Abstract

Abstract

As healthcare facilities, community health centers (puskesmas) generate wastewater that contains pathogenic microorganisms, hazardous chemicals, and toxic substances, which have the potential to pollute the environment and pose risks to public health if not managed according to standards. Although the Ministry of Health Regulation No. 7 of 2019 mandates that every puskesmas should have a functioning Wastewater Treatment Plant (IPAL), many puskesmas in West Aceh District, including Puskesmas Cot Seumeureung and Peureumeu, have not yet operated their IPAL optimally. This study aims to assess the wastewater management at these two puskesmas and the role of the West Aceh Health Office in supervision and guidance. The research employs a descriptive qualitative approach, using data collection techniques such as interviews, observations, and documentation from seven informants at both puskesmas and the Health Office. The data were analyzed through reduction, presentation, and conclusion drawing. The findings indicate that at Puskesmas Cot Seumeureung, only some rooms are connected to the IPAL due to limited pipeline infrastructure, while at Puskesmas Peureumeu, pipe leaks that have remained unrepaired for two years were found. Additionally, the monitoring of water quality and maintenance of the IPAL at both puskesmas are still minimal, with pH test results frequently exceeding the standard limits. The management of wastewater at these puskesmas remains suboptimal, requiring improvements in infrastructure, regular monitoring, and capacity-building for human resources.

Abstract

The Sterilizer Station at PT X Nagan Raya is a company facility that requires regular maintenance by the maintenance department to ensure its smooth operation. This facility has potential hazards that need to be analyzed in detail. This study aims to evaluate each potential hazard associated with the maintenance department's work programs at the Sterilizer Station using the Job Safety Analysis (JSA) method, where these potential hazards will be evaluated for the associated risk levels, namely low risk, medium risk, high risk, and extreme risk. The research approach used is qualitative with a descriptive design. Data was collected from the maintenance department's work program for the July-December 2023 period at the Sterilizer Station through direct observation and interviews using the JSA form. The informants in this study were 6 informants consisting of maintenance employees, maintenance assistants, HSE officers and Assistant Mill Managers. The results of this study state that there are several potential hazards that can occur during the implementation of the maintenance department work program, such as the danger of falling on work equipment, slipping, electric shock, exposed to sparks, exposed to mesingerinda, iron cutters and electric welding machines. Based on the JSA analysis, several risk control measures are suggested, such as the use of appropriate and correct Personal Protective Equipment (PPE), routine maintenance of equipment, monitoring of the work program.

Abstract

Introduction: The rapid growth of population and economic activity has exacerbated waste management challenges in Indonesia, including in West Aceh Regency. The imbalance between waste generation and the capacity of existing management systems has led to waste accumulation in various locations, particularly in densely populated areas. This study aims to examine the role of the Environmental Agency (DLH) in addressing waste congestionand to identify the supporting and constraining factors that influence the implementation of waste management policies in West Aceh Regency. A qualitative descriptive design with a phenomenological approach was employed to gain an in-depth understanding of the experiences and perceptions of waste management stakeholders. Data were collected through in-depth interviews, field observations, and document review using purposive sampling, involving DLH officials, sanitation workers, and community members. Data analysis was conducted through iterative processes of reduction, presentation, and verification. The findings indicate that the West Aceh DLH plays a strategic role in waste management through the implementation of a controlled landfill system, community education on waste segregation, and strengthened cross- sectoral collaboration such as waste bank initiatives and communal clean-up activities. However, policy effectiveness remains constrained by limitedfacilities and infrastructure, insufficient human resources, and low community participation in fee payment and waste sorting practices. In conclusion, successful waste management in West Aceh requires greater synergy among institutional capacity, regulatory support, and community-based social awareness to ensure sustainable waste governance.
