Abstract

Background: There is still an outbreak of diphtheria in the Probolinggo district in 2023. Diphtheria mainly affects children who are not immunized. Support through a surveillance system is needed to overcome the diphtheria problem. Purpose: This study aims to describe the quality of diphtheria surveillance systems based on system approach and surveillance attributes. Methods: Descriptive research was carried out on 17 samples with an evaluation study on the diphtheria surveillance system in 2023 at health centers in the working area of the Probolinggo District Health Office. Data were collected by interview and document study using questionnaires and check list sheets. Data analysis was carried out by describing the system components and attributes of the surveillance system in 17 respondents, compared with the Diphtheria control guideline book 2023, Indonesian Minister of Health Regulation No. 45 of 2014, and surveillance attributes from CDC. The information obtained was presented in the form of tables and narratives. Results: The evaluation of diphtheria surveillance system components (input, process, output) in Probolinggo District was done using surveillance guidelines. Meanwhile, the diphtheria surveillance system assessment based on attributes showed simplicity, flexibility, acceptability, representativeness, stability, and good data quality. However, the system is not yet sensitive, and timeliness is still low. Conclusion: The implementation of the diphtheria surveillance system has mainly been carried out well, supported by the completeness of several surveillance attributes. Optimizing the use of the  Early Warning and Response System (EWS) application is necessary to improve the current surveillance system.

Abstract

Pelatihan peningkatan kapasitas tenaga pendidik dan kependidikan ini bertujuan untuk meningkatkan kapasitas tenaga pendidik dan tenaga kependidikan, meningkatkan motivasi kerja pendidik dan tenaga kependidikan, memberikan pembekalan mengenai tata kelola lembaga pendidikan kepada para pendidik dan tenaga kependidikan, dan memupuk semangat para pendidik dan tenaga kependidikan untuk mendukung perkembangan MI Hidayatun Najah Tuban ke arah yang lebih baik lagi. Kegiatan ini menggunakan pendekatan Asset Based Community Development (ABCD) dan metode pendampingan Service Learning (SL). Hasil pelatihan menunjukkan bahwa peserta pelatihan memberikan reaksi positif dan antusias peserta dalam mengikuti pelatihan dari awal sampai akhir sesi. Dampak program ini tidak hanya terlihat dalam peningkatan pengetahuan, tetapi juga perubahan perilaku peserta. Program ini juga memberikan kesempatan bagi peserta untuk berinteraksi dan berdiskusi, sehingga tercipta lingkungan belajar yang kolaboratif. Meski menghadapi tantangan seperti waktu pelatihan yang terbatas dan keragaman tingkat pemahaman peserta, program ini memberikan dampak positif yang nyata. Pelatihan ini berpotensi untuk dikembangkan lebih lanjut dan lebih kompleks.

Abstract

Background : In 2023 there were still deaths due to diphtheria outbreaks in Probolinggo Regency with a CFR (Case Fatality Rate) of 33.33%. Therefore, support is needed through surveillance systems in order to solve different problems. Objective : This study aims to describe the quality of different surveillance systems based on the system approach and surveillance system attributes. Research Methods/ Implementation Methods : This research an evaluation study on the diphtheria surveillance system in 2023 at 17 Puskesmas in the working area of the Probolinggo District Health Office. Respondents were 17 people. Data were collected by interview and document study using questionnaires and check list sheets. Data analysis was conducted by describing the system components and attributes of the surveillance system, and comparing them with the 2023 Diphtheria Control Guidelines, Indonesian Minister of Health Regulation No. 45 of 2014, and surveillance attributes (Guidelines for Evaluation of Public Health Surveillance System) from the CDC. The information obtained is presented in the form of tables and narratives. Results : Evaluation of the diphtheria surveillance system based on inputs, processes, and outputs, namely all respondents (100%) who have a workload of more than one program, officers who attend training (76.47), there are still (41.18%) who have not conducted routine data analysis, and there are still (47.06%) late sending reports, data visualization has not been done (35.29%). While the assessment of surveillance attributes showed that the diphtheria surveillance system is simple, flexible, acceptable, high stability. However, the system is not sensitive, not timely, low positive predictive value because the screening of suspects is still loose and not representative. Conclusion/Lesson Learned : The implementation of the diphtheria surveillance system has mostly been carried out well, supported by the completeness of several surveillance attributes. It is necessary to provide standard operating procedures for recording and reporting, improve coordination with surveillance program holders at Puskesmas to send routine reports on time and optimise the screening of diphtheria suspects.

