Abstract

This study aims to analyze the effect of E-Procurement on increasing the role of Micro, Small, and Medium Enterprises (MSMEs) in Malang Regency, East Java Province. This study uses a quantitative method, data collected from questionnaires with MSME respondents who participated in the procurement of government goods and services in Malang Regency through E-Procurement. Data analysis was carried out using SEM-PLS with WarpPLS 7.0 software. This study found that E-Procurement has a very significant effect on increasing the role of MSMEs in Malang Regency. This system expands market access, improves operational efficiency, and increases transparency in the procurement process. In addition, the training and technical support provided help improve the capabilities of MSMEs in using this platform. E-Procurement is an effective tool to empower MSMEs, increase their participation in government procurement, and encourage local economic growth. However, there needs to be an increase in technological infrastructure, ongoing training, and strengthening policies to support MSMEs. These findings provide insights for local governments and other stakeholders in optimizing the benefits of E-Procurement for inclusive economic development.Penelitian ini bertujuan untuk menganalisis pengaruh E- Procurement terhadap peningkatan peran Usaha Mikro, Kecil, dan Menengah (UMKM) di kabupaten Malang, Provinsi Jawa Timur. Penelitian ini menggunakan metode kuantitatif, data dikumpulkan dari  kuesioner UMKM yang berpartisipasi dalam pengadaan barang dan jasa pemerintah di kabupaten Malang  melalui E-Procurement. Analisis data dilakukan dengan SEM-PLS dengan software WarpPLS 7.0. Penelitian ini menghasilkan bahwa E-Procurement berpengaruh sangat signifikan dalam meningkatkan peran UMKM di kabupaten Malang. Sistem ini memperluas akses pasar, meningkatkan efisiensi operasional, dan meningkatkan transparansi proses pengadaan. Selain itu, pelatihan dan dukungan teknis yang diberikan membantu meningkatkan kapabilitas UMKM dalam menggunakan platform ini. E-Procurement merupakan alat efektif untuk memberdayakan UMKM, meningkatkan partisipasi mereka dalam pengadaan pemerintah, dan mendorong pertumbuhan ekonomi lokal. Namun perlu adanya peningkatan infrastruktur teknologi, pelatihan berkelanjutan, dan penguatan kebijakan untuk mendukung UMKM. Temuan ini memberikan wawasan bagi pemerintah daerah dan pemangku kepentingan lainnya dalam mengoptimalkan manfaat E-Procurement untuk pembangunan ekonomi yang inklusif.

Abstract

Digital Population Identity (IKD) is the key to improving the efficiency and quality of administrative services. The problem is that the achievement of activation and use of IKD in Malang City is very low. The urgency of the study was to determine the effectiveness of IKD services in Malang City. Informants were determined using a purposive sampling technique consisting of 1 Head of the Population ADB, 1 First Expert Population Database Administrator, and 3 community service users. Data were collected through in-depth interviews, direct observation, and documentation in the form of images and archives and then data analysis was carried out using an interactive model. The findings of the study were that the Malang City IKD Program service was generally effective. This can be concluded from the four variants used to measure the effectiveness of IKD services, namely target accuracy, program socialization, program objectives, and program monitoring. Of the four variants, all were implemented optimally. The effectiveness of the IKD program service has not been directly proportional to the expected output because the IKD activation target until early 2024 was 160 thousand, but only 64 thousand were activated as of April 2024. Supporting factors for IKD are clear policies, ready infrastructure, and competent and trained officers. The inhibiting factors are the varying levels of technological literacy in the community, the activation process that cannot be done independently, the limitations of mobile devices that are not compatible with installing the IKD application, and the community's apathy.

