Abstract

This study aims to see the implementation of policies in resolving conflicts in the area ofIndustrial Plantation Forest Concession Rights of PT. Sinar Mas Group in PelalawanDistrict, the conflict must be quickly resolved so as not to cause greater problems, theseriousness of the government is needed. In this study researchers used theimplementation theory according to Grindle and used qualitative analysis methods withthe aim of describing, analyzing and attempting to elaborate policies and solutions inconflict resolution by interviewing directly and in depth the key informants who wereconsidered most knowledgeable using purposive sampling technique. The findings ofthis study indicate that the implementation of policies in resolving conflicts in the areaof Industrial Plantation Forest Concession Rights of PT. The Sinar Mas Group inPelalawan District has not been implemented properly, so it is expected that thegovernment will be more active in resolving the conflict, one of them is by revising theexisting policy and the government must prioritize the principle of consensus byinvolving the company and community leaders around the company that.

Abstract

PTSL is defined as the activity of registering land for the first time carried out simultaneously for all objects of land registration throughout the territory of the Republic of Indonesia in one village / kelurahan or other name at the same level, which includes the collection of physical data and juridical data regarding one or several objects. land registration for the purposes of its registration. Seeing the low number of registered land parcels, the government is targeting to certify 5 million land parcels throughout Indonesia by 2017 through the PTSL Program. As many as 7 million land parcels in 2018, 9 million land parcels in 2019 and in 2025 all land parcels in Indonesia's territory have been registered. In accordance with the consequences of the provisions of Law Number 23 of 2014 concerning Regional Government, namely the granting of autonomy to districts one of which is in the land sector, the Land Office in each Regency / City is the implementer of the National Policy or programs in the Land Sector in the Region, one of which is Pelalawan Regency. Pelalawan Regency through its Land Office also implements this PTSL program. The purpose of carrying out this research is to see and measure the implementation of the Complete Systematic Land Registration Program at the Pelalawan Regency Land Office. The next objective is to determine the obstacles encountered by the Pelalawan Regency Land Office in implementing the Complete Systematic Land Registration Program (PTSL). The method used in this research is a qualitative research method with the type of case study research. This study uses indicators of implementation by Edward III with indicators that will be the blade of analysis, namely communication, resources, dispotition and bureaucratic structure. Of the four indicators used as analysis tools, it was found that the Implementation of the Complete Systematic Land Registration Program at the Land Office of Pelalawan Regency was quite good with several obstacles that emerged.

Abstract

One of the impacts of Covid-19 is the decline in the community's economy and to overcome the impact of Covid-19, the government made a policy, namely by providing assistance to the community, known as Village Fund Direct Cash Assistance (BLT-DD). In distributing the Village Fund BLT, the village government was considered not to be on time and the village government was considered to be less thorough because there were still people who received the Village Fund BLT who received other social assistance. Even though, according to the provisions, recipients of social assistance may not receive Village Fund BLT assistance. This study aims to find out how the Village Fund Direct Cash Assistance (BLT-DD) is distributed to the poor affected by Covid 19. This research uses a qualitative method and the theory that researchers use in this study is the theory of effectiveness according to Nugroho. Based on the results of the study, the Semelinang Darat village government in distributing Village Fund Direct Cash Assistance (BLT-DD) to communities affected by Covid-19 has been implemented, but there are still people who receive other social assistance who receive BLT Village Funds. So the suggestion in this study is that data on recipients of social assistance needs to be re-datad, so that no community that receives direct village cash assistance (BLT-DD) also receives social assistance from the government. Abstract

