Abstract

The purpose of this study was to determine the capability of Dynamic Governance aspects of thinking across the Building and Environmental Planning in the Kutai Timur Regency Strategic Area (RTBL KSK). This research method uses qualitative research with descriptive research type. Data collection is done by: Interview, Observation, and Documentation. Activities in data analysis, namely data reduction, data display, and conclusion drawing/verification. The results of the study show aspects of thinking across the Building and Environmental Planning in the Regency Strategic Area (RTBL KSK) East Kutai show indicators that are still weak in terms of evaluation and adjustment. Adopted from the Building and Environmental Planning (RTBL) can not be separated from the concept called Urban Design (UD). Urban design is three dimensional, short term, with more emphasis on safety, aesthetics/character, and harmony with the environment. The evaluation indicators that need to be considered are land use mismatches and land-use intensity. Furthermore, the KSK RTBL is a strategic program action plan for handling the problems of settlement and infrastructure development in the field of Cipta Karya in priority areas in urban areas as an area that can contribute to minimum food security for consumption in East Kutai Regency and is directed to be developed to meet the needs of East Kutai Regency.

Abstract

The results of the research indicate that (1) the implementation of gender mainstreaming policy seen from the abolishment of Medium-Term Development Plan of East Kutai Regency prioritizes the improvement of women's capacity and role in development, especially the participation of women in the government, private sector, labor force and improvement of gender development index. While the gender mainstreaming policy contained in Women's and Family Empowerment Agency strategic plan shows that the enactment of strategies such as increasing participation of women in private institutions and government.There is a description of the activities that run optimally such as the Exhibition of Women's Works in the Field of Development in addition there are also activities that have not run optimally such as Building a Women Awakening Activity in Politics, this activity needs to be maximized again by Women's and Family Empowerment Agency. (2) The factors influencing the implementation of policies such as environmental conditions indicate that the community is still less concerned with women's participation in public decisions and public policy. Then in the inter-organizational relationship factor, the action plan of gender mainstreaming in each Unit of Regional Work Unit is implemented in harmony so that requires cooperation between the regional device work unit and cross-sectoral involvement. Furthermore, the Resource factor shows that the quantity of women in Women's and Family Empowerment Agency has more number than men. In addition, support in the form of equipment and equipment is sufficient and the characteristic factor of the implementing agency capability shows the commitment of Women's and Family Empowerment Agency employees in socializing gender responsive development.

Abstract

Bureaucratic reforms carried out in Indonesia at present has five main goals and objectives, namely a cleanbureaucracy, bureaucracy is efficient, transparent bureaucracy, bureaucracy that serves well as a decentralizedbureaucracy. The five targets and objectives are more directed at the implementation of structural reforms in the bureaucracy, but bureaucracy is a form and order which contains the structure and culture. Structure refers to thearrangement of a temporary order that contains the value of culture, systems, and custom made ​​by the principals that reflect the behavior of human resources. Therefore, institutional reform of the bureaucracy including the composition of agovernment bureaucracy, as well as the values ​​of reform, governance systems and procedures of the behavior of human resources. In connection with the reform of the bureaucracy that should be done with reference to the two aspects are equally important, namely the institutional aspects that lead to the reform of its structure, levels of hierarchy andmanagement system; and reform of aspects of culture, namely rearranging organizational culture that had been executed.

