Abstract

Indonesia ranks fourth in the world in tobacco production, with an annual production of 237.11 thousand metric tons. With an approximate number of 84.35 million, Indonesia claims the third rank of largest number of smoking individuals in the world. In 2022, the government's revenue from tobacco excise reached IDR 218.64 trillion, with an increase in revenue target of IDR 245.4 trillion in 2023. The government aims to channel these excise revenues back to society for development and addressing the externalities caused by tobacco consumption. To achieve this goal, the government established the Tobacco Excise Revenue Sharing Fund (DBH CHT). However, this earmarking policy has not yielded optimal results, as several externalities related to tobacco consumption remain unaddressed. Considering these challenges, this study aims to (1) identify the national policy, (2) review the content of related legislative regulations, and (3) analyze policy implementation using the ROCCIPI method. The research employs a qualitative approach, drawing from observations, semi-structured interviews, and previous studies. Based on the ROCCIPI analysis, the study suggests the need for adjustments in the content of DBH CHT legislative regulations, particularly regarding the budget allocation formula. Additionally, it highlights the absence of derivative regulations from relevant technical ministries, potential budget misappropriation, limited understanding of legislative regulations, budget absorption difficulties, and insufficient regulation awareness campaigns.

Abstract

This community service activity aims to increase the political and civil literacy of novice voters in preparation for the 2024 Simultaneous Elections in Indonesia. The targets of this community service activity are school students or youth who are at least 17 years old in the year the 2024 Simultaneous Election will be held. Youth were chosen as the main target because they are a group with a large proportion in the 2024 election contestation which will determine the future of democracy. As new voters, they need preparation and a deep understanding of how to participate in the political process effectively to determine the direction and policies of government. For this reason, the Public Administration Department of Universitas Airlangga will partner with the East Java Provincial Education Office which will later provide guidance to the SMAN 1 Giri, Banyuwangi Regency to hold a community service program at the school. Community service activities will involve understanding the political system, democratic processes, political issues, and the importance of active political participation. Activities will be carried out through three main stages: preparation, implementation and evaluation. The preparatory stage involves collecting and compiling relevant political and civic literacy materials. Next, the implementation stage will involve counseling, workshops and group discussions to provide in-depth understanding to novice voters. The evaluation stage will be carried out to measure the effectiveness of the program and obtain feedback from participants. It is hoped that this activity will provide a fundamental contribution in increasing the political and civil literacy of novice voters. With a better understanding of the political system, first-time voters will be able to make good political decisions, participate actively in the political process, and critically evaluate the information they receive.

Abstract

One of the interesting things in the development of legal products in the regions after the adoption of regional autonomy is the emergence of various regional legal products with sharia nuances. This is also the case in Bangkalan, which in its legal products applies Islamic rules. This study uses normative legal research with a conceptual approach, statute approach, and case approach. The results obtained in this research activity are that the Dzikir and Shalawat activities are expected to be able to resolve the roots of socio-economic problems and the impact can be seen within a certain period of time. Thus it is quite important for Dzikir and Shalawat as a policy not to be confined in the imagination of political discourse and become discourse constructions in the media within the framework of elite populism. so that it does not or has not yet provided a significant impact on the wider community as end users. However, it is important to translate Dhikr and Shalawat as a policy into something more concrete and a public welfare-oriented program.

Abstract

Penelitian ini dilakukan untuk menganalisis penerapan total quality manajemen (TQM) dalam kinerja PT Petrokimia Gresik di masa pandemi. Desain penelitian ini merupakan penelitian deskriptif kualitatif, menggambarkan sebuah keadaan atau penerapan TQM dan kienrja perusahaan. Adapun metode pengumpulan data dilakukan dengan studi literature yang bersumber dari Laporan PT Petrokimia Gresik tahun 2020 dan 2021. PT. hasil penelitian menunjukkan Petrokimia Gresik telah menerapkan aspek-aspek yang ada pada Total Quality Manajemen. selama pandemi, terdapat beberapa produksi yang mengalami penurunan yaitu pada 2 bidang produksi C02 liquid 7%, Dry Ice 12%, hal ini dikarenakan permintaan barang tersebut menurun di saat pandemic. Penurunan ini dapat tertutupi dengan pendapatan di sektor lainnya.

