Abstract

Alur Pelayaran Barat Surabaya merupakan alur pelayaran tersibuk kedua di Indonesia setelah alur masuk Tanjung Priok (Departemen Perhubungan, 2006). Dengan kondisi alur pelayaran yang panjang dan sempit ditambah banyaknya arus kapal yang keluar masuk pelabuhan mengakibatkan sangat rentan terhadap kecelakaan laut baik itu kandas, tabrakan kapal ataupun jenis kecelakaan yang lainnya, yang tentunya akan memberikan dampak negatif terhadap pelayaran intersulair. Dengan melihat fakta seperti tersebut diatas, maka dirasa perlu untuk melakukan penelitian secara ilmiah sehingga kita dapat menentukan faktor dominan yang menyebabkan terjadinya kecelakaan pelayaran di Alur Pelayaran Barat Surabaya, sehingga nantinya diharapkan akan diketahui juga kriteria-kriteria utama penyebab terjadinya kecelakaan.Dalam pengambilan keputusan penyebab terjadinya kecelakaan di Alur Pelayaran Barat Surabaya, dimana permasalahan yang ada tidak dapat disusun dalam bentuk hirarki karena melibatkan interaksi dan dependensi elemen-elemen yang lebih tinggi tingkatannya terhadap elemen yang lebih rendah levelnya. Maka dari itu pada penelitian ini digunakan metode Analytic Network Process (ANP) yang mempunyai kemampuan mengakomodasi keterkaitan antar kriteria atau alternatif.

Abstract

Pangkalan TNI AL memiliki peranan penting dalam menunjang keberhasilan suatu operasi di wilayah NKRI sebagai negara maritim. Berbagai permasalahan yang dihadapi serta dinamika perkembangan lingkungan strategis yang relatif sulit diprediksi dan semakin kompleks, menuntut jajaran TNI AL untuk mempersiapkan diri sedini mungkin dalam menghadapi setiap kemungkinan ancaman yang dapat mengganggu stabilitas pertahanan negara. Menyadari hal tersebut, pimpinan TNI AL berkehendak melakukan pengembangan pangkalan tertentu untuk dinaikkan status klasifikasinya. Bila dihadapkan pada keterbatasan kondisi anggaran pertahanan negara saat ini, maka perlu adanya prioritas dalam upaya pengembangan pangkalan tersebut sehingga dapat memberikan percepatan kontribusi terhadap operasi TNI AL, sehingga kriteria fungsi pangkalan secara keseluruhan dapat berperan dalam menunjang tugas TNI AL. Penelitian ini menggunakan metode Analytical Network Process (ANP) yang memiliki kemampuan untuk mengakomodasi keterkaitan antar kriteria atau alternatif. Dua jenis keterkaitan yang dimiliki dalam metode ANP yaitu keterkaitan dalam satu set elemen (innerdependence) dan keterkaitan antar elemen yang berbeda (outerdependence). Hasil penelitian berupa nilai bobot prioritas kriteria dan prioritas alternatif Lanal yang akan dikembangkan menjadi Lantamal. Nilai bobot kriteria yang terbesar adalah Fasilitas Pangkalan dan nilai bobot alternatif yang terbesar adalah Lanal Pontianak.

Abstract

KRI is one of the main components possessed by the Indonesian Navy which has the main task of security and national defense at sea. The Termination of Operation KRI over the age of 40 results in a lack of existing KRI, so there is a need for research that represents an evaluation and analysis of the work system so that the main tasks can still be carried out. The SWOT and CIPP analysis in this study aims to identify several factors that influence the achievement of the main tasks. The results obtained are in Quadrant I (+; +) which states the status "on the track".Keywords : KRI, SWOT, CIPP.

