Abstract

Unemployment is one of the issues confronting Indonesia in the labor market. This is due to a lack of jobs, inflation, explosions, or a lack of investment, all of which lead the unemployment rate to rise, particularly in the city of Bandung. As a result, the Bandung City Manpower Service developed the BIMMA application, one of which is to serve as a forum for connecting companies and job seekers in online job fairs in order to reduce unemployment. The purpose of this study is to describe the policies taken by the Bandung City Manpower Service in dealing with numbers in the city of Bandung based on data included in the BIMMA application. Descriptive research using a qualitative approach is used in this study. Following that, data was gathered through structured and semi-structured interviews, observation, documentation, and library research. Data analysis employs a pattern approach from the bottom up in a hierarchical approach, with data triangulation serving as the validity test. According to the findings of the study, the data obtained from the BIMMA application is used as statistical data for reports to local governments and as an indicator or reference for the agency to create work programs the following year in the form of open training or apprenticeship through competency tests on applications that are used to reduce unemployment in Bandung City.Keywords: Job Fair, E-government, unemployment

Abstract

Belum lama ini, dunia digemparkan oleh sebuah virus hebat yang menyebabkan sebuah pandemik bernama Covid-19 (Corona Virus Disease). Organisasi harus dengan sadar mengupayakan perubahan dengan serius dan berkelanjunag dengan pertimbangan adanya dorongan dan tuntutan yang membuat organisasi harus melakukan perubahan.Terutama dengan adanya pandemi Covid-19 ini. Penelitian ini dimaksudkan untuk mengkaji mengenai pentingnya perubahan organisasi pada masa pandemik Covid-19. Penelitian ini menyimpulkan bahwa organisasi harus dapat berubah dengan cepat untuk mengahadapi krisis yang secara tiba-tiba hadir. Organisasi diharapkan dapat menerapkan 4 strategi yang dapat membantu dalam kondisi krisis, yaitu responsif, proaktif, kolektif, dan kemitraan.

Abstract

This study aims to determine the financial management of Regional Original Income (PAD) in Maintaining the Ratio of Regional Independence of Cilegon City in 2018-2020. This study uses secondary data obtained from the Regional FinancialManagement Agency (BPKAD), as the regional apparatus authorized to manage regional finances ofCilegon City. The theory used by Baldric Siregar consists of Financial Planning, Financial Implementation, and Financial Reporting using the Halim formula, namely the Regional Financial Independence Ratio, Effectiveness Ratio, and Efficiency Ratio. The results of the study concluded that the City of Cilegon uses an information system to facilitate the implementation and reporting of PAD regional finance, although Cilegon City still relies on transfer funds (both from the Provincial Government and Central Government), but has made efforts to increase regional independence based on the average percentage growth PAD is 39.41%. Based on the effectiveness ratio, So it can be concluded that the financial performance of the Cilegon City Government for 3 years (2018-2020) is quite good even though it fluctuates per year.

Abstract

Regional independence can be seen from the high or low local indigenous income. In doing planning, forecasting is needed as consideration for policy making. For economic development planning, accurate predictions of regional income are needed. Majalengka Regency as one of the districts included in the national legislation program Segitiga Rebana area is projected as the driving force for the economic growth of Java Province Barat. The research method uses secondary data on regional tax revenue receipts of Majalengka Regency obtained from the Central Statistics Agency. Data analysis using time series with models tested including Single Exponential Smoothing, Double Exponential Smoothing, Winters Method Additive, and Winters Method Multiplicative. The study aimed to find the best forecasting methods for receiving local tax incomes. The results indicated the Winters Method Additive is the best forecasting method that can be used to forecast local tax incomes. The Mean Absolute Percentage Error of Winters Method Additive reaches the accurate category with a value of 14% when level is 0.1, trend is 0.2, and seasonal is 0.1.