Abstract

The Influence of Project Management on the Effectiveness of Project Management at the Regional Housing and Settlement Office of Kutai Kartanegara Regency.  This study aims to determine the influence of project management on the effectiveness of project management at the Housing, Regional and Settlement Office of Kutai Kartanegara Regency.  Based on the results of the calculation of the Correlation Coefficient of Product Moment (Pearson), rhit = 0.712, for n = 30 at the significance level of 5%, which is 0.361. Or it can also be said that rhit = 0.712 > rtab = 0.361. This means that there is a positive influence between the project management variable and the project management effectiveness variable. Based on the hypothesis test, thit = 5.623, this result when compared to the value in the t-student critical price table turned out to be larger, namely thit = 5.623 > ttab = 1.701 at a significance level of 0.05 for n – 2 = 30 (30 – 2 = 28). The meaning is that there is a positive influence between project management variables and project management effectiveness variables. Based on the results of the analysis of the determination coefficient (R2), a value of 0.469 was obtained, which means that the project management variable has an influence of 46.9% on the effectiveness of project management caused by the project management variable where the remaining 53.1% are other variables that are not measured in this study. Thus, it can be said that the formulation of the problem in this study has been answered and the hypothesis proposed in this study can be proven to be true.Pengaruh Manajemen Proyek Terhadap Efektivitas Pengelolaan Proyek Pada Dinas Perumahan Kawasan dan Permukiman Kabupaten Kutai Kartanegara. Penelitian ini bertujuan  untuk mengetahui  pengaruh manajemen proyek terhadap efektivitas pengelolaan proyek pada Dinas Perumahan, Kawasan dan Permukiman Kabupaten Kutai Kartanegara. Berdasarkan hasil perhitungan analisa koefisien korelasi Product Moment (Pearson) diperoleh    rhit = 0,712, untuk n = 30  pada tingkat  signifikasi  5%, yaitu 0,361. atau  dapat dikatakan  pula   bahwa   rhit = 0,712 > rtab = 0,361. hal ini bermakna bahwa terdapat adanya  pengaruh positif antara variabel  manajemen proyek dengan variabel efektivitas pengelolaan proyek. Berdasarkan uji hipotesis diperoleh thit = 5,623, hasil ini jika dibandingkan dengan nilai pada tabel harga-harga kritis t-student ternyata lebih besar, yaitu thit = 5,623 > ttab = 1,701  pada tingkat signifikansi 0,05 untuk n – 2 = 30 (30 – 2 = 28). Maknanya adalah terdapat pengaruh yang positif antara variabel manajemen  proyek dengan variabel efektivitas pengelolaan proyek. Berdasarkan hasil analisa koefisien determinasi (R2) diperoleh nilai sebesar 0,469, yang artinya variabel manajemen proyek memiliki pengaruh sebesar 46,9% terhadap efektivitas pengelolaan proyek yang disebabkan oleh variabel manajemen proyek di mana sisanya sebesar 53,1% adalah variabel-variabel lainnya yang tidak diukur dalam penelitian ini. Dengan demikian dapat dikatakan bahwa rumusan masalah di dalam penelitian ini telah terjawab dan hipotesis yang diajukan dalam penelitian ini dapat dibuktikan kebenarannya.

Abstract

Penelitan ini bertujuan untuk mengetahui bentuk, Penyebab dan Resolusi Konflik Organisasi pada Kantor Badan Satuan Polisi Pamong Praja Kabupaten Kutai Barat. Penelitian ini menggunakan jenis penelititian diskriptif kualitatif dengan pendekatan studi kasus. Subjek penelitian ini adalah Pimpinan dan Pegawai kantor Badan Satuan Polisi Pamong Praja Kabupaten Kutai Barat. Teknik Pengumpulan Data yang digunakan adalah wawancara mendalam, pengamatan terlibat dan dokumentasi. Teknik analisis data dalam penelitian ini menggunakan teknik analisis data kualitatif. Hasil penelitian ini menyimpulkan: (1) Bentuk-bentuk konflik di kantor Badan Satuan polisi  Pamong Praja Kabupaten Kutai Barat adalah: (a) konflik pribadi, (b)  konflik antar pribadi, dan (c) konflik antar kelompok.  (2) Sumber atau penyebab konflik di kantor Badan Satuan polisi Pamong Praja Kabupaten Kutai Barat adalah (a) Adanya hubungan  saling  ketergantungan yang tinggi; (b) Adanya distribusi pekerjaan yang tidak merata; (c) Pendelegasian pekerjaan yang tidak sesuai; (d) Keanekaragaman karakter pegawai; (e) Kurangnya komunikasi dan koordinasi tidak berjalannya komunikasi dan koordinasi yang baik; (f) Adanya perbedaan pemberian insentif; (g) Kurangnya ketegasan pimpinan; dan Perjalanan dinas yang didominasi oleh pihak tertentu. (3) Resolusi Konflik yang dilakukan pimpinan dalam mengendalikan konflik pada Badan Satuan Polisi Pamong Praja menggunakan teknik dominasi agar masalah dapat  diselesaikan dengan cepat, bahkan dengan memberlakukan sanksi-sanksi yang sah sesuai peraturan yang berlaku agar pegawai mentaati dan patuh terhadap peraturan-peraturan yang ada sehingga semua dapat berjalan sebagaimana mestinya.
