Abstract

Penelitian ini bertujuan untuk mengetahui keadaan literasi politik masyarakat Provinsi Bengkulu, serta untuk memahami peran KPU dlam konteks keadaan literasi politik. Penelitian ini menggunakan pendekatan kualitatif-deskriptif, untuk mengungkap fenomena berkenaan dengan literasi politik berdasarkan dokumen hasil penelitian yang dilakukan oleh KPU Kabupaten Bengkulu Selatan dan KPU Kabupaten Kepahiang serta keterangan informan dari KPU Provinsi Bengkulu. Hasil penelitian menyimpulkan bahwa keadaan literasi politik di Provinsi Bengkulu masih sangat terbatas hanya pada literasi yang berkaitan dengan proses kepemiluan saja dan belum mencerminkan edukasi yang berorientasi pada penguatan sistem pemahaman dan aktualisasi hak dan kewajiban warga negara. Edukasi politik baru dilakukan oleh KPU melalui kegiatan sosialisasi, bintek dan pendidikan pemilih yang dilaksanakannya dalam rangka agenda tahapan pemilu yang akan digelarnya selaku penyelenggara pemilu. Negara belum memiliki program edukasi untuk peningkatan literasi politik yang sistemik dan berkelanjutan. Kekecewaan masyarakat pemilih terhadap sikap dan kinerja pemimpin dan wakil rakyat hasil pemilihan umum menimbulkan fenomena anomali dimana masyarakat diketahui memiliki pengetahuan dan pemahaman tentang politik namun hal itu tidak konsisten dengan sikap dan perilakunya. Dalam edukasi politik KPU berperan dalam menyampaikan informasi tentang event pemilu yang diselenggarakannya dan memberikan pendidikan politik kepada masyarakat yang hanya terbatas pada konteks kepemiluan saja untuk kepentingan peningkatan prosentase voters turned out dan penurunan prosentase suara tidak sah.

Abstract

In the village development planning process at the village level, there is a lack of fulfillment of the obligation to realize the capacity of a predetermined program, but it gives results in the implementation of the Village Development Planning Conference. This research uses descriptive analytical method with qualitative research. In this case the program that will be implemented and followed up in the District Development Planning Conference is still lack of skills in using technology, lack of transparency in the use of funds for the implementation of village development planning deliberations, lack of communication between village officials and BPD so that programs to be followed up still need to need space for realizing a village development program that will be implemented in the Village Development Planning Conference. That way, a recommendation is given and needs to be updated such as, lack of competence in technology and informant management, lack of transparency of budget allocations in the determination process, lack of communication between the implementing apparatus and the Village Consultative Body

Abstract

This study aims to examine or determine the participation of the Padang Betuah village community in creating tourism in the Padang Betuah village, Pondok Kelapa District, Central Bengkulu Regency. This study uses a qualitative descriptive approach. Data collection techniques by conducting interviews, observation and documentation. Informants in the study were the Village Head, Head of BPD, Secretary of BPD, Head of Bumdes, Head of People, Head of Youth Organization and Tourism Manager in Padang Betuah Village, Pondok Kelapa District, Central Bengkulu Regency. From the results of the study, it can be concluded that the participation of ideas when developing the Gedang Lake tourism can be concluded that participation has been carried out to the maximum. Judging from the results of interviews, the participation given in terms of this planning has been maximized, as evidenced by the many plans that have been planned by the Village Head, BPD and the Secretary of the BPD, BumDes, Tourism Managers, Youth Organizations, and Heads of People who have given participatory thoughts about what is being done. will be built and developed in Lake Gedang. Participation in this implementation has not run optimally due to the many obstacles when carrying out a development that has been planned by the community, such as constrained by non-existent funds, obstacles on land which in fact is privately owned and has been used as plantation land. Participation in the utilization of these results does not yet exist because the results obtained from tourist attractions are not included in the income of BumDes but to private or private so that the community certainly cannot reuse the results that have been obtained from the Lake Gedang tourist spot. Participation in this evaluation has not been maximized because many plans have not been fully implemented, due to many obstacles during implementation.

Abstract

The purpose of this study was (1) to find out the implementation of the Minister of Health Regulation Number 10 of 2021 in the Provision of COVID-19 Vaccines at the Bhayangkara Bengkulu Hospital and (2) to find out the obstacles in the process of administering the COVID-19 vaccine at the Bhayangkara Bengkulu Hospital. This study uses a qualitative approach using descriptive methods. Collecting data in the form of primary data and secondary data. There were 5 informants in this study consisting of 1 person in charge of vaccination, 1 coordinator of the vaccination team, 1 health worker and 2 people receiving vaccines. The results showed that the implementation of the Minister of Health Regulation Number 10 of 2021 in Vaccination at Bhayangkara Hospital Bengkulu on reducing the growth rate of COVID-19 cases was quite influential according to what residents and related parties felt in terms of the four-variable approach proposed by Edward III in Agustino (2016), namely communication, resources, disposition, and bureaucratic structure, it can be concluded that the policies taken are quite appropriate although there are still some obstacles in the implementation of the COVID-19 Vaccination.

