Abstract

Penelitian ini bertujuan untuk mengetahui (1) Implementasi kebijakan penertiban hewan ternak di Kecamatan Batudaa Pantai Kabupaten Gorontalo, dan (2) Faktor determinan implementasi kebijakan penertiban hewan ternak di kecamatan Batudaa Pantai Kabupaten Gorontalo, dengan menggunakan teori model implementasi kebijakan oleh Jan Merse yaitu Informasi, isi kebijakan, dukungan Masyarakat, dan pembagian potensi. Penelitian ini menggunakan metode deskriptif dengan analisis data kualitatif yaitu prosedur pemecahan masalah yang diselidiki menggambarkan keadaan objek penelitian berdasarkan fakta-fakta yang tampak atau sebagaimana adanya. Temuan hasil penelitian menunjukkan bahwa implementasi kebijakan penertiban hewan ternak di kecamatan Batudaa Pantai Kabupaten Gorontalo baik dalam tahap perencanaan, pelaksanaan, monitoring dan evaluasi, pada umumnya sudah terlaksana tetapi belum optimal. Pada tahap pelaksanaan belum optimal dalam hal masih kurangnya kepatuhan Masyarakat terhadap pentingnya kebijakan penertiban hewan ternak. Pada tahap monitoring dan evaluasi dilakukan melalui satuan perlindungan Masyarakat akan tetapi masih banyak ditemukan hewan ternak berkeliaran di lingkungan Masyarakat. Faktor-faktor yang menentukan keberhasilan implementasi kebijakan penertiban hewan ternak di Kecamatan Batudaa Pantai Kabupaten Gorontalo yaitu informasi, dukungan Masyarakat, dan pembagian potensi sudah dilaksanakan dengan baik. Sedangkan untuk isi kebijakan terdapat hal yang cukup memberatkan Masyarakat dalam pelaksanaan kebijakan penertiban hewan ternak.

Abstract

This research aims to analyze and describe the capacity development of village officials towards a digital village in Doulan Village, Bokat District, Buol Regency as seen from: Joint Committee, Education, Knowledge, Leadership and Skills. This research method uses a descriptive approach with qualitative data analysis. The data collection techniques used are observation, interviews, documentation. The data analysis technique goes through the following stages: Data Reduction, Data Presentation and Data Verification. Based on the results of research analyzed in the field, the capacity development of village officials towards a digital village in Doulan Village, Bokat District, Buol Regency is seen from: Joint Committee, Education, Knowledge, Leadership and Skills. It has been implemented well, but there are still several things that need to be addressed and improved, namely the lack of knowledge regarding village digital. The need for technical guidance which is often provided by the local government. As well as increasing network capacity or signals used when inputting data.

Abstract

This research aims to identify and describe the development strategy for the Lombongo baths as a tourism object, as well as to identify the government’s startegy for developing Lombongo tourism through the aspects of strenghts, weaknesses, opportunities, and threats. The research method is descriptive qualitative, and the data collection technique is through observation, interviews, and documentation. The data analysis uses the Huberman method. The findings show that several aspects of the development startegy for the Lombongo baths as a tourism object in Bone Bolango Regency is conducted optimally. For Example, from the strenghts aspect, it is identified that the infrastructure facilities for this tourism object are already optimized, and from the opportunities espect, it is identified that the development of this tourism object is well conducted as it can help the local community. However, several aspects are not well optimized, such as in the weaknesses aspect, it is identified that some units that are built by the local government have not functioned optimally due to the lack of custodians for each unit, and in the threat aspect is the probability of natural disasters that can cause significant losses.
