Abstract

Bangkalan Regency was the region that contributed to the highest cases of malnutrition in East Java in 2018. The Bangkalan Regency Government has implemented the 1000 Hari Pertama Kehidupan program which is a mandate from the Peraturan Presiden Nomor 42 Tahun 2013 concerning the National Movement for the Acceleration of Nutrition Improvement. However, in its implementation, the 1000 Hari Pertama Kehidupan program still encounters many obstacles so that the implementation is not optimal. This study aims to examine the 1000 Hari Pertama Kehidupan program by reviewing the aspects of problem characteristics, policy characteristics, and policy environment using the implementation theory proposed by Daniel A. Mazmanian and Paul A. Sabatier. The method used is a descriptive qualitative approach using data collection techniques through five sources, including archival documents, in-depth interviews, participant observation, and other physical devices. The informant determination technique was carried out by purposive sampling and the number of informants was 10 people. The results showed that the implementation of the 1000 HPK program in tackling malnutrition in the Bangkalan Regency was not optimal. In terms of characteristics, the problem has a fairly high level of technical difficulty and the behavior of the target group is not right. In terms of policy characteristics, program objectives have not been optimally achieved, financial resources are limited, coordination between implementors is not optimal, and the Bangkalan Regency Government does not yet have binding decision rules between OPDs. Then in terms of the policy environment, social, economic, and technological conditions have not supported program implementation, and public support has not been optimal.

Abstract

This research aims to measure the level of transparency that must be done by local governments to raise public trust in society. It is interesting to see the perspectives of society and government. What kind of transparency that the government thinks can be published and what kind of transparency the society wants. Using a descriptive approach involving interviews, observation, and review of relevant documents, this research was conducted in Nganjuk. The result of this research was found that transparency contributed greatly to public trust. The transparency that is meant by the public is written accountability for every step taken by the government and always involves the community, especially the leaders of NGOs (Non- Government Organizations). Meanwhile, according to the government, in every step taken by the government, several things should not be consumed by the public to avoid misunderstanding. The government considers that each policy step is based on several conditions and situations. If the public reads the data with the naked eye, it will lead to many problems in the future. Transparency of data for the government is related to the publication of results and accountability at the end of the term of office. In conclusion, the understanding of transparency according to both parties is different. Therefore, the government has to inform the harmony of understanding about transparency. So that no miscommunication leads the government's actions to be considered incorrect by society.

Abstract

Resistensi yang sangat kuat terhadap perubahan regulasi dan praktik patronase pemanfaatan aset desa khususnya tanah bengkok. Hal tersebut diantaranya ditunjukkan adanya penolakan dari Aliansi Pemerintah Desa Indonesia (APDESI) atas Peraturan Pemerintah Nomor 43 Tahun 2014, khususnya yang mengatur tanah bengkok, telah mendesak Presiden Jokowi segera menandatangani revisinya. Tujuan penelitian ini menganalisis dan menjelaskan bagaimana inovasi regulasi Pemilihan Kepala Desa (Pilkades) mereduksi patronase pemanfaatan aset desa khususnya tanah bengkok. Metode penelitian ini menggunakan metode kualitatif dengan metodologi studi kasus untuk mengkaji Inovasi Kebijakan Pemilihan Kepala Desa dalam Mereduksi Patronase Pemanfaatan Aset Desa di Kabupaten Tuban. Adapun informan yang dipilih dilaksanakan dengan teknik purposive sampling dan teknik snowballing dimana data awal informan didapatkan dari satu informan kunci yang kemudian dilakukan identifikasi, pemetaan hingga menetapkan informan-informan lainnya yang memenuhi kriteria sebagai informan tambahan dalam penelitian ini. Temuan penelitian ini adalah bahwa Inovasi formulasi regulasi peraturan kepala daerah tentang Pilkades dalam reduksi patronase pemanfaatan aset desa melalui regulasi yang mengatur Pilkades di Kabupaten Tuban Tahun 2019, telah membuat sejarah baru tata kelola pemerintahan desa. Bakal calon Kepala Desa rela menyerahkan bagian hak tunjangannya dari tanah bengkok saat terpilih nantinya dengan prosentase besaran yang di serahkan beragam. Inovasi regulasi ini tidak terdapat penolakan dalam formulasi dan implementasinya, meskipun terdapat beberapa kekurangan dalam formulasi regulasi ini, antara lain lemahnya sanksi dan kontrol dari pemerintah kabupaten dalam fungsinya sebagai peran pembinaan dan pengawasan penyelenggaraan pemerintahan desa sehingga memerlukan perbaikan dimasa mendatang.

Abstract

Village funds were a form of state recognition of villages. However, the authority received by the village government in village funds from the central government had not been matched by adequate human resources. It was one of the fundamentals behind the basic policies of the Indonesian Government as Village Government Administrators. Tuban Regency was one of the districts that received and distributed village funds where the Tuban Regency Government also did not escape the problems in distributing village funds, one of which was in Palang District, which could provide village fund distribution. This study aimed to analyzing and testing the effect of competency and training on the performance through organizational commitment of village apparatus in the village fund budget. This research used a quantitative approach with explanatory methods. This study concluded that: 1.) Competency has a significant positive effect on organizational commitment of village apparatus; 2.) Training has a positive effect but not significant on organizational commitment of village apparatus; 3.) Competency has a significant positive effect on the performance of the village apparatus; 4.) Training has a significant positive effect on the performance of the village apparatus; 5.) Organizational commitment has a significant positive effect on the performance of village apparatus; 6.) Organizational commitment to mediate the effect of competency on the performance of village apparatus positively but insignificantly; 7.) Organizational commitment to mediate the effect of training on the performance of village apparatus positively but insignificantly.

