Abstract

ABSTRAK Reformasi administrasi merupakan salah satu langkah strategis dalam meningkatkan kualitas pelayanan publik. Penelitian ini bertujuan untuk menganalisis strategi reformasi administrasi yang dilakukan oleh BPJS Kesehatan Kota Tanjungpinang melalui penerapan aplikasi Mobile JKN sebagai bentuk inovasi pelayanan digital. Pendekatan penelitian yang digunakan ialah kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara, observasi, dan studi dokumentasi. Analisis data dilakukan melalui tiga tahapan, yakni reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa penerapan Mobile JKN sejalan dengan tiga strategi reformasi administrasi menurut H. Siedentopf, yaitu strategi fiskal, struktural, dan program. Dari sisi fiskal, aplikasi Mobile JKN berkontribusi terhadap efisiensi anggaran operasional melalui otomatisasi administrasi dan penghematan sumber daya manusia. Dari sisi struktural, terjadi perubahan sistem kerja serta pembentukan unit khusus yang menangani pelayanan digital. Sementara dari sisi program, Mobile JKN memperluas akses dan kualitas pelayanan publik melalui fitur-fitur yang memudahkan peserta dalam mengakses layanan kesehatan secara daring. Meskipun demikian, tantangan masih dijumpai dalam aspek literasi digital peserta dan keterbatasan infrastruktur di wilayah kepulauan. Secara keseluruhan, penerapan aplikasi Mobile JKN merupakan wujud nyata transformasi digital dalam sektor pelayanan publik. Inovasi ini mampu meningkatkan efisiensi birokrasi dan transparansi layanan. Namun agar implementasinya optimal, diperlukan dukungan berupa sosialisasi berkelanjutan, peningkatan kapasitas sumber daya manusia, serta pemerataan infrastruktur digital di seluruh wilayah. Abstract

This study aims to examine the effect of education assistance policies on education quality. A quantitative approach using a regression model was used. Education assistance budget data was obtained from Bintan Regency for 2014–2025. Data on education quality indicators were obtained from the Bintan Regency Central Statistics Agency. The analysis was conducted using multiple linear regression across two models: Model 1 for the elementary school level and Model 2 for the junior high school level. The results showed that the amount of education assistance allocation had a significant effect on education development but did not have a substantial impact on literacy rates, gross enrollment rates, or net enrollment rates. At the junior high school level, the regression model was not significant, and no variables were found to be partially significant. These findings indicate that educational assistance improves educational quality only at the elementary school level. This study emphasizes the importance of evaluating education assistance policies to make them more effective in improving educational quality.

Abstract

Food security is a national development priority supported through the utilization of Village Funds based on local potential. This study aims to analyze the implementation of the Village Fund-based Food Security Program in Bintan Pesisir District, Bintan Regency. The research employed a descriptive qualitative approach, with data collected through interviews, observations, and documentation. Data analysis was conducted using the policy implementation model of Van Meter and Van Horn. The findings indicate that the program has been implemented through various activities, including food crop cultivation, fisheries development, seafood processing, and community group empowerment. However, several challenges remain, such as limited human resources, low community participation, weak monitoring and evaluation mechanisms, and the geographical conditions of coastal areas. The study concludes that strengthening the capacity of village officials, increasing community participation, and enhancing program supervision are essential to improving the effectiveness of Village Fund-based food security programs.

Abstract

This study aims to analyze the implementation of Regent Regulation Number 61 of 2019 concerning the Completion of One-Year Early Childhood Education Before Elementary School in Bintan Pesisir District, Bintan Regency. This research employed a descriptive qualitative approach using Merilee S. Grindle’s policy implementation theory focusing on content of policy and context of implementation. Data collection techniques included interviews, observations, documentation, and literature studies. Research informants consisted of the Bintan Regency Education Office, district government officials, PAUD managers, teachers, and community members. The results showed that the implementation of the policy had been carried out but had not run optimally. In terms of policy content, the policy has provided benefits in improving children’s readiness before entering elementary school, yet it still faces obstacles such as limited infrastructure, inadequate educators, and uneven distribution of PAUD institutions. Meanwhile, in the context of implementation, coordination among policy implementers has not been fully effective and public awareness regarding the importance of early childhood education remains low. Supporting factors include the existence of regional regulations, local government support, and the commitment of PAUD institutions. Inhibiting factors include limited resources, geographical conditions of coastal areas, and low community participation. This study recommends improving equal access to PAUD services, strengthening policy socialization, and enhancing the quality of educators and educational facilities in coastal areas of Bintan Regency.
