Abstract

Implementing Transit Oriented Development (TOD) areas is an effort to overcome problems in urban areas due to rapid growth over time. These problems cause difficulties in mobility and land use, followed by traffic congestion, increased pollution, and accessibility that is not maximized. Therefore, the implementation of TOD is needed to support more sustainable movement in urban areas, especially in cities that have the potential to implement TOD. This study aims to discover the principles of TOD in a metropolitan area and the development strategies and recommendations that can be made to turn a metropolitan area into a TOD area. The method used in this research is the scoring method based on the TOD principles of ITDP standard 2017 and field observation activities. SWOT analysis was then conducted to determine the development strategy and recommendations that can be made. The research results at the study location still need to be included in the TOD area, where the study only scored 52 points. Efforts that can be made include adding recommendations for walking and cycling infrastructure at the study location so that it scores 66 points, which is included in the bronze category as a TOD area.

Abstract

  The effect of on street parking in urban commercial areas can cause a degradation of road performance. Therefore, the development of an integrated parking system is crucial to be carried out in commercial areas so that the performance of road sections does not degrade and does not cause heavy congestion. This study aims to provide recommendations for integrated parking locations based on existing parking conditions in the study area, so that they can be integrated and combined in one location. The method used is a primary survey that refers to the guidelines of the Indonesian Road Capacity Manual (IRCM) 1997 in analyzing traffic performance, and refer to the Guidelines for the Implementation of Parking Facilities 1997 in analyzing parking conditions. Meanwhile, for recommendations in determining alternative parking locations using SWOT analysis. The result of this research is the proposed location for integrated parking at Pasar Balong with the recommendation of a 4-floor building. The SWOT analysis showed that its strengths are its strategic location and high parking demand, its weaknesses are land limitations and lack of integrated parking management, its opportunities are potential for revenue and increased traffic flow, and its threats are resistance from local businesses and significant investment needs. The implication of this study is to provide a solution to the problem of roadside parking in commercial areas that interfere with traffic flow, improve the efficiency and accessibility of parking facilities for the community, and become a reference for further research on integrated parking management in other commercial areas.

Abstract

Pedestrian path conditions are one of the factors that affect willingness to walk and play an important role in supporting historical tourism activities. This study analyzes the performance of pedestrian paths expressed by Pedestrian Level of Service (PLOS) in the colonial historical area of Kota Lama Cirebon.  The method used in this study was to conduct a geometric survey of pedestrian paths, pedestrian flow surveys, and pedestrian travel time surveys in 10 segments scattered throughout the study area. The survey results were analyzed regarding the 1985 Highway Capacity Manual (HCM) and PLOS values generated based on available walking space. The study shows that in terms of walking space availability, most of the segments in the study area have a PLOS A score, which means they are performing well. In comparison, some segments have poor PLOS, such as Merdeka Street, Yos Sudarso Street, TJ Street, and Kebumen Street, due to the unavailability of sufficient walking paths to serve pedestrians or the presence of side obstacles that reduce the effective width of the pedestrian path. To overcome these problems, several things need to be done, such as: 1) issue a policy prohibiting selling on pedestrian paths to reduce side obstacles so that the effective width of the pedestrian path can increase; 2) widen the pedestrian path at least according to the applicable standards; and 3) provide pedestrian paths on segments that do not yet have pedestrian paths.

Abstract

Public transportation subsidies or what is called the Public Service Obligation (PSO) is an important indicator in the public transport system to ensure the sustainability of the operation of the public transportation system. Subsidies are government interventions in controlling transportation fares so that people can use public transportation at affordable fares. This study aims to provide an overview of the determination of fares and the amount of subsidy needed in corridor 2 of Trans Cirebon. Fare analysis is determined using the vehicle operating cost and Willingness To Pay (WTP) approaches which will then form the basis for providing an overview of the subsidy that should be provided by the Government in an ideal Trans Cirebon operation. This research shows that: 1) the fare currently applied are still in accordance with the WTP value the people of Cirebon City; 2) for an ideal Trans Cirebon operation, a vehicle operating cost of Rp. 6,135,159,933.29/year is required; 3) the amount of subsidy required ranges from Rp. 5,705,919,933.29/year to Rp. 6,108,879,933.29/year depending on the achievement value of the load factor and the fare applied.

