Abstract

Penelitian dengan judul Kineja Pegawai Kantor Kelurahan Sumahilang Kecamatan Pekanbaru Kota, Kota Pekanbaru di laksanakan lebih kurang lima bulan, dimana fenomena yang terjadi diantaranya kemampuan operator yang belum maksimal dan fasilitas kerja yang kurang mendukung, konsep teori dalam dalam penelitian ini mengacu pada konsep Kuth Davis dalam mangkunegara dengan teknik pengumpulan datanya melalui observasi dan wawancara mendalam. Adapun jenis penelitian dilakukan melalui pendekatan deskriptif Kualitatif

Abstract

Pandemi Covid-19 mempengaruhi sektor pariwisata, terutama bagi masyarakat yang mengelola ekowisata mangrove kawasan pesisir secara swadaya. Seperti persoalan yang dialami mitra masyarakat Ekowisata Mangrove Sungai Bersejarah Kayu Ara Permai, yang disebabkan rendahnya aksesibilitas mitra terhadap kebijakan ekosistem mangrove dan ekowisata kawasan pesisir, baik dari kebijakan pemerintah maupun pihak swasta. Selain itu masalah mitra lainnya, masih melakukan promosi dan penyebarluasan informasi potensi ekowisata secara tradisional, tidak memahami manajemen tata kelola ekowisata yang baik, tidak tersedianya sarana infrastruktur pendukung, termasuk masih rendahnya pengetahuan danpeningkata kesadaran masyarakat untuk mengelola ekowisata menyikapi kebijakan pariwisata masa new normal. Pengabdian dilakukan dengan memberikan pendampingan tata kelola administratif, sosialisasi, pelatihan, dan FGD (focus group discussion) guna memaksimalkan potensi ekowisata mangrove untuk alternatif ekonomi masyarakat sekitar. Pelaksanaan kegiatan menggunakan pertemuan tatap muka dan daring bersama pengurus kelompok pengelola ekowisata, perangkat desa, masyarakat, dan pihak swasta. Hasil kegiatan berupa peningkatan pemahaman dan keterampilan masyarakat mengembangkan ekowisata di masa pandemi peningkatan kualitas pelayanan ekowisata, peningkatan ketenteraman atau kesehatan masyarakat umum, dan akses dana melalui kebijakan padat karya di masa pandemi Covid-19 senilai Rp 230 juta dari pemerintah (KLHK) dan swasta, untuk pembangunan infrastruktur ekowisata, sehingga mitra memiliki tambahan modal guna meningkatkan pendapatan dari berbagai potensi Ekowisat Mangrove Kayu Ara Permai. Mitra dan masyarakat sekitar menjadi sadar tahu dan ikut terlibat aktif dalam menggerakkan perekonomian melalui sektor ekowisata, dengan tetap menerapkan protokol kesehatan Covid-19.

Abstract

The purpose of this research is to know the Implementation of Education and Training of State Apparatus of State Apparatus (ASN) in Pekanbaru City Regional Secretariat Year 2016 and Barriers Factor in Implementation of Education and Training of State Apparatus (ASN) in Pekanbaru City Regional Secretariat 2016. Based on the results of research on the implementation of Education and Training Method On The Job Site conducted in the Regional Secretariat of Pekanbaru In practice used the method of Debriefing, Job Rotation, Apprenticeship and Assignment While using methods of Information Presentation Techniques and Simulation Techniques, As for factors that become obstacles in the implementation of education and training (Training) Employees of State Civil Apparatus in the Regional Secretariat of Pekanbaru (1) It is not easy to obtain experienced staff from within because of the limited ability or time. (2) The number of participants must meet a favorable ratio. (3) The difficulty of arranging study time, meaning many things to consider. (4) experienced staff (senior) lack of encouragement or encouragement to new employees, so that when the learning begins the atmosphere is not conducive and the employees tend not to be passionate to follow the Training. (5) Participants may not directly apply the knowledge or skills gained from the exercise. (6) The cost is relatively larger than the cost if the exercise is held by the agency itself

