Abstract

Pemberlakuan tarif sangat murah belum mampu menarik minat masyarakat untuk memanfaatkannya. Hal ini menunjukkan bahwa tarif bukan merupakan faktor penentu minat masyarakat terhadap angkutan umum. Faktor pendorong minat masyarakat Bandar Lampung terhadap angkutan umum diteliti dengan menggunakan metode Structural Equation Modeling (SEM). Instrument penelitian berupa kuesioner dengan pertanyaan-pertanyaan yang disusun berdasarkan pendekatan teoritis dan disajikan dalam Google Form. Pendekatan yang digunakan adalah bahwa variabel minat adalah variabel laten yang dapat diukur melalui faktor-faktor yang menimbulkan minat itu sendiri. Penelitian dilakukan di Kota Bandar Lampung terhadap masyarakat pada rentang umur 15-60 tahun. Sampel diambil secara accidental random sampling. Kuisioner disebarkan melalui aplikasi perpesanan WhatsApp. Jumlah sampel sebanyak 348 responden untuk mewakili populasi 785.450 jiwa dengan taraf kesalahan sebesar 5%. Hasil kuisioner diestimasi dengan alat bantu AMOS 23 (trial version). Hasil estimasi menunjukkan bahwa faktor penarik berupa perbaikan dalam kemudahan menjangkau layanan, memperbaiki pelayanan angkutan umum, dan menyediakan sistem pembayaran yang terintegrasi adalah faktor yang paling dominan dalam menentukan minat masyarakat untuk beralih ke angkutan umum. Dari hasil tersebut diajukan rekomendasi untuk memperbaiki faktor-faktor penarik untuk menarik minat masyarakat beralih ke angkutan umum yaitu dengan memperbaiki keterjangkauan, memperbaiki pelayanan angkutan umum, dan menyediakan sistem pembayaran yang terintegrasi.

Abstract

Transportation consists of facilities and infrastructure to smooth the wheels of the economy, strengthen national unity and integrity and influence almost all aspects of life. One type of transportation is sea transportation which functions to connect people from one island to another by using water transportation such as ships. The purpose of this research is to analyze the loading factor of ships at peak and normal condition and to estimate the number of vehicles at the Bakauheni-Merak ferry port for the next three years. The research method for collecting secondary data is by visiting related agencies, as well as calculating ship loading factors and forecasting vehicle productivity using the linear regression analysis method. From the results of the calculation of the load factor in the normal condition of 2017-2019 it produces a load factor value that does not exceed 30% -58%, while in the peak condition of 2017-2019 and 2022 there is a value that exceeds 100%, namely 105% -140%, so it is necessary to increase the number of trips at the Bakauheni-Merak port pier.

Abstract

ABSTRACT Bandar Lampung is experiencing dynamic development of the growth and development of the city will have implications for the increasing need for education and creates a large demand for transportation due to the movement of people and goods, so that this movement activity requires good facilities and infrastructure both in quality and quantity, especially in educational area. There are many educational institutions on Zainal Abidin Pagar Alam Street who will certainly cause additional movement and will create demand for supporting facilities around the area. This study aims to identify strategies planning for arranging the educational area around Zainal Abidin Pagar Alam Street. The analytical method used qualitative and quantitative descriptive analysis by using SWOT Analysis and Analytical Hierarchy Process (AHP). The results showed that the criteria for the priority aspect for arranging the educational areas are environmental aspects, physical aspect, economic aspect, social aspect and institutional aspect. The priorities of strategic planning in arranging the educational area are providing parking access for shops, service providers, and educational institutions so that they do not use the roadside for parking; improving the supproting infrastructure for educational facilities such as public transportation, road capacity, public space, libraries dan shopping centers; controling the street vendors around pedestrians; providing waste management facilities for service providers around educational areas; optimizing gorverment coordination with stakeholders to reduce traffic congestion in cities. ABSTRAK Kota Bandar Lampung telah mengalami perkembangan yang dinamis sehingga menyebabkan pertumbuhan dan perkembangan kota yang akan berimplikasi pada peningkatan kebutuhan masyarakat terhadap pendidikan dan mengakibatkan pada besarnya permintaan transportasi karena aktivitas pergerakan orang dan barang, sehingga aktivitas pergerakan yang terjadi akan memerlukan sarana dan prasarana yang memadai. Adanya beberapa Perguruan Tinggi dan sekolah di Jalan Zainal Abidin Pagar Alam tentu akan menyebabkan adanya pergerakan tambahan yang mengakibatkan permintaan terhadap fasilitas pendukung di sekitar kawasan. Penelitian ini bertujuan untuk mengidentifikasi strategi penataan kawasan di koridor Jalan Zainal Abidin Pagar Alam. Metode analisis pada studi ini menggunakan analisis deskriptif kualitatif dan kuantitatif dengan menggunakan analisis SWOT dan AHP. Hasil penelitian menunjukkan bahwa kriteria aspek prioritas penataan kawasan pendidikan adalah aspek lingkungan, aspek fisik, aspek ekonomi, aspek sosial dan aspek kelembagaan. Alternatif strategi prioritas dalam penataan kawasan pendidikan adalah dengan menyediakan akses parkir kendaraan untuk pertokoan, penyedia jasa dan instansi pendidikan agar tidak menggunakan bahu jalan; meningkatkan infrastruktur penunjang fasilitas pendidikan seperti angkutan umum, kapasitas jalan, ruang tebuka, perpustakaan dan shopping centers; menertibkan pedagang kaki lima agar tidak menggunakan pedestrian; menyediakan fasilitas kebersihan dan pengelolaan sampah untuk penyedia jasa di sekitar kawasan pendidikan; mengoptimalkan koordinasi antar lembaga pemerintah dan stakeholder terkait dalam mengatasi kemacetan di kawasan pendidikan.