Abstract

Tinjauan literatur sistematis ini mengkaji hubungan antara Job Stress dan Deviance Workplace Behavior dengan mensintesiskan temuan dari 12 studi empiris di berbagai konteks budaya dan jenis pekerjaan. Tinjauannya adalah untuk menyelidiki bagaimana job stress didefinisikan, apa saja anteseden dan penyebabnya, serta efek langsung dan tidak langsungnya terhadap deviance workplace behavior. Studi-studi tersebut secara konsisten mendefinisikan job stress sebagai keadaan psikologis negatif yang dihasilkan dari ketidakseimbangan antara tuntutan pekerjaan dan sumber daya untuk menyelesaikannya. Bukti-bukti secara umum mendukung hubungan positif antara job stress dan deviance workplace behavior, dimana karyawan yang mengalami tingkat stres yang lebih tinggi cenderung terlibat dalam penyimpangan (deviance) yang diarahkan pada organisasi, interpersonal, dan pelanggan. Namun, kekuatan hubungan ini bergantung pada karakteristik individu (kegigihan, efikasi diri, fokus pada peraturan) dan faktor kontekstual (kesesuaian individu-organisasi, dukungan sosial). Beberapa studi juga menunjukkan potensi adanya mediasi, seperti emotional exhaustion dan moral diengagement, yang dapat menjelaskan bagaimana stres diterjemahkan menjadi perilaku deviance. Tinjauan ini berkontribusi pada pemahaman yang lebih berwarna tentang hubungan antara job stress dan deviance workplace behavior, mengidentifikasi kerangka kerja teoritis, serta menawarkan implikasi praktis untuk memitigasi deviance workplace behavior dengan mengatasi stresor di tempat kerja.

Abstract

Studi ini bertujuan untuk mengkaji hubungan antara penerapan prinsip-prinsip New Public Management (NPM) dan peningkatan kualitas New Public Services (NPS) di sektor kesehatan. Melalui analisis studi kasus di Iran, Britania Raya, Swedia, dan Amerika Serikat, penelitian ini mengeksplorasi dampak reformasi NPM, seperti desentralisasi, orientasi pelanggan, pengukuran kinerja, dan reformasi akuntansi, terhadap efisiensi, responsivitas, dan kualitas layanan kesehatan. Temuan menunjukkan bahwa hubungan antara NPM dan NPS bersifat kompleks dan sering kali tidak langsung, dipengaruhi oleh faktor kontekstual dan organisasi. Keberhasilan implementasi NPM sangat bergantung pada keselarasan prinsip NPM dengan budaya organisasi yang ada, serta kemampuan untuk mengintegrasikan perubahan ke dalam prosedur dan rutinitas operasional. Studi ini juga mengungkapkan adanya potensi ketegangan antara standarisasi yang didorong oleh NPM dan otonomi profesional serta penilaian klinis individual. Untuk mengoptimalkan manfaat NPM dalam meningkatkan NPS di sektor kesehatan, studi ini menyarankan agar organisasi kesehatan menyelaraskan prinsip NPM dengan budaya organisasi dan praktik profesional yang ada, melibatkan profesional kesehatan dalam merancang dan menerapkan reformasi NPM, menyeimbangkan standarisasi dengan ruang bagi kebijaksanaan profesional dan penilaian klinis individual, memantau dan mengevaluasi dampak reformasi NPM secara berkelanjutan, serta mengadopsi pendekatan holistik dalam penerapan NPM. Dengan mempertimbangkan kompleksitas dan tantangan yang terlibat, penerapan prinsip NPM yang hati-hati dan kontekstual dapat berkontribusi pada peningkatan kualitas NPS di sektor kesehatan.

Abstract

Arjowilangun Village is situated in the Kalipare District of the Malang Regency and is a major contributor of migrant workers. In reality, the large number of workers who go abroad causes a wide range of problems, including failed departures, illness while working abroad, layoffs before the end of contracts, deceptive contracts, deportation, visa overstaying, nonpayment, and victimization by crime. In this, there is a growing need to protect the villagers of Arjowilangun through regulatory and other legal means. In numerous unfortunate occurrences, the capacity of many manpower is insufficient to comply with Village Regulations. Our Universitas Airlangga Team of Community Service has conducted training and mentoring as part of our collective effort to enhance the organizational capacity for addressing the needs of the community. Particularly, the UNDP's Capacity Development frameworks guided our community service, including engaging stakeholders on capacity development, assessing capacity assets and needs, developing a capacity development response, putting that response into action, and evaluating capacity development. Our service was attended by 37 individuals, including village officials, members of the village representative body, former migrant workers, migrant workers' families, and community leaders. The community service reveals that the knowledge gained as a result of the capacity building efforts was substantial, allowing village leaders in Arjowilangung and other diverse parties to draft local regulations to protect migrant workers. The service and dedication of those involved in both the mentoring and training programs have a significant impact on this, with the support and additional motivation of the village apparatus ensuring that migrant workers receive the best possible services and safety.