Pemerintah Daerah Kabupaten Pelalawan melalui Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) telah menyediakan sistem absensi kepada Aparatur Negeri Sipil (ASN) dan tenaga honorer di lingkungan Pemerintah Kabupaten Pelalawan dengan menggunakan sistem online berbasis android yang diberi nama Sistem Informasi Kepegawaian Online (SIKO) sejak bulan Juli 2021. Sistem Informasi Kepegawaian Online (SIKO) dapat diunduh melalui Play Store dari ponsel Android, Sistem Informasi Kepegawaian Online (SIKO) Berbasis Web digabungkan dengan sistem informasi Manajemen Kepegawaian (SIMPEG) untuk memberikan informasi yang lebih cepat, tepat dan akurat kepada seluruh perwakilan di lingkungan Pemerintah Kabupaten Pelalawan. Sistem absensi SIKO adalah sistem yang digunakan untuk mengetahui kehadiran pegawai dengan menggunakan metode pendeteksi wajah dan share location. Aplikasi absensi SIKO dapat diintegerasikan sehingga informasi kehadiran yang sudah direkam dapat dimasukkan kedalam applikasi SIMPEG dengan cara otomatis. Namun pada pelaksanaannya dinilai belum bisa berjalan dengan efektif dan efesien. Metode penelitian yang di gunakan adalah meotde deskriptif kualitatif. Data penelitian diperoleh dari berbagai informan perwakilan di Pemerintah Daerah Kabupapten Pelalawan. Dalam penelitian ini teknik pengumpulan data dengan wawancara, studi dokumentasi dan observasi langsung. Penelitian ini melihat pengaruh pelaksanaan absensi dengan sistem kerja aplikasi SIKO dengan cara pendeteksi wajah dan share location dan berbagai variabel yang mempengaruhinya. Tujuan dari penelitian adalah untuk mengetahui dampak pada penerapan absensi pendeteksi wajah dan share location terhadap disiplin kinerja Aparatur sipil Negara (ASN) di Dinas Perhubungan Pemerintah Kabupaten Pelalawan. Dari hasil penelitian menunjukkan bahwa penerapan aplikasi SIKO dengan cara  absensi pendeteksi wajah dan share location masih ditemukan beberapa kendala yaitu seperti Sinyal Internet yang lemah, Aparatur Sipil Negara (ASN) dan Honorer di Dinas Perhubungan Kabupaten Pelelawan akan dapat mengalami kesulitan dalam melakukan absensi kehadiran apabila mereka berada di suatu tempat yang tidak memiliki sinyal yang kuat.

Abstract

Penelitian ini tentang implementasi peraturan daerah Provinsi Riau Nomor 2 Tahun 2019 Tentang Susunan Kelembagaan, Pengisian Jabatan Dan Masa Jabatan Kepala Desa Adat. Provinsi Riau terdiri dari 12 Kabupaten Kota dua diantaranya yaitu Kabupaten Rokan Hulu dan Kabupaten Siak telah menetapkan desa adat. Sistem pemerintahan desa adat sebagaimana amanat undang-undang nomor 6 Tahun 2014 Tentang Desa belum terlaksana karena sistem pemerintahan desa adat masih sama dengan desa lain yang belum ditetapkan sebagai desa adat. Tujuan dari penelitian ini untuk melihat implementasi kebijakan tentang susunan kelembagaan pengisian jabatan dan masa jabatan kepala desa adat dengan mengguna teori implementasi. Jenis Penelitian ini adalah penelitian kualitatif dengan pendekatan deskriptif kualitatif. Teknik pengumpulan data yang dilakukan melalui wawancara, observasi, dan dokumentasi. Sedangkan analisis data meliputi pengumpulan data, kondensasi data, penyajian data dan penarikan kesimpulan. Hasil penelitian bahwa susunan kelembagaan, pengisian jabatan dan masa jabatan kepala desa belum terimplementasi karena pertama komitmen pemerintah daerah untuk menerapkan kebijakan, kebijakan tidak diikuti dengan kesiapan intstansi pelaksana dan kurang dukungan dan partisipasi masyarakat. Aspek koordinasi anatara pemerintah Kabupaten dan Provinsi belum maksimal.

Abstract

This research aims to see the function of the Land Office in resolving land ownership disputes in Pelalawan Regency, and it was carried out using qualitative research methods. Researchers interviewed direct and in-depth informants who were the most knowledgeable about implementing the Land Office's function in resolving land ownership disputes using purposive sampling techniques. The results of this study indicate that the Land Office has carried out its function in resolving land ownership disputes and is considered quite optimal because it has become a mediator for the two parties to the dispute in conducting mediation even though it has not yet reached an agreement. Several findings become obstacles for the Land Office in resolving land ownership disputes. First, the Land Office lacks human resources. Second, the lack of witnesses related to land history, and third, the character factor of the disputants who are only selfish.