Abstract

Siak Regency is one of the areas in Riau that has the potential to develop tourism in the region, precisely in Kecamatan Mempura include: natural potential, historical potential, socio-cultural potential, and the potential of agriculture and condensation. They are: Tangsi Belanda, Tomb of Sultan Buang Asmara, Kotler House and Office, Datuk Pesisir House, Dome of the Dome, Wedana Office at Lower Hilir. The tourism sector requires a good development of tourism. The potentials that are owned can be developed and get maximum results. From the explanation the authors use descriptive research type using qualitative research methods with the focus of research 1.Policy Ecotourism development in Siak District 2. obstacles in ecotourism development in Kecamatan Mempura Siak regency. The research results explained that the development of ecotourism area in Districk Mempura is still not yet Maximum because there are still many obstacles faced by local government Mempura

Abstract

Organizational Culture is a shared value system in an organization that is a reference for how employees carry out activities to achieve the goals or goals of the organization. This is stated as the vision, mission and goals of the organization. Organizational culture is developed from a collection of norms, values, beliefs, hopes, assumptions, and philosophies of the people in it. The purpose of this research is to find out and analyze the Organizational Culture of the One-Stop Integrated Investment and Services Office of Riau Province and to analyze the obstacles in the Organizational Culture of the Department of Investment and One-Stop Integrated Services of the Riau Province. In this study the authors use the concept of theory according to Jerald Greenberg and Robert A. Baron (2010: 36) suggesting that there are seven elements that show the characteristics of organizational culture, among others, innovation, stability, orientation to people, orientation to results, being calm , attention to details, orientation to collaboration

Abstract

Fenomena yang peneliti temui dilapangan berkaitan dengan bagaimana seorang pemimpin perempuan berkoordinasi,berkomunikasi dan menyeimbangkan antara karir dan rumah tangga, serta kultur yang kurang mendukung wanita bekerj .Konsep teori dalam dalam penelitian ini mengacu pada konsep kepemimpinan. teknik pengumpulan datanya melalui observasi dan wawancara mendalam. Adapun jenis penelitian dilakukan melalui pendekatan deskriptif Kualitatif. Berdasarkan hasil penelitian bahwa ibu lurah harus lebih intensif melakukan pendekatan pendekatan kepada pegawainya,melalui komunikasi yang intensif,selalu memotivasi pegawai dalam bekerja dan mengutamakan disiplin dan kejujuran kepada pegawai. Hambatan yang dimiliki ibu lurah berasal dari kurangnya sarana dan prasarana kantor kelurahan,usia ibu lurah yang relative muda sehingga sulit berkomunikasi dengan pegawai yang lebih tua dan hambatan ekternal kantor kelurahan. saran penulis adalah bahwasanya ibu lurah harus lebih intensif melobi kepala kecamatan untuk kelengkapan sarana prasarana kantor, harus bisa lebih mempengaruhi pagawai dalam kebijakan kebijakannya.

Abstract

Abstrak: Tujuan pengabdian masyarakat ini untuk menguatkan kelembagaan kampung iklim Kelurahan Tobekgodang, dan membuka akses dukungan kebijakan proklim dari pemerintah. Metode kegiatan dengan sosialisasi secara luring dan daring, pendampingan administratif, dan pelatihan bantuan Proklim. Dari hasil kegiatan pengabdian ini terjadi peningkatan eksistensi kelembagaan kampung Iklim Kelurahan Tobekgodang, peningkatan kapasitas kelembagaan Proklim setelah mendapat dukungan prasarana mitigasi dan adaptasi perubahan iklim, peningkatan kemampuan SDM serta manfaat yang dapat langsung diaplikasikan untuk membentuk masyarakat berketahanan iklim di tingkat tapak.Abstract: Efforts to mitigate and adapt to climate change in Indonesia are still constrained by the climate village institutional program (Proklim) at the site level. The purpose of this community service is to strengthen the climate village institution of Tobekgodang Village, and to open access to pro-climate policy support from the government. Methods of offline and dare socialization activities, administrative assistance, and training for Proklim assistance. From the results of this service activity, there was an increase in the existence of the Climate Village institution, Tobekgodang Village, the increase in the institutional capacity of Proklim after receiving the support of climate change mitigation and adaptation infrastructure, increasing the capacity of human resources and benefits that can be directly applied to form a climate-resilient community at the site.

