Abstract

The purpose of this study is to analyze the function of supervision of the Manado City Inspectorate Office to the regional apparatus. The research method used is descriptive qualitative. This research is located in Manado City that is to Inspection Office of Manado City. The data collected in the form of reports on the results of supervisory activities are audit report, evaluation report, monitoring report and report result of review for 3 (three) years from 2013 until 2015 in the authorities and agencies in Manado City. In this study was used comparative data analysis. There are three main findings of this research are: firstly, from the analisis result of supervision function in the form of audit, evaluation, monitoring and review that have conducted by Inspectorate of Manado City toward Manado City Local Government Offices administration, there is a significant decrease of findings from all examination object or auditee. Secondly, from the decreasing number of findings indicates that the supervisory function performed by the Manado City Inspectorate on the Manado City Local Government implementation is done with good and optimal performance. Third, the influence of the Inspectorate's supervisory function on the performance of the regional apparatus of Manado City Government indicates that the Manado City Inspectorate has succeeded in performing its supervisory function as a quality assurance or guarantor of quality toward the performance of official of Local Governments in Manado City.

Abstract

This study aims to see the accuracy of the target in the distribution of Family Hope Program of farmers family of Meras village, Bunaken subdistrict, Manado City. The study was conductd from February to April 2017. Thye data used are primary data and second data. This research was conducted by direct interview technique with 11 (eleven) respondents. The result of this study indicate that the implementation of the distribution of PKH in the village of Meras has been runing well, beneficiaries perform the obligations as stipulated by the Departements of Social Affairs related to education and health. After PKH children are more diligent in school, in the field of hyealth has been running well children aged 0-6 years, pregnant women and postpartum women have the assurance of getting adequate nutrition thyrough examination, provision of vitamins, immunization and weight weighing routinely in health center that exist in Tongkaina.

Abstract

This study aims to (1) identify the leading sectors in the economic structure of East Bolaang Mongondow Regency as information and consideration in (2) formulating regional development strategies. This study uses time series data from Gross Regional Domestic Product (PDRB) of East Bolaang Mongondow Regency and North Sulawesi Province in 2010 - 2016. The analysis tool used in this research is Klassen Tipology, Location Quotient (LQ), and Shift Share analysis to determine the leading sectors and SWOT analysis. The result of per sector analysis based on these three analytical tools shows that which is the leading sector in East Bolaang Mongondow Regency with criteria of advanced and fast growing sector, basic and competitive sector, there are 2 sectors: (a) agriculture, forestry and fishery sector, (b) mining and quarrying sectors. To formulate regional development strategy used SWOT analysis tool. Based on the SWOT analysis, the strategy of regional development at East Bolaang Mongondow Regency with the superior sector is in quadrant III so that the appropriate strategy is turn around strategy. The Weakness Opportunity Strategy in Quadrant III, means minimizing weaknesses by taking advantage of opportunities.

Abstract

This study aims to evaluate the Implementation of Minapolitan Area Development Program with CIPP Model (Context, Input, Process, Product in Bitung City) This research was conducted from May until July 2016 in Bitung City The data collection method used is primary and secondary data. The analytical method used in this research is descriptive qualitative analysis which is used to clearly describe the condition of development of Minapolitan area in Bitung City Evaluation model used is CIPP Evaluation Model (Context, Input, Process, Product, Result) The result of the research is Context Evaluation (1) Based on the evaluation of the implementation context of the development program of Minapolitan area in Bitung City is very suitable if the City of Bitung stipulated by the decree of the minister of marine and fishery Number KEP.32 / MEN / 2010 because Bitung City meets the requirements of a region determined as gai area minapolitan one of which is a strategic location and natural resources available. (2) Based on input evaluais seen from several aspects, among others: (a) infrastructure aspect, (b) institutional aspect and regulation, (c) funding aspect, (3) Based on process evaluation, where the blue ocean port becomes the motto of the mover and the harbor continues to be developed to match the fishing port in the Philippines. (4) Based on product evaluation, the implementation of minapolitan program in Bitung City increases the volume and value of capture fisheries production in Bitung City.

Abstract

This study aims to determine the role of village government towards of karya lestari farmer group in talikuran one village sub-district of sonder district minahasa. The study lasted for 2 (two) months starting from March to April 2017 in Talikuran satu Village Sub-district of Sonder District of Minahasa ranging from preparation, data retrieval, to the preparation or research reports. Data collection methods in this study using primary data and secondary data. Primary data is obtained directly from the source though surveys and interviews using questionnaires to all members of karya lestari farmer groups, while secondary data is obtained directly from institutions related to the research in village government Talikuran one. The result showed that the role of village government towards sustainable farmer group is categorized as excellent with score in the can is 315.

Abstract

This study aims to determine the social and economic conditions in the Village Pandu Bunaken District Manado city. This research was carried out in Pandu Village, Bunaken District, Manado city for 3 months starting from Juny until August 2017 starting from preparation, taking data to preparing research report. Data collection methods in this study using primary data and secondary data. Primary data obtained directly from the source by using questionnaires to 30 farmers respondents who domiciled the research area, while secondary data was obtained from institutions related to the research of the village government Pandu. The results showed that the socio-economic conditions and welfare of farmers in refugee housing belong to category of low level of welfare.

