Abstract

The implementation of the Construction Safety Management System (SMKK) and the COVID-19 Health Protocol is very important in the sustainability of construction projects to prevent work accidents. Work accidents will have an impact on the overall project completion time. Objective research of this study was to determine the effect of the implementation of the Construction Safety Management System (SMKK) and the COVID-19 Health Protocol on time performance in building construction in Jabodetabek. The research method used is a quantitative method where research data collection is in the form of a questionnaire. The study was analyzed with Statistical Variance-based Structural Equation Modeling (VB-SEM), an applied software application of Smart Partial Least Square 3.0. (SmartPLS 3.0.), due to latent variables to see the effect of implementing the Construction Safety Management System (SMKK) and the COVID-19 Health Protocol. 19 on time performance. The Construction Safety Management System (SMKK) and the COVID-19 Health Protocol have a positive and significant impact on time performance in building construction in JabodetabekPenerapan Sistem Manajemen Keselamatan Konstruksi (SMKK) dan Protokol Kesehatan COVID-19 sangatlah penting dalam keberlangsungan proyek konstruksi untuk mencegah terjadinya kecelakaan kerja. Kecelakaan kerja akan berdampak pada waktu penyelesaian proyek secara keseluruhan. Tujuan penelitian ini adalah untuk mengetahui pengaruh penerapan Sistem Manajemen Keselamatan Konstruksi (SMKK) dan Protokol Kesehatan COVID-19 terhadap kinerja waktu pada pembangunan gedung di Jabodetabek. Metode penelitian yang digunakan adalah metode kuantitatif dimana pengumpulan data penelitian berupa kuesioner. Penelitian dianalisis dengan statistik Variance-based Structural Equation Modeling (VB-SEM), aplikasi software terapan Smart Partial Least Square 3.0.(SmartPLS 3.0.), karena variabel laten untuk melihat pengaruh penerapan Sistem Manajemen Keselamatan Konstruksi (SMKK) dan Protokol Kesehatan COVID-19 terhadap kinerja waktu. Sistem Manajemen Keselamatan Konstruksi (SMKK) dan Protokol Kesehatan COVID-19 berpengaruh positif dan signifikan terhadap kinerja waktu pada pembangunan gedung di Jabodetabek.

Abstract

Concession agreements have been implemented in many transportation infrastructure projects in Indonesia as a creative step by the government to meet the funding needs of transportation infrastructure projects in the country. The Jakarta-Bandung High-Speed Railway (JBHSR) is a major railway project with substantial investment. Despite securing a 50-year concession, the project has seen escalating investment costs. Nevertheless, the concession significantly impacts the feasibility of the project investment. This study examines and analyzes several factors that influence or are considered in the concession period agreement of railway projects. The research employs a qualitative descriptive method involving literature review, policy document analysis, and expert interviews. The research shows that high-speed railway projects typically have a lengthy return on investment. This is supported by the scarcity of countries globally where such projects have achieved both investment recovery and profitability. Regarding the 50-year concession for the JBHSR Project, it becomes inconsequential when construction issues arise, impacting costs and investment scale. Therefore, a review and reevaluation of the concession period is necessary. Furthermore, certain considerations need to be taken into account when determining the new concession period. The research aims to guide the government in enhancing concession policies, especially concerning railway project concession periods.

Abstract

Fast Train is a modern form of transportation which also signifies the prestige of a country's transportation. Indonesia is one of the countries that will soon have a fast train that runs from Jakarta to Bandung. The ongoing Fast Train is one of the national strategic projects in the infrastructure sector. The Jakarta Bandung Fast Train project itself is targeted to be completed in 2023. During the course of the construction of the Jakarta Bandung Fast Train project, it faced its own difficulties because the Indonesian government's own policies had not properly supported the development of fast trains. This research is based on a review of international experience with high-speed rail projects to develop a recommended high-speed rail policy framework for Indonesia. An international review looked at the development policies of Japan, Taiwan, China and the United Kingdom. The research method that will be used in this study is descriptive qualitative analysis with in-depth literature studies from several journals and regulations related to fast trains. The results of this study indicate that there are several rules or regulations that can be adopted by the Government of Indonesia in the development of fast trains. The steps that need to be taken by the Indonesian government so that the development of fast trains can be sustainable such as appointing or establishing the main agency/institution, special funding sources, and developing regulations and specifications for the design and construction of fast trains to assist in facilitating project management during construction.

