

Abstract

Penelitian ini dibuat untuk menganalisis perilaku memilih masyarakat Desa Hasibuan dalam pemilihan kepala desa.  Selain itu, untuk melihat bagaimana hubungan faktor sosiologis, psikologis dan rasional terhadap perilaku memilih masyarakat pada pemilihan kepala desa Hasibuan Kecamatan Pagaran Kabupaten Tapanuli Utara.Upaya menjawab permasalahan dan tujuan penelitian dilakukan dengan menggunakan teori Dieter Roth (2009) menggunakan 3 faktor dalam melihat perilaku memilih masyarakat yaitu sosiologis, psikologis, dan rasional. Penelitian ini menggunakan pendekatan kuantitatif dengan jenis deskriptif. Jumlah sampel yang digunakan sebanyak 183 responden yang berasal dari populasi masyarakat Desa Hasibuan menggunakan Teknik purposive sampling.  Analisis Hipotesis menggunakan uji korelasi pearson yang telah memenuhi syarat uji validitas dan reliabilitas menggunakan alpha cronbach.Setiap variabel mempunyai hubungan/korelasi namun tingkat keeratan hubungannya lemah sehingga antar variabel bersifat independen antara satu dengan yang lainnya atau setiap variabel berdiri sendiri dan tidak terlalu tergantung satu sama lain namun memiliki hubungan. Disarankan bahwa penelitian ini dapat membantu masyarakat untuk melihat dampak kedepan dari suara yang diberikan bukan hanya berdasarkan kesamaan etnis namun juga pada faktor lain seperti kemampuan yang dimiliki
