Abstract

Data Indeks Demokrasi Indonesia menunjukkan bahwa untuk Provinsi Kepulauan Bangka Belitung pada aspek terjaminnya hak memilih dan dipilih dalam pemilu masih rendah (47,59%). Rendahnya partisipasi pemilih dalam pemilu sangat disayangkan. Oleh karena itu, pengenalan dan pendidikan politik menjadi sangat krusial untuk memperbaiki tingkat kesadaran politik pada masyarakat di Provinsi Kepulauan Bangka Belitung. Generasi muda yang merupakan pemilih pemula menjadi subjek yang sangat penting untuk diberikan motivasi, semangat dan panduan untuk mengenal politik. Dengan diadakannya pendidikan politik bagi mitra penelitian, diharapkan dapat menumbuhkan ketertarikan dan partisipasi generasi muda dalam berpolitik dan juga dapat menjauhkan stigma dan penilaian bahwa pondok pesantren sering melahirkan bibit-bibit radikalisme dan cenderung kurang demokratis karena memandang pimpinan/kiai sebagai pengambil keputusan termasuk dalam kegiatan politik (pemilu). Penelitian ini bertujuan untuk mengetahui langkah-langkah yang dapat dilakukan untuk menumbuhkan ketertarikan dan kesadaran berpolitik generasi muda dan faktor yang mendorong keterlibatan generasi muda untuk berpartisipasi dalam kegiatan politik di Provinsi Kepulauan Bangka Belitung.

Abstract

This study examines the dynamics of electoral politics in West Sumatra from the 1998 Reform Era to the 2024 General Election, focusing on the interrelationship between party system configuration, voter behavior, and regional development trajectories. Employing a qualitative approach with extensive literature review, secondary data from the General Elections Commission (KPU), and academic as well as media sources, this research provides a longitudinal analysis of legislative seat allocation trends, party dominance, and strategic maneuvers by key political actors, notably the Prosperous Justice Party (PKS) as the dominant executive power. Findings reveal that West Sumatra’s political landscape is deeply shaped by Minangkabau culture, Islamic traditions, and a robust diaspora network. Since the 2014 election, the rise of nationalist parties such as Gerindra, Golkar, and NasDem has demonstrated a gradual shift in voter orientation from ideological affiliation to rational and programmatic considerations. Legislative fragmentation has enhanced accountability mechanisms but has simultaneously slowed policy consensus-building processes, particularly in infrastructure and economic development planning. These dynamics highlight that democracy in West Sumatra is a product of the interplay between religious values, local cultural norms, and national political modernization. This study contributes to the literature on local democracy in Indonesia by offering a framework that emphasizes the linkages between electoral competition and governance performance. It also recommends multi-stakeholder consensus-based governance strategies to strengthen regional development effectiveness. West Sumatra can serve as a model of “value-based politics,” integrating culture, religion, and modernization as social capital for advancing democracy and sustainable development.

Abstract

This study aims to analyze the role of village governments in the management and protection of mangrove ecosystems in Bangka Regency and to formulate a model for community-based sustainable governance based on blue economy principles. The study employed a descriptive qualitative approach with a multiple-case design in three villages: Rebo Village, Kota Kapur Village, and Waringin Village, representing different stages of mangrove management. Data collection was conducted through in-depth interviews, participant observation, and documentation studies. Data analysis employed an interactive model encompassing data reduction, data presentation, and conclusion drawing. The results show that the role of village governments varies significantly and is influenced by institutional capacity and external support. Waringin Village is in the early stages, with conservation activities still dependent on external parties. Kota Kapur Village implements a participatory model through collaboration with community groups. Meanwhile, Rebo Village has reached the institutional stage with multi-actor partnership-based mangrove ecotourism management. Key success factors include adaptive local leadership, community participation, regulatory support, and cross-sector partnerships. This study concludes that the role of village government evolves through three stages: initiative, participatory, and institutional, with a balance of regulatory, facilitative, and collaborative functions as key. Integrating mangrove conservation with principles of the blue economy is a crucial strategy for sustainable coastal development.