Abstract

Public-rented flats, which are intended for low-income society, have characteristics which are different from other type of public housing. Based on past literatures, there are 9 characteristics which are public-housing/residential unit’s specifications, supporting facilities, public facilities, surrounding facilities, social environment, household character, location, owner, and funding which are associated with the residents’ satisfaction towards public housing. Other than the issue of public-rented flats’ characteristics, some researches have also suggested changing the institutional and financial scheme of management unit of public-rented flats (MUPRF), especially the ones in DKI Jakarta Province. Therefore this initial research is conducted to identify the characteristic variables of public-rented flats that affect the choice of changing the institutional and financial scheme for the MUPRF. This research is a qualitative research using triangulation analysis based on 3 sources of data which are past literatures, regulations and interviews. According to the triangulation analysis the characteristics that affects the choice of changing the institutional and financial scheme for the MUPRF are public facilities, surrounding facilities, household character, and funding. Abstrak Rumah susun sederhana sewa (rusunawa) yang diperuntukan untuk masyarakat berpenghasilan rendah (MBR) memiliki karakteristik yang berbeda dengan unit hunian perumahan rakyat lainnya. Berdasarkan studi literatur terdapat 9 variabel karakteristik perumahan rakyat yaitu spesifikasi perumahan rakyat/unit rumah tinggal, fasilitas pendukung, fasilitas umum, fasilitas lingkungan, lingkungan sosial, karakter rumah tangga, lokasi, pemilik dan pembiayaan yang diasosiasikan terhadap kepuasan penghuni pada perumahan rakyat. Selain isu terkait karakteristik perumahan rakyat, terdapat beberapa literatur yang mengusulkan perubahan kelembagaan dan finansial pada unit pengelola rumah susun (UPRS), khususnya di Provinsi DKI Jakarta. Oleh karena itu penelitian awal ini akan mengidentifikasi variabel-variabel karakteristik yang dapat mempengaruhi pemilihan skema-skema kelembagaan dan finansial pada UPRS. Penelitian ini merupakan penelitian kualitatif dengan menggunakan analisis triangulasi yang diperoleh dari 3 sumber data yaitu dari studi literatur, perundang-undangan dan wawancara. Berdasarkan hasil analisis triangulasi didapatkan variabel karakteristik perumahan rakyat yang mempengaruhi pemilihan skema-skema kelembagaan dan finansial pada UPRS adalah fasilitas umum, fasilitas lingkungan, karakter rumah tangga dan pembiayaan pembangunan.

Abstract

Toll roads are important and affect people's lives. This can be seen by the growth of new industrial areas, which means an increase in heavy vehicles passing through toll roads to enter industrial areas, including overloaded vehicles. JORR Toll Road Section E makes it possible for overloaded vehicles to pass to industrial areas in the Cakung area. Vehicles with more weight are likely to damage the road and reduce the life of plans that have been designed by previous planners. The aim of this research is to determine the impact of overloading on the planned life of the JORR E3 (Cakung-Cilincing) toll road. Based on the overload calculation, the equivalent figure is 12,351,436, causing a decrease in the planned life of the road by 6.375% or 2.55 years, the remaining 15 year planned life in 2038 Based on the results of these calculations, it can be concluded that excess weight causes a decrease in the design life of the road and has an impact on toll road pavement. Abstrak Jalan tol menjadi hal yang penting dan mempengaruhi kehidupan masyarat, dengan bertumbuhnya ekonomi bertumbuh pula pengguna jalan tol dari pengusaha.  hal ini bisa terlihat dengan tumbuhnya kawasan industri baru yang berarti bertambahnya kendaraan berat yang melewati jalan tol untuk masuk kedalam kawasan indsutri, termasuk kendaraan yang kelebihan beban. Salah satunya Tol JORR Seksi E banyak dilewati kendaraan berat untuk masuk ke kawasan industri di daerah cakung. Kendaraan dengan beban lebih diperkirakan dapat merusak jalan tol dan mengurangi umur Rencana yang sudah di rancang oleh perencana sebelumnya. Tujuan penelitian ini untuk mengetahui dampak yang timbul akibat kelebihan muatan terhadap umur Rencana jalan tol JORR seksi E3 (Cakung-Cilincing) Berdasarkan perhitungan muatan lebih didapat angka ekivalen 12.351.436 sehingga menyebabkan penurunan umur rencana jalan 6,375 % atau 2,55 tahun sisa umur rencan 15 tahun pada tahun 2038. Berdsarkan hasil perhitungan tersebut dapat disimpulkan kelebihan berat menyebabkan penurunan umur rencana jalan dan berdampak terhadap Perkerasan jalan tol.

