Abstract

Women's Savings and Loans (SPP) is a PNPM-MP program that provides capital to women's groups in the form of savings and loan funds for those who already have a business. In general, the activity aims to develop the potential of rural savings and loan activities, the ease of access to micro-scale business funding, the fulfillment of basic social funding needs, strengthen institutional activities for women, and encourage the prevention of poor households (RTM). The study aims to analyze the effectiveness of loan repayments and describe the obstacles for group members in repaying the loan funds. By the simple analysis, the data obtained from the questionnaire will be tabulated to determine the rate of return on revolving fund loans in the SPP program. The primary and secondary data obtained will be analyzed with a qualitative descriptive analysis by comparing conditions in the field with targets, indicators, and other measures set by PNPM Mandiri in Rural Areas. The study results showed that the effectiveness of loan repayments for the women-only savings and loans group decreased due to the increase in collectibility. On the other hand, the obstacles of repaying loan funds include the number of funds not adjusted to the scale of the business, not having a sense of responsibility in the use and repayment of loan funds, weak knowledge of entrepreneurship, and the inoperability of the joint responsibility system in groups.

Abstract

The decrease in the number of male workers in the rural shallot agricultural sector, including in Enrekang Regency, has encouraged the increasing role of women as farm laborers. However, their involvement is often faced with a double problem, namely, low levels of education, unequal access to resources, and the burden of domestic roles that go hand in hand with productive responsibilities. This study aims to analyze the socio-economic dynamics of women farm workers, especially related to work motivation, wage system, dual role adaptation strategies, and social relationships with landowners in the shallot farming system. The research method uses a qualitative approach with a case study design in Banti Village, Enrekang Regency, South Sulawesi. Respondents were selected using purposive sampling techniques, consisting of 15 female farm workers (aged 40–60 years) and five productive landowners. Data was collected through semi-structured interviews, participatory observation over two harvest cycles, and document studies, then analyzed using the Miles-Huberman interactive model with source triangulation techniques. The results show that the primary motivation of female farm workers is to meet the economic needs of their families, even though they have a low educational background. The mutually agreed daily wage system is considered fair and capable of creating social stability. In addition, trust-based recruitment patterns, harmonious relationships with landowners, and the provision of non-material benefits strengthen social capital in agricultural communities. Time management strategies and family support, especially from husbands, allow women to remain productive despite taking on dual roles. These findings underscore the importance of gender-responsive and local wisdom-based policies to improve the welfare of women farm workers and the sustainability of small-scale farming systems in rural areas.

Abstract

Agricultural policy transformation aims to increase productivity, sustainability, and farmers' welfare while meeting the demands of economic, social, and environmental developments. This will have an impact on national food security. Therefore, it is important to study how to empower small businesses in the food sector to be more productive and sustainable and how to promote food diversification based on local potential and local wisdom. This study aims to analyze the transformation of agricultural development policies in Indonesia and its impact on national food security. The type of research is qualitative with a literature review method. The results of the analysis show that sustainable food security can be achieved with the strategy of building food supply from domestic production and national food reserves, empowering small-scale businesses engaged in the food sector which is a dominant feature of the Indonesian agricultural economy, increasing the capacity of farmers through training and technical assistance, counseling related to crop diversification for business efficiency and accelerating technology dissemination, promoting food loss reduction through the utilization of food handling, processing and distribution technology, promoting food consumption diversification based on the potential of local food resources, regional food diversity, and local wisdom, improving the nutritional status of the community through enrichment or fortification of certain nutrients in foods consumed by most people, such as rice, cooking oil and salt, striving to create the ability to ensure that food distributed or traded to the public has safe, hygienic, quality, nutritious characteristics, and does not conflict with religion, beliefs and culture of the community, strengthening and facilitating the development of efficient food marketing and trade in rural areas, management of basic food reserves of central and local governments to maintain stability of food supply and prices, using international food trade policy instruments by prioritizing national interest considerations and in line with international agreements, revitalizing the community food barn institutional system into a community food reserve system managed with the principle of economic efficiency while still having a social function, providing subsidized food assistance in accordance with local food consumption patterns for the poor and food-insecure communities.