Abstract

This study aims to explain the complete primary immunization (Y) and how much the determinants of health infrastructure factors (X1), health budget support (X2), quality of vaccines and equipment (X3), and implementing personnel (X4), Partially and simultaneously, affect Y. The method used is explanatory quantitative. The study locates at the Pendopo Barat and Talang Padang Community Health Centers with a sample of 48 people (5%) based on proportionate stratified random sampling. The results reveal that (1) Partially, X1 affected Y, with r-count X1Y(2.731); X2 had no effect on Y, with r-count X2Y(1.435); X3 had no affected Y, with r-count X3Y(0.380); X4 affected Y, with r-count X4Y(3.322), (2) Simultaneously, the variables X1, X2, X3, and X4 affected Y, with F-count value(6.029). The research implies an urgent calibration for the equipment, besides the need to increase the quantity of immunization equipment.

Abstract

This study aims to describe the implementation of North Bengkulu Regent Regulation Number 47 of 2018 concerning North Bengkulu District Policies and Strategies in the Management of Household Waste and Household Waste-like Waste, in terms of the supporting factors for successful implementation, namely: communication, resources, disposition/attitude executive and bureaucratic structure. This type of research is qualitative research. The location of this research was at the North Bengkulu Regency Environmental Service. Informal selection technique is the informant of this research is snowball sampling. Data collection was carried out through author observation, in-depth interviews and documentation studies. Data analysis was carried out through descriptive data analysis techniques. The results of this study indicate that the implementation of waste management policies in North Bengkulu Regency based on North Bengkulu Regent Regulation Number 47 of 2018 has been going well, especially in Arga Makmur City, as the capital of North Bengkulu Regency and also as the center of government administration and the regional economy. However, for the whole area of North Bengkulu Regency it has not been implemented properly, due to geographical constraints, limited resources and facilities. The success of this implementation is supported by communication factors, resources, dispositions or attitudes of the implementers as well as a well-run bureaucratic structure and community participation. Several obstacles to the implementation of this regulation, in the form of socialization to the community which is still lacking and resource constraints to reach all areas of North Bengkulu Regency.

Abstract

Dilema resiliensi komunitas nelayan tradisional pesisir merupakan refleksi kondisi nelayan untuk terus bertahan dan melestarikan aktivitasnya menghadapi kerawanan ekonomi, ekologi, dan sosial. Penelitian ini bertujuan merumuskan grand strategy penguatan  resiliensi kelompok nelayan tersebut. Penelitian menggunakan kerangka analisis Strength-Weakness-Opportunity-Threats(SWOT) dari Steis (2019) dan David (2013). Metode yang digunakan yaitu metode campuran  dengan desain exploratoty sequential. Pada tahap kualitatif identifikasi dilakukan untuk menentukan faktor internal dan faktor eksternal. Informan penelitian terdiri dari kepala desa, nelayan, dan masyarakat. Triangulasi dilakukan berdasarkan sumber, waktu, dan metode. Analisis data dilakukan dengan model interaktif. Pada tahap kuantitatif 17 item kuisioner dirumuskan dengan menggunakan  skala Likert. Pengujian validitas dan reliabilitas dibantu dengan aplikasi SPSS 28.1.1. Populasi penelitian sebanyak 64 orang nelayan dengan sampel sebesar 54 responden (dk=95%). Analisis data dilakukan melalui pembobotan untuk menentukan nilai IFAS dan  EFAS.  Nilai tersebut kemudian dimasukkan dalam kuadran grand strategy. Analisis data kualitatif  menghasilkan beberapa faktor internal(S-W) dan faktor eksternal(O-T). Hasil IFAS (-1,25) dan EFAS(1,08) menunjukkan posisi kuadran II. Grand strategy konservatif yang perlu dilakukan yaitu; meningkatkan keterampilan nelayan dalam penangkapan dan pengolahan ikan, kaderisasi nelayan muda, dan mengembangkan industri perkapalan rakyat. Penelitian memberikan saran kebijakan untuk pelaksanaan program yang lebih baik, perlindungan terhadap nelayan muda, dan pengembangan perkapalan nelayan.