Abstract

Jakarta - Merak Toll Road is an access road to Sumatra, many factories stand along the Jakarta – Merak Toll Road which is automatically passed by overloaded vehicles every day. This study aims to evaluate the condition of the surface of the Jakarta – Merak Toll Road pavement, along the length from KM 31,600 – KM 97,700 both lanes A and B. This study was conducted a direct survey to determine the type of damage to the surface of the Jakarta – Merak toll road pavement, then the number of damages obtained for the Jakarta - Merak route was 118 damages and Merak – Jakarta 108 damages with the type of damage holes and cracks most often found on both sections. By using the PCI method from field data, the average value of damage and severity of the surface of the Jakarta – Merak Toll Road pavement will be obtained, which will later be used as a basis for road repair and maintenance. The results of calculations using the PCI method produced an average value of lane A (Jakarta – Merak) 61% (good) and lane B (Merak – Jakarta) 54% (moderate) from the results of these calculations used by toll managers for toll road rehabilitation and maintenance. Abstrak Tol Jakarta – Merak merupakan akses jalan menuju Sumatra, banyak pabrik berdiri sepanjang jalan Tol Jakarta – Merak yang otomatis dilewati kendaraan kelebihan beban setiap hari. penelitian ini bertujuan untuk mengevaluasi kondisi permukaan perkerasan jalan Tol Jakarta – Merak, sepanjang   mulai dari KM 31,600 – KM 97,700 baik jalur A maupun Jalur B. Penelitian ini dilakukan survey secara langsung untuk mengetahui jenis kerusakan permukaan perkerasan jalan tol Jakarta – Merak maka   didapat jumlah kerusakan jalur Jakarta – Merak 118 kerusakan dan   Merak – Jakarta 108 kerusakan dengan jenis kerusakan lobang dan retak paling banyak ditemukan pada kedua ruas.  Dengan menggunakan metode PCI dari data lapangan   akan didapat nilai rata-rata kerusakan dan tingkat keparahan permukaan perkerasan jalan Tol Jakarta- Merak, yang nantinya digunakan sebagai dasar untuk perbaikan dan pemeliharaan jalan. Hasil perhitungan dengan   metode PCI dihasilkan nilai rata-rata jalur A (Jakarta – Merak) 61% (baik) dan jalur B (Merak – Jakarta) 54% (sedang) dari hasil perhitungan tersebut digunakan pengelola tol untuk rehabilitasi dan pemeliharaan jalan tol.

