Abstract

This study aims to determine how the Performance of the Medan City Transportation Agency in the Framework of Optimising the Safety Guarantee of Public Transport Passengers in Medan City (Study on Trans Metro Deli Bus) using descriptive research methods with a qualitative approach. Data collection is done by interview, observation, and documentation techniques. Data were obtained through primary and secondary data and analysed using data reduction, data presentation, and conclusion drawing. The results of this study indicate that the performance of the Medan City Transportation Agency in the context of Optimising the Safety Guarantee of Public Transport Passengers in Medan City has been running well but there is still a need for supervision and a high sense of responsibility for the implementation and running of the Trans Metro Deli Bus and to further improve socialisation and good communication with passengers in order to attract their interest to always use the Bus because it is guaranteed safety, security and comfort.

Abstract

This study examines the role of the All-Indonesia Workers’ Union (SPSI) in promoting workers’ welfare in Padang Hilir District, Tebing Tinggi City. Using a descriptive qualitative approach, the research explores how SPSI provides legal protection, advocates workers’ rights, and strengthens workers’ bargaining power in negotiations with employers. Informants were selected through purposive sampling and included SPSI leaders, the Chairperson of the Plant-Level Union (PUK), and local workers. Data were collected through interviews, observation, documentation, and literature review. The findings indicate that SPSI Tebing Tinggi City has effectively fulfilled its role in protecting and defending workers’ rights. The union guarantees freedom of association, safeguards workers’ rights to fair wages, and encourages the creation of healthy and safe working environments. SPSI also actively negotiates with companies to improve wages, workers’ welfare, and employment agreements that prioritize workers’ interests. Additionally, SPSI serves as a channel for workers’ aspirations and complaints. However, the study finds that SPSI has not yet been able to provide systematic training or skills development programs for its members.

Abstract

The transformation of education in the era of the Industrial Revolution 4.0 demands that madrasa teachers possess digital competencies that can adapt to technological advancements. However, the implementation of digital-based training in public madrasas still faces several challenges, such as limited infrastructure, varying levels of human resource readiness, and issues regarding program effectiveness. This study aims to analyze and interpret This study aims to analyze and interpret the effectiveness of digital education and training (diklat) for teachers at MTsN 3 Pekanbaru City, focusing on program implementation success, goal achievement, participant satisfaction, input-output comparison, and overall goal attainment. The research employs a qualitative descriptive approach using a case study method. Data were collected through in-depth interviews, participatory observation, and document analysis of the digital training programs conducted at the madrasa. The findings reveal that digital training has improved teachers’ digital literacy and motivation, particularly among younger educators. Nevertheless, its overall effectiveness remains constrained by inadequate institutional support, generational skill gaps, and limited technological facilities. This research contributes to the literature on digital training effectiveness in Islamic schools and provides recommendations for developing more contextual, adaptive, and sustainable training models.

Abstract

Despite the availability of various contraceptive methods, men's participation in the family planning programme is still limited, mainly due to cultural and religious considerations towards the vasectomy method. In addition, family planning services for men are still dominated by women as Family Planning Field Instructors (PLKB). This has resulted in men being reluctant to consult in its implementation. This raises a question mark as to why the Family Planning Programme is not so visible among the community? The purpose of this research is to find out how the implementation of family planning programme through men's participation in the use of contraceptive methods in Medan City Sub-district, Medan City. The method used is descriptive research method with qualitative approach. The data were analysed qualitatively using the Merilee S. Grindle Model with two main variables, namely policy content and policy environment. The results concluded from the policy content indicator showed that Medan Kota Sub-district really needed a family planning programme because the number of poor people in Medan Kota Sub-district was still a concern, and from the policy environment indicator showed that there was full support from the government regarding long-term family planning methods.

