Abstract

This study aims to determine the influence of service quality and rules of regulation on user satisfaction at Soeman Hs Library. Assessment indicators used include the ability and attitude of librarians in serving, the facilities and atmosphere of the room, instructions and means of access, information access, regulations on opening hours, services, membership, the number of books that can be borrowed, length of time borrow, satisfaction, located in Soeman Hs Library department of libraries and archives the province of Riau. This research is descriptive survey that is prioritizing the questionnaire list as a collecting data and data collected with this tool and then used as the main raw material to analysing empirical conditions of objectivity at the meticulous location. There is one population group and the sample in this study is library members with a total sample of 100. Types and data collection technique used consist of primary data collected by questionnaire techniques and interview techniques and secondary data collected using observation technique and documentation technique. While analysis technique used is the validity test, reliability test, descriptive statistical analysis, inferential statistical analysis, classic assumption test, multiple linear regression analysis, f test and t test. The results of the analysis show that service quality has a significant effect on user satisfaction in the Soeman Hs Library. Rules and regulations have a significant effect on user satisfaction in the Soeman Hs Library. The contribution of influence of the quality of service and regulations on the satisfaction of users in the Soeman Hs Library is 0,674 while the remaining 0,336 is influenced by other variables such as promotion, communication and others.

Abstract

Many factors can affect a person's performance, one of which is Education and training (Diklat). Training is a learning process in an organization that leads to changes in employee attitudes and behavior in order to meet expectations of work qualifications and demands for organizational development both internal and external. Among the types of education and training according to Government Regulation No. 14 of 1994 concerning Education and Training of Civil Servants, the author intends to examine leadership education and training that are classified in technical education and training. The main objective of this research is to find out and analyze the influence of leadership education and training on the performance of the apparatus in the government of Rokan Hulu Regency. This study examines the effect of Leadership Education and Training by using indicators of Training Implementation, Training Costs, Training Participants and Training Facilities on Apparatus Performance with indicators of Service Quality, Communication, Speed, Ability, and Initiatives. This type of research used in this study is this research using an associative explanatory approach (explanatory associate research) which seeks to explain the causal relationship between variables (associative) through hypothesis testing. The research method used is quantitative that aims to obtain evidence of a causal relationship or influence of the research variables. The total sample population in this study was 94 people with 2 people as key informants with census techniques for sampling, the type of data used was primary data collected by questionnaire and interview techniques while secondary data was collected by observation and documentation techniques. The data analysis technique used is the validity test, reliability test, normality test, simple linear regression test and partial test (T test). based on analysis techniques Based on the value that tcount is 10,587 at ttable with df = 92 and a significant level of 5% or 0.05 obtained 0.1707. Because tcount (10,587)> ttable (0.1707) then Ho is rejected and Ha is accepted, meaning that the variable Education and Training Leadership (X) has a significant influence on the Performance of the State Civil Apparatus (Y).

Abstract

The purpose of this study was to analyze the implementation of services to manage building permits (IMB) in the Department of Investment and One Stop Services (DPMPSP) Bengkalis Regency. The method in this research uses quantitative descriptive research which means to describe and explain in depth the public services that are carried out. Technical data collection using observation, interviews, documentation and questionnaires. Based on the research findings, it can be concluded that the mechanism and procedures for implementing the services provided to the community have met the standard service procedures. The service period is fast and continues to be maximized by service officers and technical officers involved in issuing building permits. Service fees that are free of charge to license applicants and the payment system most applicants expect through ATMs. Service products that are considered to be very good and also require regular improvement, such as in the product of complaint services. Supporting facilities and infrastructures are deemed necessary for special attention so that the creation of maximum service, although at this time with existing facilities and infrastructure services are still carried out to the maximum. The competency of service officers is also maximized by providing soft skills and hard skills training, especially in building permit services.

Abstract

Pengujian kendaraan bermotor adalah proses kegiatan menguji atau pemeriksaan yang dilakukan terhadap kondisi kendaraan bermotor, kereta gandeng, dan kereta tempelan yang dilaksanakan oleh petugas yang memiliki kewenangan yang disebut sebagai penguji dalam rangka memenuhi ketentuan persyaratan teknis dan layak jalan. Tipe penelitian yang digunakan ialah Survey Deskriptif dengan mengunakan Pendekatan Kuantitatif yaitu dengan teknik pengumpulan data melalui kuisioner, wawancara, observasi, dan dokumentasi. Terdapat dua kelompok populasi yaitu Pegawai Dinas Perhubungan Kota Tanjungpinang yang berjumlah 10 orang dan masyarakat berjumlah 60 orang. Dua teknik sampling yang dipergunakan dalam menetapkan individu sampel adalah teknik sensus untuk populasi pegawai dinas perhubungan kota Tanjungpinang dan teknik incidental sampling untuk kelompok masyarakat. Teknik pengumpulan data yang digunakan terdiri dari data primer dikumpulkan dengan menggunakan teknik wawancara, kuisioner, dan observasi. Indikator penilaian yang digunakan meliputi Standar dan Sasaran Kebijakan, Sumber Daya, Komunikasi Antar Organisasi, Karakteristik Agen Pelaksana, Kondisi Lingkungan Sosial Ekonomi dan Politik, dan Disposisi Implementor. Dari hasil penelitian ini menunjukkan bahwa Pelaksanaan Pengujian Kendaraan Bermotor Pada Kendaraan Mobil Barang di Kota Tanjungpinang berjalan dengan “Cukup Terlaksana”. Hal ini dikarenakan belum maksimalnya sasaran dalam pengujian kendaraan bermotor yang dilakukan Dinas Perhubungan Kota Tanjungpinang dalam meningkatkan jumlah uji kendaraan , dan belum maksimalnya sosialisasi yang diberikan kepada masyarakat sebagai supir atau pemilik kendaraan mobil barang dalam memberikan pemahaman secara baik dan jelas serta mudah dimengerti.