Abstract

Terracotta is a culture that emphasizes the unification of natural elements with human life. In this case, humans should preserve what has been given by God in the form of the universe, which humans can then reuse. As part of the culture and architectural concept, the part often discussed by researchers in various scientific articles leads to terracotta as an art or architectural concept. This is also the concern of researchers in this study. This research aims to analyze the realization of Global Governance through the actors who are members of the hexahelix in preserving terracotta architecture. Furthermore, this research is a descriptive study with a qualitative approach, while data collection techniques are carried out through observation, interviews, FGDs, and literature studies. The results showed that government actors, academics, and the community had the most significant roles in preserving terracotta architecture in Majalengka Regency.

Abstract

In an effort to improve the water quality of the Citarum River, the central government launched a program called the Citarum Harum Program through Presidential Regulation (Perpres) no. 15 of 2018, this program is targeted to be completed for a period of 7 years from the beginning of the issuance of the policy. The purpose of this research is to find out in depth how the implementation of Collaborative Governance carried out by the Sector 6 Task Force team of the Citarum Harum Program where the program can provide good results in improving the water quality of the Citarum River. Descriptive method through qualitative approach is the method used in this research, observation, interview, and documentation study are the three techniques used in the data collection process in this study. The results of the study indicate that the collaboration process carried out by the Citarum Harum Sector 6 Task Force team in general has gone well, causing the water quality of the Citarum River to show a better graph. It is based on 5 dimensions written by Ansell and Gash. Where the five aspects include; face-to-face dialogue; build trust; commitment to the process; mutual understanding; and intermediate results. But on the other hand, there is still a need for improvement from some of these aspects to provide even more maximum results and the problems that exist in the Citarum River can gradually be resolved.

Abstract

This study aims to determine whether there is an effect of the administration of regional property on the quality of the financial statements of Bappelitbangda Bandung Regency. Mahmudi stated that financial reports will be of high quality if they have the following characteristics: 1) relevant; 2) reliable; 3) comparable; and 4) understandable. In this study, the researcher used a quantitative approach with data sources coming from primary and secondary sources. Data collection techniques used by researchers are through observation, questionnaires and literature study. To support the research analysis, the researcher used descriptive statistics with the Statistical Product and Service Solutions (SPSS) program test tool. This study concludes that there is an influence on the administration of regional property on the financial quality of Bappelitbangda Bandung Regency. Through R square which shows the independent variable administration has a positive but not significant effect on the quality of financial reports, while the rest is influenced by other variables that were not investigated in this study.

Abstract

Food security is still an issue that needs attention because it affects all aspects for both the government and the community. In order to increase the effort of food security especially rice commodities, Bandung City provides the best through new programmes and innovations, namely ATM beras and Buruan SAE. The research objective to be achieved in this study is to determine whether the city of Bandung has implemented Agile Governance either through innovation or programs that have been made. This study used descriptive qualitative method. Data was collected by observation, interviews, and literature studies. The result of this research is that the city of Bandung has implemented the concept of Agile Governance in overcoming the food security of its rice commodity. Although there are still some shortcomings in the implementation of the basic principles of Agile Governance itself.

Abstract

This study aims to find out how to fulfill the objectives of the capital investment policy that has been carried out by the Regional Government of Majalengka Regency to one of their regional-owned enterprises, namely PD Sindangkasih Multi Usaha. Research method used in this study is mixed methods with concurrent transformative strategies. Qualitative data obtained through unstructured interviews and observations, while for quantitative data obtained through the study of documents related to the indicators that will be examined. The results of the study show that the objectives of equity participation as stated in the regulation of equity participation have been achieved, but further steps are needed to determine whether there is a need for a policy of capital investment again or not.

Abstract

Contra-radicalization was designed to counter radical ideology, primarily transnational ideology in Indonesia. In its realization, it has two approaches, soft and hard, with two methods, online and offline. However, based on the fact that those radical ideologies are still present virtually and in reality. Thus, this research aims to describe how the program is run by BNPT (National Counter Terrorism Agency) using its strategy, method, and approaches. This research used Grindle’s implementation theory of policy content, with the method used being descriptive and qualitative. The results showed that there are indicators challenging the implementation of the program such as the clarity of Interest affected, lack of resources used, and the characteristic of the regime.
