Abstract

This study examines the effectiveness of the development planning of the state civil apparatus in increasing competence. The research objective is to understand how the planning for the development of the state civil apparatus in increasing competence by the Bener Meriah District Education and Training Personnel Board. The theoretical perspectives used are public administration theory, planning effectiveness theory, state civil servant resource management theory, and competency development. The research method used is qualitative. The results showed that planning for the development of the state civil apparatus in increasing competence by BKPP Bener Meriah Regency is still not effective, this can be seen from the indicators of planning effectiveness according to Cambel JP, including program success, target success, satisfaction with the program, levels of input and output and achievement of goals. all of which are still ineffective. Internal obstacles are due to the lack of budget for the education and training program so that they cannot provide competency development training for ASNs, and external obstacles are due to the lack of interest in ASNs to improve competence due to high training costs and lack of commitment from SKPK leaders in Bener Meriah Regency in motivating ASNs to improve their competence.

Abstract

A clean and healthy lifestyle is a health behavior that is carried out out of a person's concern for himself, family members, and other people in the surrounding environment. The application of a healthy lifestyle is not only washing hands with soap but also disposing of garbage in its place in the community environment. The aim is to find out whether students carry out clean and healthy living behaviors as the formation of their disciplinary character. This research method uses a type of classroom action research. The results obtained in implementing a healthy lifestyle through physical education can improve the character of discipline in MAS Khulafaur Rasyidin students, namely there is an increase in student discipline, namely in the implementation of the pre-cycle there are 23.3% of students experiencing good discipline while in cycle I there is a value of 50% increase the results obtained amounted to 26.7% of students who experienced changes when implementing a clean and healthy lifestyle. In addition, it was continued with cycle II with a fairly high value of 93.33% with an increase of 43.33%. The conclusion of this study is that the application of a healthy lifestyle in physical education learning shows an increase in the discipline of Khulafaur Rasyidin MA students. This increase can be seen from an increase in student participation which includes student activity, student discipline, and student interest in adopting healthy living habits.

Abstract

This paper examines how the legal protection of women in the event of talaq divorce at the Sharia Court is related to the relative competence of the Sharia Court. This study is significant due to many talaq divorce cases at the Sharia Court filed by husbands not based on the wives’ domiciles. Such practices have been contrary to the principle of civil procedural law, which stipulates that a divorce case filed by the husband must be based on the wife’s domicile. Data were taken from talaq divorce decisions tried by the Banda Aceh Sharia Court, analyzed using the principles of civil procedural law. Findings of the study revealed that the majority of talaq divorce cases tried by the Sharia Court did not have strong legal force, as they were not in line with the principle of actor sequitor forum rei. In general, the decisions of the Banda Aceh Sharia Court in talaq divorce cases were made without the presence of the respondents (wives). Such decisions not only contradicted the principles of civil procedural law, but also had an impact on limited access for women to defend their interests in the courtroom.

Abstract

Islamic moral education is a crucial aspect in shaping a society's character to be ethical and civilized. In Empai Tanong Village, Montasik District, Aceh Besar, the synergy between community leaders and formal educational institutions has proven to be effective in the formation of Islamic ethics. This study aims to explore the role of collaboration between formal and informal education, carried out by community leaders, in reinforcing Islamic moral values in the local community. The research uses a qualitative approach, with in-depth interviews with community leaders, educators, and local residents. The findings indicate that formal education and the teachings from community leaders complement each other, with religious education in schools providing the theory and concepts of Islamic ethics, while community leaders instill these values through example and religious activities. The family and social environment also play an important role in supporting the formation of Islamic ethics, although challenges from social media and external cultural influences remain obstacles. This study emphasizes the importance of synergy between educational institutions, community leaders, and families in creating a community with Islamic ethics in Empai Tanong Village.

Abstract

Kasus pemerkosaan tidak hanya memengaruhi kesehatan mental dan hubungan sosial korban, tetapi juga dapat mengganggu hak-hak dasar mereka, termasuk kebebasan untuk mendapatkan pendidikan. Perempuan yang menjadi korban sering kali mengalami stigma, perlakuan tidak adil, dan luka emosional yang menghalangi mereka untuk terus melanjutkan pendidikan. Selain itu, perlindungan hukum yang ada belum cukup memastikan bahwa hak pendidikan mereka tetap terjamin. Penelitian ini bertujuan untuk mengevaluasi pendampingan hukum yang efektif dalam melindungi korban pemerkosaan, terutama dalam memastikan hak pendidikan perempuan terlindungi dengan baik. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus dan wawancara mendalam terhadap korban, pendamping hukum, serta lembaga terkait. Hasil penelitian menunjukkan adanya beberapa hambatan, seperti kurangnya kerja sama antara layanan hukum dan bantuan psikososial, rendahnya kesadaran lembaga pendidikan tentang kebutuhan korban, serta masih kuatnya stigma sosial yang dihadapi korban. Sebagai solusi, penelitian ini menyarankan pendekatan pendampingan hukum yang menyeluruh, yang mencakup pemberian bantuan hukum yang terpadu dengan layanan psikologis, pembuatan kebijakan perlindungan di lingkungan sekolah, serta peningkatan peran masyarakat dalam membantu pemulihan korban. Hasil penelitian ini diharapkan dapat memberi kontribusi nyata dalam membangun sistem pendampingan hukum yang lebih inklusif, memastikan perlindungan pendidikan bagi korban, serta mendukung pemenuhan hak asasi perempuan.