Abstract

Abstract After the conclusion of the National Program for Community Empowerment in 2015, Tuban Regency took the initiative to establish Regent Regulation Number 27 of 2018 to manage the remaining assets, including revolving funds. This research aims to describe and analyze the sustainability strategies for managing the revolving funds from the National Program for Community Empowerment in Rural Areas (PNPM-MPd) in Tuban Regency. The focus is on the sustainability theory by Aras & Crowther (2008), encompassing societal influence, environmental impact, organizational culture, and finance. This qualitative descriptive study involved 12 informants. Findings indicate that Rengel and Semanding Sub-districts successfully implemented societal influence through strategies like collateral-free capital access, social funds, and the leadership of group leaders. Environmental impact was addressed through financing strategies for farmers and agreements to defer payments during crop failures. Financial aspects were evident in the increased assets of BUMDesma, innovative strategies by BUMDesma administrators, and transparency and accountability in revolving fund management. However, the organizational culture aspect was not optimally implemented due to a lack of coordination and synergy between regional device organizations (OPD) or the district guidance team, and passive and subjective village leadership.  Keywords: continuity; community empowerment; BUMDes Together     Abstrak  Setelah berakhirnya Program Nasional Pemberdayaan Masyarakat pada tahun 2015, Kabupaten Tuban berinisiatif menetapkan Peraturan Bupati Tuban Nomor 27 Tahun 2018 untuk mengelola aset-aset yang ditinggalkan, termasuk dana bergulir. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis strategi keberlanjutan pengelolaan dana bergulir eks Program Nasional Pemberdayaan Masyarakat Mandiri-Perdesaan (PNPM-MPd) di Kabupaten Tuban, dengan berfokus pada teori sustainability oleh Aras & Crowther (2008) yang mencakup aspek societal influence, environmental impact, organisational culture, dan finance. Penelitian ini menggunakan metode deskriptif kualitatif dan melibatkan 12 informan. Temuan menunjukkan bahwa Kecamatan Rengel dan Semanding telah berhasil menerapkan aspek societal influence melalui strategi akses permodalan tanpa agunan, dana sosial, dan ketokohan ketua kelompok. Aspek environmental impact diwujudkan melalui strategi permodalan bagi petani dan kesepakatan penangguhan pembayaran saat gagal panen. Aspek finance ditunjukkan melalui peningkatan aset BUMDesma, strategi inovatif pengurus BUMDesma, serta transparansi dan akuntabilitas dalam pengelolaan dana bergulir. Namun, aspek organisational culture masih belum diterapkan secara optimal, karena tidak adanya koordinasi dan sinergi antar Organisasi Perangkat Daerah (OPD) atau tim pembina kabupaten dan kepemimpinan kepala desa yang pasif dan subjektif. Abstract

: Since 2010, the Indonesian government has given ministries and local governments the power to designate cultural heritage. However, there are still few clear policies and planning for cultural heritage conservation, so this study aims to find gaps in existing policy and planning and propose a revised policy framework. The method used a qualitative based on literature review. The examination of Indonesia's policy framework for cultural heritage conservation revealed a number of flaws that have an impact on the process. A heritage-owner approach to conservation, a lack of financial sources, a lack of incentives, a lack of openness, and poor coverage of the context of heritage are some of these shortcomings. The political structure should be revised, integrated conservation strategies and incentives should be offered, financing sources should be diversified, and public participation should be increased in order to address these deficiencies.

Abstract

This study aims to analyze stakeholders in forest resource management in Tugusari Village, Bangsalsari District, Jember Regency. This research is motivated by the drastic reduction of critical land in Jember Regency, or in other words, there is success in forest conservation. In answering the problem formulation using Overseas Development Administration theory to identify stakeholders. Meanwhile, for the categorization and interrelation of stakeholders using Reed's theory. This study uses descriptive qualitative method. The results of this study have identified primary, secondary and key stakeholders. The primary stakeholders were LMDH Wana Makmur and the Tugusari Village Government. Secondary stakeholders are PWH Unit VII Bondowoso Jember working area. The key stakeholder is the public company Perhutani KPH Jember. Meanwhile, the stakeholder category consists of key players, contact setters, subjects and crowd. The key category is the public company Perhutani KPH Jember. The contract setters, namely the Village Government. Subjects were LMDH Wana Makmur and Crowd, namely UPT PWH VII Bondowoso, Jember working area. While, the interrelation between LMDH Wana Makmur stakeholders and the public company Perhutani KPH Jember went good because they often held coordination meetings and collaborative involvement