Abstract

Penelitian ini bertujuan mengkaji efektivitas implementasi kebijakan pelayanan publik berbasis Electronical Government melalui aplikasi Identitas Kependudukan Digital (IKD) di Kantor Kecamatan Karangploso, Kabupaten Malang. Selain itu, penelitian juga mengidentifikasi faktor-faktor penghambat dalam proses implementasi tersebut. Menggunakan metode kualitatif, sumber data utama diperoleh melalui wawancara, observasi, dan dokumentasi, dengan teknik penentuan informan purposive sampling yang melibatkan masyarakat dan unsur pemerintah. Hasil penelitian menunjukkan bahwa aspek komunikasi terkait implementasi kebijakan IKD di Kecamatan Karangploso berjalan baik. Ini terlihat dari interaksi efektif antara pembuat kebijakan, pelaksana, hingga masyarakat, yang didukung oleh sosialisasi, rapat koordinasi, FGD, serta pemanfaatan media sosial oleh Pemerintah Kabupaten Malang dan Kecamatan Karangploso. Dari sisi sumber daya, Kecamatan Karangploso memiliki ketersediaan SDM yang kompeten, anggaran yang memadai, serta sarana dan prasarana yang mendukung. Sikap pelaksana dari petugas kecamatan juga positif, tercermin dalam pelayanan yang ramah dan sigap kepada masyarakat. Implementasi ini turut didukung oleh struktur birokrasi yang terorganisir. Berdasarkan analisis prinsip-prinsip e-Government, implementasi IKD di Karangploso mencerminkan komitmen pemerintah dalam meningkatkan kualitas pelayanan publik digital. Efisiensi dan transparansi sudah mulai terwujud, meskipun aspek partisipasi dan responsivitas masih menghadapi tantangan teknis dan sosial yang perlu diatasi.

Abstract

People with disabilities in Dinoyo face economic challenges due to the decline of the print media industry. This program aims to empower them through market segmentation strategies in the newspaper delivery business. The methods applied include market segmentation strategy training, operational assistance, and the "Koran Sahabat" innovation development. The main work is the concept of personalized services and ergonomic newspaper bags. The results showed a significant increase: number of customers (150%), income (100%), customer satisfaction (40.625%), newspaper sales (100%), and work efficiency (33.33%). This program positively impacts the economic independence and social integration of people with disabilities. The "Koran Sahabat" innovation has proven effective in optimizing sales and building customer loyalty.ABSTRAKPenyandang disabilitas di Dinoyo menghadapi tantangan ekonomi akibat penurunan industri media cetak. Program ini bertujuan memberdayakan mereka melalui strategi segmentasi pasar dalam usaha loper koran. Metode yang diterapkan meliputi pelatihan strategi segmentasi pasar, pendampingan operasional, dan pengembangan inovasi "Koran Sahabat". Karya utama berupa konsep layanan personalisasi dan tas koran ergonomis. Hasil menunjukkan peningkatan signifikan: jumlah pelanggan (150%), pendapatan (100%), kepuasan pelanggan (40,625%), penjualan koran (100%), dan efisiensi kerja (33,33%). Program ini berdampak positif pada kemandirian ekonomi dan integrasi sosial penyandang disabilitas. Inovasi "Koran Sahabat" terbukti efektif dalam mengoptimalkan penjualan dan membangun loyalitas pelanggan.

Abstract

Faktor terpenting dalam mencapai tujuan organisasi adalah sumber daya manusia (SDM). Alat Umum Negara dipandang sebagai panggilan yang bertanggung jawab atas pengelolaan dan pengembangannya sendiri, bertanggung jawab atas kinerjanya, dan menggunakan meritokrasi dalam pengelolaannya.Tujuan penelitian ini untuk mengetahui bagaimana perkembangan Sumber Daya Manusia (SDM) ASN Kota Malang. Penelitian kualitatif deskriptif digunakan dalam penelitian ini. Sub Koordinator Pengembangan Kompetensi dan Staf Bidang Penilaian Kinerja dan Penghargaan menentukan informan penelitian. Wawancara , dokumentasi, dan observasi adalah semua metode pengumpulan data. Triangulasi metode analisis dataBerdasarkan temuan penelitian dapat ditarik kesimpulan bahwa kebijakan yang berkaitan dengan pertumbuhan sumber daya manusia ASN di Kantor BKPSDM Kota Malang berjalan efektif. Hal ini dapat dilihat dari Sasaran Kebijakan, Sumber Daya, dan Agen Pelaksana telah berfungsi sebagaimana mestinya, seperti yang ditunjukkan oleh sumber daya manusia manusia yang tergabung dalam ASN Kota Malang, seperti yang terlihat dalam laporan BKPSDM Kota Malang. Setelah dilakukan evaluasi, hal ini Berdasarkan hasil temuan penelitian tidak ada faktor penghambat karena pegawai – pegawai yang bertugas di BKPSDM adalah orang yang sumber daya manusianya unggul dalam memberikan penilaian, evaluasi, dan penghargaan kepada ASN Kota Malang. Dari segi faktor pendukung, fasilitas BKPSDM sudah mumpuni, seperti sarana dan prasarana yang lengkap, seperti gedung, komputer, dan sumber daya pengawasan BKPSDM yang mumpuni sesuai bidangnya.

