Abstract

 Quality public service with a high level of community satisfaction are the determinants of the success of local governments in realizing good governance and sustainable development. This paper aims to present empirical data related to public service practices in Jayapura Regency. The purpose of this study is to precisely measure service quality; determine the satisfaction index; and perform a theoretical-conceptual study on the implementation of public service delivery in Jayapura Regency as mandated by Regulation of the Minister of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia No.14 of 2017 on Guidelines of Public Satisfaction Surveys for Public Service. The research method used is descriptive quantitative. Primary data were collected from community satisfaction survey to obtain the Jayapura Regency Community Satisfaction Index (IKM). Based on results of data processing, CSI for Yowari Hospital of Jayapura District is 2,69, while CSI for DPMPTSP of Jayapura District is 2,91, and Dispendukcapil obtained an average CSI value of 2,83. The CSI value of those three RGOs are all categorized as “C”, defined as “Not Good Enough”, which indicates that the need for public service management improvement is crucial, both in terms of infrastructure and employee’s competency in deliviring excellent services.

Abstract

ABSTRACTOptimal public services are an absolute requirement for government administrators. Optimizing public services can be done through innovation, to bring services closer to the community, more accessible, higher quality, and cheaper. The application of innovation is expected to be able to make the products and services produced have added value, each individual is encouraged to work faster, more precisely and carefully, and innovation is expected to give birth to a better work culture. South Tangerang City is an autonomous region that was formed at the end of 2008, so there is a need to increase human resource capacity related to public service innovation. Direct services to the community that are quite highlighted are health services. On this basis, we conduct community service interventions in the form of workshops and mentoring to all heads of UPT South Tangerang City Health Office in order to further optimize service innovation. The workshop is devoted to leadership training alumni who already have innovations in the form of change projects. The activity is carried out between October-November 2019. Before conducting the workshop, identification of service innovations has been carried out. As a result, the head of the UPT has a common perception and strategy to continue and develop public service innovations, especially the results of change projects.ABSTRAKPelayanan publik yang optimal menjadi syarat mutlak bagi penyelenggara pemerintah. Optimalisasi pelayanan publik dapat dilakukan melalui inovasi, untuk mendekatkan pelayanan kepada masyarakat, lebih mudah diakses, lebih berkualitas, dan lebih murah. Penerapan inovasi diharapkan mampu membuat produk barang dan jasa yang dihasilkan memiliki nilai tambah, setiap individu terdorong untuk bekerja lebih cepat, tepat dan cermat, serta inovasi diharapkan melahirkan budaya kerja yang lebih baik. Kota Tangerang Selatan merupakan daerah otonom yang terbentuk pada akhir tahun 2008, sehingga dibutuhkan peningkatan kapasitas SDM terkait inovasi pelayanan publik. Pelayanan langsung pada mayarakat yang cukup disorot adalah layanan kesehatan. Atas dasar tersebut kami melakukan interversi pengabdian berupa workshop dan pendampingan kepada seluruh kepala UPT Dinas Kesehatan Kota Tangerang Selatan agar lebih mengoptimalkan inovasi pelayanan. Workshop dikhususkan pada alumni pelatihan kepemimpinan yang sudah memiliki inovasi berupa proyek perubahan. Kegiatan dilakukan antara bulan Oktober-November 2019. Sebelum melakukan workshop, dilakukan identifikasi inovasi pelayanan yang telah dilaksanakan. Hasilnya, kepala UPT mempunyai persamaan persepsi dan strategi untuk melanjutkan dan mengembangkan inovasi pelayanan publik khususnya hasil proyek perubahan.

Abstract

Dalam rangka menuju world class bureaucracy, maka ASN perlu melakukan upgrading terhadap kemampuan bekerjanya. Kegiatan ini lazim disebut sebagai pengembangan kompetensi. Pengembangan kompetensi adalah sebuah hak yang dimiliki oleh Aparatur Sipil Negara, minimal sebanyak 20 Jam Pelajaran per tahun. Melalui pengembangan kompetensi terintegrasi yang memanfaatkan teknologi informasi maka proses dari perencanaan, pelaksanaan, evaluasi, bisa dilakukan dengan efektif dan efisien. Kabupaten Garut yang memiliki jumlah ASN besar membutuhkan sistem yang terintegrasi untuk mewujudkan sistem merit. Pelaksanaan Pengabdian Masyarakat dilakukan dengan memberikan materi dan sosialisasi tentang strategi peningkatan pengembangan kompetensi di Kabupaten Garut. Hasilnya, BKPSDM Kabupaten Garut segera menyusun road map pengembangan kompetensi ASN sesuai kebutuhan daerah.

Abstract

This study clearly sets out how much the extent of the digital divide affects e-government services being adopted by Indonesia. Such inequality in access and competence of nations in digital technology is one of the great stumbling blocks erected in the way of the Indonesian government to carry out various programs. The research methodology in this paper is largely qualitative, with a mixed method of case study and literature review of the relevant online media to facilitate a description of the digital divide that translates into the use or nonuse of digital public services. This research seeks to identify trends and relationships that may bind together policy contexts and the digital divide. The data for this research were collected through the analysis of secondary data from a wide range of data sources, including the Indonesia Digital Literacy Index survey 2022 and BPS data, both from the service provider and the service user. The findings of the research point to a very low level of digital literacy in Indonesia, especially in terms of digital security. Mainly, the digital divide complicates the social exclusion of older generations, yet, in principle, digital technologies can help people in the older generation live better lives. The core argument of this report is that cutting the digital divide requires investment, training, and leadership based on trust from the concerned parties to see there is an open fair access to digital services.