Abstract

The slowing down of vehicle speed that occurs on Jalan Diponegoro is caused by the behavior of vehicles that make intertwining movements (weaving). This condition causes vehicles traveling straight to reduce vehicle speed due to the presence of vehicles entering from Jalan Dr. Cipto Mangunkusumo towards Jalan Diponegoro. Queues that occur on Jalan Diponegoro cause a narrowing of the road, which can cause travel delays. The aim of this research is to analyze travel delays due to interwoven conflicts or weaving that happened on Jalan Diponegoro. This research was analyzed using the method gap acceptance. According to the results of data processing analysis and literature studies, the delay time was 23.28 seconds in the morning and 13.77 seconds in the afternoon for each 5 minute time interval. Key words: Travel Delay, InterwovenConflict, Gap Acceptance.

Abstract

Public transportation has many benefits. However, currently public transportation has not been able to survive in providing its services. Prices and financing are at the heart of the problem of developing public transport. The initial effort to revive public transportation is to find out the ability and willingness of the community to pay for public transportation and compare it to the operational costs incurred by service providers in running their business. The ability to pay is known as Ability to Pay (ATP) and Willingness to Pay (WTP) is explored through analysis of questionnaire data collected using Accidental Simple Random Sampling from the people of Bandar Lampung City aged between 15 and 65 years. The results of the analysis show that the ATP (Rp. 2,824.27/km) and WTP (1,970.92/km) of the people of Bandar Lampung City are still above the applicable tariff (Rp. 300.00/km). Vehicle Operational Costs (BOK) for public transportation cannot yet be covered by fare revenues obtained with an average loading factor (16.45%). For a loading factor of 70%, according to World Bank standards, a tariff of IDR is required Rp 710.23/km to cover vehicle operating costs.

Abstract

Terdapat kenaikan harga di beberapa transportasi seperti pesawat dan bus. Hal ini menyebabkan penumpang lebih memilih moda transportasi yang jauh lebih murah dan terjangkau. Layanan kapal penyeberangan kapal eksekutif dan kapal reguler merupakan salah satu transportasi yang dapat digunakan untuk menuju Jakarta dan sebaliknya. Sehingga tujuan dari penelitian ini adalah mengidentifikasi faktor-faktor yang mempengaruhi permintaan penumpang dalam pemilihan layanan kapal penyeberangan rute Bakauheni-Merak serta menganalisis peluang atau probabilitas penumpang yang menggunakan kapal eksekutif dan kapal reguler penyeberangan rute Bakauheni-Merak. Metode penelitian yang digunakan adalah analisis regresi linear berganda dan analisis probabilitas dengan metode pengumpulan data menggunakan kuisioner. Hasil penelitian ini faktor yang paling berpengaruh dalam pemilihan layanan penyeberangan pada kapal eksekutif yaitu faktor waktu perjalanan sebesar 56% dan pada kapal reguler yaitu faktor tarif sebesar 79%. Didapatkan persamaan regresi linear berganda Y = 0,187 + 0,178 X1 + 0,252 X2 + 0,177 X3 + 0,212 X4 + 0,128 X5 untuk kapal eksekutif dan Y = 0,114 + 0,120 X1 + 0,244 X2 + 0,243 X3 + 0,256 X4 + 0,099 X5 untuk kapal reguler dengan nilai koefisien determinasi (R2) kapal eksekutif sebesar 0,876 dan kapal reguler sebesar 0,855. Dengan nilai utilitas kapal eksekutif sebesar 3,8309 dan kapal reguler sebesar 3,3773. Berdasarkan perhitungan dari persamaan di atas didapat nilai persentase probabilitas untuk pemilihan layanan kapal penyeberangan kapal eksekutif sebesar 61,15% dan kapal reguler sebesar 38,85%.