Abstract

Banyak proyek pemerintah terutama insfrastruktur yang masuk kategori kompleks, ditangani oleh kementerian teknis, dalam hal ini kemen PUPR. Namun tidak sedikit proyek konstruksi yang tidak masuk kategori kompleks dan bersifat khusus yang ditangani oleh kementerian atau lembaga pemerintah non instansi teknis. Untuk kasus yang pertama, owner dapat menggunakan konsultan MK namun untuk kasus yang kedua tidak memenuhi kriteria penggunaan konsultan MK, sehingga owner/PPK menggunakan jasa tenaga ahli sebagai pendamping selama proses persiapan dan perencanaan teknis. Penelitian ini akan mengkaji peran tenaga eksternal diuar konsultan perencana sebagai konsultan pendamping owner (KPO) selama proses desain. Dengan metode content validitas ratio (CVR) atas pendapat 15 pakar dibidang desain dan jasa konstruksi, diperoleh 14 peran tenaga pendamping owner. Dengan relative inportant index (RII) diperoleh tingkat kepentingan peran pada tahap desain dari yang terpenting meliputi memastikan KAK, memberikan standar aturan atau pedoman desain, identifikasi kebutuhan owner, dokumentasikan keputusan desain, komunikasi owner dan tim desain, kontrol jadwal desain, review HPS dan spesifikasi, evaluasi proposal desain, memastikan value for money, saran tools desain, identifikasi stakeholder, menyusun dokumen seleksi, memastikan keputusan desain dan mendapatkan performa terbaik konsultan desain. Temuan ini menegaskan bahwa ada peran diluar konsultan desain yang dibutuhkan owner Pemerintah non instansi teknis pada tahap desain untuk membantu upaya mendapatkan dokumen desain (DED) yang berkualitas.

Abstract

Objective: Apartment sector is one of the important real estate sectors of a country. The aim of this research is to analyse the influence of brand image, value co-creation, and supply chain agility on customer satisfaction and its impact on developer loyalty to apartment contractors. The novelty of this research lies in analyzing the influence of brand image, value co-creation, and supply chain agility on customer satisfaction simultaneously in the context of the apartment construction industry. Design/ methodology/ approach: This research uses a quantitative approach with structured equation modeling using smartPLS. The population of this research is apartment developers in Indonesia. Findings: The results of this research show that brand image, value co-creation, and supply chain agility have a positive and significant influence on customer satisfaction. This research has theoretical implications for expectancy disconfirmation theory and service dominance logic. The managerial implications of this research are on apartment contractors' strategies for gaining developer satisfaction and loyalty. Paper type: Research paper

Fenomena kinerja proyek yang baik di Kalimantan Timur perlu mewaspadai pergantian (turnover) tenaga kerja proyek yang mungkin dapat terjadi karena faktor geografis Kalimantan Timur yang cukup jauh dari sumber daya manusia konstruksi yang profesional dan sumber daya material serta kondisi rantai pasokan material bangunan. Komitmen karyawan kekuatan penstabil yang dirancang untuk mempertahankan arah perilaku bahkan jika perusahaan gagal memenuhi harapan. Komitmen karyawan adalah kondisi psikologis yang membawa keterikatan pribadi pada organisasi. Penelitian ini bertujuan untuk mengidentifikasi berapa besar pengaruh Work Life Balance terhadap Komitmen Tenaga Kerja Konstruksi Profesional dan Kinerja Proyek. Penelitian ini adalah penelitian dengan desain Explanatory Sequential Mixed Method, melibatkan 250 responden karyawan dan staf Perusahaan kontraktor, konsultan, dan Pemilik proyek Gedung, dengan menggunakan analisis SEM SmartPLS pada tahapan kuantitatif. Melibatkan pimpinan Perusahaan kontraktor, konsultan, dan Pemilik proyek Gedung pada tahapan analisis kualitatif. Penelitian menyimpulkan bahwa Work Life Balance berpengaruh secara signifikan terhadap Komitmen Tenaga Kerja Konstruksi Profesional.

Abstract

The phenomenon of good project performance in East Kalimantan needs to be aware of the possibility of project labor turnover. Employee commitment serves as a stabilizing force that maintains the direction of behavior even if the company fails to meet expectations. Employee commitment is a psychological condition that creates a personal attachment to an organization. This study aims to identify the influence of Motivation on Professional Construction Labor Commitment and Project Performance. This study uses an Explanatory Sequential Mixed Method design, involving 250 respondents of employees and staff of contractor companies, consultants, and building project owners, with SmartPLS SEM analysis at the quantitative stage. The qualitative stage involves the leaders of contractor companies, consultants, and building project owners. The results of the study show that Motivation has a significant effect on the Commitment of Professional Construction Workforce.
