Abstract

Marine pollution is one of the most pressing environmental challenges in coastal areas, particularly in areas with intensive shipping and tourism activities such as Bintan Regency, Indonesia. Recurrent oil spills, accumulation of marine debris and microplastics, and degradation of mangrove and coral reef ecosystems highlight the need for an integrated governance model capable of ensuring both ecological sustainability and the socio-economic resilience of coastal communities. This study aims to assess the performance of public management in controlling marine pollution in Bintan and propose a governance model that emphasizes strengthening institutional coordination, preventive measures, and accountability mechanisms. The method used is a case study with a qualitative-descriptive approach, based on secondary data obtained from government documents, environmental regulations, media reports, and international scientific articles. Data were analyzed using thematic content analysis techniques to identify key issues, institutional roles, and the effectiveness of policy instruments. The results show that although regulatory frameworks such as PP No. 19/1999, DIKPLHD Bintan, and MARPOL obligations are in place, implementation in the field remains fragmentary and reactive, reflected in the recurrence of black oil pollution and limited ship waste reception facilities. This study emphasizes the importance of a polycentric governance model that integrates Integrated Coastal Zone Management (ICZM), collaborative governance between state and non-state actors, and economic instruments such as indirect fee schemes for wastewater treatment facilities. In conclusion, strengthening monitoring capacity, participatory evaluation, and multi-level actor integration are key to reducing the rate of recurrent pollution while protecting Bintan's coastal ecosystems and communities.

Abstract

Kecamatan Belakang Padang, yang terletak di wilayah kepulauan Kota Batam, menghadapi berbagai tantangan dalam penyelenggaraan pelayanan publik yang efektif dan manajemen kinerja aparatur pemerintahan. Wilayah ini terdiri dari pulau-pulau kecil yang tersebar, dengan akses transportasi dan komunikasi yang terbatas, sehingga memengaruhi kualitas dan kecepatan pelayanan kepada masyarakat. Permasalahan utama yang dihadapi adalah belum optimalnya sistem manajemen kinerja aparatur dan rendahnya partisipasi masyarakat dalam evaluasi pelayanan publik. Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan kapasitas aparatur sipil negara (ASN) dalam menyusun indikator kinerja individu, mengimplementasikan prinsip Total Quality Management (TQM), serta membangun sistem evaluasi kinerja berbasis data lokal. Pendekatan yang digunakan adalah partisipatif-kolaboratif melalui tahapan observasi, Focus Group Discussion (FGD), pelatihan teknis, dan pendampingan intensif. Hasil kegiatan menunjukkan peningkatan signifikan dalam pemahaman ASN terhadap indikator kinerja, penyusunan standar pelayanan minimum, serta kemampuan penggunaan aplikasi evaluasi sederhana berbasis digital. Selain itu, kegiatan ini juga berhasil membangun sinergi antara aparatur kecamatan dan masyarakat dalam mewujudkan pelayanan publik yang lebih transparan dan responsif. Kegiatan pengabdian ini membuktikan bahwa penerapan prinsip-prinsip TQM dalam konteks wilayah kepulauan dapat dilakukan secara efektif apabila disertai dengan pelibatan aktif komunitas lokal dan dukungan kelembagaan.

Abstract

This research phenomenon focuses on the implementation of the independence development program run by the Tanjungpinang Class IIA Narcotics Prison. The program run is still considered ineffective, because the perpetrators who are declared to have completed the coaching and released from prison do not immediately or not at all get a job according to the skills learned, coupled with the stigma of society against drug criminals. Therefore, the purpose of this study is to see the extent to which the effectiveness of existing programs for Prisoners of Prison (WBP) can help productivity and awareness of crimes committed. The theory used by researchers in this study is Sutrisno (2007) regarding program effectiveness. The research method used is descriptive qualitative with a case study approach. The results showed that of the 5 existing indicators, achieving goals is an indicator that can provide effective results, as evidenced by the many coaching programs provided to WBP. Meanwhile, the less effective indicator at this time is real change. This is evidenced by the fact that there are still many cases committed by prisoners after leaving the prison and committing the same crime. The conclusion in this study is that various programs related to talent development and skills have been carried out in accordance with the interests and talents possessed by the WBP of the Class IIA Tanjungpinang Narcotics Prison, such as training in planting, farming, and animal husbandry, to carpentry. Thus, providing a variety of programs that can be utilized after leaving the prison.

Abstract

This study examines the implementation of the campaign prop removal policy during the quiet period of the 2024 Regional Head Election in Tanjungpinang City. The issue is important because the quiet period is designed to protect voter autonomy, maintain electoral neutrality, and ensure fairness before voting day. The purpose of this study is to analyze how the policy was implemented, identify the actors involved, and explain the factors that influenced the gap between electoral regulation and field practice. This research employed a qualitative descriptive approach using secondary data, including regulations, institutional documents, field records, media reports, and visual documentation, analyzed through content analysis and the Van Meter and Van Horn policy implementation framework. The findings show that although the policy had a clear legal basis, campaign props were still found in several areas of Tanjungpinang City during the quiet period. The implementation gap was influenced by low compliance among campaign actors, limited personnel and time, weak inter-agency coordination, and insufficient early mapping of campaign prop locations. The study concludes that campaign prop removal should be strengthened through preventive mapping, formal notification, joint field monitoring, public reporting, enforcement follow-up, and post-election evaluation to support electoral order, neutrality, and local democratic integrity.

Abstract

This study aims to examine the effect of education assistance policies on education quality. A quantitative approach using a regression model was used. Education assistance budget data was obtained from Bintan Regency for 2014–2025. Data on education quality indicators were obtained from the Bintan Regency Central Statistics Agency. The analysis was conducted using multiple linear regression across two models: Model 1 for the elementary school level and Model 2 for the junior high school level. The results showed that the amount of education assistance allocation had a significant effect on education development but did not have a substantial impact on literacy rates, gross enrollment rates, or net enrollment rates. At the junior high school level, the regression model was not significant, and no variables were found to be partially significant. These findings indicate that educational assistance improves educational quality only at the elementary school level. This study emphasizes the importance of evaluating education assistance policies to make them more effective in improving educational quality.