Abstract

The coronavirus outbreak (COVID-19) has raised questions about changes in subsequent environmental effects, mainly forest and land fires. This paper evaluates the implementation of land and forest fire management policies in Indonesia during the COVID-19 pandemic, particularly in 2020. A qualitative approach was conducted in policy implementation analysis based on George Edward III's theory by looking at bureaucratic structure, resources, communication, and disposition factors. The research focused on the operational work of the Forest and Land Fire Brigade, known as Manggala Agni, in Indonesia. The results showed that the collaborative work of Manggala Agni and the other forest and land fire task forces successfully reduced the hotspots; hence there was a significant decrease in the burned area. It is also inseparable from climatic factors. During this period there was no haze disaster although the task of controlling forest and land fires still encountered several obstacles during the pandemic. This is because of training, technology transfer, budget support, and synergy between stakeholders and Manggala Agni’s team members, so a significant reduction in forest and land fires during 2020 can be achieved.

Abstract

Penelitian ini membahas tentang keterbukaan informasi publik dalam penyelenggaraan pemilu. Tujuannya untuk mengetahui Keterbukaan Informasi Publik Dalam Penyelenggaraan Pemilu di Pejabat Pengelola Informasi Dan Dokumentasi Komisi Pemilihan Umum Provinsi Riau dan kendala masyarakat dalam mengakses informasi di Pejabat Pengelola Informasi Dan Dokumentasi Komisi Pemilihan Umum Riau. Data yang digunakan data primerTeknik pengumpulan data menggunakan teknik observasi, wawancara dan dokumentasi. Metode penelitian yang digunakan adalah tipe deskriptif serta dengan dengan pendekatan teori kelola informasi dengan indikator transparasi, partisipasi, efesiensi. Hasil penelitian menunjukan bahwa Komisi Pemilihan Umum Provinsi Riau dalam penyelenggaraan pemilu membangun sistem keterbukaan informasi publik yang reliable. Namun, penggunaan teknologi informasi belum optimal serta akses pemilih yang masih terbatas oleh informasi yang memadai dikarenakan pengelola belum melakukan pembaharuan data dan personalisasi secara berkelanjutan.

Abstract

Abstract This research discusses the leadership pattern of sub-district heads in carrying out administrative functions in Minas District, Siak Regency. Leadership patterns are the way a leader guides, directs and motivates members of his team or organization. The phenomenon found in this research is that there is still a lack of communication coordination between sub-district leaders and the community and timely decision making is still not optimal. The aim of this research is to determine the leadership pattern of the sub-district head in Minas District, Siak Regency and to determine the obstacles faced by the sub-district leadership in carrying out administrative functions in Minas District, Siak Regency. The theory used in this research is the theory of Martoyo, S (2015: 497), the leadership patterns used are divided into six, namely, analytical and decision making abilities, motivational abilities and skills, communication and listening abilities, the ability to create a healthy work environment, the ability to delegate duties or authority, and responsibilities. This research uses qualitative methods, data collection uses interview techniques, direct observation and documentation. The results of this research are that the lack of coordination between sub- district leaders and the community is still not optimal, which causes the sub-district leadership's conveyance of aims and objectives to not be understood and in carrying out administrative functions, the connection factor is an obstacle for leaders in situations requiring leaders to make decisions.
