Abstract

This article aims to describe the extra role behavior carried out by the apparatus in implementing Ketuk Pintu Layani Dengan Hati Program and the factors that influence it. As an effort to reduce the rate of disease transmission in DKI Jakarta, the DKI Jakarta Provincial Government issued DKI Jakarta Governor Regulation Number 115 of 2016 concerning Ketuk Pintu Layani Dengan Hati Program. The scope of this program includes promotive, preventive, and curative with a door-to-door service mechanism. In implementing the program, it involves Public health center officers and health cadres in the DKI Jakarta province. To explain extra role behavior, Organ's theory of Organizational Citizenship Behavior is used. The research method used is descriptive qualitative. Data was collected by means of interviews, observations, and documents. The technique of determining informants is through purposive sampling, by determining key informants who develop into snowballs. The results of this study indicate that in the implementation of the Ketuk Pintu Layani Dengan Hati Program in DKI Jakarta Province, the apparatus must apply extra role behavior. Doctors, nurses, midwives, and health cadres must carry out their duties beyond their main duties. This can be identified from the dimensions of altruism, sportsmanship, civic virtue, conscientiousness, and participation. While the factors that influence the extra role behavior of the apparatus are cultural factors and organizational climate and job satisfaction factors.

Abstract

This study aims to (1) determine whether the speed of customs services, employee integrity, and employee empathy simultaneously have a significant effect on service user satisfaction at the Tanjung Perak Customs Middle Type KPPBC; (2) find out which of the speed of customs service, employee integrity, and employee empathy partially have a dominant influence on service user satisfaction at the Tanjung Perak Medium Customs Type KPPBC. The research method used is the survey method. The primary data source in this study was in the form of questionnaire data on service users at the Customs and Excise Service Office of the Tanjung Perak Medium Type Customs. Methods of data collection through field research methods (Field Research Method), namely questionnaires and literature studies. The results of this study indicate that (1) simultaneously the independent variables consisting of Service Speed, Integrity and Empathy have a significant effect on service user satisfaction in the supervisory office and Tanjung Perak Customs and Excise Services Surabaya is acceptable; (2) partially the dominant influence on service user satisfaction is the Service Speed variable.

Abstract

Kabupaten Tuban merupakan salah satu kabupaten yang memiliki angka stunting tertinggi di Jawa Timur pada tahun 2021 dengan angka tertinggi kasus stunting di salah satu desa mencapai 80%. Jumlah tersebut mendorong pemerintah Kabupaten Tuban untuk meningkatkan pelayanan publik yang diberikan oleh seluruh lini pemerintahan dalam penanganan stunting sampai ke street level bureaucracy atau level desa. Pelaksanaan penanganan stunting yang dilakukan oleh pemerintah tentu juga dipengaruhi oleh kepercayaan masyarakat pada pemerintah. Sehingga penelitian ini bertujuan untuk mengkaji public trust terhadap penanganan stunting pada tingkat street level bureaucracy di Kabupaten Tuban. Peneliti menggunakan OECD Framework on Drivers of Trust in Public Institutions (2021) sebagai pedoman dalam melakukan penelitian. Metode penelitian yang digunakan adalah metode kualitatif. Penelitian ini dilaksanakan di tiga desa dengan urutan kasus stunting tertinggi di Kabupaten Tuban yaitu Desa Brangkal, Desa Sumberejo, dan Desa Kedungrejo. Penentuan informan pada penelitian ini dilakukan dengan menggunakan teknik purposive dan snowball. Informan dalam penelitian ini meliputi kepala desa, perangkat desa, bidan desa, kader posyandu dan masyarakat (ibu yang memiliki anak stunting). Hasil penelitian menunjukkan bahwa public trust terhadap penanganan stunting pada tingkat street level bureaucracy di Kabupaten Tuban cukup baik terutama pada dimensi openness (keterbukaan) dan integrity (integritas).

