Abstract

This research answers how Indonesia's economic diplomacy strategy is in the G20 global economic forum. This research uses a qualitative approach, literature study and the concept of economic diplomacy to analyze the data. The results show that Indonesia's diplomacy strategy which is implemented through the national strategic plan in the G20 forum forms a pattern of economic diplomacy regarding trade, commerce and finance. The novelty of this research is to prove the character of Indonesia's economic diplomacy in the G20 forum as a country that is in an evolving cluster. External economic management and policies through coordination between ministries; trade promotion which is an integration of political and economic efforts; the Ministry of Foreign Affairs to actively promote investment, particularly through the ambassador and BKPM. The role and diplomacy of Indonesia's economy is a commitment to maintaining national, regional and international economic stability as a form of national and international interests.

Abstract

Abstrak. Penelitian ini bertujuan untuk menjelaskan bagaimana pandangan media massa Tiongkok dalam menanggapi konflik Rusia dan Ukraina yang ditinjau dengan studi kasus melalui media Xinhua News. Konflik tersebut membuat ramai masyarakat global karena adanya aksi militer. Media massa secara umum menganggap bahwa kebijakan yang dilakukan oleh Rusia adalah invasi militer ke Ukraina. Namun, terdapat perbedaan pandangan dari negara-negara yang memiliki hubungan diplomatik dengan Rusia, salah satunya adalah Tiongkok. Penelitian ini menggunakan metode penelitian kualitatif dengan sumber data sekunder yang berasal dari berita, jurnal, dan laporan secara daring. Penelitian ini menemukan bahwa Xinhua News cenderung menggunakan bahasa yang abstrak dan konsep berita yang lebih menunjukkan upaya solusi damai dan negosiasi. Fenomena ini dapat dipahami bahwa hubungan diplomatik antara Tiongkok dan Rusia berpengaruh pada peran media massa yang berfungsi sebagai framing pada masyarakat sesuai dengan kepentingan politik negara.Kata kunci: Media Massa, Xinhua News, Tiongkok, Rusia, Ukraina.

Abstract

Persoalan narkoba yang menjadi persoalan dari tahun ke tahun kian menjadi kompleks dan menjadikan persoalan narkoba menjadi permasalahan transnasional yang untuk memberantasnya dibutuhkan Kerjasama dari berbagai lapisan internasional maupun nasional. ASEAN sebagai organisasi Asia Tenggara mewujudkan salah satu cita-cita organisasi yaitu Kawasan Asia Tenggara yang bebas dari narkoba melalui deklarasi Drug Free ASEAN 2015 berkomitmen mempererat kerja sama dalam penanggulangan penyalahgunaan narkoba dengan workplan yang telah dirancang bersama. Dalam implementasinya Indonesia bersama Thailand mengadakan Kerjasama dengan harapan pemberantasan narkoba di kedua belah negara, karena seperti yang kita ketahui bahwa persoalan narkoba tidak dapat dilaksanakan sendiri. Dalam kerjasamanya Indonesia dan Thailand melakukan beberapa kegiatan yang nilai cukup efektif dilakukan untuk membantu adanya penanggulangan permasalahan yang krusial ini.Penulisan penelitian ini merupakan penulisan kualitatif dengan menggunakan teori Regionalisme dan Kerjasama Internasional dalam analisisnya yang menghasilkan kesimpulan bahwa Kerjasama Indonesia dan Thailand terlepas dari kondisi kemasifan persoalan narkoba saat ini, Kerjasama diantara Indonesia dan Thailand berjalan efektif dengan sikap kedua negara yang kooperatif dan berbagai kegiatan yang berjalan sesuai dengancita-cita kedua negara.

Abstract

Penelitian ini membahas tentang diplomasi budaya Korea Selatan dengan memperkenalkan budaya K-Pop melalui SM Entertainment sebagai aktor non-negara yang merupakan bagian dari soft power negara di Indonesia. Penelitian ini menggunakan konsep diplomasi budaya dan nation branding atau citra negara, metode penelitian studi kasus eksplorasi kualitatif yang digunakan dalam proses analisis. Hasil penelitian menunjukkan bahwa diplomasi budaya yang dilakukan oleh Korea Selatan melalui SM Entertainment di Indonesia memiliki tiga bentuk kegiatan. Ini termasuk pameran, negosiasi, penetrasi, dan berbagai bidang, seperti manajemen bakat, produksi konten visual, produksi acara, promosi, periklanan, merchandising, dan platform seluler yang bekerja sama dengan Trans Media. Selain itu, kegiatan tersebut dapat membantu Korea Selatan dalam usahanya untuk mendapatkan keuntungan, seperti yang terlihat pada banyak prestasi di Indonesia, seperti meningkatkan promosi budaya, meningkatkan citra negara, dan meningkatkan minat Indonesia terhadap budaya ini.