Abstract

Cirebon City is one of the metropolitan areas stipulated in PP No. 26 of 2008 namely RTRWN as a National Activity Center (PKN) in developing metropolitan areas, especially in Ciayumajakuning area. The Cirebon City has become the center of economic growth, resulting in an increase in the flow of urbanization and in line with social dynamics that must be considered due to urban city activities. One of the impacts of urban cities is the increase in traffic density, causing a decrease in traffic performance. The purpose of this study is to determine the existing conditions of railroad level crossings in Cirebon City and see their impact on traffic performance, social dynamics and economic growth in Cirebon City.  The research method used is a survey method, including traffic volume surveys, train frequency surveys, and calculating queue lengths and calculating delays.  Based on the result of a survey on 8 roads in the Cirebon City with an average capacity of 3191 smp/hour, the degree of saturation is 0.5, the Level of Service value is C, which means the flow is stable, the speed can be controlled by traffic. However, if it is review based on an economic analysis related to the loss of community income due to level crossings if it is assumed that the average income of the people of Cirebon City is IDR 2.304.943.51 each individual experiences losses ranging from IDR 0 – IDR 768.314 for one month depending on the how long the individual experiences waiting time at a level crossing. If analyzed based on fuel consumption, each individual experiences a loss of IDR 0 – IDR 30.294 per month depending on the waiting time and the type of fuel used and if it is associated with the economic growth of Cirebon City, it is expected to increase the contribution of GRDP for each sector and respondents feel that level crossing are very important affect their travel interest.

Abstract

Majene Regency is located in West Sulawesi Province and is designated as a provincial education area causing the population to increase, the increase in population is not accompanied by an increase in the number of educational facilities which causes a lack of access to education. This study aims to determine and analyze the gap in educational facilities in Majene Regency and analyze the needs of ideal educational facilities in Majene Regency. This research is descriptive quantitative research, namely research that describes variables as they are supported by data in the form of numbers generated from actual circumstances. The result of this research is that most districts have educational facilities such as kindergarten, elementary school, junior high school, and high school. Only Banggae district and Tubu Sendana district and Ulumanda district do not have high school facilities. The education distribution gap occurs in Majene Regency, Majene Urban Area is most dominant in lacking educational facilities compared to other districts. This is not correlated with the status of the urban center which in fact provides and has more facilities and services than other districts. Efforts are needed to improve and develop educational facilities by adding educational facilities, especially high school education facilities, which have the highest demand. Abstract

The traffic performance analysis research on this road section was carried out on Jalan Jendral Sudirman Kuningan Regency. The road has a high density. In connection with this, research is needed using the 1997 Indonesian Road Capacity Manual (MKJI) method. This research aims to analyze the performance of the Jendral Sudirman road section and provide technical recommendations that can be applied to the Jendral Sudirman road section. After conducting research at the observation location, the capacity value for peak hour is 2245.47 smp / hour, the degree of saturation is 0.70 (crowded smoothly), and the level of road service is included in the "C" category. For the next 5 years, the capacity value is 2245.47 smp / hour, the degree of saturation is 0.75 (dense creeping), the level of road service is included in the "D" category. For the next 10 years, the capacity value is 2245.47 smp / hour, the degree of saturation is 0.81 (creeping solid, the level of road service is included in the "D" category. Technical recommendations that can be applied are first, namely the reduction of side obstacles, the second technical recommendation is road widening, and the third technical recommendation is traffic engineering.  Keywords: Degree of Saturation, Side Obstacles, Road Section Performance, Road Level of Service.

Abstract

Pedestrian facilities are a crucial element in sustainable urban planning to enhance safety, comfort, and accessibility for road users. This study aims to evaluate the quality of pedestrian facilities in the Perjuangan Street corridor, Cirebon City, which is designated as an educational area, using the Customer Satisfaction Index (CSI) and Pedestrian Level of Service (PLOS) approaches. The methods employed include pedestrian surveys, user satisfaction questionnaires, and an analysis of sidewalk geometric conditions based on the 2017 technical planning guidelines. The results indicate that pedestrian satisfaction with the available facilities falls within the "very satisfied" category, with a CSI score of 90.83. Based on the PLOS analysis, the Perjuangan Street corridor is classified as grade A, meaning pedestrians can move freely without significant obstacles. However, the geometric analysis reveals that although the sidewalk width meets the standards, the surface condition is deteriorating, and there is a lack of facilities for persons with disabilities. Therefore, this study recommends improvements such as enhancing the quality of sidewalk surfaces, providing dedicated lanes for people with disabilities, adding green spaces and drainage systems, and upgrading supporting facilities such as seating, lighting, and pedestrian signs to improve user safety and comfort. Abstract

Flood modeling is crucial as part of disaster mitigation efforts in a region. This study aims to determine the extent and depth of flood inundation using ArcGIS 10.8 and analyze flood modeling using HEC-RAS 6.3.1 to predict potential flooding in rural areas of Cirebon District. Rainfall analysis was conducted using the Thiessen Polygon method based on ten years of maximum rainfall data, while flood analysis was carried out using the Nakayasu Synthetic Unit Hydrograph (HSS) method. The study results indicate that rice fields were the most affected area, covering approximately 45.95 hectares with an inundation depth ranging from 1 to 2 meters. To mitigate flood impacts, an increase in embankment height by 1.5 meters is recommended at several critical points. Keywords : Flood mitigation, Flood Modelling, HEC-RAS, ArcGIS, HSS Nakayasu