Abstract

This study aims to describe (1) implementation and (2) mechanism of land acquisition compensation for Manado-Bitung Toll Road development in North Minahasa Regency based on Law No. 2 Year 2012. The research was conducted on the object of Manado-Bitung Toll Road development of North Minahasa Regency. The study conducted from October 2017 to April 2018. The method used in this research is descriptive qualitative method. Determination of sample method used purposive sampling method. The research found that (1) in the process of land procurement implementation at the stages: (a) planning and (b) the preparation stage were not implemented properly. Initial data not available, multiple location revision fixes, and public consultations not implemented; (c) at the implementation stage by task force A and task force B are constrained by the absence of landowners, no land boundary markers, also at certain track terraces or point of the middle of the road there are coordinate differences, lack of building and plant appraisers, and land ownership issues; at stage (d) the delivery of the results has not yet been delivered as there are still areas ofland that have not been released yet. As for (2) The mechanism for appraisal of compensation is found in stage (a) Determination of Land Appraisal by the Chief of Land Acquisition Officer in the implementation of appraisal by appraissal person there is delay of nominative submission; at stage (b) deliberations that occur are only limited to the determination of the form of indemnity and not the determination of the value of the indemnity. Whereas the determination of compensation value based on deliberation can prevent the occurrence of disagreement which will potentially the occurrence of dispute to the court can even cause riot, third stage (c) there is a consignment for compensation in court due to the existence of parcels that have no agreement in terms of the amount of compensation and still there dispute over land ownership.

Abstract

This study aims to evaluate the implementation of : (1) the national agrarian program certification (PRONA), and (2) complete systematic land registration (PTSL). The research used descriptive qualitative approach. This research was conducted in Kinabuhutan Village, West Likupang Sub-district, North Minahasa District, North Sulawesi Province, that conducted from June 2017 to January 2018. The sample consisted of 23 respondents for PRONA and 21 respondents for PTSL. Sample determination was done by using purposive sampling technique. Data collection methods used are Observation, Interview and Documentation. Data analysis technique used was descriptive qualitative. The results showed that: (1) Implementation of land certification through PRONA program has been run in accordance with the stages of activities determined according to regulations. However, there are problems in the implementation of: (i) proof of ownership (ownership rights) whether in the form of ownership based on sale and purchase or grant or inheritance, (ii) land tenure status as cultivator causing not knowing land history from first holder right until last owner and sign the upper limit of their land which is the main requirement in the management of the certificate. (2) The implementation of a Complete Systematic Soil System (PTSL) program is in accordance with the stages regulated. There are, however, shortcomings in which members of the community who have selected to participate in the PTSL program cannot show evidence for to proof of ownership, at the time of measurement there are not available at the site,and there is also no way of indicating the boundaries of the land because it has no boundary markers. The problem encountered in the implementation of both programs is the limited number of officers who have the competence as land measurement officers.

Abstract

This study aims to see the effectiveness and performance of Motor Vehicle Taxation (PKB) and Motor Vehicle Tranfer of Ownership Fee (BBNKB) in BP2RD North Sulawesi Province. The study was conducted at Samsat Office of North Sulawesi Province. The study period lasted from October 2017 to March 2018. This research used qualitative method through primary data and secondary data. Sampling is done used purposive sampling method. Data collection was done by observation, interview, and documentation study. The data obtained were analyzed using descriptive analysis. The result of the research shows that (1) the effectiveness of motor vehicle taxation and motor vehicle refund in BP2RD North Sulawesi Province is very effective so as to increase Pendapatan Asli Daerah (PAD) of North Sulawesi Province. This can be seen from the calculation of each type of provincial tax with an average percentage above 100%. (2) The performance of motor vehicle taxes and the transfer of motor vehicle name at the Regional Tax and Retribution Board (BP2RD) of North Sulawesi Province, shows very well as the realization exceed the specified target.

Abstract

This study aims to evaluate the condition of tourist areas in Likupang, to know the internal factors and external factors Likupang tourist location development and its strategies of development. The type of this research is descriptive qualitative. Selection of sample research used purposive sampling method. The data collections in this research are primary and secondary data. Primary data were collected through interviews, observations and discussions and documentation. The interview was based on the questionnaire. The discussion was conducted by conducting Focus Group Discussion (FGD) Activities. While secondary data collected from various agencies, among others, Central Bureau of Statistics and North Minahasa District Office. Data were analyzed using SWOT analysis and Development Strategy. The result of research shows that the development strategy of Likupang tourism area based on SWOT analysis result lies in position of Quadrant I which is located between external opportunity and internal strength where the result of analysis obtained by total score of IFAS (Internal Strategic Factor Summary Analysis) is 3,498 and EFAS (External Strategic Factor Summary Analysis) is 3,854. The research concludes that Likupang tourism area development strategy can be done by maintaining panorama and sustainability of beach and Marine Park and also trying to complete infrastructure facilities especially the availability of electricity, water and internet network. Further accelerate the construction of new connecting road from the airport to Likupang so as to shorten the distance and travel time and also set up tourist information center for tourists.