Abstract

The purpose of this research is to investigate the possibilities of localised female empowerment as a factor supporting deradicalization in Indonesia. Researchers look into the possibilities for deradicalization through localised empowerment of women using descriptive qualitative research methods. Descriptive research means collecting all data related to incidents or situations aligned with the study's theme. That is, by reading and analysing literature sources from regional journals, international articles, and online news sources that discuss women's participation in terrorist acts, women's empowerment in preventing terrorism initiatives, and existing attempts to eradicate terrorism in Indonesia. Using the data or information that has been found, researchers may use the grounded theory technique to explain the causes of a phenomenon, identify its causes and effects, and decide what actions can be implemented in regard to the current situation. The use of localised women's empowerment is thought to have the potential to be an preventative action against the issue of terrorism. Women may be incredibly motivating role models. Women are capable of doing this in the smallest scope, which is the family. Women are able to educate their children and families, provide the concept of tolerance, and spread the love of peace. That is why it is needed to strengthen the laws that may regulate existence of efforts to create deradicalization in local level by involving women in it.

Abstract

This paper aims to analyze fiscal decentralization and regional autonomy specifically for new expansion. It begins with a discussion from a theoretical perspective and is then followed by an analysis of fiscal decentralization and regional autonomy, a case study of West Sulawesi Province as one of the provinces resulting from expansion in Indonesia. The method used is a quantitative approach by analyzing the Degree of Decentralization, PAD Effectiveness Ratio, Revenue Growth and analysis of Regional Government Expenditure. The results show that West Sulawesi Province is dominated by the contribution of the central government in the form of balancing funds. In addition, high regional government spending for consumption compared to investment reduces fiscal space to encourage economic growth. Expenditure autonomy will be less effective if spending is allocated primarily for less productive activities. The main challenge of fiscal decentralization in Indonesia is no longer providing as much funding as possible to regions, but how to ensure that regional governments can use the available funds wisely to improve community welfare.

Abstract

Indonesia continues to face substantial challenges in achieving food security andnutritional adequacy, with nearly 70% of its population unable to afford healthy diet and childhood stunting rates remaining above 20%. Addressing these complex, interlinked issues requires a coordinated, multisectoral response. This study critically examines the implementation of the National Nutritious Food Policy, focusing on the role of stakeholder collaboration within a proposed model that combines two collaborative perspectives, based on the cluster model and the Ansell & Gash collaborative frameworks. This has made the analysis relevant to both practical and theoretical contexts. By employing a qualitative analysis grounded in a literature review and policy analysis, the research identifies four strategic pillars essential to policy success: governance and policy management, food provision and distribution, inter-organizational collaboration and promotion, and monitoring and evaluation. The study emphasizes the need for an integrated institutional framework that aligns national priorities with local capacities, including the engagement of small and medium enterprises (SMEs), Village-Owned Enterprises (BUMDes), and community organizations. Findings highlight that sustained improvements in food security and public health outcomes depend on solid coordination, infrastructure development, and inclusive stakeholder participation. The study contributes to the growing discourse on collaborative governance in public policy, particularly in thecontext of national nutrition interventions. It offers practical insights for optimizing multi-actor implementation strategies in Indonesia’s food system.

Abstract

This study evaluates the implementation of e-government in Central Lombok Regency by examining the gap between planned objectives and actual outcomes, using the Context, Input, Process, and Product (CIPP) evaluation model introduced by Stufflebeam. While e-government is often framed as a national-level policy, this study focuses on a concrete, time-bound local initiative the 2017–2022 E-Government Development Master Plan of Central Lombok which functions as a structured implementation program suitable for programmatic evaluation. Using a qualitative case study approach, data were collected through interviews, observations, and document analysis involving key stakeholders, particularly the Central Lombok Communication and Information Office (Diskominfo). The context evaluation revealed a mismatch between the region digital goals and its limited institutional readiness, particularly in terms of infrastructure and public digital literacy. The input evaluation showed that while planning documents and budgets were prepared, gaps remained in human resources and training capacity, with only 18.75% of officials and 30.75% of staff familiar with basic ICT. The process evaluation highlighted inconsistencies between planned targets and implementation outcomes such as the low number of agencies connected to central servers and minimal public interaction with e-government platforms. Finally, the product evaluation indicated that the program’s objectives were only partially met, with persistent challenges in system integration, inter-agency coordination, and citizen uptake of services. The study concludes that improving cross-agency collaboration, enhancing digital capacity through training and education, and promoting public awareness are essential for advancing e-government outcomes in the region. The use of the CIPP model in this context offers a systematic lens to diagnose programmatic shortcomings and generate actionable recommendations for future policy implementation.