Abstract

Alur Pelayaran Timur Surabayamerupakan bagian dari alur pelayaranbarat surabaya tersibuk kedua di Indonesia setelah alur masuk Tanjung Priok (Departemen Perhubungan, 2006).Dengan kondisi alur pelayaran yang panjang dan sempit ditambah banyaknya arus kapal yang keluar masuk pelabuhan mengakibatkan sangat rentan terhadap kecelakaan laut baik itu kandas, tabrakan kapal ataupun jenis kecelakaan yang lainnya, yang tentunya akan memberikan dampak negatif terhadap pelayaran intersulair. Dengan melihat fakta seperti tersebut diatas, sehingga perlu untuk melakukan kajian lebih mendalam tentang penilaian risiko kecelakaan terhadap alur pelayaran timur surabaya.Kajian ini bertujuan untuk memperoleh jenis kecelakaan apa saja yang mempunyai risiko tinggi di Pelabuhan Surabaya, mengetahui dampak apa yang dapat ditimbulkan dari kecelakaan dengan risiko tinggi dan memperoleh langkah yang bisa dilakukan untuk mengurangi kecelakaan di Alur Pelayaran Timur Surabaya dengan menggunakan Metode Formal Safety Assessment (FSA).Dari enam jenis kecelakaan yang terjadi, terdapat tiga kecelakaan dengan risiko tertinggi yaitu kapal kandas, kecelakaan manusia, tabrakan kapal dengan dermaga pada saat kapal layar maupun sandar. Dampak dari ketiga kecelakaan tersebut menimbulkan kerugian materi yang besar. Untuk menurunkan risiko dari ketiga jenis kecelakaan tersebut dilakukan pengukuran Implied Cost of Averting a Risk (ICAR) terendah dari setiap pilihan penurunan risiko. Penanggulangan risiko yang dilakukan adalah memberlakukanpatroli rutin dan pemasangan rambu alur pelabuhan mempunyai ICAR sebesar 234 juta, memberikan pelatihan penyelamatan manusia dikapal yang mempunyai nilai ICAR sebesar 112 juta dan yang terakhir adalah memperketat area pelabuhan dengan ICAR 84 juta agar pihak yang tidak berkepentingan tidak masuk di area pelabuhan.

Abstract

Navy as a marine core in the defense force is responsible for providing security for realizing stability and security of the country. At any time there was an invasion of other countries past through sea, TNI AL must be able to break the enemy resistance line through a sea operation to obtain the sea superiority. But this time the endurance of Striking force Unit at only 7-10 days and required replenishment at sea to maximize the presence in the theater of operations to meet a demand of the logistics: HSD, Freshwater, Lubricating Oil, foodstuffs and amonisi. For the optimal replenishment at sea required scheduling model supporting unit to get the minimum time striking force unit was on node rendezvous. Replenishment at sea scheduling model for striking force unit refers to the problems Vehicle routing problem with time windows using Genetic Algorithms. These wheelbase used is roulette for reproduction, crossover, and mutation of genes. Genetic algorithms have obtained optimum results in the shortest route provisioning scenario uses one supporting unit with a total time of 6.89 days. In scenario two supporting unit with minimal time is 4.97 days. In the scenario, the changing of the node replenishment Genetic Algorithm also get optimal time is 4.97 days with two supporting units. Research continued by changing the parameters of the population, the probability of crossover and mutation that can affect the performance of the genetic algorithm to obtain the solution. Abstract

According to the definition of International Hydrographic Organization (IHO) M-13 2005, the LowestAstronomical Tide (LAT) is Internationally used as chart datum, which is used as instruction for measuring thevalidation of high water surface in the Hydro-oceanography survey. It is predicted by tide prediction for 18.61years. This research is observed minimized in one year. In determining of LAT, it will be analyzed by the tideConstanta and prediction analysis.The analysis of tide Constanta will be calculated by the Rayleigh numberingmethod (the smallest quadrat), start on tide data observation for one month, two months, three months, fourmonths, six months until twelve months data of tide observation. Afterward, from that analysis results of t ideConstanta, it can be predicted the tide for 18.61 years. From this result, the prediction will be found thedifference of the LAT value of tide data less than in one year with tide data in one year. Then, from thedifference of LAT values can be analyzed at a significant level by using the statistical approach. From the resultof the LAT calculation by using data observation of tide in one year will be got the LAT position that is 43.3 cm.If comparing with LAT value which uses a variety of data less than in one year, it will result in the level ofsignificant differences. In this case, LAT value thas is calculated by data less than in one year cannot beequated with LAT which is used by observation of tide data in one year.Keywords: LAT, Tide Component, and interval of tide observation.

