Abstract

The purpose of this research is to describe the Implementation of Government Policy, as stipulated in Regional Regulation No. 7 of 2016 concerning the Protection of Women and Children Against Victims of Violence in Gorontalo City, and seen from indicators (a) Communication, (b) Resources, (c) Disposition/Attitude of Implementers, and (d) Bureaucratic Structure. This research method uses descriptive qualitative. Data collection techniques were carried out by observation, interviews and documentation. Data analysis techniques through data reduction, data presentation, and conclusions. The findings of the research show that based on the implementation process, this policy has been implemented properly and is in accordance with the provisions of Regional Regulation No. 7 of 2016. However, the lack of effective communication with the community, in this case, socialization to anticipate violence against women and children, is what causes this policy to become less effective. Therefore, there is a need for improvement, namely by holding routine outreach to all levels of society. In addition, judging from the Determinant Factors in the Implementation of the Policy for the Protection of Women and Children Victims of Violence in the City of Gorontalo, it has been implemented properly according to the provisions of Regional Regulation No. 7 of 2016. However, the obstacles are communication with the community and also limited resources. This can be overcome by increasing coordination and collaboration.

Abstract

This study explores the work behavior of government officials in delivering public services in Dutuno Village, Paleleh District, Buol Regency. Using a qualitative descriptive approach through observation, interviews, and documentation, the research focuses on three behavioral dimensions: politeness, caring, and discipline. Findings indicate that while officials often display politeness in interactions, issues such as lateness, unresponsiveness, and occasional discrimination reduce service quality. Caring is reflected in efforts to assist citizens with administrative needs, yet delays and limited initiative remain challenges. Discipline emerged as the most pressing concern, with irregular attendance affecting efficiency and public trust. The study concludes that improving service delivery requires strengthening discipline, enhancing communication and service ethics, and adopting New Public Service principles that emphasize accountability and citizen-oriented governance.

Abstract

This research aims to know and describe the Effectiveness of Christian Religious Extension Services (Analysis of Religious Harmony for Christians in Gorontalo City), which is studied from 1. Achievement of Goals, 2. Integration, 3. Adaptation. This research method uses the descriptive qualitative method, while the data collection techniques used are interviews, observation, and documentation. The results of this study indicate that in the effectiveness of Christian Religious Extension Services (Analysis of Religious Harmony for Christians in Gorontalo City) in achieving goals, integration, and adaptation. In general, the services of Christian religious instructors have been carried out well but are still not optimal. In the stage of achieving goals, Christian religious instructors still experience obstacles in reaching and providing counseling to Christian communities in Gorontalo City because the number of Christian religious instructors in Gorontalo City is very minimal. At the integration stage, which relates to procedures and socialization, the process of counseling in Gorontalo City has been carried out well. In the adaptation stage for capacity building, the Office of the Ministry of Religious Affairs of Gorontalo Province, especially the Christian Religious Guidance Office, has carried out various kinds of education and training and technical guidance in conducting counseling in Gorontalo City. However, the government needs to pay attention to the extension workers in improving the performance of the extension workers.

Abstract

The research objectives were to find out (1) How is the Effectiveness of Public Services at the Pangi Village Office, East Suwawa District. (2) Factors that Determine the Effectiveness of Public Services at the Pangi Village Office, East Suwawa District. This research method uses a qualitative approach with a qualitative description type of research. Based on the results of the research found in the field that (1) The effectiveness of public services at the Pangi Village Office, East Suwawa District, researchers use three indicators of the effectiveness of an organization's work at the Pangi Village Office, namely the time factor, the accuracy factor, the service provider style factor. The time factor or timeliness in service providers, is still not optimal, marked by the fact that there are still officials who have not been able to complete their work on time. The accuracy factor in the service provider is good and has been effectively characterized by high accuracy and accuracy in every service. The service provider style factor is effective, characterized by being by existing service procedures and following the specified mechanism. (2) Factors that determine the effectiveness of public services at the Pangi Village Office, East Suwawa District include ability, expertise, knowledge, attitude, motivation, and stress have been carried out well and can be said to be effective.

Abstract

This study aims to find out how participatory village development is in Hulawa Village, Telaga District, Gorontalo Regency. The results of this study indicate that 1) To provide information, the Hulawa Village government is quite good at communicating with the community in providing information related to the planned development. 2) There is still a lack of community participation in terms of conducting consultations regarding village development, especially in terms of conveying what is their need. 3) In making joint decisions related to participatory development in Hulawa Village, Telaga District, Gorontalo Regency, it is good, that the community is active in participating in musrenbang for joint decision-making. 4) The joint action taken by the Hulawa Village government when there were obstacles faced by the Hulawa Village community was quite good. 5) In terms of providing this support, the Hulawa Village government has been good at providing support, especially in terms of increasing community participation related to village development. It can be concluded that community participation in development is still lacking, especially in conducting consultations related to participatory development. the community is active in participating in musrenbang for joint decision-making. The government of Hulawa Village has been good in providing support, especially in terms of increasing community participation related to village development.

Abstract

This study aims to determine how the Quality of Administrative Services of the Togean District Office of Tojo Una-Una Regency is seen from five dimensions, namely (a) tangibles (physical evidence), (b) reliability, (c) responsiveness, (d) assurance, and (e) empathy. This research uses a qualitative approach method with a descriptive qualitative research type while the data collection techniques used are observation, interviews, and documentation. Based on the research results obtained, it can be concluded that the results of this study are in the aspect of physical evidence, the Togean sub-district office has not fulfilled adequate service facilities, in the aspect of reliability, the community is satisfied with the services provided, in the aspect of responsiveness, employees are willing to help the difficulties experienced by visitors, from the aspect of assurance, especially the responsibility of each has not been maximized due to the lack of existing facilities, in the empathy aspect, which the Alla Sub-district gives by giving a pleasant impression. The author suggests that the sub-district government further improve the quality of service that is considered unsatisfactory in the service process, namely the dimension of physical facilities so that people can feel satisfied and comfortable when receiving services.

Abstract

This study aims to determine the influence of leadership on employee work discipline at the Gorontalo City Education Office. The approach in this study is quantitative with ex-post facto methods. Data collection in this study was carried out by questionnaire. The number of samples was 93 people obtained by the saturated sampling process. Data analysis in this study is a simple linear regression inferential quantitative analysis. The results showed that leadership had a positive and significant effect on the work discipline of employees at the Gorontalo City Education Office with a coefficient of determination of 56.50%. The influence of other variables on employee work discipline amounted to 43.50%, namely goals and abilities, leadership examples, remuneration, justice, inherent supervision (waskat), punitive sanctions, firmness, and humanitarian relations. When the leader implements the ideal leadership function, it will have an impact on the good discipline of employees at the Gorontalo City Education Office, both in terms of attitude discipline and time discipline.

Abstract

This study evaluated the effectiveness of the Digital Population Identity (IKD) application as an effort to improve the quality of public services (speed, efficiency, and transparency) at the Population and Civil Registration Office of Gorontalo City. Using a descriptive qualitative approach with effectiveness parameters covering goal achievement, integration, and adaptation (Duncan), the results showed that the implementation of IKD has not been realized effectively. Indications of ineffectiveness include the level of goal achievement being hindered by low community participation, suboptimal cross-agency integration, and adaptation constraints resulting from limited digital literacy and inadequate technological facilities. Therefore, the study concluded that interventions such as intensified socialization, digital education, and enhanced data security and infrastructure are crucial for optimizing IKD performance.