Abstract

Public services for persons with disabilities are a fundamental human right mandated by Law Number 8 of 2016 concerning Persons with Disabilities. In Pematangsiantar City, however, challenges remain in the implementation of inclusive population administration services, including inadequate disability-friendly facilities, limited human and financial resources, and low public awareness. This study aims to analyze the performance of the Department of Population and Civil Registration in providing services for persons with disabilities based on service quality, responsiveness, and responsibility. A qualitative descriptive method was employed, with data collected through observation, in-depth interviews, and documentation. Informants included the Head of the Department, the Head of the Service Division, and persons with disabilities or their families, selected through purposive and snowball sampling. Data were analyzed using Miles and Huberman’s interactive model, while data validity was ensured through source and technique triangulation. The findings indicate that the Department’s performance has shown positive progress through initiatives such as the mobile service “Pak Keling,” regular evaluation meetings, and increased transparency. Nevertheless, improvements are still required in disability-friendly infrastructure, staff capacity and training, and the involvement of persons with disabilities in policymaking. Strengthening these aspects is essential to achieving public services that are inclusive, equitable, and responsive to the needs of persons with disabilities.

Abstract

The Fishermen Insurance Premium Assistance Program (BPAN) is a government policy aimed at providing social protection for fishermen who face high risks in fishing activities. However, the effectiveness of program implementation at the local level still encounters several challenges, including limited access to information, administrative barriers, and low sustainability of participation. This study aims to evaluate the implementation of the BPAN Program in Central Tapanuli Regency using the Context, Input, Process, Product (CIPP) evaluation model developed by Stufflebeam. This study employed a descriptive qualitative approach. The research was conducted at the Department of Marine Affairs and Fisheries of Central Tapanuli Regency and Sarudik Village. The informants were selected through purposive sampling, consisting of 11 participants from local government officials, fishermen group representatives, and beneficiary fishermen. Data were collected through semi-structured interviews, non-participant observation, and documentation. Data analysis was carried out using the interactive model of Miles, Huberman, and Saldaña, involving data condensation, data display, and conclusion drawing. The findings indicate that BPAN has high relevance to the protection needs of fishermen. In the context dimension, the program is aligned with community needs; however, socialization activities have not fully reached all target groups. In the input dimension, program resources and implementation mechanisms are available, but challenges remain regarding beneficiary quotas and fishermen’s administrative readiness. In the process dimension, implementation has followed established procedures, although bureaucratic barriers and service delays persist. In the product dimension, the program provides benefits in the form of increased security and financial protection, but continued participation after the subsidy period remains low. The BPAN Program in Central Tapanuli Regency has been implemented and provides tangible benefits; however, it has not yet achieved optimal effectiveness. Strengthening public communication, simplifying administrative procedures, improving inter-institutional coordination, and developing sustainable financing strategies are required to ensure the continuity of social protection for fishermen. Abstrak Program Bantuan Premi Asuransi Nelayan (BPAN) merupakan kebijakan pemerintah untuk memberikan perlindungan sosial kepada nelayan yang memiliki tingkat risiko tinggi dalam aktivitas penangkapan ikan. Namun, efektivitas implementasi program di tingkat daerah masih menghadapi berbagai tantangan, seperti keterbatasan akses informasi, kendala administrasi, dan keberlanjutan kepesertaan. Penelitian ini bertujuan untuk mengevaluasi implementasi Program BPAN di Kabupaten Tapanuli Tengah menggunakan model evaluasi Context, Input, Process, Product (CIPP) Stufflebeam. Penelitian ini menggunakan pendekatan kualitatif deskriptif. Penelitian dilaksanakan di Dinas Kelautan dan Perikanan Kabupaten Tapanuli Tengah dan Kelurahan Sarudik. Informan dipilih melalui purposive sampling yang terdiri atas 11 orang, yaitu unsur pemerintah daerah, pengurus kelompok nelayan, dan nelayan penerima manfaat. Data dikumpulkan melalui wawancara semi-terstruktur, observasi nonpartisipan, dan dokumentasi. Analisis data menggunakan model interaktif Miles, Huberman, dan Saldaña melalui tahapan kondensasi data, penyajian data, serta penarikan kesimpulan. Hasil penelitian menunjukkan bahwa BPAN memiliki relevansi tinggi terhadap kebutuhan perlindungan nelayan. Pada aspek context, program telah sesuai dengan kebutuhan masyarakat, tetapi sosialisasi belum menjangkau seluruh kelompok sasaran. Pada aspek input, sumber daya dan mekanisme program telah tersedia, namun masih terdapat kendala kuota penerima dan kesiapan administrasi nelayan. Pada aspek process, pelaksanaan telah mengikuti prosedur, tetapi masih ditemukan hambatan birokrasi dan keterlambatan pelayanan. Pada aspek product, program memberikan manfaat berupa rasa aman dan perlindungan finansial, tetapi keberlanjutan kepesertaan setelah subsidi berakhir masih rendah. Program BPAN di Kabupaten Tapanuli Tengah telah berjalan dan memberikan manfaat nyata, tetapi belum optimal. Penguatan sosialisasi, penyederhanaan administrasi, peningkatan koordinasi antarinstansi, serta strategi keberlanjutan pembiayaan diperlukan agar perlindungan sosial bagi nelayan dapat berlangsung secara berkelanjutan.