Abstract

Passenger characteristics greatly affect passengers in choosing the mode of transportation. This study aims to determine the factors that influence travelers and the utility equation model of mode selection between trains, travel, private cars. This research was conducted by distributing questionnaires to the people of Bandar Lampung city. The method used is the Stated Preference model. The research resulted in characteristic factors that significantly influence the selection of transportation modes, namely X1 = income, X2 = cost, X3 = travel time. The following is the value of the Utility equation: Y Railway = 0.2398 x1 - 0.2847 x2 + 0.2924 x3 + 0.0237, R2 Railway = 0.7131. YTravel = 0.1548 x1 + 0.1605 x2 + 0.0714 x3 - 0.3824, R2Travel = 0.3520. YPrivate Car = 0.2395 x1 - 0.2845 x2 + 0.2924 x3 - 0.0241, R2Private Car = 0.7128.

Abstract

Lampung Province, as the land gateway between Sumatra and Java, plays a vital role in Indonesia’s national road network. With 1,298 km of national roads managed by BPJN Lampung, the region supports high traffic from heavy vehicles. However, these roads face significant damage, primarily due to two factors: poor road management (including planning, execution, supervision, and maintenance) and the frequent passage of ODOL (Over Dimension Over Loading) vehicles. This study investigates the causes and key parameters of road damage in Lampung, aiming to identify the most dominant factors. Data were obtained from interviews, questionnaires, and road section records from relevant stakeholders and analyzed using the Analytic Hierarchy Process (AHP). The findings reveal that ODOL vehicles are the most significant cause of road damage, with a weight of 67%, while the International Roughness Index (IRI) emerged as the most critical parameter, holding a weight of 27%. These results underline the urgent need for tighter regulations on ODOL traffic and the prioritization of IRI as a core measure in assessing road quality. Enhancing monitoring and maintenance based on these insights is essential to improving road durability and ensuring sustainable transportation in Lampung Province.

Abstract

The Lampung Province holds a strategic position as a connecting route between Sumatra and Java, serving as a land logistics gateway between the islands. The national roads in this province play a crucial role in supporting economic efficiency by reducing time and distribution costs. However, the poor condition of road infrastructure—triggered by low pavement quality and excessive loading hinders trade and transportation activities and worsens interregional integration. This study aims to identify and analyze the main parameters causing road damage and to establish priorities for handling national roads in Lampung Province. Data were obtained through interviews, questionnaires, and documentation from relevant stakeholders. The method used is the Analytic Hierarchy Process (AHP). The analysis results indicate six main parameters causing road damage: International Roughness Index (IRI), Pavement Condition Index (PCI), drainage effectiveness, Remaining Service Life (RSL), Average Daily Traffic (LHR), and Vehicle Damage Factor (VDF). Based on AHP weighting, IRI received the highest weight (27%) and is identified as the primary indicator of road damage. The top priority for road maintenance is the Bts Sukamaju – Km 10 Panjang Bandar Lampung section, which stretches for 5 kilometers.

Abstract

Effective road management is crucial to ensure the smoothness and safety of the transportation system in Pesawaran Regency. Although various strategies have been implemented to determine road maintenance priorities, challenges remain in fully integrating technical and non-technical elements comprehensively. This study aims to address these shortcomings by comparing two analytical methods, namely the Fuzzy Analytic Hierarchy Process (FAHP) and the Provincial/District Road Management System (PKRMS), and by developing a combined approach expected to yield more accurate and comprehensive priority determinations in road infrastructure management. The research methodology employs both qualitative and quantitative approaches. FAHP is utilised to address uncertainty and subjectivity in decision-making, while PKRMS provides evaluations based on technical data. Analysis results indicate significant differences in road maintenance priorities generated by the two methods. FAHP ranks the Negeri Sakti - Batas Lampung Selatan (177) road segment as the highest priority with a weight of 0.241 whereas PKRMS prioritises the Negara Saka - Krisnowidodo (081) road segment with a TPI value of 76.040. The integration of these two methods produces a more comprehensive priority ranking, with the Lumbi Rejo - Tresno Maju (089) road segment emerging as the top priority with a TPI value of 132.337. This research introduces an integrative approach that combines FAHP and PKRMS, offering a novel solution for determining road maintenance priorities that simultaneously consider both technical and non-technical aspects.