Abstract

Maintenance, Repair, and Overhaul is an action to control, know and ensure the life of a defense equipment. Indonesia should have a concept for maintenance, repair and overhaul in the defense industry. The problem in this research is how to determine priority weighting and development strategy plan for Maintenance, Repair and Overhaul warships implemented by Fasharkan Surabaya to support the readiness of marine operations. The purpose of this study is making a strategic plan for the development of Maintenance, Repair and Overhaul warships carried out by Fasharkan Surabaya in support of marine operations readiness. The method used in this study is the determination of criteria by hierarchy using the Analytical Hierarchy Process (AHP). The results of the study show that Strategic priorities using the AHP concept obtained 5 strategies, namely 1) Cooperation in Higher Education related to technology with the highest weight, 0.42. 2) Improving the quality of Human Resources with a weight of 0.23. 3) Improve Education and Training with a weight of 0.18. 4) Fulfillment of Human Resources according to the List of Personnel Arrangement with a weight of 0.11. 5) Cooperation with the defense industry with a weight of 0.06.Keywords: Maintenance, Repair and Overhaul, Warships, AHP, Marine Operation Readiness.

Abstract

Today's Organizational Development is intensively carried out by all layers, both Profit and Non-Profit Organizations even in the Military world. The Military World will continue to improve in its Organization because of the demands of the development of the Main Tool system owned. Their Combat Equipment has undergone a lot of renewal and moderation. For this reason, a good Maintenance system effort is based on the ISO 9000: 2015 quality management system. Therefore, an analysis of strengths, weaknesses, opportunities, and obstacles is needed so that a quality management system that is in accordance with existing standards and rules can be developed. The purpose of writing is to formulate a SWOT Analysis integrated with 7 principles of the ISO 9000: 2015 quality management system in Combat Maintenance Maintenance Systems in a country. Abstract

Warship ability owned by Indonesian Navy is expected to have deterrence effect on other countries that want to disturb the sovereignty of Indonesia. Therefore, the right decision is needed to determine which warship should be chosen to carry out the task of guarding Indonesia's territorial waters. The newest warship that has a deterrence effect and is owned by the Indonesian Navy is the KRI PKR105 class. This ship has reliable capabilities both in terms of offensive and defensive because it is equipped with qualified equipment and weapons. Meanwhile, in future plans, the Indonesian Navy is interested in having a Danish-made Iver Huitfeldt class warship which also has a fairly reliable capability. In this paper, we will discuss the calculation of the capabilities of the PKR105 class and Iver Huitfeldt class which are planned to be purchased by the Indonesian Navy based on the Salvo Model. From the calculation, it can be seen that PKR105 class has the same offensive capability as Iver Huitfeldt class but Iver Huitfeldt class has higher defensive caspability than PKR105. This is because the tonnage of Iver Huitfeldt class is greater than PKR105 as one of the staying power parameters for calculating defensive ability. To overcome the shortage of PKR105 defensive capabilities, a $ 21 million CIWS can be added as one of the defensive power parameters in calculating defensive capability considering that there is still a difference in the PKR105 price of $ 285 million with the Iver Huitfeldt class price of $ 325. With this upgrade option then it can be used as one of the considerations in determining the type of ship that can be selected to increase the combat capability of the fleet. Abstract

The recruitment process is the initial process that determines the sustainability and success of a company. In the process, effective and efficient selection tests are the key. The level of professionalism and academic ability of prospective employees are two things that are very much needed as a reference and criteria that are used as selection factors in the recruitment process. This study uses the Fuzzy Multiple Criteria Decision Making (MCDM) method by solving problems using the Simple Addictive Weighting Method (SAW). The use of this method is expected to produce an electronic selection test application that can help the recruitment team in carrying out the selection process at PT. X. The results of the research are in the form of prospective employee selection test applications to simplify the process of selecting prospective employees according to their needs.
