Abstract

Pedestrian path conditions are one of the factors that affect willingness to walk and play an important role in supporting historical tourism activities. This study analyzes the performance of pedestrian paths expressed by Pedestrian Level of Service (PLOS) in the colonial historical area of Kota Lama Cirebon.  The method used in this study was to conduct a geometric survey of pedestrian paths, pedestrian flow surveys, and pedestrian travel time surveys in 10 segments scattered throughout the study area. The survey results were analyzed regarding the 1985 Highway Capacity Manual (HCM) and PLOS values generated based on available walking space. The study shows that in terms of walking space availability, most of the segments in the study area have a PLOS A score, which means they are performing well. In comparison, some segments have poor PLOS, such as Merdeka Street, Yos Sudarso Street, TJ Street, and Kebumen Street, due to the unavailability of sufficient walking paths to serve pedestrians or the presence of side obstacles that reduce the effective width of the pedestrian path. To overcome these problems, several things need to be done, such as: 1) issue a policy prohibiting selling on pedestrian paths to reduce side obstacles so that the effective width of the pedestrian path can increase; 2) widen the pedestrian path at least according to the applicable standards; and 3) provide pedestrian paths on segments that do not yet have pedestrian paths.

Abstract

Illegal parking in urban commercial corridors is commonly treated as a public-order problem. From a spatial perspective, however, it also reflects a shift in roadway function, where traffic space is temporarily converted into static space. This study examines that shift using longitudinal occupation (OL), effective width reduction (EWR), and a proposed composite measurement approach termed the Space Pressure Index (SPI). The case site is an approximately 200 m urban commercial segment where vehicles routinely park in parallel on both sides despite the absence of formal parking facilities. Data were collected through a four-day parking patrol survey covering two weekdays and two weekend days, supported by roadway-width measurements under two-sided parking conditions. The results show a clear time-dependent pattern: parking builds up and intensifies during peak commercial hours. Longitudinal occupation peaked at 120.7%, meaning that the cumulative equivalent length of parked vehicles exceeded the usable segment length during the busiest period. At the same time, two-sided parking reduced the effective width by 36.7% relative to the initial geometric width. When these two dimensions are combined, the SPI reached a maximum of 44.3%, indicating substantial functional conversion of movement space during the peak interval. Overall, the findings frame illegal parking in commercial areas as a measurable form of space competition with direct operational implications for corridor mobility. Compared with partial occupancy measures, the proposed OL-EWR-SPI approach offers a clearer segment-scale description of how roadway space is reallocated over time.

Abstract

Temporary market activities along urban corridors may generate roadside friction that directly affects traffic performance. This study aims to analyze the impact of temporary market activity around the Bima Sports Complex in Cirebon City on road segment performance using a microsimulation approach. The model was developed in VISSIM based on field data, including road geometry, traffic volume, vehicle composition, speed, and roadside activity characteristics under two conditions: weekday or normal condition and weekend condition when temporary market activity takes place. Model validation was conducted using the GEH statistic by comparing simulated and observed traffic volumes. The validation results showed GEH values ranging from 0.214 to 1.138, indicating that the model was acceptable for comparative performance analysis. The results showed that total traffic volume increased from 3,148 vehicles/hour under normal conditions to 5,557 vehicles/hour on Sunday. This increase was accompanied by the use of roadside space for parking, temporary stopping, trading activities, and pedestrian movements. The average two-direction speed decreased from 27.91 km/h to 5.05 km/h, while the average delay increased from 1.65 seconds/vehicle to 94.48 seconds/vehicle. The level of service also declined from LOS A to LOS F. These findings indicate that road performance degradation was not only caused by increased traffic volume, but also by intensified roadside friction and reduced effective roadway width. The results provide an initial basis for developing temporary traffic management strategies for urban corridors affected by periodic market activities.