Abstract

This study analyzes the role of La Megogo Village-Owned Enterprise (BUMDes) in managing clean water distribution in Ajinembah Village, Merek District, Karo Regency. A descriptive qualitative approach was applied. Data were obtained from eight informants through interviews, observation, and documentation, then analyzed through data condensation, data display, and conclusion drawing. The analysis employed three government-role dimensions: regulator, dynamizer, and facilitator. The findings show that BUMDes has not performed these roles optimally. Its regulatory role is constrained by the absence of binding written rules, standard distribution procedures, and routine supervision. Its dynamizer role remains weak because coordination is unstructured, water-conservation education is irregular, and community participation is limited. Its facilitator role is the most visible through the provision of reservoirs, pipelines, and household water meters. Nevertheless, maintenance remains reactive, dry-season distribution is uneven, and complaint handling is inconsistent. The study concludes that regulatory weakness affects participation and service effectiveness. Written village regulations, structured coordination, preventive maintenance, and standardized complaint management are therefore required to achieve equitable and sustainable water distribution.

Abstract

Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan implementasi kebijakan Dana Desa dalam meningkatkan pembangunan desa di Desa Singengu Julu Kecamatan Kotanopan Kabupaten Mandailing Natal. Metode penelitian yang digunakan adalah metode penelitian deskriptif dengan pendekatan kualitatif. Metode pengumpulan data yatu wawancara, observasi dan dokumentasi dengan menggunakan teori model implementasi kebijakan dari Van Meter & Van Horn. Hasil penelitian menunjukkan bahwa pelaksanaan Dana Desa dalam meningkatkan pembangunan desa di Desa Singengu Julu sudah berjalan namun belum optimal yakni berkaitan dengan sasaran dalam pelaksanaan program Dana Desa di Desa Singengu Julu masih ada yang belum terealisasi seperti halnya pemberdayaan masyarakat. Kurangnya komunikasi antara pemerintahan Desa dengan masyarakat Desa Singengu Julu merupakan salah satu faktor belum maksimalnya implementasi kebijakan Dana Desa dalam meningkatkan pembangunan desa di Desa Singengu Julu.

Abstract

The occurrence of a natural disaster in an area is unavoidable. One great example of a natural disaster in Sumatera Utara is the eruption of Mount Sinabung. When a disaster occurs, it is necessary to carry out countermeasures, therefore the management of the Mount Sinabung eruption disaster is carried out by several agencies, one of which is coordination between the Karo Regency Regional Disaster Management Agency (BPBD) and the Karo Regency Social Service. This study shows the Karo Regency Regional Disaster Management Agency (BPBD) coordinates with the Karo Regency Social Service in dealing with the Mount Sinabung eruption disaster. The research method used is descriptive with a qualitative approach. Data collection was carried out through interviews, observation and documentation. The data obtained were then analyzed qualitatively using the Handayaningrat’s Coordination Theory. From the research results, it can be seen that the coordination of the Regional Disaster Management Agency (BPBD) with the Karo Regency Social Service in dealing with the Mount Sinabung eruption disaster still needs to be improved and improved. In terms of Relocation probem when before or after the  Eruption occurred but it looks still lacking of communication between the Regional Disaster Management Agency (BPBD) of Karo Regency and the Karo Regency Social Service regarding their respective roles or tasks, the slow process of disaster management was caused by limited funds which resulted in the community not being aware of any assistance in Relocation during the Erupstion of mount Sinabung.