Abstract

Pelokalan Sustainable Development Goals Desa menjadi acuan utama didalam pembangunan desa secara menyeluruh dalam aspek sosial, ekonomi dan lingkungan, reformasi Badan Usaha Milik Desa pada Sumber Daya Manusia dan tata kelola guna mencapai tujuan tersebut. Masalah utama adalah rendahnya tingkat pengetahuan dan keterampilan sumber daya manusia dan kurang baiknya tata kelola merupakan faktor utama yang menyebabkan tidak berkembang. Tujuan pengabdian ini meningkatkan pengetahuan dan keterampilan bagi sumber daya manusia dan tata kelola Badan Usaha Milik Desa Kesumbo Sejahtera Kabupaten Bengkalis. Metode Pengabdian dilakukan melalui analsisi masalah, sosialisasi dan focus group discussion dan monitoring evaluasi. Hasil menunjukan teradapatnya peningkatan pengetahuan dan keterampilan sumber daya manusia serta adanya perubahan pada tata kelola dan kelembagaan.

Abstract

Penelitian ini bertujuan untuk menganalisis dan menjelaskan pelaksanaan program bantuan stimulant perumahan swdaya (BSPS) dalam penyediaan rumah di Desa Koto Perambahan Kecamatan Kampa Kabupaten Kampar. Bantuan Stimulant Perumahan Swadaya (BSPS) adalah fasilitas pemerintah, yang merupakan sejumlah bantuan yang diberikan kepada orang-orang yang berpenghasilan rendah. Sementara itu, kekuatan pembangunannya adalah membangun perumahan karena inisiatif dan usaha masyarakat sesuai dengan individu atau kelompok, termasuk perbaikan, pemulihan, pembangunan rumah baru dan lingkungan. Teori yang digunakan dalam penelitian ini terdiri dari 4 teori yaitu : kebijakan yang dilaksanakan, kelompok sasaran, organisasi pelaksana dan factor lingkungan. Dalam mengumpulkan data penelitian menggunakan teknik survey deskriptif dengan pendekatan metode kuantitatif. Penelitian ini ini menarik dan menetapkan sejumlah sampel dari populasi yang dijadikan sumber data dan informasi, dimana sampel tersebut ditarik atau ditetapkan dari sejumlah populasi penelitian, dan mengutamakan alat pengumpulan data daftar kusioner dan daftar pedoman wawancara sebagai alat dasar untuk menjelaskan variabel penelitian dengan tujuan untuk memaparkan menjelaskan, dan menggambarkan kenyataan yang ada.Hasil penelitian ini menunjukkan pelaksanaan Program Bantuan Stimulant Perumahan Swadaya dalam penyediaan rumah layak huni di Desa Koto Perambahan Kecamatan Kampa Kabupaten Kampar belum berjalan Optimal. Termasuk kurangnya partisipasi dan kesadaran masyarakat serta kurangnya pengetahuan tentang program BSPS. Selain itu, dalam tahap pembangunan yang harus dilakukan dalam gotong royong dengan kelompok yang telah ditentukan tetapi pada kenyataannya masih dilakukan secara individual. Kata Kunci: Program Stimulant, Perumahan Swadaya Layak Huni

Abstract

The problems that arise in relation to this research are that in the context of implementing corporate social responsibility, it has not been running effectively, which is marked by the lack of precise targeting of the assistance provided in the context of community empowerment by PT. Indah Kiat Pulp and Paper Tbk Perawang to farmers in Tualang District. In addition, the low nominal assistance provided is also an obstacle for local community empowerment programs. In addition, the assistance provided will be returned to the company is also an unusual thing. The purpose of this study was to analyze and explain the effectiveness of corporate social responsibility at PT. Indah Kiat Pulp and Paper Tbk Perawang in Tualang District, Siak Regency. The type of research used is qualitative research with descriptive method. There are two types and sources of data, namely primary data and secondary data. Data collection techniques consist of interviews, observation and documentation. Informants from this research consisted of the Chief Executive of CSR, Head of the TJSP Forum Unit of Bappeda Siak, Coordinator of Agricultural Extension Center in Tualang District and community elements as fostered farmers. The results showed that of the 5 indicators, namely understanding of the program, right on target, on time, achieving goals and real changes had not run effectively. The obstacle faced is that there has not been a collaboration between PT. IKPP, Center for Agricultural Extension and Assisted Farmers. In the future, it is hoped that there will be good cooperation between the parties involved, and that each CSR program activity is free of charge or free, and the CSR forum shows its performance in accordance with applicable regulations.