Abstract

The development of the times and the rapid flow of globalization and the development of information technology are challenges in children's education and parenting. One of the things that needs to be taught to children is discipline. Disciplinary character needs to be cultivated because it affects attitudes, morals, respect for time, and other people. The role of parents is needed in fostering children's disciplinary character, such as in providing examples and implementing disciplinary rules. The purpose of this community service activity is to increase parents' understanding of the importance of implementing parenting patterns that teach discipline to children. The method of implementing this community service activity is carried out by presenting material to parents of grade 5 & 6 students of Yayasan Al-Azhar Sendanghaji Kec. Merakurak Tuban. The result of the community service activity is that student guardians better understand the importance of implementing parenting that teaches discipline through exemplary behavior from parents to children.

Abstract

Problematika lembaga pendidikan Islam atau madrasah sangat kompleks, salah satunya yaitu problematika yang dihadapi dalam meningkatkan mutu manajemen Lembaga Pendidikan Islam di era society 5.0 yang ditandai dengan munculnya Artificial Intelegence. Artificial Intelligence atau kecerdasan buatan adalah sistem komputer yang mampu melakukan tugas- tugas yang biasanya membutuhkan kecerdasan manusia. Metode penelitian yang digunakan adalah kualitatif, dengan teknik Pendekatan studi kepustakaan. Dalam pengumpulan datanya, peneliti menggunakan teknik dokumentasi yaitu dengan mengumpulkan sumber data dari berbagai literatur berupa jurnal, buku, dan karya ilmiah yang valid. Penelitian ini bertujuan untuk mengidentifikasi, mendeskripsikan dan memberi solusi tentang problematika peningkatan mutu manajemen lembaga pendidikan Islam.

Abstract

The phenomenon of child marriage in rural Indonesia is a complex socio-legal issue, characterized by tensions between state legal norms, customary traditions, and interpretations of religious dogma. Although Law No. 16/2019 has raised the minimum age for marriage for men and women to 19 years with the noble aim of protecting children's rights, the reality on the ground shows a high number of requests for marriage dispensations that actually legitimize this practice. This study aims to analyze the dominance of customary law and religious dogmatism over state law in the context of child marriage through the framework of Lawrence M Friedman's Legal System Theory. Using qualitative socio-legal research methods, this study examines the dynamic interaction between legal substance, legal structure, and legal culture.

Abstract

This study examines how two Islamic higher education institutions in Tuban. IAINU Tuban with its entrepreneurial campus orientation and IAI Al-Hikmah Tuban with its integrative pesantren model—manage institutional transformation. Employing Schneider and Beatty’s institutional transformation framework and a qualitative multi-site design, data were obtained from the rectors and vice-rectors of both campuses through in-depth interviews, document analysis (including statutes, RIP, strategic plans, operational plans, and field notes), and direct observation. The data were processed using content analysis, presentation, and conclusion drawing, supported by triangulation of sources and techniques to ensure credibility. Interviews were conducted with campus leaders, the rector, and the vice-rector, as well as observations at the university during the same academic year. Data were analyzed using qualitative methods validated through triangulation of sources and techniques, then interpreted based on selected theories. The findings suggest that the negotiation between entrepreneurial orientation and pesantren integration does not create a zero-sum competition but rather a complementary dynamic. IAINU Tuban emphasizes market orientation, entrepreneurship training, and industry partnerships, while IAI Al-Hikmah Tuban prioritizes pesantren-based character education and community engagement. Both institutions demonstrate adaptive strategies shaped by local traditions and global challenges, resulting in hybrid institutional models. This study makes a theoretical contribution by enriching the literature on institutional transformation in Islamic higher education through a negotiation lens, while also providing practical implications for policymakers and university leaders in balancing modern competitiveness and Islamic values. This research offers a conceptual contribution in the form of an Islamic Hybrid Institutional Model relevant to the development of Islamic institutional transformation theory. Empirically, this study enriches the literature with a contextual portrait of the transformation of two Islamic universities in Tuban, IAINU Tuban and IAI Al-Hikmah Tuban which demonstrates how pesantren values and entrepreneurial orientation can productively negotiate.