Abstract

This study aims to determine the Implementation of the Child Identity Card (KIA) Policy at the Population and Civil Registration Office of Kuantan Singing Regency and to find out the inhibiting factors for the implementation of the Child Identity Card program by the Population and Civil Registration Office of Kuantan Singing Regency. The research method used in this research is qualitative, data collection using interview techniques, observation, and documentation. The results of this study indicate that the Implementation of the Child Identity Card (KIA) Policy at the Population and Civil Registration Office of Kuantan Singing Regency has been carried out but has yet to be maximally implemented. This can be seen from the number of human resources in Policy Implementation, which still needs to be considered. Besides that, public awareness to take care of the KIA Child Identity Card (KIA) is still low. So the researcher's suggestion to the Population and Civil Registration Office of Kuantan Singing Regency is expected to be able to increase the number of employees who specifically handle KIA so that services and socialization can be carried out optimally and need to increase the number of printing machines for the Child Identity Card (KIA).

Abstract

The government must prevent forest and land fires so that they do not continue to occur. Forest and land fires in the Meranti Islands Regency continue to occur. This study uses the evaluation theory according to Willian N Dunn to determine the Performance of the Regional Disaster Management Agency in Preventing Forest and Land Fires in the Meranti Islands Regency. The research method used in this research is qualitative, by interviewing direct and in-depth informants who know the problems being studied best. The study results show that the Regional Disaster Management Agency in Preventing Forest and Land Fires in the Meranti Islands Regency has worked according to its duties and functions. However, its performance has yet to be maximized. The occurrence of forest and land fires in the Meranti Islands Regency evidences this.

Abstract

Public order is an orderly situation with principles, politeness, and discipline to achieve a peaceful and serene atmosphere. The existence of policies regulating public order in Pekanbaru City is undoubtedly an essential and binding thing for the population and the city's development; it is expected to create security and comfort for the community in carrying out life for public order. The implementation of public order is still an unsolved problem in Pekanbaru City, so there are still violations of public order, one of which is the emergence of business places that are used as places of prostitution even though the government has implemented regional regulation number 13 of 2021 concerning public order and public peace. The purpose of this research is to find out the implementation of the Pekanbaru city policy on public order and public peace and the inhibiting factors in policy implementation. This research uses a qualitative method by interviewing research informants in depth. The theory used in this research is Edward III's implementation theory, which includes indicators of communication, resources, disposition, and bureaucratic structure. Based on the results of the study, the Implementation of Pekanbaru City Regional Regulation number 13 of 2021 concerning public peace and order can be concluded that the Implementation of the Policy has been carried out, but not optimally. This is because there are still places of business that violate these regional regulations. The obstacle in this research is the need for more human resources needed to implement the policy.

Abstract

This study aims to look at the role of the Institute for Community Empowerment In Assisting the Head of the Village Development Plan Rural, Theory used in this research is the Role According Soerjono Soekanto The role is covering the norm - norms associated with the position or one's place in society. The role in this sense is a set of rules - the rules that guide the person in social life and then Indicators used in this study is based on the regional Regulation of Rokan Hulu District No. 13 Year 2007 on Community Institutions in Article 8, namely Prepare development plans in a participatory manner, Implement, Control, utilize and develop participatory Development and Promote and develop participation, gotong-royong and governmental organizations. The type of research is quantitative descriptive as well as study population, namely the Village Head fullness of West Sei Rokan Jaya subdistrict Fullness of Rokan Hulu, the village secretary, BPD, LPM, affairs chief General, Head of government affairs, Chief in charge of Finance, Head of Hamlet, RW, RT and head of Family Fullness West Sei Rokan Jaya determined by census techniques and purposive sampling and simple random sampling of the type of data collection is primary data and secondary data, engineering data collection using questionnaires, interviews and observations, then the data were analyzed descriptively using quantitative methods descriptively, based on the results of the analysis of the role of the Institute for Community Empowerment In Helping the Village Head Making Plans Rural Development (Study village Fullness West Sei Rokan Jaya subdistrict Fullness of Rokan Hulu Year (2011) assessed Enough to Succeed, Expected to Village Government Fullness West Sei Rokan for more increase community empowerment village so that people of helplessness and welfare increases.