Abstract

One of the development programs that the Government of Indonesia has taken seriously is the Sustainable Development Goals (Village SDGs). This program modifies the concept of global SDGs that was launched by the United Nations (UN) on September 25, 2015. While the global SDGs has 17 main points to create a sustainable living scheme, the main problem in Mempawah is the lack of active role of the village government apparatus in the implementation of the SDGs policy itself. The purpose of this research is to find out whether there is an effective application through policy or program. This type of research uses qualitative research. According to Bogdan and Taylor in Moleong (2014: 4) qualitative research is a research procedure that produces descriptive data in the form of written or spoken words from people and observable behavior according to them this opinion is directed at the setting and the individual holistically (whole). The results of this study are the implementation of the Sustainable Development Goals (SDGs) policy in poverty reduction in Sungai Kunyit Hulu Village, Mempawah Regency after seeing firsthand that it is effective even though it only depends on a few personnel. So researchers must play a more active role in implementing the policy.

Abstract

This research aims to find out how the government's strategy in developing the human resource potential of weaving craftsmen in Kufeu Village, the process or stages carried out by the government in developing the potential of the weaving craftsmen community in Kufeu Village, as well as the inhibiting factors and supporting factors of the government in developing the weaving craftsmen community in Kufeu Village. This research uses a qualitative approach with 3 (three) resource persons selected proposiv sampling. Data in this study were obtained through interviews, observation and documentation and then analyzed qualitatively with an interactive analysis model, namely data reduction, data presentation and conclusion drawing. The results in this study show that the Government's strategy in developing the potential of the weaving artisan community in Kufeu Village, Io Kufeu District, Malacca Regency has not been able to develop as to increase the potential of the weaving artisan community, but it has been very maximum if the purpose of the government's strategy in developing the potential of the weaving artisan community in Kufeu Village is only limited to maintaining weaving as a village identity.

Abstract

Researchers conducted research at the Southwest Sumba Regency Environmental Service. This research aims to determine the implementation of government policy in the provision of regional waste final disposal sites in Southwest Sumba Regency along with the inhibiting factors. This research method is qualitative, with data collection techniques using observation, interviews, and documentation. The results of the research show that: (1) the implementation of the Southwest Sumba Regency Regional Regulation policy Number 12 of 2019 concerning Final Disposal Sites for regional waste in Southwest Sumba Regency has not been implemented, this is due to the communication and socialization aspect of reducing regional waste. Consistency is also still minimal because there have been no firm efforts to implement administrative sanctions for business actors who do not pay fees or people who throw rubbish at illegal waste dumping sites. Based on the research results, most of the human resources implementing this policy, especially supervisors, only have a bachelor's degree or equivalent at the Environmental Service of Southwest Sumba Regency. Limited budgets make it difficult to procure machines for waste recycling, considering that the price per unit is expensive and it is not yet possible to provide them to villages, sub-districts, and the, entire community in Southwest Sumba Regency. Facilities and infrastructure are also limited, as many tools are in a damaged condition. Temporary disposal sites in several sub-districts have limited waste capacity. In terms of organizational structure, there are Standard Operating Procedures related to the provision of Regional Waste Final Disposal Sites and fragmentation involving the Southwest Sumba Regency Environmental Service. (2) Factors inhibiting the implementation of policies regarding final waste disposal sites in Southwest Sumba Regency, low public awareness of waste disposal, lack of firmness in implementing sanctions, lack of human resources, and budget limitations.
