Abstract

Purpose: This study investigates the autonomy of art workers within the Indonesian cultural industry through a case study of two local television stations, ADiTV and Bali TV. The main objective is to examine how art workers maintain their autonomy while navigating the demands of the market and the organizational values imposed by their institutions.   Methods: This study adopts a qualitative case study approach. Data were collected through in-depth interviews with television managers, art workers, and observers. The observers interviewed in this study were individuals with a deep and long-standing concern for the dynamics of local television. ADiTV and Bali TV were selected as research sites due to their distinctive characteristics. ADiTV operates as a local television channel with an Islamic missionary orientation, while Bali TV is embedded within the Ajeg Bali cultural movement.   Findings: This study found that the autonomy of art workers in the cultural industry on local television shows a negotiated position. This study found that economic interests in pursuing profits and mass production within the cultural industry do not always harm the autonomy of art workers. Pressures on art workers actually come from non-market forces that are more cultural, such as Islamic values ​​on ADiTV or Ajeg Bali on Bali TV.   Originality: This research contributes to the debate on artists' autonomy in the local television. By taking non-economic factors into account in determining artists' autonomy, this study makes an essential contribution to the discussion on artists' autonomy in the cultural industry, which tends to emphasize commercial factors.

Abstract

Kajian ini didasarkan pada argumentasi khalayak media baru pada dasarnya merefleksikan visi paling radikal uses and gratifications. Dalam visi baru ini, audiens benar-benar terlibat secara aktif dalam mencari informasi. Pada satu sisi, hal ini memberikan harapan baru bagi partisipasi khalayak dalam proses komunikasi, sekaligus membuka kesempatan yang lebih luas bagi partisipasi warga negara dalam kehidupan publik. Namun, di sisi lain, hal itu juga mengandung persoalan. Dalam banyak kasus, khalayak lebih mencari informasi yang meneguhkan keyakinannya atau pilihan-pilihan sikap yang sebelumnya telah diambil. Akibatnya, individu cenderung tenggelam ke dalam ‘kesesatan’ sikap dan keyakinan yang dipilihnya. Studi ini meneguhkan hal itu. Melalui partisipasi observasi, studi ini menemukan bahwa individu-individu terlibat aktif dalam mencari dan berbagi informasi dalam suatu kelompok percakapan yang disesuaikan dengan kebutuhan, nilai, dan keyakinan mereka. Sayangnya, hal itu tidak disertai dengan sifat kritis yang cukup atas sumber-sumber informasi yang mereka akses sehingga menciptakan suatu pandangan yang bias dan menyesatkan. Dalam situasi semacam itu, suatu digital literasi mutlak diperlukan agar media baru benar-benar memberikan manfaat bagi khalayak, dan bukannya sebaliknya.

Abstract

Since the beginning of the reformation era in 1998 and the enactment of Broadcasting Law No. 32/2002, local television channels has grown significantly. These emerging local television channels were expected to serve as an antithesis to Jakarta-based national television while also providing a space for cultural expression. This study investigates how local television express local culture using the cultural-political economy perspective. The research employs a case study with an instrumental case design and was conducted at ADiTV in Yogyakarta from April to September 2023. Data were collected through in-depth interviews, observations, and documentation. The findings indicate that local television stations like ADiTV play a crucial role in providing a platform for local cultural expression. However, as private broadcasting institutions, the cultural contents featured in programs such as Jenggleng Manasuka, Mocopat Syafaat, and Wedang Ronde cannot be separated from commercial motive. In other words, culture-based television programs are products of the cultural industry that must be marketable to generate profit, often making economic considerations more dominant. As a result, cultural expression on ADiTV becomes highly limited and fails to foster diverse cultural representations. This study concludes that economic interests shape the local cultural expression, as culture-based television programs are inherently part of the cultural industry—products intended for sale. This is a dimension often overlooked by researchers studying local television in Indonesia