Abstract

This study aims to analyze K. H. Husein Muhammad’s views on the practice of early marriage and to identify the factors influencing its occurrence among Madrasah Tsanawiyah adolescents, as well as its implications for their attitudes, understanding, and behavior. Employing a descriptive qualitative approach, this research utilizes library studies on the works and thoughts of K. H. Husein Muhammad, complemented by documentation and supporting interviews to explore in depth the construction of this religious scholar’s ideas regarding early marriage and their relevance to adolescent education. Research informants included the head of the madrasah, Islamic Education teachers, and three students selected through purposive sampling. Interview results show that the head of the madrasah and Islamic Education teachers view K. H. Husein Muhammad’s emphasis on the principles of public welfare (maslahah), gender justice, and child protection in the framework of progressive fiqh as highly relevant educational foundations for preventing early marriage within the MTs environment. Factors contributing to early marriage among adolescents include socio-cultural conditions, economic constraints, misconceptions about religious teachings, social media influence, promiscuity, and family pressure. Interviews conducted at MTs Al-Asyhar Karangagung, Palang, Tuban Regency indicated that the values embedded in his thoughts have been internalized through madrasah education, such as strengthening educational awareness and prioritizing the pursuit of knowledge, understanding mental, moral, and economic readiness, fostering critical attitudes toward early marriage, increasing awareness of gender justice, promoting religious moderation, and cultivating ethical social interactions. Overall, this study affirms that K. H. Husein Muhammad’s ideas hold significant relevance for educational efforts and the prevention of early marriage in madrasah settings, while also contributing to the development of a responsive fiqh perspective on contemporary adolescent issues.

Abstract

This study aims to analyze the challenges of the digital era and examine innovative Aqidah Akhlak learning strategies in strengthening students’ religious character at MAN 1 Tuban. The digital era presents both opportunities and challenges for Islamic education. While digital technology enables more engaging learning processes, it also poses serious challenges, such as social media addiction, low digital literacy, behavioral changes, and unequal access to technology, which may weaken students’ religious values. This research employs a qualitative approach with a case study design. Data were collected through non-participant observation, semi-structured interviews with teachers, students, school leaders, and parents, as well as relevant documentation. The data were analyzed using thematic analysis, with validity ensured through the triangulation of sources and methods. The findings reveal that the primary challenges in strengthening students’ religious character include the excessive use of social media, a decline in the quality of worship, a limited ability to critically assess religious information, and reduced social interaction. To address these challenges, MAN 1 Tuban implements innovative Aqidah Akhlak learning through interactive digital media, active learning methods, curriculum integration, teacher competency development, and collaboration with parents and the community. These innovations play a significant role in reinforcing students’ religious character, particularly in fostering discipline in worship, religious attitudes, responsibility, and moral integrity amid the rapid flow of digital culture.   Keywords: Aqidah Akhlak, Digital Era, Learning Innovation, MAN 1 Tuban, Religious Character

Abstract

This study discusses the criteria for the halal product assurance system (SJPH) with a self-declaration mechanism in Indonesia from the perspective of George R. Terry's classical management functions. The background of the study is based on the importance of halal certification for micro and small enterprises (MSEs), as well as the existence of a self-declaration policy that allows business actors to declare the halal status of their products themselves. The purpose of the study is to analyze the criteria for the self-declaration SJPH based on BPJPH regulation Number 57/2023 using a management function framework (planning, organizing, directing, and controlling). This study uses a qualitative method with a library approach, through the study of national and international academic documents and literature related to halal certification and management theory. The results show that the self-declaration SJPH criteria include halal policies, a halal management team, raw material control, production procedures, training, internal audits, and reporting. From a management function perspective, these criteria are aligned with the principles of strategic planning, organizing resources, directing the workforce, and continuous quality control. The main implementation challenges are limited human resources, digital literacy, and financial capacity of MSEs, although opportunities for strengthening exist through institutional mentoring and market incentives. The theoretical contribution of this research is the expansion of management functions with a multi-actor coordination dimension, while its practical contribution is a roadmap for improving halal governance of MSEs in Indonesia.