Abstract

This article aims to analyze the implementation of the defense spending policy in the fiscal year 2020 at the Ministry of Defense. The problem is focused on the success or failure of the implementation of defense spending policies in the fiscal year 2020 by using the theory of policy implementation by George C. Edward III. This study uses a qualitative approach with a descriptive method. The data were collected through documentation or literature study and analyzed qualitatively using an interactive model. This study concludes that the implementation of the defense spending policy has not been effective, especially in the procurement of the main weapon system equipment. This is a challenge faced by the Ministry of Defense. The procurement of the main weapons system can increase defense strength. However, the procurement of the main weapons system equipment that is still on raw materials from abroad shows the need for the development of the domestic defense industry. So support in the form of a larger budget and government commitment is very much needed so that the defense force can increase as well as the independence of the domestic defense industry can be realized immediately.

Abstract

One of the interesting things in the development of legal products in the regions after the adoption of regional autonomy is the emergence of various regional legal products with sharia nuances. This is also the case in Bangkalan, which in its legal products applies Islamic rules. This study uses normative legal research with a conceptual approach, statute approach, and case approach. The results obtained in this research activity are that the Dzikir and Shalawat activities are expected to be able to resolve the roots of socio-economic problems and the impact can be seen within a certain period of time. Thus it is quite important for Dzikir and Shalawat as a policy not to be confined in the imagination of political discourse and become discourse constructions in the media within the framework of elite populism. so that it does not or has not yet provided a significant impact on the wider community as end users. However, it is important to translate Dhikr and Shalawat as a policy into something more concrete and a public welfare-oriented program.

Abstract

This study aims to identify policy innovations in BUMDesa and their contribution to increasing village original income (PADesa). This study uses exploratory qualitative methods through in-depth interviews with actors who are directly involved with BUMDesa Larasati and related external parties. The results of the research were then analyzed using the perspective of Neo-Institutionalism. This study found that the policy innovations formulated and implemented by BUM Desa Larasati were inseparable from the role of critical actors within the Village Head of Kendalbulur. The Village Head has full support from internal BUMDesa and the Village Consultative Body—in addition to interactions with external institutions such as the Tulungagung DPMD, Banking, and PT. POS, East Java Village BUM Clinic, makes it easy to make policies. Policy innovation has significantly increased PADesa in the last three years. BUM Desa Larasati is already a legal entity and is ready to compete with other agencies. Abstract

Background: Despite the growing interest in public service motivation (PSM) research, there is a lack of studies that specifically examine the PSM of individuals in nontraditional roles, such as village cadres, in the context of mental health care in low-resource settings. Aims: This study aimed to fill this knowledge gap by exploring how PSM influences the actions and choices of village cadres in providing care for people with mental illness in Indonesia. Methods: An instrumental case study approach was employed to gather data through in-depth interviews with 14 village actors across five regencies in East Java Province, Indonesia. Results: The study’s findings reveal the crucial role of PSM in inspiring village cadres to provide mental health care by showcasing their sense of duty toward the community, program dedication, and compassion for patients, highlighting the correlation between PSM and callings that focuses on serving others. Conclusion: This study provides empirical insights into the intricate ways PSM influences the behavior of village cadres toward people with mental illness in Indonesia, offering valuable knowledge about the motivations of this particular group of public service providers and informing policy decisions and future research in the field of public administration. Abstract

The progress of tourism is heavily influenced by the professionalism and existence of its institutions (tourism institutions). In this community service, the Airlangga University Public Administration team partnered with the Diponegoro University Public Administration team to assist MSME partners in Wonolopo Semarang. The problem with partners is the need to strengthen tourism institutions and expand the marketing of MSME products including herbal medicine villages, flora villages selling ornamental plants, and so on. Wonolopo has 10 tourism awareness groups from 8 thematic villages. The solution to the partner problem is the transfer of knowledge of tourism institutional development. There are three choices of institutional forms, namely tourism awareness groups, cooperatives and BUMDesa. The solution to the second problem is information and communication technology-based marketing with Linktree which is shared on social media and using digital marketing platforms. The results achieved after the community service was carried out were that 98.3% of MSME actors and tourism managers in Wonolopo Semarang had increased their abilities in developing tourism institutions and digital marketing innovation, as much as 1.6% needed to be improved. For this reason, more intensive assistance is needed for partners in Wonolopo, Semarang.

Abstract

This article aims to describe the extra role behavior carried out by the apparatus in implementing Ketuk Pintu Layani Dengan Hati Program and the factors that influence it. As an effort to reduce the rate of disease transmission in DKI Jakarta, the DKI Jakarta Provincial Government issued DKI Jakarta Governor Regulation Number 115 of 2016 concerning Ketuk Pintu Layani Dengan Hati Program. The scope of this program includes promotive, preventive, and curative with a door-to-door service mechanism. In implementing the program, it involves Public health center officers and health cadres in the DKI Jakarta province. To explain extra role behavior, Organ's theory of Organizational Citizenship Behavior is used. The research method used is descriptive qualitative. Data was collected by means of interviews, observations, and documents. The technique of determining informants is through purposive sampling, by determining key informants who develop into snowballs. The results of this study indicate that in the implementation of the Ketuk Pintu Layani Dengan Hati Program in DKI Jakarta Province, the apparatus must apply extra role behavior. Doctors, nurses, midwives, and health cadres must carry out their duties beyond their main duties. This can be identified from the dimensions of altruism, sportsmanship, civic virtue, conscientiousness, and participation. While the factors that influence the extra role behavior of the apparatus are cultural factors and organizational climate and job satisfaction factors.
