Abstract

Pancasila, as Indonesia’s foundational ideology, plays a central role in shaping the country’s legal framework. However, its application in contemporary legal reform presents significant challenges amidst evolving societal dynamics and international legal debates. This study critically evaluates the incorporation of Pancasila within Indonesia’s legal reform processes, emphasizing its relevance in addressing domestic and global tensions. The urgency of this research stems from growing critiques of Indonesia’s legal alignment with international standards while preserving its ideological roots. Concurrently, the rise of globalization and pluralism demands an adaptive yet principled approach to Pancasila’s integration into modern legal structures. This research provides a novel perspective by analyzing specific legal cases and policy reforms where Pancasila principles have been contested or reinterpreted. Through a doctrinal and socio-legal analysis, the study examines the compatibility of Pancasila with contemporary global legal norms, including human rights, environmental law, and economic governance. Furthermore, it explores Indonesia’s engagement in international debates on the role of ideology in law, offering insights into the challenges of balancing national identity with global expectations. The findings reveal that while Pancasila remains a unifying framework, its inconsistent application risks undermining its potential to guide inclusive and sustainable legal reforms. This study contributes to the broader discourse by proposing actionable recommendations for harmonizing Pancasila with international legal developments while safeguarding Indonesia’s ideological integrity. It serves as a critical resource for scholars, policymakers, and practitioners navigating the intersection of ideology, law, and globalization.

Abstract

As a metropolitan city with limited land for food production, Semarang faces a challenge in maintaining its food security. This issue is exacerbated by climate change, increasing the risk of crop failure. As a result, Semarang still relies on food supplies from other regions. This situation has encouraged innovation through the concept of urban farming. Urban farming allows communities to optimize vacant land, providing a mitigation strategy against food shortages while creating green open spaces and offering economic value. The urban farming activities are supported by SAKA Energi Muriah Limited and Semarang State University, which conduct community empowerment, including: (1) socialization, (2) formation of farmer groups, (3) training for farmer groups, (4) urban farming system training, (5) urban farming implementation, (6) provision of facilities and technology, and (7) monitoring and evaluation. The results show that urban farming successfully provides an alternative food source, especially during floods, and increases community awareness of food security and the environment. Training in cultivation techniques, organizational development, and provision of facilities and infrastructure have been key factors in the program's success. The urban farming model applied includes vertical pipes, hanging pots, and polybags. The plants to be cultivated include Brazilian spinach, celery, strawberries, medicinal plants, and ornamental plants. Active community involvement through institution-building, training, and implementation has strengthened residents' ability to utilize limited urban land while contributing to the provision of green open spaces.

Abstract

Tambakrejo Village faces complex environmental issues, such as waste accumulation and flooding. This is exacerbated by the low awareness among the community regarding waste management and environmental preservation. To address these challenges, the Environmental Education Movement in Schools was initiated as an implementation of school-based environmental education. The program aims to encourage and develop environmentally conscious and culturally aware schools that are capable of participating in and implementing efforts to preserve the environment within the framework of sustainable development. The PBLHS (Environmental Education Movement) at SMP Al-Fattah, Tambakrejo Village, Semarang City, is supported by Saka Energi Muriah Limited and Semarang State University, and includes the following activities: (1) socialization, (2) preparation of the Learning Program Plan (RPP), (3) training of Adiwiyata cadres, (4) integration of PBLHS into the curriculum, (5) implementation of PBLHS, (6) provision of facilities and infrastructure, and (7) monitoring and evaluation. The results of the activities show an increase in students' awareness of waste and energy management, as well as the development of environmentally friendly habits at the school through intracurricular, co-curricular, and extracurricular activities. The development of facilities such as waste sorting stations, environmental posters, and the formation of Adiwiyata cadres strengthens the role of students as agents of change within the school and the surrounding community. The implementation of PBLHS at SMP Al-Fattah has successfully instilled environmental preservation values in students and fostered environmentally conscious character.

Abstract

The integration of Problem-Based Learning (PBL) and Social Emotional Learning (SEL) has been increasingly promoted to support both academic achievement and character development in primary education. However, systematic evidence on the application of SEL-based PBL in elementary social studies learning remains limited. This study aims to review research trends and empirical findings on the implementation of SEL-based PBL in elementary schools from 2020 to 2025. This study employed a Systematic Literature Review (SLR) following the PRISMA 2020 guidelines. Data were collected from Scopus, SINTA, ScienceDirect, and Publish or Perish (PoP) databases. From 103,090 identified records, 33 articles met the inclusion criteria and were analyzed using bibliometric and content analysis supported by VOSviewer. The findings indicate that SEL-based PBL consistently improves students’ social-emotional skills, emotional intelligence, character, collaboration, learning motivation, and academic outcomes. Bibliometric mapping shows a growing focus on 21st-century skills and emotional regulation since 2022. However, this review reveals research gaps, particularly the limited focus on social studies, the use of small samples and non-standardized SEL instruments, and the lack of studies on digital or hybrid SEL-based PBL models. Further rigorous and large-scale studies are therefore needed to strengthen the empirical foundation of this approach.