Abstract

The United States (US) is one of beef exporting countries in Japan. The high level of demand for beef in Japan was followed by a decrease in the volume of US beef from Japan during 2017-2020 period caused by import barriers in the form of tariffs faced by US beef. These tariff barriers arise because the US does not have a trade agreement with Japan. This study aims to discuss the efforts made by the US through negotiating tariff barriers with Japan regarding beef exports. This study uses the concepts of economic diplomacy and trade theory as the basis for research analysis. The research method used in this research is descriptive qualitative with data collection through documentation study. The results of this study indicate that the US effort in negotiating tariff barriers with Japan is to form a bilateral trade agreement, namely the US-Japan Trade Agreement (USJTA) which uses the stages of decision-making in economic diplomacy in its formation. Through this effort, the US successfully lowered its beef import tariffs in Japan and leveled its beef competitive level with the CPTPP member countries. In the formation of the USJTA, various actors are involved, both state and non-state actors. Efforts to negotiate tariff barriers on beef exports by the US and Japan succeeded in increasing US beef exports after the establishment of the USJTA began to be implemented on January 1, 2020. Abstract

The rapid change in the information technology in the age of Industry 4.0 requires the government to produce an innovative and competitive industrial policy in order to push for an independent economic development. Amids the trend of industry 4.0, states are faced with a challenge of advancing national industries, such as the energy, food and beverage, automotive, electronics, chemical, textile and textile products industries. Using literature review over a number of cases of industrial policies in East Asia, this article argues that a national interest-based industrial policy can be seen as an implementation of the so-called state defense. This is because industrial policy is the product of the thoughts of individual policy-makers who are also the citizens to whom the obligation of state defense applies. Thus, rather than simply asking the general individual citizens to do state defense, the state, represented by the individual policy-makers should also think of their policy in terms of state defense, that is the defense of public interest.

Abstract

Brexit has restricted the flow of migrant workers in the industrial sector and agricultural system in the United Kingdom. This research examines the dynamics of the agricultural industry issues in the United Kingdom, as well as the strategies implemented by the UK government to minimize the issues faced in the agricultural sector. The methodology employed is qualitative, utilizing theories of international migration and concepts of international immigration policy. The UK Government has implemented strategies to minimize the agricultural issues after Brexit. These strategies include implementing seasonal worker visas, adopting a points-based immigration system, formulating the agricultural act 2020, promoting local workers, and embracing automation. These strategies have successfully minimized the issues in the agricultural industry in the United Kingdom.

Abstract

Diplomasi publik baru muncul seiring dengan perkembangan teknologi dan internet memberi peluang bagi masyarakat internasional untuk berperan pada praktik diplomasi. Hal ini memposisikan publik bukan hanya sebatas sebagai target, tetapi juga sebagai pelaku aktif  dalam aktivitas diplomasi publik. Penelitian ini bertujuan untuk mengetahui peranan kanal YouTube Nihongo Mantappu dalam mempromosikan pariwisata Jepang, khususnya pasca pandemi Covid-19 melalui enam vlog Waseda Boys Japan Trip pada kerja sama dengan Japan National Tourism Organization (JNTO) yang diunggah pada tahun 2023. Penelitian ini menggunakan teori kerja sama internasional dan diplomasi publik baru. Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif dengan sumber data primer yang berasal dari wawancara dan sekunder yang berasal dari studi kepustakaan. Penelitian ini menemukan bahwa kerja sama ini memenuhi aspek diplomasi publik baru dalam dimensi hubungan dan budaya. Kanal YouTube Nihongo Mantappu berperan sebagai instrumen dan sarana yang memenuhi tiga dimensi, yakni agenda setting, presence-expansion, dan conversation-generating dalam menjangkau publik Indonesia. Upaya diplomasi publik baru yang dilakukan pada kanal ini melalui enam vlog Waseda Boys dijalankan secara informal dan berhasil dalam mencapai tujuan yang telah ditetapkan, yaitu mempromosikan dan meningkatkan minat publik Indonesia terhadap pariwisata Jepang.

Abstract

Indonesia has ambitions to become the center of the world's halal products because of its potential in the halal industry, especially in the food sector. However, currently Indonesia is still only the main destination for other countries' halal product markets when Indonesia should be a major player in the world halal industry. This can be seen in 2020, a gap between the export value of Indonesia's halal products in OIC and the value of import needs for halal products. The OIC, which is the largest Muslim majority group, has great potential as a non-traditional market for the export of Indonesian products. This research aims to find out how economic diplomacy is carried out by Indonesia in increasing exports of halal products through the OIC. Descriptive qualitative research methods are used to collect and analyze data that has been collected regarding economic diplomacy carried out by Indonesia to increase exports of halal products through the OIC. The results of this study show that Indonesia's economic diplomacy has been carried out through product promotion, meetings with relevant stakeholders, and bilateral agreements between Indonesia and OIC member countries. Indonesia cooperates directly with organizations under the OIC such as COMCEC, ICDT, and SMIIC. The form of Indonesia's economic diplomacy that has been maximized well is through product promotion and Indonesia's participation in various forums held by organizations under the OIC, such as discussion forums, seminars, and workshops. As for agreements and negotiations, they are still not fully implemented properly due to several articles in the agreement that are still in the status of further discussion and have not been fully implemented.

Abstract

This paper aims to evaluate the implementation of the Ministry of Foreign Affairs' digital public diplomacy through social media, Instagram. Given the many uploads that have been made by the @kemlu_ri account, this research will focus on the content of Indonesia's presidency of the G20 in 2022. The G20 presidency was chosen given its status as a national agenda that has international attention, both from the institutional aspect and the post-pandemic situation. The theories/concepts used in this research are digital public diplomacy and social media. The method used is qualitative by making @kemlu_ri content uploads as a primary data source plus interviews with the Directorate of Information and Media, Ministry of Foreign Affairs, as a form of data verification. From the evaluation conducted, the author argues that the use of social media Instagram as a means of digital public diplomacy related to Indonesia's presidency in the G20 in 2022 is not optimal. The argumentation given in this paper refers to the three dimensions of social media in digital public diplomacy, namely: (i) agenda-setting; (ii) presence expansion; and (iii) conversation-generating.