Abstract

Penelitian ini dilakukan untuk menganalisis penerapan total quality manajemen (TQM) dalam kinerja PT Petrokimia Gresik di masa pandemi. Desain penelitian ini merupakan penelitian deskriptif kualitatif, menggambarkan sebuah keadaan atau penerapan TQM dan kienrja perusahaan. Adapun metode pengumpulan data dilakukan dengan studi literature yang bersumber dari Laporan PT Petrokimia Gresik tahun 2020 dan 2021. PT. hasil penelitian menunjukkan Petrokimia Gresik telah menerapkan aspek-aspek yang ada pada Total Quality Manajemen. selama pandemi, terdapat beberapa produksi yang mengalami penurunan yaitu pada 2 bidang produksi C02 liquid 7%, Dry Ice 12%, hal ini dikarenakan permintaan barang tersebut menurun di saat pandemic. Penurunan ini dapat tertutupi dengan pendapatan di sektor lainnya.

Abstract

Driven by a wide range of social and cultural forces, circular migration has become a prominent phenomenon in the contemporary world, and it is especially common among Indonesian migrant workers. The research delved into what pushes Indonesian migrant workers to going back to host countries for employment after returning to their home country. A case study approach was employed by which a total of 24 semi-structured interviews were conducted with Indonesian migrant workers from Blitar, Malang, Ponorogo, and Tulungagung in East Java, Indonesia. The research reveals that non-monetary incentives such as supportive and amicable workplace environments, including the possibility of career advancements and adequate accommodations, as well as productive and family-oriented communities, act as important motivators for Indonesian migrant workers to go back to host countries. Furthermore, the research adds to the widening topography of migration studies by which it provides a broader picture in painting the “human” rationality behind circular migration in Global South.

Abstract

This study aims to gather responses from stakeholders regarding the Dwelling Time policy that has been in place for seven years, hoping to find new evidence to reduce logistics costs. This study uses a qualitative approach with a Case Study approach by conducting interviews with stakeholders operating in the Tanjung Perak Port related to goods importation. As a result, this study is expected to formulate more concrete and effective recommendations for improving the loading and unloading processes at the port and reducing logistics costs, eventually supporting the improvement of Indonesia's economic growth. The study shows that implementing the Dwelling Time policy to reduce logistics costs does not provide the expected outcome. Instead, it results in higher logistics costs due to PLP. Thus, the government needs to evaluate future policies. Collaboration among related agencies, namely port operators and regulators, by not carrying out PLP if the YOR position does not reach 60-70% and the extended stay indicator is a maximum of 7 days is a solution the author can provide. The government is also expected to continually evaluate policies that have been implemented if they have been running for more than five years. With the discovery of new evidence related to Dwelling Time, the definition of the problem also changes, requiring new solutions or more adaptive policies related to these changes.