Abstract

Inclusive development lies not only in social aspects, but is extended to environmental aspects. The concept of social exclusion and inclusion has redefined the concept of economic development which must also rely on a social approach or use an inclusive development approach. The presence of street vendors for the economy can have a positive impact, but on the other hand it has a negative impact on urban planning and the environment. This research aims to understand and achieve inclusive development for the marginalized group of street vendors in Tembilahan. This study uses qualitative methods by collecting interview data, observation and documentation as well as data analysis by presenting data, reducing and drawing conclusions. The results show that there is no inclusive development for marginalized groups of street vendors in Tembilahan as seen by the minimal participation in development. Participation only occurs when there is control and arrangement for street vendors, then there is no policy that specifically regulates street vendors, besides that the difference in formalization and provision of space in the arrangement among street vendors, from all these findings the impact is not inclusive and comprehensive in the development of marginal groups of street vendors.

Abstract

One of the objectives of the implementation of corporate social responsibility is to empower people who are in the poverty line in order to avoid adversity by implementing various community empowerment programs carried out by companies with various activities in the economic, social and environmental fields. However, in reality, many programs carried out by companies are not in accordance with the needs of the community which results in losses for the community. Siak regency has issued Regional Regulation Number 1 of 2013 concerning Corporate Social and Environmental Responsibility or abbreviated as TJSL. The main tasks are as follows: a) conduct an inventory of companies that are obliged to implement TJSL programs; b) facilitate TJSL programs; c) convey openly to the community TJSL programs; d) conduct field supervision of TJSL programs; e) evaluate the implementation of TJSL programs; and f) report the results of TJSL activities to the Regent. In this paper the author wants to see how the performance of the TJSL forum in order to carry out its main tasks in Siak District. This research uses a qualitative research method with a literature study approach by reviewing 15 research articles. Analysis techniques used by reviewing research results in the form of journals and books that are directly related to the research theme. The results of this study concluded that the performance of the Siak Regency TJSL Forum in carrying out its main duties has not been effective in accordance with the application of the theory used. It is hoped that in the future the TJSL Forum of Siak Regency can work as much as possible in carrying out its main duties so that what is done by the company for the people of Siak Regency is as expected, namely helping the government's duty to prosper.

Abstract

Penelitian ini bertujuanuntuk mengetahui pelaksanaan fungsi kepemimpinan pada perusahaan yang bergerak dibidang kontraktor dan manpower yaitu PT.Niaga Mitra Perkasa Di Kecamatan Pangkalan Kerinci Kabupaten Pelalawan.Objek penelitian ini adalah karyawan pada PT. PT.Niaga Mitra Perkasa.dalam mencapai tujuan organisasi yang di tentukan, organisasi harus mendapatkan loyalitas dan kinerja karyawan yang maksimal dan menjalin hubungan kerjasama dengan perusahaan-perusahaan dan pemerintah setempat.oleh sebab itu pimpinan dalam hal ini ialah direktur harus menjalankan pelaksanaan fungsi kepemimpinan yang tepat, supaya tujuan organisasi tercapa. Penelitian ini mengambiil sampel sebanyak 63 Responden menggunakan metode purposive (ketergantungan) dan dalam menganalisis data menggunakan metode kualitatif. Jenis dan sumber data yang digunakan adalah data primer dan data sekunder.Metode pengumpulan data dilakukan dengan menyebar kankuisioner dan wawacara kepada responden dan pemimpinin organisasi dalam hal ini ialah direktur hasil penelitian ini memperoleh kesimpulan bahwa Pelaksanaan Fungsi Kepemimpinan yang ditinjau dari Pelaksanaan fungsi sebagai penentu arah, Pelaksanaan fungsi sebagai wakil dan juru bicara, Pelaksanaan fungsi sebagai Komunikator, Pelaksanaan fungsi sebagai Mediator, Pelaksanaan fungsi sebagai integrator memperolehpersentase dengan interval 34% - 66%. dan tergolong dalam kriteria “Cukup Terlaksana” ini menunjukkan pelaksanaan fungsi kepemimpinan yang dilakukan oleh pemimpin belum maksimal dalam menjalankan tugas dan fungsinya sebagai pemimpin. Dari penelitian yang dilakukan dapat diketahui bahwa Pelaksanaan fungsi kepemimpinan sangat berpengaruh terhadap kinerja dan loyalitas karyawan di PT.Niaga Mitra Perkasa Kecamatan pangkalan kerinci Kabupaten pelalawan.