Abstract

Abstract This research evaluates Indonesia's strategy in respecting refugee rights, particularly through the policy implementation of the Task Force for Foreign Refugee Handling (Satgas PPLN) in Sidoarjo, in response to challenges arising from not ratifying the 1951 Refugee Convention. A qualitative methodology was employed for an in-depth exploration of phenomena within their real-life context, including extensive interviews with stakeholders directly involved in refugee management, field observations at refugee accommodations like Puspa Agro Apartment and Hotel Green Bamboo, and document analysis including government regulations and reports from UNHCR and IOM. Findings reveal Indonesia’s strategic engagement in fulfilling basic human rights for refugees, such as shelter and healthcare, while facing challenges in non-formal work participation and the absence of formal education and work permits for refugees. Through the establishment of Satgas PPLN and collaboration with international bodies, Indonesia demonstrates a commitment to humanitarian principles, despite legal and economic framework limitations. This study concludes that Indonesia’s approach contributes to the global discourse on refugee management by showcasing how a country can engage in refugee protection without being bound by international refugee convention laws. It highlights the importance of local initiatives and international cooperation in addressing refugee needs and suggests the necessity for more inclusive policies facilitating social and economic integration of refugees. Practical implications include recommendations for enhanced surveillance and investigation to prevent refugee exploitation by smuggling syndicates and the dissemination of legal information to refugees to reduce illegal entry and stay. Keywords: immigration, collaborative governance, refugees, UNHCR Abstrak Penelitian ini mengevaluasi strategi Indonesia dalam menghormati hak pengungsi, khususnya melalui implementasi kebijakan Satgas PPLN di Sidoarjo, sebagai respons terhadap tantangan yang muncul akibat tidak meratifikasi Konvensi Pengungsi 1951. Metodologi kualitatif digunakan untuk eksplorasi mendetail fenomena dalam konteks kehidupan nyatanya, meliputi wawancara mendalam dengan pemangku kepentingan yang langsung terlibat dalam manajemen pengungsi, observasi lapangan di akomodasi pengungsi seperti Apartemen Puspa Agro dan Hotel Green Bamboo, dan analisis dokumen termasuk regulasi pemerintah dan laporan dari UNHCR dan IOM. Temuan mengungkapkan keterlibatan strategis Indonesia dalam memenuhi hak dasar manusia bagi pengungsi, seperti tempat berlindung dan perawatan kesehatan, tantangan partisipasi kerja non-formal dan absennya pendidikan formal serta izin kerja untuk pengungsi. Melalui pembentukan Satgas PPLN dan kolaborasi dengan badan internasional, Indonesia menunjukkan komitmen terhadap prinsip-prinsip kemanusiaan, meskipun dalam batasan kerangka hukum dan ekonominya. Studi ini menyimpulkan bahwa pendekatan Indonesia memberikan kontribusi pada diskursus global tentang manajemen pengungsi dengan menunjukkan contoh bagaimana negara dapat terlibat dalam perlindungan pengungsi tanpa terikat oleh hukum konvensi pengungsi internasional. Hal ini menyoroti pentingnya inisiatif lokal dan kerja sama internasional dalam mengatasi kebutuhan pengungsi dan menyarankan kebutuhan untuk kebijakan yang lebih inklusif yang memfasilitasi integrasi sosial dan ekonomi pengungsi. Implikasi praktis meliputi rekomendasi untuk peningkatan mekanisme pengawasan dan penyelidikan guna mencegah eksploitasi pengungsi oleh sindikat penyelundupan dan penyebaran informasi hukum kepada pengungsi untuk mengurangi masuk dan tinggal secara tidak sah. Abstract

The Indonesian government has handed over its authority to ministries and local governments in the field of culture in the designation of cultural heritage since 2010. However, protection of cultural heritage remains limited due to unclear policies and planning. This study aims to identify gaps in existing cultural heritage conservation policy and planning and propose a revised policy framework. After reviewing the cultural heritage conservation policy framework in Indonesia, several shortcomings were found that affect the cultural heritage conservation process. These deficiencies include insufficient coverage of heritage’s context, insufficient institutional capacity, a heritage-owner approach to conservation, inadequate incentives, lack of funding sources, and lack of transparency. To address these shortcomings, several new policies are recommended, including revision of the political system, provision of integrated conservation approaches and incentives, diversification of funding sources, and expansion of public participation.

Abstract

Penelitian ini bertujuan untuk mengetahui faktor-faktor yang menghambat fungsi Lembaga Pemberdayaan Masyarakat Desa (LPMD) dan pengembangan LPMD dari aspek sistem sebagai upaya penguatan fungsi LPMD dalam rangka pengentasan kemiskinan. Latar belakang penelitian ini karena kurangnya peran LPMD dalam kegiatan pembangunan di desa. Peran LPMD dalam pembangunan pedesaan diperlukan mengingat masih tingginya jumlah penduduk rentan miskin di Jawa Timur sebagai akibat dari kenaikan harga BBM, inflasi yang tinggi, dan merosotnya nilai tukar rupiah. Penelitian ini menggunakan metode kualitatif. Teori yang digunakan adalah teori pengembangan kapasitas kelembagaan dari Riyadi Soeprapto (2010) yang salah satunya adalah aspek sistem. Hasil penelitian ini menunjukkan bahwa LPMD tidak optimal menjalankan fungsinya sebagai penggerak pembangunan desa dalam upaya pengentasan penduduk rentan miskin karena masih memiliki hambatan dari sistem berupa kurangnya komitmen kepala desa untuk melaksanakan aturan secara tegas sebagai landasan hukum organisasi LPMD dan tidak ada regulasi khusus mengenai kedudukan, fungsi, tugas, kewenangan, dan honor LPMD. Oleh karena itu diperlukan pengembangan dari aspek sistem melalui komitmen kepala desa dan dibuatnya regulasi khusus secara tegas dan jelas mengenai LPMD.
